9 Draft Goals and Objectives Goal 1: Improve service for existing transit users and attract new riders Improve transit quality and level of service in the study area Increase the transit mode share within the study area Increase transit ridership on the existing transit network Goal 2: Improve access to key destinations in the west side of Norfolk Improve travel time reliability to destinations along the study area Improve transit connectivity between key activity centers in the study area Support access to employment throughout the corridor Goal 3: Continue to support the efficiency of all transportation modes in the study area Balance the mobility needs of all modes Provide safe, non-motorized connections to the transit system Improve transit, bicycle, and pedestrian connections within and to the study area
