1 ECONOMIC UPDATE Population Growth Estimates The six state supplements to HBOS economic update 596 incorporated official estimates of each state s mean annual population growth rates. The ABS published official estimates for the March quarter of 5 on September. The national statistical agency estimates s population each quarter between 5-yearly censuses, then adjusts historical data after the following census is conducted. Accordingly, only estimates prior to the June quarter of (ie the quarter before the last census was conducted in August of that year) are final and not subject to revision. All estimates since the September quarter of will be revised after next year s census, while the most recent three quarterly estimates are classified as preliminary. Even apart from intercensul revisions, estimates of both overseas and interstate migration are imprecise. Net movements of existing n citizens between states and territories are derived from Health Insurance Commission (HIC) change of address records, and are therefore only as accurate as the advice citizens who change address give to Medicare; while measurement of overseas migration is complicated by differences between the stated intentions of permanent arrivals/departures and what actually occurs. As well as usual revisions to the last three quarters data, the March quarter 5 estimates incorporate revisions to net interstate migration data to incorporate revised HIC data on holders of multiple Medicare cards.
