2 C MARSHALLING, MOVEMENT AND LOADING C1 Train Formation 1.1 These Instructions apply to: - all wagons and containers loaded with dangerous goods discharged tank wagons and tank containers. 1.2 Wagon Condition Wagons and containers used to carry dangerous goods must: be of sound construction be in good condition have their interior in a fit state for the goods to be loaded. 1.3 Automatic brake - Requirements All wagons used to carry dangerous goods must have a fully operative automatic brake before departure. For full details, see GE/RT8000 Rule Book module TW Mixing Classes of Dangerous Goods Some wagon and container loads of dangerous goods are prohibited from being on the same train as other dangerous goods. These prohibitions are shown in Appendix 2 of this manual. 1.5 Separation (a) Separation Distances - Requirement Wagons and containers carrying certain types of dangerous goods must be separated on the same train from other wagons and containers carrying certain other types of dangerous goods. These and any separation distances required at the front or rear of the train are shown in Appendix 2 of this manual. (b) Separation Wagons - Meaning In this Section, the term 'separation wagon(s)' or containers covers: - empty wagons or containers wagons or containers carrying certain non-dangerous goods Working Manual for Rail Staff Handling and Carriage of Dangerous Goods Page C2

3 wagons or containers carrying certain dangerous goods not otherwise prohibited. (c) Separation Wagons - Requirements all separation wagons must weigh more than 8.15 tonnes a brakevan must not be counted or used as a separation wagon. (d) Separation Exemptions for Trip Working (Non-Explosives) Separation wagons are not required for trip working: - where the length of the journey does not exceed 5 miles, or where the length of the journey does exceed 5 miles and authority has been received from the Train Operating Company and the Infrastructure Controller(s) concerned. (e) Separation Exemptions for Trip Working (Explosives) Some separation wagons are not required for trip working. These are: - between the locomotive and the first loaded wagon between the last loaded wagon and the brakevan (if provided) behind the last loaded wagon (if there is no brakevan). Note All other separation requirements as in Appendix 2 of this manual must be maintained 1.6 Driver Only (D.O.) 4 one 12-metre (40 feet) tank container or equivalent length in smaller tank containers, or one 2-axle tank wagon and one 6-metre (20 feet) tank container or equivalent length in smaller tank containers. (b) Prohibited toxic gases class 2.3 radioactive flasks Class 7 escorted movements (c) Exemptions Mixed loads UN8989 are exempt from these prohibitions. See Section C4.7 of this manual. 1.7 Shunting Extra care must be taken when shunting wagons carrying dangerous goods: - they must not be loose-shunted other wagons must not be loose-shunted against them. 1.8 Train Preparation The person responsible for train preparation must inform the driver (and guard if provided) of a train with wagons or containers carrying dangerous goods: - by entering on the Driver s Slip the positions of the wagons or containers, and their emergency codes, or by giving the driver the Train Document 1.9 Sender's Labels Senders may fix their own labels to wagons, provided they do not obscure any 'For Repairs' or 'Defect' labels. 5 C2 Movement and Loading 2.1 Controlled Movement Certain dangerous goods are subject to specially controlled movements e.g.: - explosives certain radioactive materials. Other controlled movements require special instructions. 2.2 Detachment of a Wagon from a Train When a wagon carrying dangerous goods is unfit to travel and has to be detached at any point short of its destination, the following procedure must be carried out to allow all necessary precautions and actions to be taken. The person who detaches the wagon, must: - tell the person in charge of the location that the wagon has been detached, and give full details of the dangerous goods. 2.3 Stabling of Classes 1, 2.1, 2.3 or 7 Wagons (a) Unstaffed Siding Except in an emergency, wagons loaded with the following dangerous goods must not be stabled in an unstaffed location or siding: - Classes 1, 2.1 and 2.3 (this does not apply to discharged wagons), or Class 7 wagons loaded or discharged. (b) Security When, in normal circumstances or in an emergency, wagon(s) are stabled in a staffed location or siding, the person in charge must arrange to keep both sides of the wagon(s) under regular surveillance (30 minute intervals or less). See local instructions. If, in an emergency, wagon(s) are stabled in an unstaffed location or siding, the person in charge must arrange to keep both sides of the wagon(s) under regular surveillance (30 minute intervals or less). 6 2.4 Checks of Wagons Wagons carrying dangerous goods forming part of a train must be checked whenever there is time available in a siding or yard to look for any defects such as overheated axle boxes or leaks. Any wagon showing signs of overheated axle boxes must be detached. Any defective or leaking wagons or containers must be dealt with in accordance with Section F of this manual. Rail Staff must not attempt to tighten any valve or cap that appears to be leaking unless they are competent to do so. 2.5 Safe Positions for Wagons being loaded or unloaded Wagons that are to be loaded with dangerous goods or have dangerous goods unloaded from them: - must be placed in the safest possible position (in the open air where possible) must not be put into any shed or warehouse, unless authorised by the manager responsible for the facility. 7 C3 Escorts 3.1 Permitted Escorts Sender's representatives or agents may escort dangerous goods, particularly specially controlled movements. 3.2 Escort Travel Requirements The Train Operating Company must ensure: - that persons escorting dangerous goods are supervised by person(s) competent, according to the duties the escort may be required to perform that suitable accommodation is provided for each escort travelling that if a passenger vehicle is used to carry an escort, the brake distributor timings of the other vehicles on the train are adjusted accordingly. 8 C4 Instructions for Specific Dangerous Goods by Class 4.1 Class 1 - Explosives Warning Naked lights are forbidden near wagons or containers loaded with explosives Acceptance and Movement Acceptance and movement of explosives is subject to GO/RT3422 'Explosives - Rail Conditions of Acceptance and Carriage' Loading and Unloading Rail Staff must not load or unload explosives, unless specially authorised. The sender/receiver must: - provide adequate supervision for all loading/unloading ensure that relevant safety regulations are followed show credentials of persons involved to person in charge of facility, before loading/unloading. See C4.1.9 of this manual on emergency transhipment Staff Safety Precautions When loading/unloading, all Rail Staff must: - work under the supervision of a responsible person take precautions to prevent accident/fire/explosion prevent unauthorised persons: - - gaining access to explosives, or - coming within 25 metres (80 feet) of any loading/unloading without good reason clean wagons internally before and after use after loading, adequately secure vans and containers loaded with explosives Working Manual for Rail Staff Handling and Carriage of Dangerous Goods Page C8

9 4.1.4 Weight Limits (a) Per Wagon or Container A wagon or container must not carry more than 20 tonnes net explosive content (NEC) of explosives in Division 1.1, 1.2, 1.3, 1.5 or 1.6 (Division 1.4 has no limit). (b) Per Group of Wagons or Containers NEC limits apply when wagons or containers are grouped together on a train more than one group of wagons or containers may be carried on a train only when the specified minimum separation distances between the wagons or containers are provided Groups of Wagons or Containers: Maximum NEC and Minimum Separation Distances (a) For Groups of Division 1.1 and where 1.1 is Combined with 1.3 and/or 1.5 Explosives Maximum NEC in any group: 40 tonnes NEC minimum separation distance: 80 metres (260 feet). See table below. (b) For groups of Division 1.3 and 1.5 Explosives When alone or together: - maximum NEC in any group (1.3 and/or 1.5): 120 tonnes NEC minimum separation distance between groups: 40 metres (130 feet). Note Wagons or containers containing Divisions 1.2, 1.4 or 1.6: - may be included as part of any wagon or container group but are not included in NEC calculation for group, and, if required may form part of the separation distance between any explosive groups Train Preparation Requirements The person responsible for train preparation must ensure that: - NEC limits are not exceeded, and adequate separation distances are provided where necessary. If the NEC is not declared separately by the consignor, then the total gross weight of the explosive together with the packaging as declared by the consignor must be used for the calculations for separation distance purposes. 11 4.1.7 Security (a) Local Operating Instructions Local Managers must prepare local instructions to make sure that explosives in transit are secure. (b) Nominated Person A member of Rail Staff must be identified in local instructions as responsible for wagon or container security. The nominated person must ensure that: - all wagons and containers carrying explosives or small arms that are standing in sidings, goods yards or marshalling yards are kept under regular surveillance on both sides (30 minute intervals or less) by Rail Staff local instructions are fully complied with details of the wagon(s) or container(s) and their locations are recorded while under their control. (c) Unstaffed Siding/Yard If, for any exceptional reason, wagons or containers loaded with explosives or small arms are held at an unstaffed siding or yard, the person nominated in the local operating instructions must advise Control, British Transport and Civil Police, and Local Authority Fire Services: - how long the explosives will be held there, and tell them again if stated period is extended tell them if the period is shortened. 12 4.1.8 Incidents and Irregularities Explosives have a 6-character emergency code, as follows:- (a) Military Military 011*MY 012*MD 013*MF 014*MD 015*MF 016*MD * Compatibility group letter as provided by the Sender Example: - 011D MY Train Operating Company Controls implement special arrangements in an emergency involving military explosives. (b) Commercial Commercial Compatibility group letter and alpha code as provided by the Sender Emergency Transhipment In the event of emergency transhipment, Rail Staff should help to transfer explosives, if requested. A responsible person must be provided by the sender or receiver. This must be arranged by the Train Operating Company Control concerned. 4.2 Class 2 - Gases, Compressed, Liquefied or Dissolved Under Pressure Marshalling Tank wagons and tank containers carrying gases must not be marshalled next to bolster wagons or low sided wagons loaded with steel (except 'rod in coil') with or without their associated runner wagons Working Manual for Rail Staff Handling and Carriage of Dangerous Goods Page C12

13 4.2.2 Class Flammable Gases (a) D.O. Trains - Restrictions not more than one bogie tank wagon, or two 2-axle tank wagons, or one 12-metre (40 feet) tank container or equivalent length in smaller tank containers, or one 2-axle tank wagon and one 6-metre (20 feet) tank container or equivalent length in smaller tank containers. (b) Stabling - Restriction for Loaded Wagon(s) Except in an emergency, wagons loaded with Class 2.1 flammable gases must not be stabled in an unstaffed location or siding. When, in normal circumstances or in an emergency, wagon(s) are stabled in a staffed location or siding, the person in charge must arrange to keep both sides of the wagon(s) under regular surveillance (30 minute intervals or less). See local instructions. (c) Tail Lamp A spare serviceable battery electric tail lamp must be carried on the locomotive of any train where the last wagon carries Class 2.1 flammable gases. Battery electric hand lamps are not permitted to be used on tank wagons carrying Class 2.1 flammable gases Class Toxic Gases (a) Restrictions Class 2.3 toxic gases are not permitted on D.O. trains, unless carried as part of a UN8989 mixed load. See Section C all trains carrying wagons containing toxic gases must have a brakevan at the rear in which the guard must ride: - - the brakevan must be piped and fitted with valve and gauge, compatible with train brake - this must not be counted as a separation wagon Working Manual for Rail Staff Handling and Carriage of Dangerous Goods Page C13

14 (b) Tail Lamps - Prohibition No tail lamps of any kind may be attached to tank wagons carrying toxic gases. (c) Stabling - Restriction for Loaded Wagon(s) Except in an emergency, wagons loaded with Class 2.3 toxic gases, must not be stabled in an unstaffed location or siding. When, in normal circumstances or in an emergency, wagon(s) are stabled in a staffed location or siding, the person in charge must arrange to keep both sides of the wagon(s) under regular surveillance (30 minute intervals or less). 15 4.3 Class 3 - Flammable Liquids Class 3 - Flammable Liquids Packing Groups I & II Warning Naked lights are forbidden near vehicles containing flammable liquids packing groups I & II Tail Lamps Battery electric hand lamps must not be used on tank wagons carrying Class 3 Flammable Liquids Packing Groups I & II Oil and Petroleum Products with Flashpoint above the Class 3 Range The Train Document will show an Emergency Code comprised of the dummy UN No plus the Alpha Code applicable to the traffic. Example: BP The Alpha Code is to be used for reporting incidents to firms and summoning assistance of specialists in an emergency. See Section F of this manual. 4.4 Classes 4.1, 4.2 and Flammable Solids etc Class Substances Liable to Spontaneous Combustion Oily cotton and similar goods liable to spontaneous combustion, unless they are packed in metal, must be loaded in wagons or containers with metal floors. If open wagons or containers have to be used the load must be completely covered with a watertight cover. Hollows must be prevented from forming in the sheeting, as this could allow water to collect in the hollows and contaminate the load Class Substances Dangerous when Wet These goods should be carried in closed wagons or closed containers. 16 If open wagons or containers have to be used, the load must be completely covered with a watertight cover. Hollows must be prevented from forming in the sheeting, as this could allow water to collect in the hollows and contaminate the load. 4.5 Class 7 - Radioactive Materials Radioactive Materials - Packages Loaded on Wagons or Containers (Not Irradiated Fuel Flasks) (a) Handling - Transport Index When Rail Staff load packages, the transport index numbers (yellow labelled packages) must be carefully checked. The transport index of any package must not exceed 10 and the total transport indexes in any wagon or container must not exceed 50. Packages may be: - all one category, or any categories combined. (b) Transhipment Rail Staff may tranship radioactive packages, unless the wagon or container bears a sign 'Not to be unloaded by Rail Staff, unless supervised'. When a wagon or container is signed in this way Rail Staff must be supervised by the sender, the receiver or their agents. (c) Detention of Wagons Wagons or containers carrying radioactive packages and detained for any reason must be placed at least 6 metres (20 feet) away from wagons or containers carrying: - other dangerous goods livestock unprocessed photographic film mailbags and rest rooms, shunters cabins and similar places. 17 (d) Placarding of Empty Wagons/Containers Wagons or containers, previously used to carry radioactive material must bear 'Radioactive' placards, until certified by the sender as 'clean and free from hazardous contamination' Irradiated Fuel Flasks Note Irradiated Fuel Flasks are not permitted on Driver Only Trains (a) All Movements Locomotives hauling trains carrying irradiated fuel flasks must have an operational radio in: - the front cab of the leading locomotive and the rearmost cab of the locomotive or where there is more than one locomotive in the rearmost cab of the rearmost locomotive. Where an irradiated fuel flask is carried on a train, a brakevan need not be provided. Where, for operational reasons, a brakevan is provided the guard must ride in it, when it is the rearmost vehicle on the train. Where a brakevan is not provided, the guard must: - ride in the rearmost cab of the locomotive or where there is more than one locomotive in the rearmost cab of the rearmost locomotive have a working mobile telephone available for use. (b) Train Formation Additional Separation Requirement An irradiated fuel flask is not allowed within 6 metres (20 feet) of a locomotive, the guard's accommodation of the brake vehicle (where provided) or the rear of the train. If the distance is less than 6 metres, a separation wagon weighing more than 8.15 tonnes (8 tons) must be provided. Working Manual for Rail Staff Handling and Carriage of Dangerous Goods Page C17

18 (c) Transit Monitoring Transit of all trains carrying irradiated fuel flasks must be monitored by the Train Operating Company Control concerned. (d) Form RT3973 (NUC) Train crew (driver and guard) must not move a train carrying irradiated fuel flasks without the form RT3979(NUC) 'Advice to Train Crews - Conveyance of Radioactive Flask Traffic' as authority. See specimen on page C18/C19. The form must: - be handed in at destination be retained for at least 2 years have the telephone numbers of the signal boxes and Production Controls, for the route to be travelled, entered on it. 19 ADVICE TO TRAIN CREWS CONVEYANCE OF RADIOACTIVE FLASK TRAFFIC (To be handed to the TRAIN CREW at the starting point of the train, where the load is attached or when signing on duty.) Special Notes (a) If you are relieved en route, this advice must be handed to the staff relieving you. (b) In all circumstances where there is no immediate hand-over to a train crew the forms must be handed to the Yard Staff or, where this is not possible, placed behind the label clip of the wagon, which will be leading on departure. (c) At the termination of the journey this advice must be handed to the staff at the destination. Wagon Type and Number Flask Number(s). If the vehicles are likely to be detained for 12 hours or more, the distance separating the vehicles and the places mentioned must be at least 6 metres (20 feet). Detention of these flasks alongside station platforms or any point adjacent to where mail bags, passengers luggage or sensitised photographic materials are likely to be placed, should be avoided as far as is practicable. EMERGENCY ACTION In the event of a mishap involving a flask immediately carry out the instructions contained in the Pink Pages of the Working Manual Section F2 Pink Pages Try to obtain as much information as possible without endangering your personal safety. In all cases the following questions must be answered: - (a) Is the flask wagon derailed? Yes/No (b) Has the flask wagon been involved in a collision? Yes/No (c) Is there a fire near the flask? Yes/No (d) Are large quantities of liquefied petroleum gas, petroleum or other flammable Yes/No liquids present? (e) Is there any visible damage to the flask or to the cover (if fitted), Yes/No If you are not sure, give as much information as possible. 21 GO/RM3053/C : (e) Radiation Supervised Area Requirement A Radiation Supervised Area automatically exists wherever a loaded irradiated fuel flask regularly awaits: - forward movement loading/unloading. Dimensions 6 metres (20 feet) from each face of loaded flask. Restricted Access Only authorised persons are allowed in the area. Access must be kept to a minimum (f) Radiation Monitoring and Certification Flasks and wagons must: - be monitored for radiation before each journey present no hazard to staff in their normal work. (However, no person must remain unnecessarily in a Radiation Supervised Area). Before sending, the establishment sending must certify that the flasks and wagons: - have been monitored, and are safe for release for rail transit. Before the train departs, the guard must ensure that the certificate is handed to the nominated member of Rail Staff, who must arrange to retain it for at least 2 years. (g) Detention of Wagons If wagons carrying irradiated fuel flasks are detained for any reason they must be placed at least 6 metres (20 feet) away from wagons containing: - other dangerous goods livestock unprocessed photographic film mailbags and from staff rest rooms, shunters cabins, and similar places. 22 GO/RM3053/C : (h) Minor Wagon Repairs Rail Staff may do minor repairs, and are allowed to spend not more than one hour within 1.5 metres (5 feet) of a flask. These times must not be exceeded unless authorised by a competent person, such as: - Train Operating Company's Radiation Protection Adviser Health Physicist attending scene as part of an emergency team. (i) Transit Radiation Checks Train Operating Companies are responsible for randomly checking flasks in transit for radiation. If radiation levels exceed agreed limits, the person checking must give all relevant information to: - Production Control, and Local Manager's Office. The wagon and flask: - must not be allowed to go forward must be held in most suitable location available, awaiting specialist attention. The procedures in Section F of this manual must be complied with. (j) Personal Safeguards For advice on radiological protection, contact your company Radiation Protection Adviser. 23 GO/RM3053/C : 4.6 UN Dangerous Goods - Mixed Loads UN8989 This number is allocated when the sender is sending mixed loads in a single wagon or container. These loads are only subject to the 'Traffic Separation Distance Requirements/Prohibitions' indicated in the 'Mixed Dangerous Goods' column in Appendix 2 of this manual. The sender is responsible for making sure that goods loaded into the wagon or container are compatible or adequately segregated. UN8989 is Allocated When: - Mixed loads are composed entirely of packages of compatible dangerous goods Mixed loads are composed of: - - one dangerous product (less than 50% by weight), or - compatible dangerous goods with non-dangerous goods. UN8989 is Not Allocated: - if a single dangerous goods product comprises 50% or more by weight of the load with non-dangerous goods for exports when through consigned In this case, the UN number of the product is allocated, and the appropriate placard(s) displayed.
