Peddling and soliciting See Ch Streets and sidewalks See Ch GENERAL REFERENCES Definitions. ARTICLE I Parking and Standing [Adopted by L.L. No ] As used in this article, the following terms shall have the meanings indicated: HIGHWAY Any road, way, street, avenue, land or right-of-way owned or maintained by the Town of Conklin. PARKING The standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers upon a Town highway or county highway. STANDING The stopping of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in receiving or discharging passengers upon a Town highway or county highway. VEHICLE Every device in, upon or by which any person or property is or may be transported or drawn upon a highway Vehicular parking prohibited. A. Parking of any vehicle on the pavement or maintained shoulder of a Town highway or county highway between the hours of 12:00 midnight and 7:00 a.m. is hereby prohibited from October 15 to April 30. B. No person shall park a vehicle at any time on either side of the following named streets: Terrace Drive from the west line of Conklin Road westerly to the easterly boundary of the Delaware and Hudson Railway Co. right-of-way at the Terrace Drive crossing. [Added by L.L. No ] C. No person shall park a vehicle at any time on either side of Pierce Creek Road from its intersection with Muckey Road to its intersection with Conklin Forks Road. 2 D. No person shall park a vehicle on the southern side of Morris Boulevard from Conklin Road to Leslie Avenue. [Added by L.L. No ] E. No person shall park a vehicle at any time on either side of the entire length of Hickory Road. [Added by L.L. No ] Vehicular standing prohibited. A. No vehicle shall be permitted to stand on the pavement or maintained shoulder of a Town or county highway in the Town of Conklin between the hours of 12:00 midnight and 7:00 a.m. from October 15 to April 30. B. No vehicle shall be permitted to stand on the pavement or maintained shoulder of either side of Terrace Drive from the westerly boundary of Conklin Road westerly to the easterly boundary of the Delaware and Hudson Railway Co. right-of-way at the Terrace Drive crossing. [Added by L.L. No ] Parking during snow emergencies. [Added by L.L. No ] No owner or operator of a motor vehicle shall park or allow to stand said motor vehicle unattended on any Town highway or county highway within the Town of Conklin following any accumulation of snow of two inches or more on said highway, until said highway shall have been plowed by or at the direction of the Highway Department of the Town of Conklin. Any two-inch snowfall shall, for the purposes of this section, constitute a snow emergency Penalties for offenses. A. Upon conviction, a violation of this article shall be deemed an offense and punishable by a fine of not less than $10 nor more than $25 for the first offense, and a fine of not less than $25 nor more than $50 for a second or subsequent offense thereafter. Any such person charged with a violation of the provisions of this article may, rather than appearing in person before a Justice of the Town of Conklin, plead guilty to the offense charged by written power of attorney in such form as hereinafter prescribed by paying said fine and, in writing, waive a hearing in Court, plead guilty to the charge and authorize the Town Justice to accept such plea and fine. Receipt of the prescribed fine and signed power of attorney by the Town Justice shall be deemed complete satisfaction of the violation. [Amended by L.L. No ] C. The written power of attorney hereinabove referred to to be used by a person to answer the charge of the violation of any of the provisions of this article relating to parking or standing within the limitation of this article and within the specified time of three days shall conform to the following: [Amended by L.L. No ] "The undersigned hereby accepts receipt of notification of the charge of the offense hereinabove referred to and herewith confers upon the Town Justice of the Town of Conklin full power and authority to enter my plea of guilty to said charge and authorizes him to accept my plea thereto and to accept my prescribed fine enclosed herewith. The undersigned further waives

3 a hearing in Court and all other rights and privileges incident thereto." D. In the event that the person charged with such parking or standing violation does not appear within three days, the Town Justice shall cause a complaint to be entered against him forthwith and a warrant to be issued for his arrest and appearance before the Court Enforcement. A. The Zoning Administrative Officer shall be the Enforcement Officer of this article. He is hereby authorized to issue a ticket entitled "Parking Ticket - Town of Conklin" for each violation of this article and to affix said parking ticket to any vehicle violating the provisions of this article. The parking ticket shall summon the violator to report to the Justice Court, Town of Conklin, Broome County, New York, within 72 hours of the date thereon or to reply by mail as hereinabove set forth. B. The motor vehicles in violation thereof may also be towed away by or at the direction of the Highway Department of the Town of Conklin and impounded until reasonable towing and storage costs incurred by the Town of Conklin are paid. The Town Superintendent of Highways shall forthwith erect and maintain signs giving notice of the restrictions and prohibitions imposed by this article in such form and at such locations as are prescribed or approved by the Department of Transportation of the State of New York. B. Such signs and posting requirements shall be erected and maintained in accordance with the requirements of the manual of Uniform Traffic Control Devices, as promulgated by the New York State Traffic Commission, as such regulations may be amended from time to time Purpose. ARTICLE II Intersections [Adopted ] The Town Board of the Town of Conklin, County of Broome, State of New York, pursuant to the provisions of the Vehicle and Traffic Law of the State of New York, does hereby enact the following article to regulate traffic upon the Town highways within the Town of Conklin, outside the corporate limits of any village Words and phrases defined. The words and phrases used in this article shall have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York Authority to install traffic control devices.

4 The Town of Conklin Highway Department shall install and maintain traffic control devices as required under the provisions of this article to make effective the provisions of this article and may install and maintain such additional traffic control devices as it may deem necessary to regulate, warn or guide traffic under subject to the provisions of the Vehicle and Traffic Law of the State of New York. These traffic control devices are in addition to the traffic control devices under the jurisdiction of and maintained by the State of New York found in the New York Code of Rules and Regulations Stop intersections. The following intersections are hereby designated as stop intersections, and stop signs shall be erected in said intersections: A.
