Leahy, City Manager~ Alexandra Sheeks, Assistant to the City Manager /(; Date: 12/3/2013 Approval of Agreement with Puget Sound Energy to Convert Street Lights to LEOs Expenditure Required Amount Budgeted/Approved (Over)/Under Approved Amount $160,000 $250,000 $90,000 ISSUE: Shall the City Council approve an agreement with Puget Sound Energy to convert 435 street lights and parking lot lights to energy saving Light Emitting Diode (LED) lamps? STAFF RECOMMENDATION: To approve the agreement as presented. BACKGROUND: This project is included in the Biennial Budget. The City pays a monthly fee to Puget Sound Energy (PSE) for electricity and maintenance of approximately 435 street lights and decorative light fixtures throughout the City. PSE offers a program for local jurisdictions to convert eligible lighting systems to more energyefficient light-emitting diode (LED) lamps. LED street lights cost less to operate because of lower energy consumption, lower maintenance, and longer lamp life. The net cost of approximately $151,000 to relamp 435 lights to LEOs is expected to reduce ongoing lighting costs by approximately $23,000 per year and result in a 6.5 year payback of our investment. The table below summarizes the cost and benefits of this project. LED Relamping Project- Projected Costs and Savings Total Project Cost: PSE Rebate: Net Cost/Investment: Annual Energy Savings: Payback in Years: L ~oht. IQ Cost/(Savings) S 435 $181, ($29,960.00) $151, ($23,230.20) (6.51) ALTERNATIVES: 1) Approve the agreement as presented. 2) Reject the agreement and provide direction to staff. RECOMMENDED MOTION: I MOVE TO APPROVE THE AGREEMENT WITH PUGET SOUND ENERGY TO CHANGE SELECTED STREET LIGHTS TO LEOS AND AUTHORIZE THE CITY MANAGER TO TAKE OTHER NECESSARY ACTIONS TO IMPLEMENT THIS ACTION. Attachment 1: Map of street lights to be replaced Attachment 2: Authorization/agreement with PSE for changeout of existing streetlights 5
