1 TSPLOST 2018 Project Statements from Submitted Projects Project # 01, 01 Airport Capital Improvements Program (CIP) Matching Funds, will include the construction of numerous FAA and GDOT funded projects at the Athens-Ben Epps Airport. The TSPLOST funding is requested to provide the local matching funds required for these projects. The projects generally include Runway/ Taxiway Reconstruction/ Rehabilitation/ Improvements, Apron Paving, Terminal Improvements and other airport pavement maintenance. A detailed list of the projects is in the Airport's Capital Improvement Plan, copy attached. These projects will be designed in accordance with FAA criteria. GDOT will review the technical design. The projects will bid following the Athens-Clarke County procurement process. Potential matching funds from GDOT of $24 million dollars and from FAA of $5.5 million. TSPLOST 2018 Project Request $ 1,531,000 Project # 02, Airport Commercial Terminal Improvements, includes the construction of additional parking adjacent to the commercial terminal as well as completing the full build-out of the baggage claim and car rental areas. The terminal building is being constructed as part of the ACCUG's SPLOST 2011 Program. There was inadequate funding in the SPLOST 2011 Project to complete the work that is included within this project request. TSPLOST 2018 Project Request $ 2,511,000 Project # 03, Airport Runway 2-20 Improvements, includes the rehabilitation and asphalt overlay of Runway 2-20 and the supporting taxiway system. This runway serves as the Airport's crosswind runway, which provides access of the airport in cross wind conditions. TSPLOST 2018 Project Request $ 6,646,000 Project # 04, Airport Airside Terminal Area Paving, includes the rehabilitation of the pavement in the terminal area at the Airport. The terminal building was constructed as part of the County's previous SPLOST 2005 program. This project will be designed in accordance with FAA criteria. TSPLOST 2018 Project Request $ 3,348,000 Project # 05, Transit Vehicle Replacement & Spare Vehicle Program, will purchase new alternatively powered buses to replace existing vehicles that have reached the end of useful life and/or vehicles to support current expanded Transit services. The funding may be used to purchase revenue vehicles and/or support vehicles and/or used as match funding for state and/or federal grants to acquire additional transit vehicles, as required. This is a continuation of a SPLOST 2011 program. TSPLOST 2018 Project Request $ 13,287,000

2 Project # 06, Bus Stop & Transfer Facilities Improvements, includes transit related improvements for the purchase of right-of-way or use of existing right-of-way and construction of decentralized transfer facilities outside of the downtown terminal. Also for the capital improvements of signage (static and/or electronic predictive arrival), concreate pads, seating, covered shelters over the paved pad, landscaping, lighting, route information, bicycle racks, trash cans, bus pull-offs, restroom facilities, bus/customer parking and other related bus stop improvements, as deemed appropriate by location. This funding may also be used as the local match funding for state and/or federal grants for additional transfer facilities or bus stop improvements. TSPLOST 2018 Project Request $ 4,500,000 Estimated Annual Operating Impact $ 50,000 Project # 07, Transit Service Frequency and Expansion Vehicles, includes frequency on existing routes and expand Transit services throughout the county. The funding may be used as match funding for state and/or federal grants to increase transit services or purchase expansion vehicles. TSPLOST 2018 Project Request $ 4,120,000 Estimated Annual Operating Impact $ 3,245,000 Project # 08, North Oconee River Water Trail Launch, includes the design and construction of a kayak/canoe launch on the North Oconee River, which will also be useable by anglers. The design will integrate the best practices guidelines outlined by the National Park Service Rivers, Trails, Conservation Assistance Program and the River Management Society (see resource below) and will be ADA accessible as terrain allows. TSPLOST 2018 Project Request $ 84,000 Estimated Annual Operating Impact $ 3,000 Project # 09, Oconee Rivers Greenway Program, includes the completion of the Mayor and Commission previously approved SPLOST 2011 sub-projects that require additional funding for completion. The balance of the funds target the high priority project list as identified in the Greenway Network Plan. The current feasibility of each project as well as tier designation shall guide the allocation of the remaining funds across the priority project list. TSPLOST 2018 Project Request $ 25,167,000 Estimated Annual Operating Impact $ 362,000 Project # 10, Firefly Trail, includes the Design and construction of an approximate 7 mile trail from the intersection of Old Winterville Road and Little Oak Street to the project s eastern terminus at the county line in Winterville, as well as ROW acquisition for the trail corridor. A typical trail cross-section comprises a 10- to 12-foot wide concrete trail with storm water amenities. Additionally, the project includes the design and installation of an approximately 500- foot bridge spanning Trail Creek in Dudley Park and South Poplar Street. The design for this bridge will maintain the vertical and horizontal alignment of the existing railroad trestle corridor. TSPLOST 2018 Project Request $ 25,022,000 Estimated Annual Operating Impact $ 362,000

3 Project # 11, Leisure Services Department Transportation Pavement Maintenance Program, includes program includes the repair, improvement or expansion to the public transportation infrastructure of existing Athens-Clarke County (ACC) Leisure Services Department facilities and parks. The public transportation infrastructure includes paved surfaces that either are or that provide direct access to public roadways, sidewalks, bike trails, Greenway Network and/or Fire Fly Trail. The intent is that the work of this program would be performed on travel ways and parking lots that support and/or provide access to multiple modes of transportation; all in order to extend the functionality and useful life of the transportation infrastructure. TSPLOST 2018 Project Request $ 2,259,000 Estimated Annual Operating Impact $ 3,000 Project # 12, Brooklyn Creek Pedestrian Greenway Path, includes acquisition of all commercial and residential properties located along the proposed greenway trail (9 privately owned properties total). Upon acquisition, all greenway-designated land will need to be graded and cleared for trail. Finally, after clearing and grading the trail, paving of the concrete trail will occur (2,245 ft. or 0.42 miles). TSPLOST 2018 Project Request $ 2,734,000 Estimated Annual Operating Impact $ 4,000 Project # 13, W Broad Pedestrian Improvements, includes constructing sidewalks, installing pedestrian traffic lights, traffic management devices and other general streetscape improvements to make the West Broad neighborhood a more pedestrian friendly corridor. TSPLOST 2018 Project Request $ 7,598,000 Project # 14, Public Art in Transportation Program, includes for the selection and placement of public art that enhances or is incorporated into existing and new transportation projects. TSPLOST 2018 Project Request $ 283,000 Estimated Annual Operating Impact $ 7,000 Project # 15, Athens Welcome Center Access Improvements, includes design and construction of on-site improvements including the installation of signage and landscaping at the northeast corner to improve visibility and add greater presence to travelers and the community at-large. TSPLOST 2018 Project Request $ 632,000 Estimated Annual Operating Impact $ 8,000 Project # 16, Highway 29 Corridor Transit Service, Includes extending Athens Transit bus service along the Hwy 29 corridor. The extension would be approximately 4.6 miles (2.3 miles each way and it would constitute a stand-alone route. The route would extend from the Kroger to Ingles grocery store (just north of the Clarke/Madison County line). TSPLOST 2018 Project Request $ 940,000 Estimated Annual Operating Impact $ 230,000

4 Project # 17, Dudley Park Trestle Stabilization Project, Original submission for stabilization of the trestle for future use. This submission did not meet legal requirements. Revised submission for the replacement of the existing trestle components with a new Wooden Trestle that would meet the legal requirements. TSPLOST 2018 Project Request $ 2,877,000 Estimated Annual Operating Impact $ 12,000 Project # 18, Stormwater BR14 Fortson & Dudley Drives, includes the design and construction of culvert on Brooklyn Creek that has been identified as being in need of replacement. There have been multiple floods over the past 2 years from watershed management not being able to be handled by the size/dimensions of the culvert running underneath Fortson Drive. This project would involve expanding the existing culvert and replacing with one befitting the amount of watershed that occurs in this area. TSPLOST 2018 Project Request $ 829,000 Project # 19, Takeover of Private Streets for Maintenance, Dedication to public use and ownership, repair and takeover of private, ungated streets in need of repair, nominated by Athens Clarke County Commissioners that are eligible for take-over by Athens-Clarke County Unified Government wherein the current owner(s) has agreed to convey title by quit-claim deed or otherwise at no cost to the Unified Government of Athens-Clarke County. TSPLOST 2018 Project Request $ 836,000 Estimated Annual Operating Impact $ 25,000 Project # 20, Atlanta Highway Retail Corridor Inter Parcel Connector, Includes acquisition of right of way and construction of inter parcel connections between these parcels resulting in vehicles being able to travel to all of the businesses located between Cleveland Road and Huntington Road without travel on Atlanta Highway and providing access to two controlled intersections for left turns onto Atlanta Highway. TSPLOST 2018 Project Request $ 2,385,000 Project # 21, Sidewalk Jefferson River Road, includes for the design, right of way acquisition, and construction of a 5-foot wide standard sidewalk along Jefferson River Road between Old Jefferson Road and Garnett Ridge Drive, likely along the East side of roadway, although this could vary with construction considerations, right-of-way availability, etc. Construction would also include installing the necessary concrete for future improvements of the bus stops located along the route of the sidewalk. (This project would only include the concrete adjacent to the sidewalk for those stops along the route of the sidewalk.). TSPLOST 2018 Project Request $ 1,445,000

5 Project # 22, Sidewalk South Milledge/Gran Ellen to Memorial Park, includes the design, land acquisition, and construction of a sidewalk, along Gran Ellen Drive, from the Transit Stop on S. Milledge to Memorial Park. The sidewalk would be designed and built in accordance with the ACC design standards. It is likely that the project will require the acquisition of land for either or both permanent or temporary easements in which to have adequate space to construct the sidewalk. TSPLOST 2018 Project Request $ 837,000 Project # 23, Pavement Maintenance Program (PMP), provides funding to perform the necessary preventive maintenance and rehabilitation activities for the local roadway system reconstruction. These improvements extend the life of existing roadway pavements and correct failing roadway segments. The proposed funding includes funding to catchup the PMP deficit list from previous budget shortfalls and to adequately fund the PMP for the next five years. TSPLOST 2018 Project Request $ 39,163,000 Estimated Annual Operating Impact $ 5,000 Project # 24, Macon Highway Bridge Replacement Project, includes the design, right of way acquisition, and construction costs associated with replacement of an existing publicly owned bridge that has reached the end of its useful life. TSPLOST 2018 Project Request $ 7,240,000 Project # 25, Tallassee Road Bridge Replacement Project, includes the design, right of way acquisition, and construction costs associated with replacement of an existing publicly owned bridge that has reached the end of its useful life. TSPLOST 2018 Project Request $ 6,034,000 Project # 26, Traffic Signal and Control Replacements Program, includes the installation and replacement of traffic control devices that have reached the end of their useful life including: traffic signals, pavement markings, raised pavement markings, and signs. TSPLOST 2018 Project Request $ 12,752,000 Project # 27, Transportation Technology Improvements Program, includes the design, procurement and installation of Advanced Traffic Management Systems (ATMS) including variable message signs, video detection equipment, and fiber optic interconnected traffic signals to help guide motorist along roadways in ACC. ATMS allows for an increase in the available capacity of the existing roadway without the need to physically widen roads. ATMS are usable on a daily basis, especially during the evening peak hours when congestion is the highest. However, many of the tools within the program can be designed to help address traffic congestion areas during high volume special events in the community (e.g., UGA football games, Athfest, and UGA Commencements). TSPLOST 2018 Project Request $ 2,627,000 Estimated Annual Operating Impact $ 15,000

6 Project # 28, Bicycle Improvements Program, The specific improvements routes for the bicycle projects will be as contained in the 2017 Bicycle / Pedestrian Master Plan as approved by M&C. These projects will be developed jointly with representatives from the local bicycle community and reviewed and approved by the Mayor and Commission. TSPLOST 2018 Project Request $ 10,000,000 Project # 29, Pedestrian Improvement Program, The specific locations for the pedestrian improvements are unknown at this time. Typical projects are a minimum of five feet in width and provide for ADA ramps at all intersections. Past experience has shown that most pedestrian projects are at least a quarter-mile in length and may occur on both sides of the street. Typical projects will include sidewalk improvements, ADA compliant elements, improved pedestrian crossings, and general pedestrian signage improvements. TSPLOST 2018 Project Request $ 15,000,000 Estimated Annual Operating Impact $ 2,000 Project # 30, Downtown Transportation Improvement Program, includes the design and construction for specific improvements for the Downtown Transportation infrastructure. Improvements eligible for the funding include, but are not limited to: 1) Clayton Street - Completion of the 2005 SPLOST project to include safety, operational, streetscape, and pedestrian improvements between Pulaski Street and N. Thomas Street; 2) Jackson Street - Improvements include a 10 multi-use trail between Hoyt Street and E. Dougherty Street; and, 3) E. Dougherty Street at N. Thomas Street / North Avenue - Project includes an intersection improvement, potentially a roundabout (if feasible). TSPLOST 2018 Project Request $ 13,398,000 Estimated Annual Operating Impact $ 69,000 Project # 31, Roadway Improvement Program, The roadway improvements projects will be located on existing roads throughout Athens-Clarke County. Candidate projects will be selected from the Transportation Improvements Program for ACC and previous long-range planning efforts. See the full project request submittal (Section I, Paragraph H.) for a listing of potential intersection improvements. TSPLOST 2018 Project Request $ 17,499,000 Estimated Annual Operating Impact $ 2,000 Project # 32, Intersection Improvement Whitehall Rd. at S. Milledge Ave., includes construction of improvements to the traffic operations and safety at the intersection of Whitehall Road / S. Milledge Ave. Design is included in SPLOST TSPLOST 2018 Project Request $ 2,405,000

7 Project # 33, Lexington Highway Corridor Improvements, includes funding for specific improvements to the Prince Avenue Corridor that are to be approved by M&C. Improvements eligible for the funding include, but are not limited to: landscaped/concrete median(s), additional sidewalks, multi-use trail, separated bike lanes, and intersection improvements at Winterville Rd, Gaines School Road, and Whit Davis Road. TSPLOST 2018 Project Request $ 5,000,000 Project # 34, Atlanta Hwy. Corridor Improvements, includes funding for specific improvements to the Prince Avenue Corridor that are to be approved by M&C. Improvements eligible for the funding include, but are not limited to, landscaped/concrete median(s), additional sidewalks, multi-use trail, separated bike lanes, and potential intersection improvements. TSPLOST 2018 Project Request $ 5,000,000 Project # 35, Prince Avenue Corridor Improvements, includes funding for specific improvements to the Prince Avenue Corridor that are to be approved by M&C. Improvements eligible for the funding include, but are not limited to, landscaped/concrete median(s), additional sidewalks, multi-use trail, separated bike lanes, and intersection improvements at N. Milledge Ave., King Avenue, and Park Avenue / Talmadge Drive. TSPLOST 2018 Project Request $ 5,000,000 Project # 36, Transportation Improvement Matching Funds, includes funding to be used as specific matching funds for available state/federal funding opportunities. Improvements eligible for the funding include, but are not limited to: roadway improvements, intersection improvements, sidewalk facilities, bicycle facilities, traffic control replacements, interchange improvements, and ATMS technology. This funding must be used in conjunction with funding availability of from state, federal, or local sources other than Athens-Clarke County and specifically for Transportation purposes.
