GENERAL 1.1 Scope - The purpose of these rules and regulations is to define health and safety rules and the conditions for accessing, occupying and using all or part of the premises and outdoor areas, facilities, services and other equipment provided by the Lyon Convention and Exhibition Centre (the Centre), named EUREXPO, located in Chassieu (69680). - All occupants and users of EUREXPO, regardless of their capacity and status and, more generally, all persons within the Centre, shall implement and comply with all the present rules and regulations. Occupants and users are not exempted from complying with public building regulations and fire prevention rules in force at the Centre. - SEPEL EUREXPO, the Lyon Convention and Exhibition Centre operating company, reserves the right to modify and/or add to the present rules and regulations without notice, through all means necessary, in the interests of public order and the protection of people and property. - Furthermore, SEPEL EUREXPO will not accept liability for any accident that occurs as the result of a breach of the present rules and regulations, and reserves the right to take legal action against the offenders General Conditions Vehicles and/or persons not directly related to authorised Centre activities may not enter the site grounds or use site roads or car parks unless expressly authorised to do so by SEPEL EUREXPO SEPEL EUREXPO reserves the right to call out law enforcement officers or vehicle impounding services to record, exclude or penalise persons or vehicles that are unauthorised or unrelated to Centre activities It is forbidden to bring hazardous, toxic, inflammable or combustible substances (other than the normal contents of vehicle tanks) or explosive or radioactive substances within the Centre boundaries unless expressly authorised by SEPEL EUREXPO All activities that constitute a threat to public order or are not authorised by SEPEL EUREXPO are prohibited and likely to result in legal action It is forbidden to bring animals within the Centre boundaries unless specifically required for an event. Animals found roaming around the Centre will be captured and impounded, irrespective of the area in which they are found Dumping objects or waste of any kind outside the areas provided for this purpose is strictly forbidden. Waste disposal facilities, notably waste paper baskets, dustbins, skips, etc., are provided and must be used. All breaches of this rule are likely to result in legal action The following activities are also prohibited within the Centre boundaries (unless expressly authorised by SEPEL EUREXPO) - collection of money and distribution of brochures, leaflets or propaganda of any kind, - sales of any products or services whatsoever, notably consumable goods, other than those authorised by SEPEL EUREXPO, - offers of service of any kind, - picnics. p3/8 Eurexpo Rules & Regulations 09/06 V09/07

4 1.2.8 Site roads, vehicle parking areas and pedestrian areas must be used in accordance with their purpose and be kept perfectly clean. Legal action may be taken against any person who causes damage or harm of any kind to site roads, passageways, the esplanade, relaxation areas, buildings, technical facilities or street furniture, notably benches, basins, plant tubs, telephone boxes, markings and signage, shuttle buses, poles, public address and lighting equipment, fire hydrants, trees, plants, and advertising hoardings Roller skates, roller blades, skateboards and other similar items are prohibited within the Centre boundaries, unless they are used in the framework of specific events and expressly authorised by SEPEL EUREXPO Emergency exits and evacuation corridors must be kept free at all times Users are reminded that the safety department has unrestricted access to all rented and private premises within the Centre for the purpose of performing their duties and assignments As a general rule, drivers of all types of motor vehicle must obey the Highway Code and traffic and parking regulations brought to their attention via signs and by traffic officers. The speed limit is 30 km/h within the Exhibition Centre boundaries Parking Parking is prohibited on all site roads and their verges, especially roads used by fire services and other busy areas (pavements, green spaces, pedestrian areas). Offending vehicles are liable to be removed and impounded and legal action may be taken in the event of damage to road verges Spaces on the Centre car parks are managed by SEPEL EUREXPO, which places them at the disposal of users (event organisers, exhibitors and visitors) in return for set fees. N.B.: The conditions for using the Visitors, Exhibitors and External Service Providers car parks are stipulated in detail in the corresponding chapters Fees paid are simple parking fees and do not include security or surveillance services Parking spaces are made available to applicants on request on a non-discriminatory basis. An exception is made for exhibitors, who must park in their designated area Cleaning or carrying out mechanical repairs to vehicles on Centre car parks or roads is strictly forbidden Should a vehicle break down at the Centre, and require immobilisation and the intervention of an external repair service, the Centre supervisors office must be notified as soon as possible, otherwise the Centre will arrange for the vehicle to be removed and impounded Pedestrian areas Circulation areas and premises accessible to visitors and/or exhibitors on foot notably include: Indoors: the reception area, SEPEL EUREXPO s permanent administrative offices, premises and spaces rented and occupied by the Occupier or Exhibitor by virtue of specific rental contracts. The lessee is free to define the terms and conditions of access to these premises, exhibition halls, bars, restaurants, shops and service-providers premises. Outdoors: pedestrian malls and paths across the grounds. p4/8 Eurexpo Rules & Regulations 09/06 V09/07

5 1.4.2 Visitors are strictly forbidden at all times from entering the areas around workshops, warehouses, exhibition halls, service halls and handlers buildings, and from entering these premises Green spaces Damaging or in any way harming the green spaces at the Centre, i.e. the lawns, trees, shrubs, plant tubs, accessories protecting them (railings, stakes, etc.), or decorative features and associated equipment (hose cocks, etc.) is an offence and likely to result in legal action. It is notably forbidden to cut and/or remove plants, flowers or fruits of any kind It is strictly forbidden to walk or drive on areas not designated for these purposes Liability Vehicles of all kinds are driven around and parked within the Centre boundaries at their owners sole responsibility and risk SEPEL EUREXPO will not accept liability in any circumstances for damage to vehicles caused by bad weather (rain, frost, hail, snow, floods, etc.) or by other users SEPEL EUREXPO will not accept liability for damage, accidents or theft of any kind involving vehicles while they are parked at the Centre; this applies to both the vehicles themselves and any accessories and objects left inside them or fastened to the outside Vehicle drivers must inform SEPEL EUREXPO immediately if they either cause or are a victim of an accident or damage. 2. CENTRE OPERATION AND MANAGEMENT The Centre is operated and managed by SEPEL EUREXPO Access and parking The offices are accessed via avenue Louis Blériot (the Exhibitors entrance) Premises housing technical equipment (e.g. service shafts, boiler rooms, transformers, exhibition hall ducts, terraces, roofs, etc.) are out of bounds to all persons not holding express authorisation from SEPEL EUREXPO Private vehicles visiting SEPEL EUREXPO s offices must be parked in their designated car park, which is accessed via the Exhibitors entrance (avenue Louis Blériot) Taxis must be parked in their designated spaces Public transport vehicles must be parked in their designated spaces Opening times The normal opening times of the Centre offices are to on working days (Monday to Friday inclusive). Outside these times, persons found inside the buildings must provide a means of justifying their presence when asked to do so by security officers Exceptions are authorised when necessary for specific events. p5/8 Eurexpo Rules & Regulations 09/06 V09/07

6 2.3- Safety All persons using the Centre offices must familiarise themselves with and comply with the safety procedures. These may be obtained from the Centre Safety Manager. 3. ORGANISERS EXHIBITORS EXTERNAL SERVICE-PROVIDERS SEPEL EUREXPO reserves the right to ask people wishing to access the Centre for the following: - their name (they may also be required to hand over a form of ID) - the name of their company Access, circulation, parking Exhibitors, organisers, suppliers, stand fitters, delivery firms, haulage contractors and, in general, all persons working on behalf of companies present at the Convention and Exhibition Centre or for SEPEL EUREXPO, generally access the Centre via the Exhibitors entrance (Avenue Louis Blériot) and/or, depending on event requirements, via the North entrance (rue Marius Berliet) It is assumed that all persons or vehicles using areas designated for exhibitions come under one of the categories listed above and hold an exhibitor s badge or identification badge issued by SEPEL EUREXPO. These badges must be displayed in or affixed to vehicle windscreens. Failure to do so will result in expulsion from the Centre Extra long or wide loads may only access the Centre and use its roads with express authorisation from SEPEL EUREXPO All persons and vehicles circulating within the Centre are assumed to have complied with customs formalities Vehicles must access the exhibition halls via the service roads around the buildings, and park near the entrance closest to the stands to be fitted or receive a delivery, unless SEPEL EUREXPO has issued specific instructions. The Centre roads and exhibition hall doors are equipped with signage enabling access points to be identified rapidly Private vehicles are strictly prohibited from entering the buildings. Only handling vehicles belonging to companies expressly authorised by SEPEL EUREXPO may be driven into the halls. SEPEL EUREXPO reserves the right to take legal action against any party who breaches this regulation External service-providers and exhibitors must obey instructions issued by SEPEL EUREXPO or the Organiser via the security staff The organiser limits vehicle parking to the area around the premises rented and the duration of the rental contract. This includes build-up and break-down periods and the event itself in accordance with the defined opening times. Any vehicles parked outside the above-mentioned areas and outside the previously defined periods, or which disrupt traffic or block an access, will be removed and impounded. p6/8 Eurexpo Rules & Regulations 09/06 V09/07

7 3.1.9 During events and outside build-up and break-down periods, trucks must be parked in a designated parking area Only exhibitors vehicles bearing parking permits and vehicles expressly authorised by being issued with a SEPEL EUREXPO permit are entitled to park in the Exhibitors car park All other vehicles usually allowed to enter this area, including permanent service vehicles such as those of forwarding agents, handlers, etc., must park in the Service-providers car park (subject to availability). Exceptions will be made for Centre technical services (fire brigade, maintenance) and catering firms Opening times The normal opening times for Centre users during events are to on working days (Monday to Friday inclusive), with the following exceptions: - Express exemptions granted by SEPEL EUREXPO, - Specific different opening times granted to exhibitors and external service-providers by the event Organiser SEPEL EUREXPO must be kept informed of the working hours and names of staff members entering the Centre for the purpose of preparing to open shops, services and restaurants within the Centre Conditions of use Event Organisers Event organisers must comply with the special conditions of the Occupation Agreement signed with SEPEL EUREXPO, which notably includes: - the present rules and regulations - EUREXPO fire regulations - maps of the rented premises, shared areas, access points and approaches Exhibitors Exhibitors must refer to and comply with the information supplied to them by the Organiser. In particular, they are forbidden from making holes in the floor and partitions and must leave the rented premises in their original condition at the end of the event. The cost of any additional repair work required may be passed on to the organiser and/or exhibitor External service-providers All external service-providers, traders and, in general, all persons working within the Centre, must familiarise themselves with and comply with these rules and regulations and the special safety rules Companies working within the Centre must comply with the French Labour Code and have taken out liability insurance. SEPEL EUREXPO will not accept liability for any theft or damage Access to shops and services must be kept clear at all times. Their facades and signs must also be kept clear Each service or restaurant manager is responsible for ensuring that his/her premises are cleaned regularly and that waste is disposed of in a controlled, authorised manner, unless a direct agreement has been made with SEPEL EUREXPO Safety All persons using the Centre premises must comply with statutory safety regulations and the French Labour Code, and with chapter T of the fire regulations. p7/8 Eurexpo Rules & Regulations 09/06 V09/07

8 4. VISITORS 4.1- Access - Parking - Visitors are entitled to park in their designated car parks. - These car parks are accessed mainly via Boulevard de l Europe and/or, for some events, via the North entrance (rue Marius Berliet). - Within car park P0, moving vehicles must keep to the surfaced areas. The gritted areas are only to be used for parking. - Fees paid are simple parking fees and do not include security or surveillance services. - Disabled parking spaces are indicated by signs and must only be used by public transport vehicles carrying disabled people and by vehicles bearing official disabled persons badges. Any vehicle parked in these spaces without the requisite badge will be removed Public opening hours - The car parks are opened at the most half an hour before an event opens, unless the organiser has made other arrangements. - They are closed two hours after the event closing time. - All vehicles left parked for more than 24 consecutive hours will be removed and impounded. - Public access is prohibited outside these hours without specific dispensation Liability Vehicles are driven around and parked within the Centre boundaries at the sole responsibility of their owners and at their own risk. SEPEL EUREXPO will not accept liability for any damage caused to vehicles, accidents or thefts of any kind Safety Visitors must comply with the present regulations and must familiarise themselves with and comply with the safety rules displayed in buildings and any instructions given using the Centre s official public address system. All incidents, accidents or anomalies must be reported without delay to the Centre Safety Manager. 5. SAFETY DEPARTMENT The EUREXPO centre premises must be fitted out in accordance with the following: - the French Labour Code, - the French Building Code, - the fire regulations applicable to this category of building, - etc. SEPEL EUREXPO is responsible for safety in the framework of its duties and is hence entitled to access all premises. It has exclusive authority to take any decisions it considers necessary to ensure that regulations are complied with. In the event of failure to comply with SEPEL EUREXPO s requests, immediate measures may be taken to close premises or exclude the offending users from the Centre. ********************** p8/8 Eurexpo Rules & Regulations 09/06 V09/07
