Call to Order / Declaration of Quorum Chairman Ald. Wynne declared a quorum at 6:07 P.M 2. Committee Meeting Recordings Ald. Wynne made opening statement that starting with the current meeting; audio recordings would be maintained and stored going forward. 3. Citizen Comments Dan Joseph Wanted to update the committee on recent Pace/CTA updates 1) 208 route line to be changed (Church to Dodge to Emerson/Golf) will replace the 205 on that stretch. Plan is 1 mile between routes. 2) 213 route to also cover some areas previously covered by route 205 and to also add Saturday service which will be helpful for access for disabled passengers 3) 215 route to be revised, Howard to Skokie Blvd, then over to Oakton and west to Harlem 4) Route from Chicago (Jefferson Park) will travel down Crawford to Old Orchard 5) Also Sunday service should no longer have 4 hour gaps in service. 6) Also spoke with CTA for adding Sunday service for Dodge/California bus. 7) He also talked about improving bus stop signage throughout the city. M. Smith asked about where residents could get informational pamphlets from Pace. Mr. Joseph stated that Pace was good at distribution of information and that the information was available at a multitude of locations.

3 trans parking minutes draft 4. Approval of Meeting Minutes of August 30, Minutes from the August 30, 2017 meeting were presented. Motion to approve made by J. Ford and seconded by M. Smith. Vote called and taken. Motion passed unanimously. 5. TITLE 10 ORDINANCE AMENDMENT RESIDENTS ONLY PARKING DISTRICT R 6. TITLE 10 ORDINANCE AMENDMENT PROHIBITED PARKING AT CERTAIN TIMES KEDZIE EAST OF SHERIDAN Fleet Manager Rickey Voss spoke to the committee about both ordinance updates. The discussion covered both agenda going back and forth between the two. In regards to District R, Mr. Voss was recommending the adoption of a pilot program that has been running for a while in District R. Mr. Voss gave a little background of the issue showing that this had been an issue for a number of years and that the first attempt to limit parking in the area had not been effective to the impact on beach visitors. The current pilot program limits 22 spaces (of the east side of Sheridan) for residents of the area only but lifted the restrictions in the other areas alone the lakefront (till the 9 pm overnight restriction). J. Ford asked if this was the current status quo to which Mr. Voss said yes it is the current status quo. Ald. Wynne also mentions how the pilot changed from the entire area being limited to 22 angles spaces where antisocial behavior had been observed to dissuade that type of behavior in the area. This would be at the north end furthest away from the beach entrance on Sheridan. L. Young speaks about how she has lived in the area and how she used to speak at previous committee meeting before she became a member about this area. She feels that both amendments (items 5 and 6) should be discussed at the same time due to the impact of the restrictions on Sheridan affecting the available parking on Kedzie. The question that L. Young has is more about item 6 where she thinks that the times on the restrictions should be switched. District R should start at 11 pm during the summer months and at 9 pm during the winter. Mr. Voss stated that the 9 pm start time was based on the times that the parks close along the entire lake front and that the 11pm winter time is because there are a decreased number of visitors in the area. The main complaint was that this area was not in line with the rest of the lake front. D. Reynolds brings up the history of the change to the 9am time. Ald. Wynne also gave a little history of the difficulties that used to plague the area when the standard time was 11pm year round. D. Reynolds brings up that enforcement has waned in the area unless a complaint is called in there is minimal enforcement. D. Reynolds also said that the issues that used to plague the area aren t nearly where they were in the past.

4 trans parking minutes draft A. Añón asks about the historical crime issues in the area. Ald. Wynne goes through various problems that used to befall the area and how the City would try to combat the problems. The original attempt was to limit parking on the lake side (east side) because the same antisocial problems were not happening on the west side of the street. A. Añón expressed worry of issuing residents private use of an area. Ald. Wynne responds that there is a balancing issue here and that out of 108 total spaces in question only 22 are being restricted to residents only and they are the furthest ones from the beach entrance. Ald. Wynne expressed that these restriction help in reducing the antisocial (illegal) behavior that used to happen in the area and that she s spoken to many residents in the area and how the pilot program was adjusted. Originally 44 spaces were restricted on the east side and that was reduced to the 22 that are currently restricted. A. Añón asked if we had the police reports available. Ald. Wynne said not right now but she was sure that we could get those records from EPD, but based on her conversations with residents there is still antisocial behavior that residents are reporting on an almost nightly basis. TITLE 10 ORDINANCE AMENDMENT LOADING ZONE TIME CHANGE CUSTER NORTH OF MADISON Parking Division Manager Jill Velan spoke to the committee about the loading zone next to Reba Early Learning Center. When the loading zone was installed it was installed as an all day loading zone. The learning center states they only need the loading zone restrictions during school hours when school begins (7am 9am) and when school lets out (4pm 6pm) and they would like to open up the parking during other times. Motion to approve made by J. Ford and seconded by M. Smith. Vote called and taken. Motion passed unanimously. 8. Transportation and Mobility Updates

5 trans parking minutes draft Transportation and Mobility Coordinator Katherine Knapp addressed the committee with various updates: 1) Reminder of Bike the Ridge taking place on 10/15/17 2) The city is working with Northwestern about the Sheridan Rd project (bicycles). (the flyer is part of the packet) 3) Northwestern new program that offers various incentives for students who register their bicycles. 4) Main St bike parking program update 40 additional upside down U s for additional bike parking 5) Still over 1000 active Divvy members along with other program updates 6) Share the road symbol updates 7) Website redesign is still in progress 8) Pace and CTA are having open meetings M. Smith asks about increased bike parking at the Central St. Metra station. K. Knapp says there are no plans at this time for that, however, public works is looking at the entire area to see what improvements can be made in the area. L. Young brings up the Pace presentation from the last committee meeting and asks about getting the CTA to update the committee on various projects. K. Knapp says that we are currently in talks with the CTA and will get in contact with them to schedule a presentation. L. Young thinks that having the CTA at a meeting will allow for Evanston to advocate for updates at various purple line stations (she specifically brings up the Foster and Noyes stations). She also expressed concern about the flaking paint at the stations potentially containing lead. J. Ford asked where the proposed Share the Road Symbol would be displayed. K. Knapp said that at first we would look to have the sign placed on the website along with pamphlets at various events around Evanston (Bike the Ridge, Street Alive, etc.) to get the message out to residents. Once the symbol had gained some traction in the community then signs for display could be placed on the roads. J. ford expressed concern about this symbol being placed too close to the protected crosswalks. K. Knapp agrees that this is a concern and we would need to take care as to where the signs are placed. A. Añón asks about an update on the Dodge protected bike lane. K. Knapp says that the city is working with EPD (Sgt. Williams) on finalizing a top ten tip list for bikers. Once a list is completed it would be submitted to the Bicycle Technical Advisory Committee. This list would be used in conjunction with a positive targeted enforcement initiative on Dodge. The

6 trans parking minutes draft city is also looking into sharing this information with ETHS to help get this information to younger bikers. K. Knapp also bring up a micro grant that the city is looking into that would help fund more training about the various bicycle rules in Illinois. M. Smith brings up educating younger bikers (grade school). K. Knapp says that this is an opportunity for us to look into bettering our communication with various outlets that can help spread the word (YMCA, Bike Rodeo events, District 65, etc.). Citizen comment from Dan Joseph about potential commercial opportunities underneath the train tracks by Noyes and Foster stations. Also on the north side of the street by the Central St. station. L. Young brings up newly passed legislation for areas around train stations. K. Knapp states that the city is aware of these legislation changes and is looking for opportunities for the city in this regard. Citizen comment from Dan Joseph asking about the Rider for All project. K. Knapp also provided updates on the various aspects of the Rider for All project 9. Mary Lou Smith announced this will be her last meeting with the parking committee. Ald. Wynne expressed how grateful the committee was for her dedication and commitment and wishes her the best going forward. 10. Adjournment Motion to adjourn made by Ald Wynne and seconded by M. City Engineer Sat Nagar, P.E., Senior Project Manager Erika Storlie, Deputy City Manager / Administrative Services Director Johanna Leonard, Director of Community Development Jill Velan, Parking Division Manager Katherine Knapp, Transportation & Mobility Coordinator Main Street ITEP Grant Funding Application Maple Avenue to Custer Avenue Date: October 16, 2017 Recommended Action: Alderman Wynne, Alderman Wilson, Alderman Fleming and staff recommend that the Transportation & Parking Committee consider recommending that the City Council approve the resolution to submit the ITEP Grant Funding application for Main Street Improvements from Maple Avenue to Hinman Avenue. Livability Benefit: Built Environment: Provide complete streets and neighborhoods Funding Source: The ITEP Funds provide up to $2 million in grants for eligible items such as streetscape, signal upgrade and pedestrian safety improvements. The ITEP Grant funds requires 20% local match. Other potential funding sources include the Chicago-Main TIF, Water and GO Bond Fund. Summary: The Main Street Business District is located on Evanston's south end of town and a few blocks from Lake Michigan. The district is comprised of a variety of businesses that range from specialty shops that include jewelry, horticulture, and wine shops to servicebased businesses like personal fitness, insurance, and salons. It is a destination for both visitors from the north side of Chicago and other parts of Evanston and the surrounding neighborhood that is mix of single-family homes and multi-family higher

8 Page 2 density units. In addition, this area is home to the Main Street Station, which has stops for the both the CTA Purple Line and the Metra Union Pacific North Line. Adjacent to Chicago Avenue, this area serves as a major bicycle connection for Evanston. A Divvy Station was installed in 2016, and 40 new bike parking spaces will be installed at the train station in 2017 as part of the RTA Access to Transit Improvement Program. This area is also served by CTA Bus Routes 93 and 206, and the Northwestern University Shuttle Bus. With significant multi-family housing in the surrounding neighborhoods and access to multiple forms of transportation as well as a major business district, this is one of the most walkable areas in the North Shore, supporting substantial pedestrian use as well. Park School, a local elementary school serving disabled youth through age 21, is also located within the project area and generates significant multi-modal traffic as well. A housing facility for people with disabilities is located one block west of the project limits, increasing pedestrian traffic of differently abled persons in the project area. Proposed Main Street Corridor Improvements Considering the existing conditions of the roadway, sidewalk, signals & the streetlights, the following improvements are proposed on Main Street between Maple Avenue and Hinman Avenue: Roadway rehabilitation/ reconstruction will provide a safer, more maintainable roadway surface and will correct current drainage issues Sidewalk/ streetscape including ADA accessible ramps will provide a more accessible pedestrian environment for users of all ages and abilities Water main replacement (Sherman to Hinman) will improve reliability of the water system Traffic signal modernization at the Main Street / Sherman Avenue intersection, including LED fixtures will reduce energy use, decrease the number of outages and allow for the installation of pedestrian countdown timers Pedestrian crossings on Main Street at Elmwood Avenue and Custer Avenue will improve visibility and increase a safer pedestrian experience for users accessing both the business district and public transit infrastructure Upgrade of streetlights to modern energy-efficient LED fixture will provide better lighting and a safer walking environment while reducing energy costs

9 Memorandum To: From: Alderman Melissa Wynne, Chairman Members of the Transportation/Parking Committee David Stoneback, Public Works Agency Director Lara Biggs, P.E., Bureau Chief Capital Planning / City Engineer Rajeev Dahal, Senior Project Manager Transportation cc: Erika Storlie, Deputy City Manager / Administrative Services Director Johanna Leonard, Director of Community Development Jill Velan, Parking Division Manager Katherine Knapp, Transportation & Mobility Coordinator Subject: Truck Routes adjacent to Northwestern University Date: October 11, 2017 Recommendation: Staff recommends that the Transportation and Parking Committee make a recommendation to the City Council for approval to permanently designate portions of Sheridan Road, Lincoln Street, Hinman Avenue, Clark Street and Chicago Avenue adjacent to Northwestern University as truck routes. Background: To address the concerns of area residents and to provide truck access to Northwestern University, staff in coordination with the 1 st and 7 th ward Aldermen implemented a pilot program designating streets adjacent to Northwestern University as temporary truck routes. The pilot truck route is shown in green on the attached City Truck Route map for reference. The program was implemented on September 21, 2016, to continue service deliveries and construction related truck activity to Northwestern University Campus, while limiting truck traffic on Sherman Avenue and adjacent east-west streets such as Milburn Street, Lincoln Street, Colfax Street, Noyes Street and Foster Street. Sherman Avenue is an officially designated north-south truck route, and therefore trucks making deliveries to Northwestern University could legally use the above mentioned east-west streets to access the campus.

10 The pilot program established the following streets as a temporary truck route (see attached Pilot Truck Route Map): Lincoln Street: North Campus Drive to Sheridan Road Sheridan Road: Lincoln Street to South Campus Drive Hinman Avenue: Sheridan Road to Clark Street Clark Street: Hinman Avenue to Chicago Avenue Chicago Avenue: Sheridan Road and Clark Street Portions of Hinman Avenue and Clark Street were included to accommodate trucks exiting South Campus Drive as left turns are prohibited from Sheridan Road to Chicago Avenue. Designating portions of these two streets also discourage trucks from using Sheridan Road south of South Campus Drive and the east-west side streets that connect to Chicago Avenue. As reconstruction of Sheridan Road is nearing completion and Lincoln Street east of Sheridan Road was previously reconstructed, staff recommends that the pilot truck routes be made permanent. With the approval of the Transportation & Parking Committee, staff will prepare an ordinance for City Council approval to make the changes permanent. Background: In 2016, there were 26 accidents at the Ridge Avenue and Greenwood Street intersection. 24 of the accidents occurred between the hours of 7 AM to 7 PM. To address safety and operational concerns, the Public Works Agency in coordination with the 4th Ward Alderman and Evanston Police Department implemented turn restrictions on a trial basis starting in May Between the hours of 7:00 AM and 7:00 PM east bound and west bound traffic on Greenwood Street is required to turn right only onto Ridge Avenue. The trial restriction has been successful in reducing traffic accidents at the intersection. During the trial period from May 3 rd to September 30 th, there have been 8 accidents at the intersection. Of these, 4 were involved drivers disobeying the turn restrictions. Staff recommends that the changes be made permanent to address the safety issues. With the Committee s approval staff will prepare an ordinance for City Council approval to make the changes permanent.

14 Memorandum To: From: Subject: Alderman Melissa Wynne, Chairman Members of the Transportation/Parking Committee Erika Storlie, Deputy City Manager/Administrative Services Director Jill Velan, Parking Division Manager Street Cleaning Tow Policy Date: October 23, 2017 Recommended Action: This item is presented for preliminary discussions on the City s current practices for towing cars related to street cleaning operations. Summary: Section of the City Code (attached) allows the City Manager or his designee to tow vehicles if the vehicle is a street cleaning obstruction. Below is the City s current practice for towing as it relates to street cleaning through the City. Staff is presenting this discussion item to the Committee to determine if any updates or changes to the current procedure should be considered. Street Cleaning Rules and Information The City of Evanston's street cleaning season runs from March 1 through December 15. Residents are asked to abide by the street cleaning schedule found on existing street signs. Parking is prohibited only on the sides and dates indicated on the street signs and on the schedule. Some zones may include business districts that are posted with signs indicating they are swept between 4 a.m. and 7 a.m. The downtown area is cleaned on Mondays between the hours of 4 a.m. and 7 a.m. Parking will be prohibited as indicated and residents are reminded to always check the street signs before parking their cars. Illegally parked cars in One-sided Street Cleaning areas may be subject to a ticket and towing charge. For all other street cleaning areas, only tickets will be issued. The ticket for violating the street cleaning ordinance is $35. After 10 days, it increases to $65. If the vehicle is towed, then there will also be a tow charge of $145 plus storage charges when the resident picks up his or her vehicle from North Shore Towing. The City of Evanston may, from time to time, post parking restrictions for a special street cleaning in limited areas of the city. The ticket and towing laws apply to these special postings as well.

15 City of Evanston City Code Title 10 Motor Vehicles and Traffic Chapter 6 Illegally Parking or Abandoned Vehicles AUTHORITY TO REMOVE VEHICLES (TOW). (A) The City Manager or his/her designee is hereby authorized to immediately and without prior notice tow away, or cause to be towed away, any vehicle on any public street, public place or private property in the following circumstances: 1. When the motor vehicle is an accident involved motor vehicle; 2. When the motor vehicle is a hazardous vehicle; 3. When the motor vehicle is a derelict motor vehicle; 4. When the motor vehicle is a snow emergency obstruction; 5. When the motor vehicle is a street cleaning obstruction; 6. When the motor vehicle is a tree cutting obstruction; 7. When the motor vehicle is a street or sewer maintenance obstruction vehicle; 8. When the motor vehicle is a tow away zone obstruction vehicle; 9. When the motor vehicle is not operable due to the arrest of the owner or operator; 10. When the motor vehicle is an abandoned, lost or reported stolen vehicle; 11. When the motor vehicle is a reserved residential wheelchair bound obstruction vehicle; 12. When the vehicle is a nonmotorized obstruction vehicle; 13. When the motor vehicle is a wheel lock immobilized vehicle pursuant to police order; 14. When the vehicle is on private property and is parked there without consent of the property owner, proprietor, or agent of the property; provided: a) that signs posted on the property give notice that parking is prohibited, and b) that the person requesting the tow signs a statement that he/she is the owner, proprietor, or agent of the property and that he/she has authority to request the tow; 15. When the motor vehicle violates the provisions of Subsection (A)(4) of this Code; 16. When the vehicle was reportedly used in the commission of a crime; 17. When a crime was reported, or is suspected to have occurred, within any part of the vehicle; 18. When the motor vehicle is physically obstructing access to a fire hydrant; 19. When the recreational vehicle violates the provisions of Subsection of this Code. (B) The City Manager or his/her designee is hereby authorized to immediately tow, or cause to be towed away, any vehicle on any public street or public place when a temporary tow-away zone has been posted by the authority of the City with forty-eight (48) hours notice. Such tow-away zones shall clearly indicate the temporary tow-away zone date and time. Summary: The intent of the proposal is to encourage individuals to patronize the downtown business area and utilize the convenient parking in the garages for shopping, fine food and entertainment during the upcoming holiday season. Because Sundays are already free in the downtown garages, waiving fees on Saturdays will provide additional free parking for the busy shopping weekends in November and December. The parking lots that will be offering free holiday parking include the City s three downtown self-park garages at Sherman Plaza, Maple Avenue, Church Street on weekdays after 5pm, all day on Saturdays and City Lot #60, 1234 Chicago Avenue, providing free two (2) hour parking between the hours of 9am and 6pm on Saturdays and after 5pm on weekdays. If approved, staff will move forward with Downtown Evanston and the Chamber of Commerce to market the promotion through various channels. Advertising would also be displayed at the entrance of each garage. The projected downtown self-park garage transient parking revenue loss for the six (6) Saturdays is $32,000 and for weekdays between 5pm and 12 midnight is $12,000 for a promotional total of $44,000. The projected parking revenue loss for Lot 60 is $800 for Saturdays and for weekdays after 5pm is $400 for a promotional total of $1,200. This revenue loss does not consider any incremental increase in sales tax revenue derived through the increased shopping.

17 Memorandum To: From: Subject: Alderman Melissa Wynne, Chairman Members of the Transportation & Parking Committee Katherine Knapp, Transportation & Mobility Coordinator Transportation & Mobility Updates for the October 25, 2017 Transportation & Parking Committee meeting Date: October 20, 2017 Summary: This memorandum provides a brief update on items related to the work conducted by the Transportation & Mobility Coordinator: Bicycle Program Updates: a) Pedal Bright o Staff is preparing for the fourth annual Pedal Bright in coordination with Northwestern University s (NU) Associated Student Government, NU Police Department, NU Transportation Services Office, sustainnu Office, Evanston Township High School, and the Bicycle Technical Advisory Committee (Bike TAC). After reviewing bike light options in September, the Bike TAC directed staff to return to the beetle bike light design that allows for easy installation on both bags and bike handle bars. The Bike TAC recommended focusing 2017 efforts on distributing lights to high school students and pedestrians, in addition to continuing efforts on Northwestern University s campus. b) Bike the Ridge o The tenth annual Bike the Ridge event was held on Oct. 1. With event programming at Ridgeville Park and Alexander Park. Through the City s 311 outreach program 90 bicycles were registered, and bike lights, 24- hour Divvy passes, and bicycle safety and maintenance information were distributed to event goers. c) Divvy Program: o Since Divvy s launch in Evanston at the end of June, 2016, over 27,800 trips started from an Evanston-based station. September ended with over 1,080 active Evanston based Divvy annual members and over 2, hour passes having been sold. In addition to the two public meetings, community members can provide comments through the end of October via , Passenger.Services@PaceBus.com; phone, in English at (847) 364-PACE (7223) Option 3, or in Spanish at (847) ; and, through an online comment form. o The proposed route network would impact routes 205, 206, 208, 213 and 215. The primary proposed changes in Evanston include the establishment of route 213 as a continuous north-south service from Howard St. to the North Shore, and adjustments to the 208 service. A Fact Sheet with the proposed route changes is provided at the end of this memo as Attachment 1. o Pace Bus and the CTA will seek additional public comments during the proposed adoption of the North Shore Study in early 2018, and will host individual public hearing sessions ahead of implementing any of the proposed route changes from the Study. b) Complete & Green Streets Policy Updates o Staff is currently collecting updated data on sidewalk gaps in Evanston. Sidewalk gaps were last inventoried in Evanston as part of the 2009 Multimodal Transportation Plan. This data will be collected during the fall and added to the City s GIS information system. o Staff will be preparing the first annual Complete & Green Streets Policy report, as required by the Revised Complete & Green Streets Policy, for the Committee s review at their January meeting. c) Proposed Curb Cut Policy Update o Staff will be returning to the Committee in November with the proposed Curb Cut policy for discussion.
