10 The ECOPASS system: scheme operation and impacts THE ECOPASS SYSTEM DESCRIPTION ECOPASS is a daily entrance charge to access the city center by passenger and freight vehicles, in force since Jan 1, 2008 charge proportional to PM 10 emissions based on the polluter pays principle based on an access control system via electronic gates with built-in cameras - license plates are recognized of all incoming vehicles - plates are then identified through an OCR (Optical Character Recognition) system, for a vehicle classification - unauthorized vehicles are fined. 10

11 The ECOPASS system: scheme operation and impacts THE ECOPASS SYSTEM: AREA, TIME AND PAYMENT ECOPASS is in force from 7.30am to 7.30pm Monday to Friday The ECOPASS Area has 43 entrance points, each equipped with CCTV cameras designed to record vehicle license plate numbers and pollution class There is no ECOPASS charge for mopeds, scooters, motorbikes vehicles carrying disabled passengers ECOPASS charge is linked to vehicles pollution classes. While the less polluting can enter the area free of charge, the others have to pay a charge varying from 2 to 10 Euros a day Penalties are ranging from 70 euros to 275 euros. 11
