1 Model Year 2008 Vehicles for State agency purchases of vehicles which are NOT for a covered fleet * In Accordance with Act 96, Session Laws of Hawaii 2006, the procurement policy for all agencies purchasing or leasing motor vehicles shall be to obtain vehicles less dependent on petroleum. Definitions (for vehicles NOT in a Covered Fleet) An energy efficient vehicle is defined as a vehicle that: 1. Is capable of using an alternative fuel. Alternative Fuel has the same meaning as contained in 10 Code of Federal Regulations Part 490 Subpart C (section 200), and currently includes: a. Alcohol fuels, including E-85; b. Natural gas; c. Liquefied petroleum gas (LPG), also known as propane ; d. Hydrogen; e. Coal-derived liquid fuels; f. Fuels (other than alcohol) derived from biological materials (including neat biodiesel); g. P-series fuels (specifically known as Pure Regular, Pure Premium and Pure Cold Weather) as described by United States Patent number 5,697,987; and h. Electricity (including electricity from solar energy) 2. Is powered primarily through the use of an electric battery or battery pack that stores energy produced by an electric motor through regenerative braking to assist in vehicle operation (i.e. electric vehicle ) 3. Is propelled by power derived from one or more cells converting chemical energy directly into electricity by combining oxygen with hydrogen fuel that is stored on board the vehicle in any form (i.e. fuel cell vehicle ) 4. Draws propulsion energy from onboard sources of stored energy generated from an internal combustion or heat engine using combustible fuel and a rechargeable energy system (i.e. hybrid electric vehicle ) 5. Is on the list of Most Energy Efficient Vehicles in its class or is in the top one-fifth of the most energy-efficient vehicles in its class available in Hawaii as shown by vehicle fuel efficiency lists, rankings, or reports maintained by the United States Environmental Protection Agency Light-duty vehicle has the same meaning as contained in 10 Code of Federal Regulations Part 490 (8500 pounds, or less, gross vehicle weight rating). Exceptions (for vehicles NOT in a Covered Fleet) a. Agencies may apply to the Chief Procurement Officer for exemptions from the requirements to the extent that the vehicles required by this section are not available or do not meet the specific needs of the agency. b. Vehicles acquired from another State agency are exempt from the requirements of this section. c. Excluded vehicles (see 10 CFR Part 490: law enforcement; emergency vehicles; garaged at residence at night) are exempt from the requirements of this section. * Covered fleets: Federal law requires that at least 75% of vehicles acquired must be alternative fuel vehicles, unless an exemption has been granted by the US Department of Energy. 1

In the less than 5% chance that an energy efficient vehicle is not on the attached listings by class, the table below provides the cutoff points for the 2008 model year vehicles. This only applies to 2008 model year vehicles; since EPA s 2008 rating system is different (produces lower numbers) than the 2007 rating system, comparisons across model years are NOT valid.
