1 State Scientific Center of the Russian Federation for Motor Vehicles Research Center for Testing and Refining Automotive Vehicles (NICIAMT) Technical certification service -NAMI- Avtopolygon, Dmitrovski District, Moscow Area, , Tel: (495) , , fax: (495) , Accreditation Certificate No. POCC RU MT02 until 10 June 2016 Protocol No. 1003/UO/MMB/W/94-12 Anti Terra road block barrier trial Enhanced safety model PDB 8, by collision Automotive vehicles 1. Purpose of the Test Determination of the resistance to motor vehicle impacts by the anti terra road block barrier enhanced security model PDB-8, installed on the testing facilities of NICIAMT Group NAMI, in conformance with VARN TU, international certification standard SD-STD Method of testing fortified barriers and gates in automobile collisions, ASTM F and the Methodological guidance for determination of the effectiveness of using retractable road blocks (RRB), requirements for full-scale testing, selection of the features of the bollards and their installation (FSI 12 CRI Defense Ministry, Federal Security Service of the Russian Federation ITSS, SRIST SI SPA "STC" MIA CRICM, RARAS) 2. Tested Item 2.1 Tested item anti terra road block barrier enhanced security model PDB-8, including drives, design elements and controls produced by EL-Go Team. 2.2 Manufacturer of anti terra road block VST-Spetztechnika JSC, 34 3 and A. Kosmodemyanskih St., Moscow, Test customer - VST-Spetztechnika JSC, 34 3 and A. Kosmodemyanskih St., Moscow,
2 2.4 Construction Anti terra road block PDB-8 is composed of two bollards with sections refillable with concrete on-site, drive systems, special booms to block the roadway and control systems. Charts and photographs of the general form of the tested item are presented in Annex A. 3. Regulatory requirements applicable to the tested item The PDB-8 should stop a motor vehicle with a mass of 6,800 kg arriving at the line with a speed of 65 km/h (not less than 60.1 km/h), ensuring that the resulting progress of the vehicle past the barrier line is not more than m (criterion L1 of the SD STD 02.01). 4. Testing methodology 4.1 Installation of the PDB on the testing site of TC-NICIAMT for stopping a motor vehicle was accomplished 3-5 July Vehicle for testing the PDB-8 barrier PAZ-672 Bus Mass (in operating condition) 4800 Full mass with a fixed load, kg 6800 Load on front axle, kg 2700 Load on rear axle, kg 4100 Overall length, m Overall width, m The general form of the item before and after the test is presented in Annex A. 4.3 Facilities and equipment for acceleration of the vehicle and guiding it to the barrier For acceleration of the vehicle a horizontal road with a hard (cement concrete) surface and a width of 6m was utilized. The movement of the vehicle in a given direction was ensured by straight-line monorails. Acceleration is performed by the towing vehicle by means of pulling a rope, a system of pulleys and a slide, moving along the monorail. The separation of the vehicle from the slide occurs automatically at a distance of 8m from the point of contact of the vehicle with the guardrail. The further movement of the vehicle is due to inertia. 4.4 Measurement of the parameters of the collision of the vehicle with the road block
3 The speed of the vehicle at the barrier is determined by an electronic device measuring the duration of travel in a section of the track for a length of 1m at a distance of 5m before the point of contact of the vehicle with the barrier. The angles of the vehicle s trajectory at the barrier and of the overrun after interaction with the barrier are measured by video footage captured by cameras located above the point of impact of the vehicle with the barrier. The maximum distance of penetration is determined by direct measurements with metal tape. The overload value is measured for the three main axles of the vehicle in the area located at its center of mass by means of three B-12 sensors. The sensor readings are registered on an XR-50 recorder through cable connections. The sensor signals are filtered with 180 Hz filters. 5. Test Results 5.1 The test was carried out on 6 July 2012 at an air temperature of 26 C, and a wind speed of 1-3m/s. 5.2 Actual test conditions: Speed of travel, km/h 60.3 Angle of travel, degrees 90 Energy of impact, kj E=0.5 M a (V 0 /3.6 sinα) 2 Where: E energy of impact, kj M a vehicle mass, T V 0 speed of travel, km/h α angle of travel at the barrier, degrees E= (60.3/3.6 1) 2 = kj 5.3 Characteristics of the movement of the bus during interaction with the barrier and the barrier s response The bus with a mass of 6.8 T travelled into the barrier model PDB-8 at a speed of 60.3 km/h and an angle of 90.
4 As a result of the impact the PDB-8 received damage to the booms, the main bollard was turned 180, the response bollard was overturned. The hydrodrive and the control block of the PDB-8 were not damaged. The bus received significant damage to the front end and the interior as a result of the impact with the barrier. There was significant damage to the left side as a result of the impact with the response bollard. The distance of penetration until cessation of forward movement was 13.5m. The general form of the bus and the PDB-8 barrier after the test are presented in Annex B. 6.3 Conclusion 6.1 The PDB-8 enhanced security barrier (manufacturer VST- Spetstekhnika JSC; drive, elements of construction and control produced by EL-Go Team, ensures retention of a vehicle with a mass of 6800 kg travelling at a speed of 60.3 km/h. The distance of penetration was 13.5m. 6.2 The enhanced security barrier may be applicable for installation at specially protected objects for the prevention of unauthorized vehicular entry. 6.3 The PDB-8 enhanced security barrier conforms to the requirements of TU VARN TU paragraph ; certification standard SD-STD resistance class K8/L1, standardized testing method ASTM F designation M40, P3; Methodological guidance for determination of the effectiveness of using retractable road blocks (RRB), requirements for full-scale testing, selection of the features of the bollards and their installation 2 nd security level. The testing protocol may only be reproduced fully and with the written permission of TC-NICIAMT. Date: 9 July 2012 Director TC-NICIAMT D.A. Zagarin
