3 EES AND HARGES Pricing Policy ouncil has adopted a number of fees and charges for the wide and varied services that it provides to the ommunity. In deciding who pays for goods and services, and to what extent, it is necessary to determine whether the service benefits the general community and/or individuals, i.e. the proportion of ommunity versus private benefit. onsiderations that indicate ommunity benefit include: Individuals cannot be excluded from using the goods or service (for example, parks and roads). Does the ommunity, generally, benefit from the service? Is there a value for future generations?
