Project No British Columbia Utilities Commission (BCUC) British Columbia Hydro and Power Authority () Large General Service Rate Application (the Application) encloses the following updates to the Application: Exhibit B-1-4 Errata. In addition to the revisions described on the following page, is amending the Application with regard to provision of the transformer ownership discount (TOO) to the Small General Service (SGS) class. Although there is no SGS demand charge, believes that it should be providing the TOO to eligible SGS customers in order to be consistent with the existing TOO offered to eligible accounts in the irrigation, general service and residential classes. The need for consistency arises because of the proposed migration rules between the proposed MGS class and the SGS class. is revising the SGS tariff pages to reflect the TOO. Under the revised provision, only 12 consecutive months of service is required, which is consistent with lines 13-15, section , page 1-7, Chapter 1 of the Application. 1

4 Chapter 1 - Application Bands, that would limit a customer s exposure to the Part 2 energy rate within a range of 80 per cent of the HBL to 120 per cent of the HBL. Put another way, only a maximum of 20 per cent of an HBL would be subject to the Part 2 energy rate. Monthly energy consumption outside of that range would be charged at the applicable Part 1 energy rate. The Minimum Energy Charge would equal the product of a minimum energy rate and total energy consumption in a month. It would apply only when the average energy rate in a billing period (Part 1 energy charge less plus Part 2 energy charge/credit plus charge for energy consumed below the lower Price Limit Band, all divided by total monthly energy consumption) is less than the minimum energy rate proposes that the minimum energy rate be set at 2.5 cents/kwh upon implementation, and be subject to annual class average rate changes (CARC) 3 from time to time. 3 Class average rate changes (CARC) can arise from any or all of the following: revenue requirement changes, rate rider changes, and cost of service rate re-balancing. 5 Chapter 1 - Application Migration between MGS and LGS Service proposes that MGS accounts with peak demand of 150 kw or greater, six or more times in any rolling 12-month period, would become subject to the LGS rate structure. An LGS account that had twelve consecutive months of peak demand less than 150 kw would become subject to the MGS rate structure. refers to this as the 6 up/12 down rule Migration between MGS and SGS Service SGS customers typically do not have a demand meter, and are billed bi-monthly. This is in contrast to ELGS customers, who in almost all circumstances have demand meters and are billed monthly proposes that an MGS account that had twelve consecutive months of peak demand less than 35 kw would become subject to the SGS rate structure. Such an account would continue to benefit from any service potential (primary or secondary) discount it was eligible for as an MGS account 7 and would also benefit from any transformer discount. Further, proposes that an SGS account would become subject to the MGS rate structure if in any twelve-month period it had billed demand of 35 kw or greater, three or more times. Because of bi-monthly billing of SGS customers, this proposal is roughly equivalent to the 6 up/12 down rule applicable at the 150 kw peak demand level The transformer discount available to ELGS customers would not be carried to the SGS service as there is no demand charge under the SGS rate schedules, and the transformer discount is applicable to demand charges only. s current business practice is to install a demand meter on any SGS account that consumes on average 600 kwh/day between meter reads. This business practice would not change, and results in having the necessary demand information to apply the proposed SGS-MGS migration rule. 11 Terms and Conditions Third Revision of Page 7 Rate Zone IB: Rate Zone II: Residential Service: Bella Bella Anahim Lake, Atlin, Bella Coola, Dease Lake, Eddontenajon, Queen Charlotte Islands, Telegraph Creek District and Toad River. Electricity for use: 1. In Single-Family Dwellings. 2. In the common areas of Premises containing two or more Single- Family Dwellings, whether the common area is metered separately or is metered as part of a separate Residential Service to one of the dwellings, if the Electricity is used only for the common benefit of those dwellings. 3. Upon farms for any farm use whether or not in conjunction with use in a Single-Family Dwelling, provided that farm use shall not include: (a) (b) (c) (d) use in any dwelling other than a Single-Family Dwelling, use in the processing of farm products produced elsewhere than on the farm in question, use in selling farm or other products to the general public other than from a small roadside stand, or use for any commercial operation not ordinarily conducted upon a farm. 4. In dwellings where a part is used to carry on a business even if the whole dwelling is supplied through one meter. Note: Despite anything else in this Electric Tariff, General Service is not available as an alternative to residential service, where residential service is otherwise available, except:a) for farm use; b) for business use in a dwelling supplied through one meter; or c) in common use areas of Premises containing two or more Single Family Dwellings. In the case of exception (a) or (b) being applicable, Medium General Service (35 kw or Greater and Less than 150 kw) or Large General Service (150 kw and Over) is available at the customer s request. In the case of exception (c) being applicable, any applicable General Service rate is available at the customer s request.

12 Fourth Revision of Page 15 SCHEDULE 1200, 1201, 1210, 1211 EXEMPT GENERAL SERVICE (35 KW AND OVER) Availability: Applicable in: Rate: For Customers who qualify for General Service and who are enrolled in s Medium General Service (MGS) or Large General Service (LGS) control groups and customers in Rate Zone 1B. A Customer who ceases to be enrolled in a MGS or the LGS control group shall revert to service under the applicable MGS rate schedule or LGS rate schedule. Supply is 60 hertz, single or three phase at secondary or primary potential. reserves the right to determine the potential of the service connection. Rate Zone I and Rate Zone IB. Billing Period means a period of 27 to 33 consecutive days between regular meter readings, provided that in cases where meter readings are not available or are delayed for any reason may vary the number of days in the Billing Period. 50% of the highest maximum demand charge billed in any billing period wholly within an on-peak period during the immediately preceding eleven billing periods. For the purpose of this provision an on-peak period commences on 1 November in any year and terminates on 31 March of the following year. 1. A demand meter will normally be installed. Prior to the installation of such a meter, or if such a meter is not installed, the demand for billing purposes shall be the assessed demand estimated by. 2. Migration rule (between Exempt General Service and Small General Service): Customers taking service at Exempt General Service rates ( 1200, 1201, 1210 or 1211) will be moved to service at Small General Service rates ( 1300, 1301, 1310 or 1311) if the Customers Billing Demand in each of the 12 most recent consecutive Billing Periods was less than 35 kw. Rate Rider: The Deferral Account Rate Rider as set out in Rate Schedule 1901 applies to all charges payable under this Rate Schedule, before taxes and levies.

17 First Revision Page 30 SCHEDULE 1289 NET METERING SERVICE Availability: For Customers taking service under any of 1101, 1107, 1200, 1201, 1210, 1211, 1300, 1301, 1310, 1311, 1234, 1255, 1256, 1265, 1266, 1500, 1501, 1510, 1511, 1600, 1601, 1610 or 1611 and who install a Generating Facility to generate electricity to serve all or part of their electricity requirements, subject to the Special Conditions below. With the consent of, Customers taking service under other Rate Schedules may be admitted to service under this Rate Schedule, provided that is satisfied that the metering, billing and other requirements of this Rate Schedule can be met. Generating Facility for purposes of this Rate Schedule means a generating facility that: (a) (b) (c) Utilizes water, wind, solar, fuel cell, geothermal, biogas, biomass, municipal solid waste, cogeneration or other energy resources or technologies meeting the requirements of the Province of British Columbia s definition of BC Clean Electricity to generate electricity; Has a nameplate rating of not more than fifty (50) kilowatts; and Is owned by the Customer and is located on the same parcel of land as the Customer s Premises for which service is being provided under any of the listed above, or on an adjacent parcel of land owned or leased by the Customer, and is connected to the same Point of Delivery as the Customer s Premises being served under any of the listed above; and includes all wiring, protection-isolation devices, disconnect switches, and other equipment and facilities on the Customer s side of the Point of Delivery. Applicable in: All Rate Zones.

Basic Charge per day multiplied by the number of days in a bi-monthly billing period Energy Charge 7.69 per kw.h for all energy consumption in a bi-monthly billing period Discounts 1. A discount of 1½% shall be applied to the above charges if a Customer's supply of electricity is metered at a primary potential. 2. Other Special Conditions 1. Migration rules (between Small General Service and Medium General Service): Customers taking service at Small General Service rates (Rate Schedules 1300, 1301, 1310 or 1311) will be moved to service at Medium General Service rates ( 1500, 1501, 1510 or 1511) if the Customers Billing Demand in any 3 bi-monthly billing periods of the most recent 6 bi-monthly billing periods or in any 6 monthly billing periods of the most recent 12 monthly billing periods was equal to or greater than 35 kw. Customers taking service at Medium General Service rates (Rate Schedules 1500, 1501, 1510 or 1511) will be moved to service at Small General Service rates (rate schedules 1300, 1301, 1310 or 1311) if the Customers Billing Demand in each of the 12 most recent consecutive Billing Periods was less than 35 kw.

30 Original Page Definitions: For purposes of this rate schedule, unless the context otherwise requires, the following terms have the following meanings: Billing Period means a period of from 27 to 33 consecutive days between regular meter readings, provided that in cases where meter readings are not available or are delayed for any reason may vary the number of days in the Billing Period. month and monthly refers to calendar months year means a period of 12 consecutive calendar months. Year 1, Year 2, Year 3 and similar designations means the first, second and third years that the Customer takes service under this rate schedule and for which HBLs have been determined by under the Special Conditions below, and so on as the context requires. Special Conditions: Determination of HBLs and BBLs: will determine monthly HBLs and BBLs for each Customer taking service under this rate schedule as specified in this part. 1. Baseline Determinations - General For Customers taking service under this rate schedule, other than Customers to whom A. Energy Charges Customers without HBLs applies, will determine Historical Baselines ( HBLs ) and Billing Baselines ( BBLs ) in accordance with these Special Conditions, for use in calculating the Energy Charge payable by the Customers for each Billing Period. The HBLs will be determined based on the Customers historical energy consumption each month, and the BBL will be determined from the Customers HBLs for the months that overlap the Billing Period, all as described in these Special Conditions.

Determination of Initial (Year 1) HBLs Original Page For Customers who were taking service under any of rate schedules 1200, 1201, 1210 or 1211 for 12 consecutive months or longer (the HBL Reference Period ) during all or part of the years 2005, 2006 and 2007 and who would have been eligible for service under this rate schedule during the HBL Reference Period, the Customers Year 1 HBLs will be determined as follows: (a) The Customers energy consumption during each Billing Period in the HBL Reference Period will be allocated to the months which overlap those Billing Periods as set out in section 6 of these Special Conditions. (b) The Customers HBLs will be determined for each month as the average of the energy consumption for the applicable months as referred to in (a) above. 2. For Customers to whom paragraph 1 is not applicable but who were taking service under any of rate schedules 1200, 1201, 1210 or 1211 for a period of 12 consecutive months or longer ending immediately prior to the date this rate schedule comes into effect and whose Billing Demand was equal to or greater than 150 kw in any one of the 12 most recent months, the Customers Year 1 HBLs will be determined as the amount of the Customers energy consumption during each month for the preceding 12 month period. For these purposes the Customers energy consumption during each Billing Period will be allocated to the months which overlap those Billing Periods as set out in section 4 of these Special Conditions. 3. For Customers to whom paragraphs 1 and 2 are not applicable but who were taking service under any of rate schedules 1500, 1501, 1510 or 1511 for a period of 12 consecutive months or longer immediately prior to becoming subject to this rate schedule in accordance with the Migration Rule below, the Customers Year 1 HBLs will be determined as the amount of the Customers energy consumption during each month for the preceding 12 month period. For these purposes the Customers energy consumption during each Billing Period will be allocated to the months which overlap those Billing Periods as set out in section 4 of these Special Conditions.

32 Original Page For Customers to whom paragraphs 1, 2 and 3 are not applicable, the Customers Year 1 HBLs will be determined after the end of the first twelve months that the Customers take service. The HBLs will be determined as the amount of the Customers energy consumption during each month for the preceding 12 month period. For these purposes the Customers energy consumption during each Billing Period will be allocated to the months which overlap those Billing Periods as set out in section 4 of these Special Conditions. 3. Re-Determination of HBLs 1. Customers HBLs will be re-determined by as follows: (a) (b) (c) Year 2 HBLs will be determined as the sum of the Year 1 HBL and the Customer s energy consumption for that month during Year 1, divided by 2. Year 3 HBLs will be determined as the sum of the Year 1 HBL and the Customer s energy consumption for that month during Year 1 and Year 2, divided by 3. Year 4 HBLs and HBLs for each succeeding year of service will be determined on a 3-year rolling-average basis, being the sum of the Customer s energy consumption each month during the most recent 3 years of service under this rate schedule, divided by Pro-rating of Energy Consumption Data 1. For purposes of determining (or re-determining) Customers HBLs on a monthly basis, where energy consumption for Billing Periods in prior years is being used to determine the Customer s HBLs and any of the Billing Periods begins in one month and ends in a subsequent month, will pro-rate the energy consumption for each such Billing Period on a daily basis and allocate the pro-rated consumption to the respective overlapping months.

33 Original Page Adjustment for Anomalies 1. Despite anything in the preceding sections of these Special Conditions, if in making any determination or re-determination of a Customer s HBLs observes any anomaly in the historical energy consumption information that would otherwise be used in making the HBL determination, the Customer s HBLs shall be subject to adjustment in accordance with this paragraph. For these purposes an anomaly is defined to occur whenever, in cases where the HBLs are based on the most recent 2 or 3 years consumption, the consumption in a month is less than 50% of the next lowest consumption for that same month in either of the other 1 or 2 years, as the case may be. Subject to the restrictions in paragraph 2 below, whenever an anomaly occurs the lowest month s consumption shall be discarded for purposes of determining the HBL for that month, and the HBL shall be determined as the average of the remaining 1 or 2 months consumption as applicable. 2. No anomalies will be deemed to exist or be considered until after, for a given month, 2 years of consumption information is available for that month. Further, the maximum number of anomaly adjustments in a year, commencing on April 1 each year, shall be 2, and they shall be made in the order in which they appear. 6. Determination of BBLs 1. For purposes of applying the rates set forth in this rate schedule and issuing bills to Customers on a Billing Period basis, where a Billing Period begins in one month and ends in a subsequent month will determine the Customer s BBL for each Billing Period as follows. BC Hydro will calculate a daily HBL amount for each month which overlaps the Billing Period in question and will allocate the daily HBL amount to the Billing Period based on the number of days in each month which overlaps the Billing Period. The sum of the HBL amounts prorated to the Billing Period in accordance with the preceding is the Customer s BBL for that Billing Period.
