12 How did we do it? Leveraged existing projects & resources Existence of CCAP & DA Protect was critical Redesign of DMV database helped; much was accomplished during current IT projects Lots of grants! NHTSA MIDRIS demo project FMCSA CDL Program Improvement grants NHTSA - State TRCC funding Workload Impact In 1998, our section only did withdrawal work, and had 72.5 FTE (including a night shift) In 2001, citation processing was added In 2005, Administrative Suspensions were added In 2008, BadgerTraCS was added As of July 1, 2010, our section has 42.8 FTE 12
13 Benefits for Customers Most convictions & withdrawals are processed overnight, if received electronically A secured system for accessing driver records in real-time is available (PARS), and includes an Employer Notification system for CDL drivers. PARS is the same tool used by ANTSS to provide DL records to assessors & instructors Data tends to be better quality than handprocessed work Benefits for Customers has a wealth of information for OWI offenders to help them drive legally, including: Reinstatement eligibility Occupational license eligibility SR-22 insurance filing DL status check 13
14 Benefits for DMV Close to meeting 10 day deadline for posting convictions Over 70% of citations are reported electronically and process overnight CDLIS posting for convictions is a weekly job now. Once it is changed to daily, we should meet the 10 day deadline Automated citation tracking system allows us to audit citations that aren t reported in a timely fashion Drawbacks When automation fails, problems can be huge and/or not detected right away Processors are no longer reviewing records every time a new conviction or withdrawal is added 14
15 Analyzing Data Data is stored in normalized DB2 tables Storage costs are minimized, but analysis is more difficult (have to know how to join a multitude of tables) To eliminate this problem, a series of files are created every month for purposes of running reports Statistical Files Available All violations appearing on WI driver records All revocation / suspension / cancellation / disqualification cases appearing on WI driver records (ie, the withdrawal file) All customers with a DL record All administrative per se arrests See materials for sample file layouts 15
16 Request #1 Q: I want the driver records for the top 100 OWI offenders in Wisconsin Requestor was a newspaper reporter Lengthy discussion about DPPA and redisclosing personal information Request #1 Wisconsin has strong Open Records Law; consulted with our attorneys and decided we should provide the info Top 100 cut off isn t a clean break Settled on offenders with 10 or more; 124 total records provided, at $5 each (request was in Feb 2008) 16
17 Request #1 Logic From the violation statistics file, records were chosen where the charge code is an OWI-type offense (one incident per day) court decision code = 1 (guilty) violation in WI flag = Yes Then, the records were grouped & counted by customer number Request #2 Q: How many people have OWIs with a minor passenger in the vehicle, by year? Requestor was a researcher, applying for a grant with the CDC Numbers are likely low; minor passenger is penalty enhancer, and often pled down 17
18 Request #2 - Logic From the violation file, records were chosen where: the charge code is an OWI-type offense (one incident per day) court decision code = 1 (guilty) violation in WI flag = Yes minor in vehicle flag = Yes Request #3 Q: How many drivers are suspended / revoked in my county? For what reasons? Request is common, especially from community groups working to restore people s operating privileges 18
19 Request #3 - Logic Licensed drivers by County From the driver statistics file, records were grouped by county, then DL status Driver s License Withdrawal by County From the withdrawal statistics file, records for certain counties were selected, then grouped by charge code Request #4 Q: How many people receive a 3 rd offense OWI within 5 years of a previous offense? What about a 4 th? Request was from Legislative Fiscal Bureau, working on recent OWI legislation The bill subsequently passed and became law on July 1, 2010 (2009 WI Act 100) 19
20 Request #4 - Logic Used recidivism query results (see first example) Violation dates of 3 rd & 4 th offenses were compared to 1 st, 2 nd, & 3 rd offenses What s Next? 2009 Wisconsin Act 100 requires the court to order an IID on ALL: 1 st offense with a BAC of.15 or higher ALL second & subsequent offenses ALL refusals Violation statistics file is being expanded to include IID order 20
