Hansen, P.E., Public Works Director Date: 4/2/213 Ordinance No. 564 Amending Official Street Map and Transportation Infrastructure Standards and Specifications ISSUE: Shall the City Council pass first reading of Ordinance No. 564 to amend the Official Street Map; and Transportation Infrastructure Standards and Specifications? RECOMMENDATION: To pass first reading of Ordinance No. 564, as presented. BACKGROUND AND POLICY DISCUSSION: The City has two main documents that guide basic street development: the Official Street Map; and the Transportation Infrastructure Standards and Specifications. The Official Street Map shows the locations of public and private streets and identifies the location of future roadways. The Transportation Infrastructure Standards and Specifications establishes technical engineering and construction standards including width of travel lanes, sidewalks, parking lanes, depth of pavement, etc. Currently, the Official Street Map also includes right-of-way widths for only the proposed Grid Roads in the downtown area (there are no other references to right-of-way widths for any other streets). All other roadway widths are established and addressed in the Transportation Infrastructure Standards and Specifications. Staff recommends deleting right-of-way widths for three of the Downtown Grid Roads from the Official Street Map and addressing those dimensions in the Transportation Infrastructure Standards and Specifications. Specifically, staff recommends amending WMC (3) to delete right-of-way widths for three Grid Roads: 135 th Avenue NE/136th Avenue NE; NE 173 1d Street; and NE 178 th Street/Mill Place; and deleting WMC which is not consistent with the City Council's recent action to adopt new street design standards for the Downtown Area. These changes are needed to match the recently completed and City Council approved (Resolution No. 43) Downtown Streetscape Master Plan. This plan establishes right-of-way widths; on-street parking requirements; street widths; street standards; amenities; sidewalk and bikeway widths; streetlights; and decorative pavement treatments for Grid Roads. Ordinance No. 564 also amends our Transportation Infrastructure Standards and Specifications for the Downtown Grid Roads so they are consistent with the roadway layouts adopted by the City Council in Resolution No. 43. Adopting Ordinance No. 564 will allow the Woodin Creek Village (formerly Canterbury Mobilehome Park) to take advantage of the new roadway configurations and standards through a Development Agreement, which will be considered by the City Council later this Spring. The Planning Commission reviewed a Draft Ordinance modifying the Official Street Map at its March 2, 213 meeting and recommended its approval. Since Planning Commission action on this item, staff has made some additional amendments to delete all references of right-of-way 1
2 widths from the Official Street Map and to address them in the Transportation Infrastructure Standards and Specifications, the same manner all other streets are handled. ALTERNATIVES: There are least two alternatives for the City Council: 1. Pass First Reading of Ordinance No. 564, as presented or amended. 2. Take no action and provide further direction to staff. RECOMMENDED ACTION: I MOVE TO PASS FIRST READING OF ORDINANCE NO. 564 AS PRESENTED, MODIFYING THE OFFICIAL STREET MAP AND AMENDING STREET WIDTHS AND STANDARDS FOR CERTAIN STREETS WITHIN THE CENTRAL BUSINESS DISTRICT. The exact alignments of these future streets are not established by the adoption of the official street map and will need to be established in the future either by City Council approval of an engineering study, or City approval of a binding site plan, plat or short plat. Revised Staff Recommendation (3) The following future streets shall be shown on the official street map when established or accepted-by-the-city shall have the following right of way widths: (a) 135th Avenue Northeast/136th Avenue Northeast, 61 feet; (b) Northeast 173rd Street, 61 feet; (c) Northeast 178th Street/Mill Place ; /17 feet. 4 DRAFT ORDINANCE NO. 564 AN ORDINANCE OF THE CITY OF WOODINVILLE, WASHINGTON, CONCERNING THE WIDTH AND STANDARDS FOR STREETS IN THE CENTRAL BUSINESS DISTRICT BY AMENDING SECTION (3) WMC; DELETING SECTION WMC; AMENDING SECTION ; AND AMENDING THE TRANSPORTATION INFRASTRUCTURE STANDARDS AND SPECIFICATIONS STREET CROSS SECTIONS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE AND SUMMARY PUBLICATION BY ORDINANCE TITLE ONLY. WHEREAS, the City of Woodinville, upon incorporation in 1993, adopted City of Woodinville Ordinance No. 33, establishing an "Official Street Map"; and WHEREAS, changes to the Official Street Map shall be made by ordinance as required in Section WMC; and WHEREAS, since 1993 the City Council of Woodinville has adopted Ordinances No. 147, 25, and 211, making changes to Section 12.3 WMC, but the Official Street Map was not updated or amended by these ordinances; and WHEREAS, on June 15, 21, the City Council adopted Ordinance No 483 amending and updating the Official Street Map and making modifications to Section 12.3 WMC; and WHEREAS, the City Council adopted Ordinance No. 232, the City of Woodinville Transportation Infrastructure Standards and Specifications, 1999 Edition, establishing street standards and widths for the City, and WHEREAS, the City Council adopted Ordinance No. 38, amending the City of Woodinville Transportation Infrastructure Standards and Specifications, 1999 Edition, Part "As-builts" as adopted by WMC , and WHEREAS, the City of Woodinville desires to modify selected street widths and standards in the adopted infrastructure standards to conform with the Downtown Streetscape Master Plan passed with Resolution No 43; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WOODINVILLE, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1.Section (3) of the Woodinville Municipal Code ("WMC") is hereby amended as follows (additions shown by underline and deletions shown by interlineations): (3) The following future streets shall be shown on the Official Street Map when established or accepted by the City shall have the following right of way widths: (a) 135th Avenue Northeast / 136th Avenue Northeast, 61 feet; (b) Northeast 173 rd Street, 6-1-feet; (c) Northeast 178 Street / Mill Place, /17 feet. The City Manager is authoried to make appropriate edits to remove superseded requirements and to make necessary changes to the table of contents, indexes, etc. as needed. This amendment shall be referred to as the "City of Woodinville Transportation Infrastructure Standards and Specifications, 1999 Edition, 213 Amendment." Section 4. Section WMC is hereby amended as follows; Standards adopted. The City of Woodinville hereby adopts the "City of Woodinville Public Transportation Infrastructure Standards and Specifications, Edition 213 Amendment", which shall establish the basic requirements for the construction and/or alteration of public rights-of-way. A copy forth in full. Section 5.Severability. If any section, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this ordinance. Section 6.Effective Date. This ordinance, shall take effect (5) days after passage and publication of an approved summary consisting of the title to this ordinance.
