2 BOILER AND PRESSURE VESSEL ACT PART V REGULATIONS AS TO FEES INSPECTION DURING CONSTRUCTION 1. Fees for the inspection of boilers and pressure-vessels during their construction shall be payable by the manufacturer to the Chief Inspector on the completion of the inspections as follows: (a) Boilers A fee computed at the rate of fifteen cents per horsepower and the minimum fee shall be five dollars. (b) Pressure-vessels including digesters The following fees include installation fees and shall apply to the fifteen feet of shell length beyond which an additional fee of five for each ten feet or part thereof shall be applied. first dollars Note: "Shell length" means distance in feet between head seams. (i) 2 feet diameter and under $ 2.00 (ii) over 2 feet diameter to 3 ft (iii) " 3 II 11 " 4 ft (iv) " 4 " " " 5 ft (v) " 5 " " " 6 ft (vi) " 6 11 II " 7 ft II (vii) " 7 " 8 ft (viii) " 8 " " " 9 ft (ix) " (c) Batch Inspection The fees prescribed in sub-section (b) shall be subject to reduction as follows: (i) For six or more pressure-vessels of the same design ready for inspection at the same time, a reduction of twenty-five percentum. (ii) For twelve or more pressure-vessels of the same design ready for inspection at the same time, a reduction of fifty percentum. (d) Boilers or pressure-vessels for export Where a boiler or pressure-vessel is intended for installation outside the province and where a reduction in fee has not been made under clause (c), the fees prescribed in clauses (a) and (b) shall be reduced by twenty-five percentum. ANNUAL FEES 2. (a) The owner of every registered steam boiler or digester shall pay, with respect to each registered steam boiler owned by him, a yearly fee as follows:

3 -2- (i) Up to and including 5 horse-power $ 5.00 (ii) Over 5 horse-power but not exceeding 25 horse-power (iii) Over 25 horse-power but not exceeding 50 horse-power (iv) Over 50 horse-power but not exceeding 75 horse-power (v) Over 75 horse-power but not exceeding 100 horse-power (vi) Over 100 horse-power a fee of $20.00 plus 5 cents for each additional horse-power up to and including (vii) Over 1000 horse-power, a fee of $65.00 plus 71/2 cents for each additional horse-power up to and including (viii) Over 2000 horse-power, a fee of $ plus 10 cents for each additional horse-power up to a maximum of $ (b) For each digester: (i) Up to and including 5000 cubic feet capacity $10.00 (ii) Over 5000 cubic feet but not exceeding 10,000 cubic feet capacity (iii) Over 10,000 cubic feet but not exceeding 15,000 cubic feet capacity (iv) Over 15,000 cubic feet capacity (a) Where a plant is closed down during the whole of any calendar year, a rebate of the fees paid for that year shall be made by the Chief Inspector by way of allowance at the time of the next payment of yearly fees in respect of that plant. (b) The first yearly fee payable in respect of a steam boiler shall be based on the time in the year when the application for registration of the steam boiler is made, namely: (i) If made during the period beginning January 1st and ending March 31st, full yearly fee shall be paid on completion of the inspection. (ii) If made during the period beginning April 1st and ending June 30th, a fee equal to seventy-five per centum of the yearly fee shall be paid on completion of the inspection. (iii) If made during the period beginning July 1st and ending September 30th, a fee equal to fifty per centum of the yearly fee shall be paid on completion of the inspection. (iv) If made during the period beginning October 1st and ending December 31st, a fee equal to twenty-five per centum of the yearly fee shall be paid on completion of the inspection. (c) In the case of a steam boiler which has not been manufactured in British Columbia and in respect to which no certificate of inspection has been issued under this Act, the yearly fee in respect of the year in which the application for registration is made shall be twenty-five per centum over the fees determined under Section 2. (d) Steam Boilers connected to a common header. When two or more steam boilers are connected to a common header, with one or more of the boilers not in use and retained for stand-by purposes only, all boilers connected to the common header shall be subject to annual fee. To claim exemption from the annual fee in such a case the steam boiler shall be completely disconnected from the header and may not be re-connected without the permission of an Inspector.

4 -3- INSPECTION FEES 4. (a) Hot Water Boilers The fee shall be the same as the annual fee for a steam boiler as provided for in Section 2 (a) of similar horse-power but shall not exceed fifty dollars. (b) Pressure-vessels with operating temperature of 650 F. or less. For the inspection of a pressure-vessel in this category subsequent to its construction the fee to be paid shall be fifty per centum of the appropriate fee shown in clauses (i) to (vii) of clause (b) of Section 1 but shall not be less than two dollars nor more than ten dollars. (c) Pressure-vessels with operating temperatures over 650 F. For the inspection of a pressure-vessel in the category subsequent to its construction the appropriate fee shown in clauses (i) to (ix) of clause (b) of Section 1 shall be raid. (d) Imported hot water boilers and pressure-vessels. For the first inspection of a hot water boiler or pressure-vessel built outside the province the fee shall be twenty-five per centum over the inspection fees prescribed in Section 1 (b) or the annual fee in 2 (a). SECOND-HAND BOILERS OR PRESSURE-VESSELS 5. The fee for the inspection of a second-hand boiler or pressure-vessel shall be five dollars in addition to the fee computed from Sections 1 (b), 2 or 4 as the case may be. REFRIGERATION PLANTS 6. For the inspection of a refrigeration plant: (a) Up to and including 25 tons capacity $ 5.00 (b) Over 25 and up to 50 tons capacity 7.50 (c) Over 50 and up to 100 tons capacity (d) Oyer 100 and up to 500 tons capacity (e) Over 500 tons capacity DRYER ROLLS 7. (a) For the inspection of complete set of dryer rolls in one machine $50.00 (b) Individual rolls (new) apply appropriate fee in Section 1 (b). (c) Individual rolls (installed) apply provisions of Section 4 (b). PRESSURE PIPING 8. For the testing or inspection of pressure piping and related fittings the fee shall be at the rate of five dollars for each hour or part thereof of the time spent by the Inspector on such inspection.

5 -4- MISCELLANEOUS 9. (a) For the inspection of flywheels, pulleys, bandsaw wheels, governors and fittings $ 5.00 (b) For the inspection of any type of engine, turbine or pump, a fee computed at the rate of twenty cents per horse-power with a minimum fee of ten dollars. (c) For the inspection of a new part of a pressurevessel a fee of five dollars. (d) For batch inspection of new pressure-vessel heads - five dollars per dozen or part thereof. (e) For the inspection or testing of fabricated piping in the maker's shop - five dollars per hundred feet or part thereof. LABELS 10. Approval labels each 10 cents. STAMPING OF BOILER-PLATES 11. For the stamping of boiler-plates in the manufacturer's stock a fee at the rate of one dollar per plate may be charged. COPIES OF DOCUMENTS 12. For photostats or certified copies of reports, specifications, affidavits, or similar documents, one dollar each. SPECIAL INSPECTIONS 13. (a) Where a special inspection of a plant or pressure-vessel is made at the request of the owner, the expenses incurred by the Inspector in attending to make the inspection, including a per diem charge of twenty-five dollars shall be paid by the owner. (b) Where an Inspector is requested to make an inspection outside the province, the expenses incurred by the Inspector including a per diem charge of thirty dollars, shall be paid to the Chief Inspector by the person requesting the inspection. INSPECTIONS ON SUNDAYS OR STATUTORY HOLIDAYS 14. Subject to the approval of the Chief Inspector, an inspection may be made on a Sunday or Statutory holiday on the written request of the owner. The fee for such inspection shall be twenty-five dollars in addition to the fee computed from Sections 3, 4 (b) or 5.
