3 THE COST TO DRIVE The automobile has provided most American s the ability to travel, at their discretion, for the purpose of employment (work), shopping and leisure trips. With the ownership of a personal automobile comes the cost related for maintenance, insurance and fuel. While the automobile manufacturing sector is making strides to make more fuel efficient vehicles, the price of gasoline remains volatile. Combined, the price of fuel and the average miles per gallon of an owner s vehicle play a significant role in the cost to operation a vehicle. Over the past two years, the national retail price for a gallon of gasoline has seen a steady increase, with a slight drop in price since peaking in April 2011 at nearly $4.00 per gallon. Figure 1: U.S. Average Retail Regular Motor Gasoline and On-Highway Diesel Fuel Prices, January 2010 to December 5, 2011 (Dollars per Gallon, Including Taxes) Source: Energy Information Administration On October 17, 2011, AAA s Daily Fuel Gauge reported the Wisconsin average price per gallon for regular unleaded was $ While the $3.398 price was a statewide price, regional markets throughout Wisconsin vary widely in the actual price per gallon. The price per gallon of regular unleaded in Superior, Wisconsin on October 17, 2011 was $3.579 at the Holiday Station Store on Belknap Avenue. 2
4 While the cost per gallon has seen a downward trend in price since April 2011, it is anticipated the overall price of gasoline will fluctuate up and down based on national and international economies and supply and demand. With the high cost of gasoline, overall vehicle maintenance costs and a down U.S. and statewide economy, the desire to carpool increasingly becomes an option where residents can share in the transportation costs of getting to and from work. PARK AND RIDE Realizing the need for designated park and ride lots for ride sharing purposes, the Douglas County Energy Committee initiated a park and ride study in 2011 for the purposes of identifying potential areas where residents could park their vehicles and commute with others to work. Northwest Regional Planning Commission provided the Energy Committee with a review of potential park and ride sites and prepared the final report. The rural development pattern found throughout Douglas County lends itself to have park and ride lots located along major road corridors where the rural population can drive to scattered park and ride lots and commute with other county residents. As a result, a number of locations throughout the County have been identified, with location having varying limits relating to lighting, parking lot surface, and number of designated parking spaces. These commuter lots are not intended for long-term parking, rather they are intended to serve as short-term parking for daily commuting purposes. From the onset of the study, using existing parking areas was the primary interest as no new costs for the development of parking lots would be required. Based on recommended park and ride lot locations, no new parking lot construction is recommended. All parking areas are located on either town owned lands or private business parking lots. As of December 15, 2011 the following units of government and businesses have formally approved the designation of a portion of their parking lot as a park & ride location. The other locations in the plan have expressed interest but have not formally approved of the use of their lot for park and ride use. 5 Town of Dairyland Located at the intersection of STH 35 and County Road T, the Town of Dairyland Town Hall, 15208S State Road 35, has up to 5 spaces available for persons seeking to commute to work. The town parking lot is approximately 36 miles (48 minutes) south of the City of Superior Central Business District (CBD) and 20 miles (23 minutes) north of Danbury. 4
6 Town of Summitt Located east of State Highway 35 on Milchesky Road, the Town of Summitt Town Hall, 2731E Milchesky Road, has 5-8 spaces available for persons seeking to commute to work. The town parking lot is approximately 18 miles (29 minutes) south of the Superior Central Business District (CBD). 5
7 Town of Superior Located along STH 35, the Town of Superior Town Hall, 4917 South State Road 35, has up to 15 spaces available for persons seeking to commute to work. The town parking lot is approximately 10 miles south of the Superior Central Business District (CBD). Commuters are encouraged to park along the north side of the lot, near the small metal pole building, in the parking area designated for park & ride. 9 Town of Amnicon Located at 8985E U.S. Highway 2, the Town of Amnicon Town Hall has 5-8 spaces available for persons seeking to commute to work. Commuters should park along the western edge of the lot facing the trees. The town parking lot is approximately 16 miles (24 minutes) east of the Superior Central Business District (CBD). 8
10 Village of Poplar Located along Elm Box Street in the Village of Poplar, up to 5 spaces are available for persons seeking to commute to work. Street side parking is approximately 19 miles (27 minutes) east of the Superior Central Business District (CBD). 9
11 Sundown Café (Maple Area) Located at US Highway 2 the Sundown Café has 5-8 spaces available for persons seeking to commute to work. The lot is approximately 23 miles (32 minutes) east of the Superior Central Business District (CBD) and 42 miles (52 minutes) west of the City of Ashland. Commuters should park in the southwest corner of the parking lot. 10
12 Recreational Parking Lot (Brule Area) Located along the northern side of Highway 2 in the unincorporated area of Brule in the northwest quadrant at the intersection of US Highway 2 and CTH H, the parking area has up to 10 spaces available for persons seeking to commute to work. The parking lot is approximately 30 miles (42 minutes) east of the City of Superior Central Business District (CBD) and approximately 35 miles (44 minutes) west of the City of Ashland. Commuters are encouraged to park along the far eastern portion of the lot near the main entrance as the lot is shared with recreational snowmobile and ATV users who will be parking recreational trailers throughout the year. 11
13 Town of Cloverland Located at E State Road 13, the Town of Cloverland has up to 5 spaces available for persons seeking to commute to work. The town parking lot is approximately 27 miles (39 minutes) east of the Superior Central Business District (CBD) and approximately 53 miles (1 hour and 10 minutes) west of the City of Bayfield. 12
14 Village of Lake Nebagamon Public Parking Lot Located at E Waterfront Drive in the Village of Lake Nebagamon, the municipal lot on the north side of East Waterfront Drive has 5-8 spaces available for persons seeking to commute to work. The parking lot is approximately 26 miles (38 minutes) east of the Superior Central Business District (CBD) and approximately 43 miles (52 minutes) west of the City of Ashland. 13
15 BP Gas and Convenience Store (Hawthorne Area) The BP Gas and Convenience Store at the intersection of highway 53 and county highway B has up to 5 spaces available for persons seeking to commute to work. The parking area is approximately 21 miles (28 minutes) south of the Superior Central Business District (CBD) and approximately 29 miles (30 minutes) north of Minong. Commuters should park on the north and east sides of the lot. 14
16 Solon Springs Mercantile (Village of Solon Springs) Located at South Mertzig Parkway in the Village of Solon Springs, just off of STH 53, the Solon Springs Mercantile has up to 6 spaces available for persons seeking to commute to work. The parking lot is approximately 31 miles (38 minutes) south of the Central Business District (CBD) in the City of Superior and approximately 19 miles (21 minutes) north of the Village of Minong, Commuters should park along the far southwestern portion of the parking lot closest to STH
17 Town of Gordon Located adjacent to STH 53, 5-8 parking spaces are available in front of the town wayside park along Packer Avenue (aka Frontage Road), north of the local bowling alley and ICO convenience store. Commuters should park facing the packer colored fence beginning at the northern end of the street. The parking area is approximately 40 miles (47 minutes) south of the Superior Central Business District (CBD) and 12 miles (13 minutes) north of the Village of Minong. 16
18 Town of Wascott Located at 16362S Town Hall Road, one/tenth of a mile east of STH 53 off of Red Lake Drive, the Town of Wascott has up to 8 spaces available for persons seeking to commute to work. The town parking lot is approximately 45 miles (51 minutes) south of the Superior Central Business District and approximately 6 miles (7 minutes) north of Minong. 17
19 SIGNAGE Development of appropriate signage is important at all locations where commuter parking will be allowed. Signage will identify to the traveling public where park and ride lots are available and internal to the lots where parking should occur. The Wisconsin Department of Transportation will allow for the placement of formal park and ride signs within the state highway right-of-way. However, signage will only be allowed if the park and ride area has been: 1) formally approved by the local unit of government; 2) the lot will be maintained by the local unit of government throughout the year (snow plowing, etc); and 3) the parking area is lighted. Parking lots designated for park and ride use must be owned and maintained by the local unit of government. Internal to some park and ride areas, it may be necessary to install blue reflective signs to direct users to the appropriate parking area. Signs should measure 24 x 18 and be constructed of aluminum reflective materials supported by metal poles. Within park and ride location, signs designating the actual carpool parking area should be installed and should be blue and white letter with an arrow pointing towards sign, similar to the photo below. This same sign could be placed off a road rightof-way (ROW) visible to motorists of the park and ride lot location. Other optional signage may be installed in park and ride locations including limiting the number of days vehicles can be parked and town not responsible for damage/theft to owner s vehicle. 18
20 Based on private vendor signage costs, it is estimated to be $23.00 per sign and $37.00 per post. Directional signs along a roadway identifying the park and ride lot could potentially share a post reducing the overall costs. All signs are 18 x12 and posts measuring 8 long (with hardware to mount standard signs). Sign and post costs are estimated based on sign manufacturer supplier figures totaling $3,660. In some cases, the park and ride sign may not be required, as WisDOT may place an official park and ride sign within the highway right-of-way at no cost to the town or county. The Douglas County Highway Department was also contacted for an estimated price for signs and posts. 21 COMMUTER CONNECTIONS Wisconsin RIDESHARE Program The Wisconsin Department of Transportation has a RIDESHARE program that enables commuters to connect via the internet. Individuals without internet access can also register for the program by submitting a paper copy of the application to the RIDESHARE program. This free RIDESHARE program allows Wisconsin residents to post their interest in commuting. By simply registering for the RIDESHARE program, commuters can input their origin, destination, and work times. The program then seeks other potential commuters by running a search for similar origins, destination and times. When matches are found a list of contacts are ed to commuters to enable them to connect with others to discuss the potential of commuting together. In addition to matching commuters who drive a vehicle to work, the RIDESHARE program will also match commuters who bicycle to and from work. The RIDESHARE program also contains a commuter calculator that allows commuters to determine the cost of commuting to work. For example, assuming a person drives alone and commutes 50 miles roundtrip, works 20 days a month (5 days x 4 weeks), drives a mid-sized passenger car which gets 22 miles to the gallon, and a gallon of regular unleaded gas is $3.599 per gallon the overall cost the cost of gasoline for the month is $ The calculator also inputs and average maintenance/tire cost per mile of $ In the example above the monthly cost is $ As a result, the total cost of a person driving alone is $ per month. erideshare erideshare is another internet based rideshare program enabling commuters to register and identify their origin (beginning) location and their final destination. Users can then contact others having similar destinations. erideshare is a national and international based travel program. 20
