2 2 Inappropriate behaviour and horse play 3 Strike by loose equipment 4 Injury from other moving vehicles f) minal roll of all staff/cadets on vehicle to be left at the appointed location in SHQ prior to start of the journey a) Cadets to be briefed on expected standard of behaviour at the start of the journey b) OIC coach and staff to supervise at all times and stop any movement out of seats. c) Self drive hire vehicles to have an adult supervisor on vehicle in addition to the driver a) items likely to cause injury to be stored in the passenger compartment b) All luggage / equipment to be stored in hold / cage c) All personal equipment to be securely stored d) Care to be taken when recovering kit from overhead storage e) OIC coach to check for hazards prior to start of journey f) If roof rack used goods should be secured and roof rack not overloaded or loaded to an excessive height. a) Staff / cadets to be assembled away from moving traffic and supervised when embarking / disembarking b) Cadets to be escorted onto / off vehicle by adult supervisor c) OIC coach to assess risk prior to disembarking coach particularly at service areas / car parks d) YES ne 5-B-2
3 5 Leaving passengers 6 Un-roadworthy vehicle a) OIC to ensure a named roll call taken prior to start of journey b) Roll call to be carried out following embarkation after each stop and prior to restart of journey a) OIC of any self drive hire vehicle to ensure checks are carried out in accordance with ROSPA Minibus safety Checks NO 7 Driver fatigue a) OIC vehicle to ensure driver adhere to ACP20B regulations regarding driving hours b) Designated driver not be involved in training activity outside permitted hours 8 Risk of abduction / abuse 9 Overloading vehicle resulting in loss of control and accident. 10 Towing trailers resulting in RTA Please note: Car licences held before 1 st Jan 97 can retain their existing a) Adult member of ATC staff / instructor cadet to supervise cadets at all times b) cadet to be left unattended at drop off points. 4 entitlement to tow trailers until their license expires. This means that they can drive a vehicle and trailer combination up to 8.25 tonnes Maximum Authorised Mass. (MAM or GVW). Where a minibus trailer combination is used you can drive with a trailer over 750Kg MAM. Further application and test can increase the entitlement to 12 tonnes MAM. tyres, lights etc). c) If towing trailers then you should ensure that emergency exit doors are not obstructed. After 1 st Jan 97 Drivers are required to an additional driving test. For specific information refer to guidance 5-B-4
5 documents above, 11 Driver incompetence resulting in RTA Please note: Before 1 st Jan 97 drivers holding group A, B and D1 can drive minibuses as long as the are over 21 and the minibus has a maximum of 17 seats, including the driver and is not being used for hire or reward. Otherwise you will need a PCV licence. a) Driver holds a valid driving licence. b) OC is to ensure that relatively new drivers are not to drive cadets. Eg Cadets or staff who has recently passed their test. (Two years driving experience as a minimum, over 21 years old). c) Ensure the minibus does not have more than 16 passengers. d) t hire or reward. e) Gross weight of minibus not more than 3.5 tonnes. f) Drivers over 70 years old need to make special application to DVLA. If you don t have a D1 license you may still drive a minibus so long as you meet the criteria laid down in 11a to f. 5-B-5
