5 Rossmoor Short Rang Transit Plan January 018 Study Purpos This Short Rang Transit Plan (SRTP) valuats th fficincy and quality of srvic for Rossmoor s transportation srvics. It includs analysis of currnt srvic productivity, dlivry mthods, and altrnativs, as wll as considrations of quipmnt and oprating structur. Th Goldn Rain Foundation (GRF) last conductd a comprhnsiv planning ffort for its bus srvics in Systm at a Glanc 1. Excutiv Summary Rossmoor s bus systm hlps rsidnts maintain thir indpndnc and njoy vrything Rossmoor and th surrounding community has to offr. GRF oprats far-fr bus srvic svn days a wk, 365 days a yar, srving dstinations around Rossmoor and downtown Walnut Crk. Rossmoor s bus srvics includ fixd rout, dial-a-bus, and paratransit srvics, as shown in Tabl E1. GRF provids srvic from 6:00 AM to 8:30 PM on wkdays and 9:00 AM to 8:30 PM on wknds. Spcial vnt srvic is also providd. In 016, GRF srvd about 350 bus and paratransit rids on wkdays and 100 rids on wknds, totaling 10,000 rids for th yar. Th systm costs approximatly $1.1 million to oprat pr yar. Funding is providd by monthly rsidnt contributions of $14.9 pr houshold supplmntd by a $67,000 grant from th Contra Costa County Transportation Authority for srvic to downtown Walnut Crk. 5

Howvr, many rsidnts do not rid rgularly bcaus of longr travl tims, wait tims, and srvic hours rlativ to driving: on avrag, a bus trip within Rossmoor taks 40 to 50 minuts, whras a trip by car or golf cart tn minuts or lss. Srvic Changs Undr Considration Th implmntation of an on-dmand transit systm within Rossmoor would nhanc th convninc and productivity of Rossmoor s bus srvic,. Rcnt innovations in rid-hailing and dispatch tchnology prsnt an opportunity for Rossmoor to adopt a fully on-dmand, point-to-point srvic (similar to Ubr or Lyft) whil maintaining us of its own vhicls and drivrs. On-dmand softwar platforms allow ridrs to rqust rids within a pr-dfind srvic ara via phon, smartphon app, or a wbsit. Buss ar automatically dispatchd via ral-tim routing dirctions to choos th shortst, fastst rout whil combining trips for multipl passngrs. Trips may b schduld in as littl as 10 to 15 minuts in advanc, and srvic would b providd on all strts whr bus oprations ar fasibl. Initially, Grn Lin srvic to downtown Walnut Crk would rmain as a fixd rout srvic with timd connctions to on-dmand buss and staggrd srvic with County Connction. Ovrviw of Srvics Th Goldn Rain Foundation s (GRF) transportation dpartmnt oprats bus and paratransit srvic, mploying tn drivrs, two flt mchanics, and two part tim staff. GRF owns a flt of 1 vhicls ach with capacity for 14 to 18 passngrs. GRF staff handl day to day oprations, grant applications, dispatching, customr srvic, and travl training to familiariz rsidnts with local bus srvics. Rossmoor Bus Srvics Rossmoor s bus srvics oprat 6:00 AM to 8:30 PM on wkdays and 9:00 AM to 8:30 PM on wknds. Th main srvic ara is within th Rossmoor community, Rossmoor Shopping Cntr, Walnut Crk BART Station, and downtown Walnut Crk (including dstinations such as Kaisr, Targt, Whol Foods, Hilltop Profssional Cntr, Tradr Jo s, and Broadway Plaza).
