3 EcurieCymraeginviteyoutocompeteinthe 23 rd LeukaemiaHistoricRally onsaturday16 th May2015 The Leukaemia Historic Rally was introduced in 1992 and since hasprideditselfonthenumber andqualityofspecialtestsitprovidesforcompetitors.ecuriecymraegareawareofproblemssuchan eventmaycauseonpublicroadsonasummersaturdayandworkstowardscontainingasmuchofthe eventaspossibleonprivateland.navigationiskeptrelativelysimpleforalltoenjoytheevent. Thepurposeofthiseventistoprovideenjoymentforthoseinvolvedwhilebroadcasting awareness of the needs for research into Leukaemia, theneedforbloodandbonemarrowdonationsso importantfortreatmentandtoraisefundsfor TheLeukaemiaResearchAppealforWales. Followingthesuccessfulintroductionlastyearof TheLeukaemiaTargaRally forthemoremoderncar, theeventwillonceagainbeincludedforvehicleswithanenginecapacityof1400ccorless,together withathirdeventforendurancecars. NOTICEOFAPPRECIATION All disciplines of Motor Sport rely upon Marshals, without whom MotorSport would be impossible. The responsibilities of a Marshal vary fromeventtoevent,especiallyinthedifferent formsofrallying.primarilythemarshal sdutyistothesafetyofthecompetitor,thespectator,general publicandthesport notasmallresponsibilitybyanymeans. Announcement EcurieCymraegwillpromoteaNationalBstatusHistoricRoadRally,entitledtheLeukaemia HistoricRallyonSaturday16 th May2015.TheeventwillbeaqualifyingroundofboththeHRCR Clubman sroadrallychampionshipandhrcrpremierrallychampionship. Inaddition EcurieCymraegwillpromoteaNationalBstatusTargaRallyforcarswithanenginecapacityof 1400ccorlessentitledTheLeukaemiaTargaRallyon16 th May2015. AnydecisionmadebytheEnvironmental,TechnicalorEligibilityScrutineerswillbeFINALand noconversationswillbeenteredintoregarding any such decision by the Clerks of the Course. The route will be contained on O/Ssheets 161, 171and162(scale 1:50,000)latest editions and will be of approximately 140 miles using public andprivateroadsofmetaledand unmetaledsurfaces.theuseofundershieldsisrecommended. b. Theroute will be clearly definedby map referencesand/or writteninstructionswithmarked mapsand/oranyotherinformationallowingcompetitorstocomplywithr14.1tor c. AlltheOrganiserstimesanddistanceswillbedeemedtobecorrecthavingbeenestablishedin accordancewithr d. AllOrganisers roadsignswillbemandatory,e.g.quiet,care,no,etc. e. The seeding of Competitors will be at the Organisers discretion and nodiscussionwillbe enteredintoregardingthestartingorder.penalty=exclusion. b. TheStartingOrderwillbecompiled,basedontheinformationsuppliedontheCompetitor s EntryFormandanyothermeansofestimatinganticipatedperformance. 11. Identification a. Competitors will be issued with two Rally plates, which must be affixed onorjustbelowthe rearnearsidewindowandtotherearofthecar. b. TheseMUSTberemovedatthecompletionoftheeventoruponretirement.

Advertising# No#advertising,#apart#from#the#decal#of#the#Event#Sponsor,#which#must#be#incorporated#within# the#rally#plate,#will#be#allowed#on#any#competing#vehicle,#in#accordance#with#r#19.8.# 13. Insurance# a. The# Competitor# is# required# to# supply# the# name# and# address# of# his/her#insurers#on#the# Entry#Form.# b. Those# wishing#to#avail# themselves#of# the# cover# offered# by# Lockton#Insurance,#should#quote# their#policy#number#on#the#entry#form.# c. Assistance Nooutsideassistanceisallowedforthisevent.ShouldanyCompetitorbedeemedtohavethe servicesofanythingresemblingachasecaroraservicevehicle,theorganiserswill,withno hesitation,imposethepenaltyofexclusion. 18. Results ProvisionalResultswillbepostedontheOfficialNoticeBoardattheFinishvenueassoonas possibleafterthearrivalofthelastcar. TheywillbemadeFinal,subjecttonoprotest,30minuteslater. FinalResultswillbe edtoallcrewswithin14daysoftheevent. 19. Protests

11 AllprotestsaretobemadeinaccordancewithC5.10C12.1Tieswillberesolvedinaccordance withr Modifications AllotherGeneralRegulationsoftheMSAapplyaswrittenexceptthefollowing,whichare modified: R 12.1 Certain sections of the route will be timed to an accuracy of lessthanoneminute. R8.1toR8.5.3SecretChecksmaybeestablishedwithoutpriornotice,e.g.atGiveWays,etc., andtoensurecompliancewiththeroute. R15.1toR15.1.4TobeclassifiedasaFinisher,aCompetitormustreporttoandreceivea signatureatthefollowing: o Morethantwothirdsofthecontrolslistedontheroutecard o AllMainControls o DamageControl o Withintheirmaximumpermittedlatenessandinthecarinwhichtheystartedtheevent. NOTE:ShouldaCompetitorretirefromtheeventandnotcontinuetotheFinish,he/sheshould delivertimecardsanddamagedeclarationtothenextmannedcontrolwithareasonfor retirement.ifthisisnotpossible,itwouldbeappreciatediftheclerksordeputyclerkofthe Coursecouldbetelephonedatthefirstpossibleopportunityadvisingoftheretirement. R12.1toR12.9.3theeventwillbetimedaccordingtoScheduledTiming. R12.1AllsectionswillbetimedaccordingtotherequirementsofScheduledTimeby Marshal sdigitalclocksthatreadtocorrectbbc/telecomtimeofday. R12.2.7Maximumlatenessforall classeswillbe30minutesand59seconds. R12.6CompetitorswillonlybeallowedtoreducelatenesswhenadvisedtodosobyOfficial documentation.thiswillbetheonlytimethatthethreequarterrulemaybeapplied. R 11.1 Controls will open 15 minutes before the scheduled time of Car 0andwillclose30 minutesand59secondsafterthetimewhenthelastcarisdue. R Competitors MUST stop before entering any road protected by a STOP or GIVEWAY signandplacesspecifiedontheroutecard.judgesoffactwillmana numberofsuchplaces. (Section 16 (s)willapply) NOTE ForthepurposeoftheseRegulationsanyofficialwrittenrouteinstructionwillbe consideredtobearoutecard,e.g.markedmap,etc. 21. Controls a. Thefollowingtypesofcontrolwillbeusedthisevent o MainControl o TimeControl o PassageControl o IntermediateRegularityTimeControl o RouteCheck

12 o SecretCheck b. MainControl(MC)R11.6 AMainControl,whichisalsoaTimeControl,willbeattheStartandFinishof each leg of the event. It is essential, to qualify as a Finisher, that acompetitormust visit all Main Controls andobtainasignaturewithinmaximumpermittedlateness. c. TimeControl(TC)R11.5 AteachTimeControl,thetimeofhandingtheTimeCardtotheMarshalwillbe recorded on the Time Card. The Marshal, at the Competitor s request,willendorseanycodesfromroute ChecksbetweenthatTimeControlandthepreviousTimeControl. d. IntermediateRegularityTimeControl(IRTC)R Is a Time Control. At each Intermediate Regularity Time Control, the timerecordedwillbe thetimeofstoppingatthecontrol.it is an offence to slow or stop in sight of such a Control with a penalty ofthetimeofstoppingbeingrecordedplus600secondsr NOTEAnIntermediateRegularityTimeControlisaSECRETControl. e. PassageControl(PC)R11.4 TheMarshalwillonlysigntheTimeCardintheappropriateplace;he/shewillnotsignagainst codes. f. RouteCheck(RC)R11.3 IsanunmannedControlatwhich,aCodeBoardwillbedisplayedinaccordancewithR11.3.Itis theresponsibilityofthecrewtorecordthedetailsofthecodeboardintheappropriateplace onthetimecardandtorequestthemarshalatthenextmannedtimecontroltosignalongside thatrecord. g. ControlBoardwillbepositioned50metersbeforetheactualControl,notataRouteCheck,on thecorrectdirectionofapproach h. All Controls have to be visited in the order specified on the Route Card anycontrols visitedoutoforderwillbedeemednottohavebeenvisited.r i. The route may include NOT AS MAP triangles and other features with acontrolareaof3 meters.theywillbeidentifiedontheroutecardandprecededbyacontrolboardonthe correctdirectionofapproach j. AllControlswillbesitedasperRouteCard;itispossiblethatanintendedmannedControlmay becomeunmanned.inthiscase: o TheControlmaybecomeaRouteCheckwithaCodeBoard recordthecodeinthe placeofthetimecontrolonyourtimecardandproceedandobtainasignatureat thenextmannedtimecontrol. o IfthereisnothingatthelocationtosignifyaControl proceedtothenextcontrol. o If there is a Control Board and no Marshal proceed to the nextcontrol. ItisnotthedutyofanyMarshaltointerprettheseRegulationsoranyotherwritteninstructions regardingtheeventortoexplainthemeaningand/oreffectthereof.itistheresponsibilityof

13 Competitorstoreadandunderstandtheseandallotherwritteninstructions.MARSHALS are important to Motor Sport and because of their voluntaryefforts,eventsliketheseare possible,pleaserespectthem. k. AnyCompetitorwhocausesANYformofharassmenttoanyMarshaloranyotherOfficialor whoremainsinacontrolareasubsequenttoaninstructiontodepartwillbereportedtothe Stewardsofthemeeting.TheOrganisersreserverighttoimposethepenaltyofEXCLUSION uponsuchcompetitor 22. TimeCards a. ShouldanyentryonaTimecardnotbelegibleornotappeartobeauthentic,itmaybe deemednottohavebeenmade.theorganisersmayrefertomarshal schecksheetifinany doubt. b. Analtered,amendedorcountersignedTimeCardwillbeacceptedifcountersignedbythe Marshalatthetimeofthealteration. c.
