1 REQUEST FOR INFORMATION ION (RFI): LIGHT RECOVERY VEHICLES 1 Indian Army is planning to procure single telescopic boom type Light Recovery Vehicles based on 5/7.5 Ton Class of vehicle chassis. Light recovery vehicle should be capable of operating all terrain conditions in the country such as high altitude, shore establishment, off shore establishment, desert area, jungle areas of Assam and the like. It shall have hydraulically operated lifting and lowering arrangements/ mechanism for slewing capable of un-ditching, uprighting and extracting up a slope of vehicle casualties up to Ly 7.5 Ton payload class. The vehicle should be capable of operation under 100% humidity and temperature -15⁰C to +55⁰C. 2. It is proposed to identify probable Original Equipment Manufacturer (OEM) who can supply Light Recovery Vehicle. OEM are requested to forward comprehensive details of theirs Light Recovery Vehicle (LRV) as per questionnaire attached. You are requested to intimate following information:- Ser No 1 Height for FFC Cab (Incl Boom in stowed posn) 2 Width 3 Length 4 Weight including recovery equipment crane and other recovery accessories mounted. 5 Wheel Base 6 Ground Clearance 7 Angle of approach 8 Angle of departure 9 Upsetting angle 10 Fording depth 11 Water proofing 3. Does the vehicle have Hand Throttle Control near to winch operating control lever? 4. Does the vehicle have cold starting device/ provision of fitment of cold starting device to facilitate easy starting down to -40⁰C? 5. Does the vehicle meet the CMVR pollution emission norms as applicable in the country? Wrecker Equipment: Crane 6. Does swivel type lifting hooks conform to IS 8610, IS 3815, BS 482 and IS 3822? 7. Is the length and height of the boom is deigned in such a way that at maximum overhang while operating as a mobile crane it is capable of lifting a minimum 1.5 Ton?

4 8. On suspended tow, will it be able to lift vehicle casualties minimum 5 Tons without upsetting angle? 9. You are requested to provide following specification of the boom: Ser No Specification 1 Hook Lifting capacity at clear each of 1000mm 2 Lifting and movement at minimum reach of 450mm from Rear most position of the vehicle. 3 Maximum reach on side 4 Clear lift at max reach of 1800mm 5 Boom length(stowed) 6 Max lifting capacity at the max reach 7 Height (stowed) 8 Angle of slew 10. In case of breakdown in hydraulic system, driving and gear aggregates while the crane is operating, is it possible to adjust the crane manually/mechanically into one of the transport position and to move the vehicle to a place of destination/repair? 11. Does this vehicle has operating elements of the crane fitted with emergency valves to carry out following:- (a) Emergency lowering of burden by crane hook. (b) Emergency retraction of telescopic boom. (c) Emergency release of hook brake. (d) Emergency boom swiveling and rotation of crane.

5 12. Is the vehicle fitted with a safety mechanism against overload and has automatic signaling and provision for automatic switching off all remaining parts and of crane loading? You are requested to intimate the list of recovery tools and accessories supplied with the vehicle. 16. Does the vehicle have provision for fitment of in-service GPS inside LRV? 17. Can the provision for fitment of folding type workbench to fit one vice on each side of the vehicle be provided? 18. Does the vehicle have provision for duplication of controls at convenient location other than the main controls for crane and winch? If yes please provide details.

6 19. Is it possible to have the remote operation of crane and winch by provision of remote control panel alongwith an electrical cord of adequate length? 20. Does the vehicle have EMI/ EMC suppression for electronic/electrical system to avoid radio interference? 21. Can the vehicle be transported by in-service transport air craft of IAF/ARMY? 22. Are the vehicle and the boom/winch operation noise levels within existing permissible limit as prescribe in CPCB Norms as amended from time to time? 23. Does the vendor have capability to provide training to recovery operator across the country at nominated places? 24. Please intimate details of service centre across India. 25. Please intimate the list of government/ PSU department where same vehicle has been supplied.
