Environmentally Compliant Range Designs at Ft. Hood, TX Ms. Brooke E. Conway Mr. Joseph Bush 22 March 2006 Brooke E. Conway / SFIM-AEC-ATT / / brooke.conway@us.army.mil 1 of RMAR2006

Agenda Purpose Background Project Overview Objectives Combat Vehicle Defilade Fighting Positions Targetry Emplacement Positions Low Water Crossings Summary Brooke E. Conway / SFIM-AEC-ATT / / brooke.conway@us.army.mil 2 of RMAR2006

Purpose To provide an overview of the demonstration/validation of installationapproved environmentally compliant range designs at Ft. Hood, TX, as part of the Sustainable Army Live-Fire Range Design and Maintenance requirement (2.5.e) Brooke E. Conway / SFIM-AEC-ATT / / brooke.conway@us.army.mil 3 of RMAR2006

Background One of the four focus areas of the Army s EQT Sustainable Army Live-Fire Range Design and Maintenance requirement (2.5.e): Range Design Specifications Incorporating Environmental Compliance Munitions Carrying Capacity Model Tools for Monitoring Range Access Range Design Risk Assessment Model Product Delivery Team (PDT) comprised of USAEC, ERDC-CERL, ATSC, ATC, and Huntsville COE Brooke E. Conway / SFIM-AEC-ATT / / brooke.conway@us.army.mil 4 of RMAR2006

Background (cont.) Product Delivery Team (PDT) analyzed current range design elements with respect to mission, environmental degradation and regulatory non-compliance, and operation and maintenance (O&M) requirements Identified range design elements that pose an environmental compliance risk, and then developed new designs and developed improved range design elements for selected high-risk elements Tank Defilade Positions Stationary and Mover Berm Designs Low Water Crossings Range roads and trails design plans Guidance for range construction Guidance to mitigate environmental concerns during the range siting process Range designs will be incorporated into Army Standard TC-25-8 Brooke E. Conway / SFIM-AEC-ATT / / brooke.conway@us.army.mil 5 of RMAR2006

Project Overview The U.S. Army Environmental Center (USAEC) and the Range Control Office at Ft. Hood, TX are currently implementing installation approved retrofit and upgrade design packages developed by the EQT PDT on their training ranges Established methods will be used to assess the performance of three (3) new range designs: 1. Firing Emplacement / Defilade Position 2. Moving Target Berm 3. Low Water Crossing Brooke E. Conway / SFIM-AEC-ATT / / brooke.conway@us.army.mil 6 of RMAR2006

Objectives To assess the performance of three (3) new designs To minimize soil erosion on Ft. Hood s ranges To reduce maintenance costs To meet range sustainability and environmental compliance goals To assess long-term operation and maintenance (O&M) requirements of existing designs, and cost implications and impact on range down time The indicator of effectiveness includes the time interval between maintenance cycles; maintenance should be at a minimum over the test timeframe Brooke E. Conway / SFIM-AEC-ATT / / brooke.conway@us.army.mil 7 of RMAR2006

Combat Vehicle Defilade Fighting Positions Defilade Fighting Position Functional Description: Provides an above ground structure which replicates an actual two-tier, dug-in (below grade) Tank or Bradley defensive fighting position Provides trainers with a means to evaluate crew and platoon defensive firing techniques, tactics, and procedures Provides an elevated (in some instances) firing platform which reduces line of sight issues between the firing vehicle and the target On Instrumented Ranges, provides for automated defilade scoring sensors Brooke E. Conway / SFIM-AEC-ATT / / brooke.conway@us.army.mil 8 of RMAR2006

Combat Vehicle Defilade Fighting Positions EQT Defilade Fighting Position Design Improvements over standard or existing Fort Hood design Less rip rap rock material Easier maintenance of grass and brush growth (reduces herbicide and labor) Will allow for easier installation and maintenance of defilade sensors GeoCell/GeoWeb design reduces erosion during establishment of turf and during significant rain events Stabilizes soils during blast events where overpressure during main gun firings damages vegetation and leaves soil susceptible to erosion Brooke E.
