Work was completed as of October 26, We would like to acknowledge with much appreciation the critical role of Southern California Public Power Authority (SCPPA) for retaining Greenlots and ChargePoint as a source to acquire goods and services related to electric vehicle infrastructure. We would also like to acknowledge ARTIC, Honda Center and Anaheim Convention Center for allowing us to install these charging stations in their parking spaces/structure. Additionally, for them to continue the operation and maintenance of these charging stations. Executive Summary City of Anaheim, Public Utilities Department is committed to install publicly accessible Level II electric vehicle charging stations utilizing a grant funding opportunity from the Mobile Source Air Pollution Reduction Committee. Twenty (20) electric vehicle charging stations were installed/replaced and are located at the Anaheim Regional Transportation Intermodal Center (ARTIC), Honda Center, and Anaheim Convention Center. Anaheim Public Utilities (APU) went through Southern California Public Power Authority (SCPPA) to acquire and install charging stations from Zeco Systems, Inc and ChargePoint Corp. Project Description & Work Performed Anaheim Public Utilities (APU) is a member of Southern California Public Power Authority (SCPPA). SCPPA and other Utility members developed a request for proposal for specific goods and/or support services relating to electric vehicle charging infrastructure procurement, installation, operation, and maintenance. SCPPA and other Utility members selected Zeco Systems, Inc. dba Greenlots. SCPPA signed an Agreement with Greenlots. This agreement allows SCPPA members to use Greenlots for their services.
3 APU used Greenlots to purchase and install EV charging stations at the Stadium Metrolink Station now called Anaheim Regional Transportation Intermodal Center (ARTIC). Metrolink Station was demolished and the ARTIC was built to replace the train station. Greenlots was responsible for pulling required permits, construction, passing required inspections, activating, and commissioning charging stations. There were three (3) dual Level II EV Charging Stations (6 ports) installed at Parking Lot B of the ARTIC. This work was completed on December 8, APU used Greenlots to purchase and install EV charging stations at the Honda Center. Greenlots was responsible for pulling required permits, construction, passing required inspections, activating, and commissioning charging stations. Two existing EV charging stations at this location were removed and salvaged during the expansion of their parking lot. Greenlots replaced the two (2) charging stations and installed two (2) additional Level II EV Charging Stations as part of their parking lot expansion. This work was completed on September 18, Additionally, SCPPA signed an agreement with ChargePoint, Inc. to purchase EV charging stations and required APU to use a ChargePoint National O&M partner for the installation and site validation of the new ChargePoint station. APU used ChargePoint to purchase EV charging stations for the Anaheim Convention Center. There were two existing EV charging stations at this parking structure. These charging stations were removed and salvaged. The old parking structure was demolished to build an expansion of the Convention Center with a completely new parking structure sandwiched between floors. APU ordered five (5) dual ChargePoint Level II Charging Stations (10 ports) for this new parking structure. Two ChargePoint National O&M partners bid on the installation for this location. Video Voice Data Communications (VVD) was selected as the lowest bidder. Five (5) dual Level II EV Charging Stations (10 ports) were installed by VVD. This work was completed on October 26, Problems Encountered At the beginning of the project when EV Charging Stations were installed at the ARTIC in December 2014, Americans with Disability Act (ADA) was not considered. There were no guidelines to follow when it came to ADA. The chargers were installed on the sidewalk but the back end of the charging stations did not allow a 4-foot path clearance. Later, these charging stations were moved to accommodate the ADA access. Currently, ADA guidelines are found in 2016 CA Building Code.
4 Emissions Benefits This section does not apply to the installation of EV Charging Stations. Photographs & Outreach Photographs of EV Charging Stations were taken at each location (See Attachment 1). A Public Outreach Plan was submitted. On December 11, 2014, APU promoted the project to Anaheim Union High School students to satisfy the public outreach component of this contract. APU showed the Utilities electric vehicle, a 2015 Nissan Leaf, at Anaheim Union High School. APU additionally talked to students about clean air technologies, the benefits of driving electric vehicles, and showed photographs of the EV charging stations at the ARTIC, which was co-sponsored by MSRC. Attachment 2 is the power point presentation to students for Anaheim Union High School. Summary and Conclusions Twenty EV Charging Stations were installed/replaced. Installation of EV Charging Stations are located at the following locations: ARTIC (Stadium Metrolink Station) 6 ports Honda Center 4 ports Anaheim Convention Center 10 ports ports Two (2) extensions to the Agreement with AQMD was needed because the projects for the expansion of parking spaces at the Honda Center and rebuilding the parking structure for the Convention Center were not completed until September and October of this year respectively. Having a new construction site was easier and less expensive for the electrical infrastructure rather than an adding the electrical infrastructure to an existing site.
