1 ADDENDUM NO. #1 ITB # FLORIDA A&M UNIVERSITY (FAMU) FUEL STORAGE TANK INSPECTIONS December 8, 2017 ITB Services: Subject: The purpose of this solicitation is to acquire sealed competitive bids from qualified Contractors. The Contractor will be required to provide all labor, and materials necessary to complete the required Fuel Storage Compliance Inspections. This Addendum contains questions submitted by prospective Respondents, Florida A&M University s answers and updates to the ITB language. Deletions are indicated by strikethrough or reference. Additions, updates or replacements are indicated by underscore, reference or highlighting. REFERENCE: DELETE: ADD: Pages 15-17, 2.0 TECHNICAL SPECIFICATIONS This sections in its entirety 2.0 TECHNICAL SPECIFICATIONS Bidders are required to meet or exceed the specifications below. 2.1 General Information Florida A&M University is soliciting bids to establish a contract for its Fuel Storage Tanks Compliance Inspections. Storage tanks covered by this document are located at the addresses given below: There are currently eleven (11) *Regulated underbelly generator storage tanks. The Vendor will Perform visual inspections of all tank components and leak detector test including interstitial monitoring (Monthly) for twelve (12) months at all facilities where applicable. All tank level gauges will require an Annual Operability test every twelve (12) months where applicable at all locations shown below. 2 It is the University s intent that the vendor who is awarded this contract will provide all necessary parts and labor so that all items under Scope of Work will be fully operational at all times. 2.2 SCOPE OF WORK 1. Monthly Inspect/Maintenance: Maintain all physical apparatus including: All integral mechanical, electrical, and electronic parts of the fuel dispensers and replace as needed Maintain calibration (per state inspector) All assisted vapor recovery components Inspect and clean all sumps Inspect and clean fill man-ways and caps Inspect nozzles, hoses & breakaways and replace as needed Inspect all dispenser shear valves and replace as needed Test low level and high level alarms Test overfill alarm Check printer for proper operation Tank monitor system Check monitoring wells Underground and above ground tank equipment including Submergible pumps, check valves, O-rings, fill and vent caps, pressure vents, dry breaks, gage caps, gaskets, sump cover, lids, and bolts and fasteners. 2. Quarterly Maintenance: Replace all fuel filters or as needed 3. Yearly Certifications Provide Veeder root certification Provide Leak detection certification 4. Three Year Integrity test 2.3 SCHEDULE Monthly Inspection at all facilities shown below: Plant Operations & Maintenance (POM) Wahnish Way Inspection at Plant Operations and Maintenance Facility (POM) 2400 Wahnish Way Vendor will Perform visual inspection of all tank components and leak detector test (Monthly) for twelve (12) months at this Facility. 5 Questions and Answers ITB # Question: The bid sheet starting on page 15 does not clarify how many tanks are at each address and what type underground or above ground (Base Tank for Generator). Also, there is no indication as to the size or fuel type ex. diesel or gasoline. It also states on page 16 Monthly Leakage inspections on 12 regulated fuel tanks, and gives the site locations for those 12. From a current contract Ring Power is working on the campus with now we know that there are more than 12 tanks from the sites listed. There should be roughly 15 from the list given. POM has 3 tanks for example just at that one site 2 unleaded and 1 diesel. Answer: Corrections: There are eleven (11) Regulated underbelly generator tanks currently. 2. Question: It's noted on page 17 annual operability testing specifically for FAMU Village and Perry Paige. Are the other facilities not included. It appears from the wording on page 16 that the operability testing needs to be on all locations. It would be helpful if this was clarified. Answer: above. Annual Operability testing will be conducted at the aforementioned facilities 3. Question: Clarification on what the University is looking for with regard to Operability Testing (scope of testing). Answer: More information on Annual Operability testing can be found at FDEP Tank resources links below: Question: Monthly leak inspections and monthly visual inspections on the pricing attachment sheet A Page 18 have it listed as separate. Can these services be completed on the same day for each tank. The same goes for the annual operability testing and the integrity testing. There are two lines to separate the pricing for each. Answer: When required All services should be completed on the same day barring any unforeseen contingencies.
