1 Agenda for discussions in the 39 th meeting of the STU Coordination Committee to be held under the chairmanship of ProSecretary (MPP& Power) 1. Evacuation arrangement for Beaskund HEP (9 MW) & other SHPs in Palchan valley:- a) 33/220 kv MVA sub station in the yard of Allain Dhuangan HEP (Revised Time Line ): In its 38 th meeting held on , Committee was apprised that Project Authorities of Allain Dhuangan HEP had stopped the construction activities on which had not only led to further delay in commissioning of the sub station but had also resulted in loss to the Contractor for mobilization of the equipment. Committee directed that all the pending issues with ADHPL be sorted out and under no circumstances work should be held up. HPPTCLmay update the Committee. b) 33 kv DIC Palchan-Prini line: Forest Case: In the last meeting of Committee held on , it was apprised that: FCA case is under process and will be resubmitted to forest Department in December, 2014 in conformity with guide lines issued on HPPTCLmay update the Committee.. 2. Construction of 4 Nos. Transmission Projects to be built by HPPTCLwith Financial assistance by ADB (Tranche-I): - Progress review of 4 Nos. Transmission Projects being built by HPPTCLwith financial assistance by ADS: 1
2 i) 22/66/220 kv. (22/66 kv. 2x10 MVA+66/220 kv MVA) Pooling station at Bhoktoo +LlLO of one circuit of 220 kv Kashang- Bhaba Line- 22/66 kv portion- Revised time line In its 38 th meeting of the Committee, it was apprised that there is slippage in commissioning of 22/66 kv portion and the revised target for commissioning of 66/22 kv portion is HPPTCLmay update the Committee. 66/220 kv portion- Revised Time Line Director (Technical), HPSEBL had informed that there are capacity constraints in their 66 kv Nathpa-Ghanvi-I-Kotla SIC line and under the present loading conditions, only 3 MW additional power can be evacuated. In order to evacuate power of other projects through HPSEBL system till regular arrangements are commissioned by HPPTCL, 66 kv Nathpa-Ghanvi-I- Kotla line along with 66/220 kv transformer at Kotla shall require augmentation and, for terminating one circuit of 220 kv Kashang-Bhaba line (charged at 66 kv) at Nathpa, 66 kv bay shall have to be installed. Cost of these works shall have to be shared by the IPPs. Committee had directed HPSEBL to immediately call a meeting of all the IPPs and devise a mechanism for sharing of cost and early completion of interim arrangements.. HPSEBLmay update the Committee. 2
3 ii) 220/400 kv, 315 MVA P.S near Pragati Nagar+ LlLO of both circuits of 400 kv Ihakri- Abdullapur DIC Line.- COD-30 th June, :- In its 38 th meeting of the Committee held on 19.1l.2014, progress of this ongoing work was reported as under: The work of retaining wall is in progress (7 mtr. Raft concreting completed). Matter regarding approach road to site through Pvt. Land has been finalized. Owner expects quip pro quid and wants the release of his power connection for allowing access. HPSEBL assured to extend help for early release of power connection HPPTCLand HPSEBLmay update the Committee. iii) 220 kv D/C High Capacity Line from Hatkoti to 220/400 kv P.S near Pragati Nagar.-COD- 30 th June, :- In the last meeting of Committee held on 19.1l.2014, it was apprised that: FCA case for diversion of forest land for Stage-I submitted to MOEF, New Delhi has been returned for revision in conformity with fresh guide lines issued on Case is being revised and shall be resubmitted by Committee constituted for acquisition of private locations. HPPTCLmay update the Committee. 3
4 iv) 66/220 kv, 2x80/100 MVA+220/400 kv, 2x315 MVA P.S at Wangtoo+ LlLO of both circuits of 220 kv and 400 kv Lines COD- 220 kv portion - 31st October, 2015 and 400 kv portion-30 th April, 2016:-. In the last meeting of Committee held on , it was apprised that: Revenue Department to transfer the land to Power Deptt. and there after it shall be transferred to HPPTCL. Schedule shall be reworked after take over of the land. HPPTCLmay update the Committee. 3. Construction of 33/220 kv GIS Sub Station at Phojal in Naggar Valley in Distt. Kullu (Revised Time Line ) In the 38 th meeting of the Committee held on , it was apprised that: a: Control Room Building 220 kv and 33 kv C & R panels erected. Testing of internal wiring completed. Sub station Automation system panels and FOTE Panel erected. b: 220 kv GIS Building Erection of 220 kv GIS completed. Sub station assembly completed. Minor defects detected shall be rectified in a week. c: HT cables for 4 Nos. 33 kv line bays, 3 transformers & 1 station transformer have been laid & power cabling work between 220 kv GIS.and C & R panels completed. d: Transformer Erection: All the three units of power transformers erected. Erection work of 4th (spare) unit is also completed except damaged material, which is yet to be received. Neutral formation work is in progress. 4
5 Committee was apprised that interim arrangement for evacuation of power of Baragaon HEP (24 MW) i.e. LlLO of 33 kv Naggar- Bajaura line is under implementation by the Developer of Baragaon HEP with costs to be reimbursed by HPSEBL. The work is in progress and shall be completed in 10 days..hpptcland HPSEBLmay update the Committee. LlLO of 220 kv Prini- Nalagarh Line (Revised Time Line ): In its 38 th meeting of the Committee held on , it was reported that: a: Work on laying of foundations stc protection work has been completed on 23 locations and 2 No. legs of 24thtower location (total locations 24 Nos). is in progress on 6 locations. 14 towers have been erected and work is in progress on erection of 3 more towers. Sagging work of Km out of total 6.8 Km completed. b: Tower material of 5 No. towers (3 rd lot) received on HPPTCLmay update the committee. 4. Valley wise transmission Plan for Palampur Zone, Satluj Basin (up to Wangtoo) and Ravi basin (Chamba & Gharola Zones) Committee shall be apprised on the following: i) Short term arrangements for evacuation of Small Hydel power in Palampur Zone: Activity wise progress review of following works was reported as under: 33 kv Baner- Darang- Kangra line.- 5
6 The loan against scheme has been sanctioned by Mis REC Ltd during Feb, The FRA case under process Revised Time Line kv Maranda- Nagrota-Kangra line.- Loan sanctioned by Mis REC on the FRA case under process. Revised Time Line kv Baner-Sidhpur & Kangra Loan sanctioned by Mis REC Ltd. During pt week of March, Tender opened on The work is also included in KfW loan. Time line for execution kv Baijnath-Bassi line Loan sanctioned by Mis REC and under process. i) Tenders for the line portion between Baijnath to Chauntra have been invited and being processed by CE(OP) North. ii) CE(OP) CZ, Mandi has executed the work under their jurisdiction i.e. Bassi to Chauntra. Time line for Commissioning falling ii) Evacuation arrangements for Small HEPs in Satluj Basin (up to Wangtoo) In the 38 th meeting of the Committee, that: it was apprised a: 66/22 kv sub-station work at Ani (Nagan) has. been completed b: LlLO of 66 kv Gumma-Kumarsain line: work awarded on Turnkey basis to Mis M.G. Engg. works, New Delhi. 6
7 Land acquired for all 30 Nos. towers. Out of 30 Nos Towers Excavation works of 28 Nos. towers completed. Stubbing for 22 Nos. towers is completed. iii) The Tower material for 18 Nos. towers has been received at site till now. Erection and 6 Nos Towers completed. Revised time line HPSEBLmay update the Committee. Evacuation arrangements for Small HEPs in Ravi Basin (Chamba & Gharola Zones) In the 38 th meeting of the Committee held on , progress of following works was reported as under: i} 33 kv DIC line between Holi & Gharola: The Tender again invited for execution of the work for construction of 33KV Holi to Gharola. Time line s. ii} 33 kv DIC line between Gharola and Bharmour: The work line has been awarded 85% work has been completed. Time line by CE (OP) North and HPSEBLmay update the Committee. iii} 33/220 kv GIS sub station at Karian: The substation work completed and 33 kv portion of the sub station commissioned on
8 iv) 220 kv SIC line on D/C towers between Karian and 400/220 kv Chamera P.S of PGCIL. 7 No. out of 18 nos. wrongly casted stubs have been recasted and 3 new stubs casted. 4 nos. already erected. Erection work at tower location 10 & 12 is in progress. HPPTCL may update the Committee. 5. Construction of 220 kv Kashang- Bhaba D/C Line (Revised Time Line ): In the 38 th meeting of the Committee held on , progress of completion reported as under: of 220 kv Kashang-Bhaba line was De-stringing work in progress at tower No Earth cutting work at tower No is in progress. Re-stubbing of Leg D at tower No. 83 completed. 85% earth cutting work at tower No completed. Purchase order for additional material required has been placed on Material likely to be received by Tree cutting work shall be completed by Financial concurrence obtained by circulation in BOD of HPSEBLand Administrative last week of November, 2014 Approval shall be issued by the HPPTCLand HPSEBLmay update the Committee. 6. Progress review of Transmission Projects planned to be built with ADB Loan -Tranche-II:. In 38 th meeting of the Committee held on , status/proqress of various transmission projects covered in Tranche-II of ADB Loan was given as under: 8
9 a) 66 kv GIS Switching station at Urni (Revised Time Line- January, 2016) : Mobilization advance released on Site handed over to the Contractor on Initial activities i.e. survey work, preliminary engineering design and drawing activities initiated by the firm. b) 66 kv Urni- Wangtoo DIC Line (Time Line- April, 2015): FBER sent to ADB for approval on FCA case submitted to MOEF for Stage-I clearance has been returned for revision of ROW in accordance with fresh guide lines issued on c) 33/220 kv, 50/63 MVA GIS sub-station at Lahal (Time Line-August, 2015) Work awarded on d) 220 kv Lahal- Budhil SIC Line (Time Line-August, 2015). FBERsent to ADB for approval on Case is being pursued with MOEFfor transfer of land. e) 132/220 kv, 2x100 MVA GIS sub-station at Sunda (Time Line-October, 2015) Tender opened on TBER under process. f) 220 kv Sunda - Hatkoti DIC Line (Time Line-October, 2015). Forest case returned by Forest. Deptt. Is being revised. FBER sent to ADB for approval on g) 220 kv Switching Station at Hatkoti (Time Line-October, 2015). Site under finalization. 9
10 h) 33/132 kv, 2x25/31.5 MVA GIS sub-station at Chambi (Shahpur) with LlLO of 132 kv Dehra- Kangra SIC Line (Time Line-February, 2016). Tender opened on TBER under process. Site to be finalized by i) 33/132 kv, 2x25/31.5 MVA GIS sub-station at Barsaini (Time Line-March, 2016). Land Acquisition: Site has been finalized and the same shall be purchased after approval of BOD. j) 132 kv D/C Line from Barsaini to 132/220 kv Charor Substation (Time Line- April, 2016). FCA case returned by Forest Deptt. is being revised and shall be resubmitted by FBER sent to ADB for approval on k) 132/220 kv, 126 MVS GIS sub-station at Charor (Time Line-May, 2016). NIT floated on and bid is due for opening on I) 220 kv Charor- Banala D/C Line (Time Line-April, 2016). Forest Case. FCA case with Nodal Officer Shimla. Observations raised by Nodal officer have been attended to and case resubmitted to Nodal officer. FBER sent to ADB for approval on m) 33/132 kv, 31.5 MVA GIS sub-station at Pandoh with LlLO of 132 kv Bajaura- Kangoo line (Time Line- Feb, 2016) TBER under process. Meeting with BBMB authorities fixed in December, 2014 for transfer of site. HPPTCL may update the Committee on the progress of above works. 10
11 7. Construction of IPPs'/HPPCLlines by HPPTCL In 38 th meeting of the Committee held on , progress of following lines under implementation by HPPTCLwas reported as under: a) 132 kv D/C line from Tangnu Romai (44 MW) HEP to 132/220 kv planned sub station of HPPTCLat Sunda. Forest case returned by Forest Deptt. is being revised. Funds for construction of the line approved under Green Energy Corridor scheme of Gol b) 220 kv Snail (Sawra Kuddu HEP)- Hatkoti D/C line The FCA case returned by forest Deptt. is being revised. HPPTCLmay update the Committee on the progress of above works. 8. Transmission System for supplying construction power and evacuation of power from Chhoo (3.5 MW) and Tindi (4.4 MW -proposed to be revised to 5 MW): In its 38 th meeting held on , HPSEBL apprised the Committee that: a meeting was held with the developer to suggest way forward for construction of high voltage evacuation line in the hostile terrain but the matter is still under consideration due to lack of expertise of construction of lines in the hostile terrain. Representative of MIS L & T Power requested for early finalization of evacuation arrangement as TEe for his 11
12 project is held up for want of confirmed evacuation arrangement. Committee directed HPSEBL to resolve all the pending issues at the earliest. HPSEBLmay apprise the Committee. 9. Grant of Connectivity at Sub stations under implementation by HPPTCL: In its 38 th meeting held on , HPSEBL informed that that as per HPERCRegulations, DISCOM is not required to apply for connectivity to HPPTCL. However, they are ready to pay the cost for 33 kv bays kept for them at Phojal, Karian and Bhoktoo and also pay 0 & M charges. However, HPPTCL apprised that, in case, bays kept at HPPTCL are used by HPSEBL for injection purpose, status of HPSEBL shall be treated as that of IPPs who have to apply for connectivity as per the Procedure. Committee directed HPPTCL & HPSEBL to revisit the issue of connectivity and apprise it in its next meeting. HPSEBLand HPPTCLmay update the Committee. 10. Evacuation of Toss (10 MW), Jirah (4 MW) and Chakshi (2 MW) SHEPs through 132 kv Malana-I- Bajaura D/C line of MIS MPCL: In its last meeting, HPSEBLapprised the Committee that: The details submitted by MIS MPCL are being scrutinized. The firm has been requested to depute their representative for clarifying the claim deposited by them. MIS MPCL has submitted revised calculation on in line with Hon'ble Supreme Court orders in 12
13 Civil Appeal No. 1795/2013. Wheeling charges for Toss HEP amounting to ~ 2,71,55,805/- case are under process for funding the wheeling charges. HPSEBLmay update the Committee. 11. Evacuation arrangement for Rukti-II HEP(5 MW) In the last meeting of Committee, HPSEBL informed that there are certain issues to be discussed with developers of Shaung & Brua HEPs before proposal to evacuate Rukti-II HEP (5 MW) in joint mode with these projects up to 66 kv switching station under construction by HPPTCL at Urni is firmed up. HPSEBLmay update the Committee. 12. Four laning of Kiratpur to Ner Chowk Section of NH-21 from to Km in the state of Punjab and Himachal Pradesh. Shifting of Transmission Tower constructed by AD Hydro Power Ltd. Near village Jadol thereof In its last meeting, Committee was apprised that in pursuance of meeting taken by Pro Secretary (Power) on , M/S ADHPL have submitted the cost estimate for shifting of tower of 220 kv line which is being evaluated by 'HPPTCLfor prudency checks. It was agreed that: 1. HPPTCLshall vet and send the cost estimate to NHAI with in a week time. 2. NHAI shall deposit the money with ADHPL with in 15 days after receipt of the vetted cost estimate.: 3. M/S ADHPL shall shift the tower with in 6 months after deposit of the cost by NHAI 13
