NET MONTHLY RATE Availability Charge - $/bill $65.00 Demand Charge-$/kW-Peak Months $ Off Peak Months $10.53 All kwhs-$/kwh $ The Peak Months Demand Charge will apply to the usage of May through September, and the Off-Peak Months Demand Charge will apply to the usage of October through April DETERMINATION OF BILLING DEMAND The Billing Demand shall be the maximum kilowatt demand established by the consumer for any consecutive 15 minute period during the month for which the bill is rendered, as indicated or recorded by a demand meter and adjusted for power factor as follows: 3.6. POWER FACTOR ADJUSTMENT The consumer agrees to maintain unity power factor as nearly as practicable. Demand charges will be adjusted for consumers with 50kW or more of measured demand to correct for average power factors lower than 98%, and may be adjusted for other consumers if and when the cooperative deems necessary. Such adjustments will be made by using 98% of kva as the current month Billing Demand MINIMUM MONTHLY CHARGE The minimum monthly charge shall be the highest one of the following charges as determined for the consumer in question: Ark. MINIMUM MONTHLY CHARGE The minimum monthly charge shall be the highest one of the following charges as determined for the consumer in question: 1. The minimum monthly charge under the above rate shall be $43.00 plus other such amounts as may be required under line extension policy, other facilities contracts, or approved adjustments tariffs, applicable. 2. MAINTENANCE AND POWER The Cooperative, for the above charges, shall furnish all power consumed and maintain the lighting fixtures, including lamps and poles, against all normal wear and tear. In case of malicious breakage and damage, the Cooperative shall have the option of collecting for the damage or removing the service. The amount of the damages to be collected being limited to the replacement cost for material only TERMS OF PAYMENT (CP) (CT) Monthly bills are due and payable within twenty-two (22) calendar days after the date of mailing; thereafter a late payment penalty of ten (10) percent of the first thirty dollars and two (2) percent of the remaining balance is added. INTRODUCTION South Central Arkansas Electric Cooperative (Cooperative) and the Electric Cooperatives of Arkansas 1 (ECOA) function together to design and maintain an Emergency load Conservation and Curtailment Plan (ELCCP). The ECOA are subject to the mandatory reliability standards of the North American Electric Reliability Corporation (NERC) as approved by the Federal Energy Regulatory Commission. The NERC Reliability standards and Southwest Power Pool (SPP) criteria call for the establishment of plans and procedures to provide load relief and minimize the probability of network collapse during major system contingencies. The SPP Criteria 7.3 outlines a recommended method for the reduction of load during a major emergency contingency and the orderly restoration of load while maintaining system stability following a contingency. SPP Criteria 7.3 also calls for these plans to be coordinated between pool member companies to insure efforts to minimize system impact are sufficient and restoration is orderly. The load relief measures in the ElCCP are designed to preserve the integrity of the transmission grid in the case of an extreme emergency. The implementation of these measures is intended only to occur once all other operational means have been exhausted. Due to the critical nature and time constraints involved in the implementation of these measures may require immediate action. These measures can be implemented at any time and for any period of time necessary. When called upon by Arkansas Electric Cooperative Corporation (AECC), the Reliability Coordinator or the Transmission Operator, AECC and Cooperative will implement the ELCCP to achieve the necessary load reduction.
