1 DMS-8100, Structural Paints Overview (Formerly D , Structural Paints). Effective Date: November 1999 May This specification describes the requirement for the materials, composition, manufacture, and testing of paints, coatings and related materials used for corrosion protection of structural steel. Bidders and/or Vendors All prospective bidders and/or vendors are notified that, before any bid is considered, TxDOT and/or the Texas Building and Procurement Commission (TBPC) may require the bidder and/or vendor submit a detailed statement of the bidder's and/or vendor s previous experience in performing similar or comparable work, business and technical organization, financial resources, and manufacturing facilities which are to be used in performing the work described in the contract. Any bid submitted by a bidder and/or vendor with unsatisfactory facilities, resources, or experience may be rejected by TxDOT or TBPC. Payment Procurement by the State Payment for all materials under this specification shall be in accordance with the conditions prescribed in the contract awarded by TxDOT or TBPC. Contracts All materials covered by this specification utilized in the performance of work specified in the plans shall be considered as subsidiary to the bid item or paid for in accordance with the bid item in the contract. Sampling, Testing, and Inspection Sampling and Testing Sampling of raw materials and finished paint shall be done by using Test Method "Tex-801-B, Testing Coatings and Related Materials." 2 Testing shall be in accordance with CST/M&P s Manual of Testing Procedures. CST/M&P will perform any or all tests required to establish or verify performance. In case of variance, TxDOT s tests will govern. Any questions shall be addressed to the Texas Department of Transportation, Construction Division, Materials & Pavements Section (CP51), 125 East 11th Street, Austin, TX Materials to be Tested All products, required to meet these specifications and bought either by TxDOT or by contractors for use on projects under TxDOT jurisdiction, are required to be inspected and tested. Agency All tests on finished products and raw materials, as well as inspection during manufacture, will be made by TxDOT or by a commercial laboratory designated by TxDOT. Costs Costs of sampling and testing are normally borne by TxDOT; however, the costs of sampling and testing of materials failing to conform to the requirements of this specification shall be borne by the bidder or vendor. Costs of sampling and testing of failing materials will be assessed at the rate established by the Director of CST/M&P, which is in effect at the time of testing. Amounts due TxDOT for conducting such tests will be deducted from partial or final payments on direct purchases by the State. The manufacturer may be required to reimburse TxDOT for the cost of storage and/or handling of coatings and/or paints failing to meet specification requirements. For coatings purchased by a contractor from a manufacturer who does not have a current, valid warehouse agreement for pretested stock with TxDOT, all costs of inspection and testing will be charged to the Contractor and deducted from the amounts due him on monthly and final estimates. Sequence of Inspection The vendor shall contact the Texas Department of Transportation, Construction Division, Director of Materials & Pavements Section (CP51), 125 East 11th Street, Austin, TX , to provide the brand names and characteristics of all raw materials which the vendor proposes to use and to make arrangements for inspection of production. 3 Samples of raw materials actually used in production and samples of the finished product will be taken during production by TxDOT s authorized inspector. The manufacturer shall provide standard friction-seal 0.47 liter (pint) cans for the sampling of raw materials and the finished product. If the raw materials or the finished paint are waterborne, the sample cans shall be lined to prevent rusting. Manufacture shall be witnessed in whole or part, depending upon the discretion of the testing agency. NOTE: Production shall not begin prior to the arrival of TxDOT s authorized inspector, unless prior specific approval for starting has been obtained. The manufacturer shall allow the inspector free access to those parts of the manufacturing facility where the products are being manufactured or raw materials are being stored. The manufacturer, in all other ways, shall facilitate the inspector in performing his duties. Raw materials and finished products, when stored shall be in an orderly fashion to permit proper and correct inventory of these materials at all times. Basis for Rejection Raw materials and finished products that fail to meet any requirement of these specifications may be subject to rejection. Final acceptance or rejection shall be based on results of tests on raw material samples and finished products taken during production or tests performed on finished products as soon as practical after their arrival at the shipping destination. Approval of materials as a result of preliminary testing prior to manufacture into finished products shall not be binding upon final approval or rejection. Because of the possibility of contamination and volatile losses, it shall be agreed that only the Wet Standard prepared by TxDOT will constitute the standard for final comparison involving acceptance or rejection. Samples of these standards are available to the manufacturer. The judgment of the Director of CST/M&P will be final in all questions relative to conformance with the provisions of these specifications. Product Conformance Finished products shall conform on a weight basis to the composition requirements of the Standard Formulae. No variation from the Standard Formulae will be permitted except for the replacement of volatiles lost in processing, unless approved by the Director of CST/M&P. 4 The finished products shall conform to all requirements stipulated for each Standard Formula such as color, drying, flow, settling, brushability, can stability, hiding, etc., and film characteristics such as gloss, hardness, light permanence, adhesion, etc. Conformance of materials shall be tested under parallel conditions with a Wet Standard made by CST/M&P using the raw materials listed in the Standard Formulae. Manufacturing Procedures Manufacturing procedures, except when specified, shall be left to the discretion of the manufacturer. It is the responsibility of the manufacturer to ensure that the proposed raw materials and manufacturing procedure shall produce a product meeting the specification requirements. Finished Products When canned, the finished product shall be free from skins and foreign materials. Containers shall be filled by weight based on actual density (gallon weight) of the product at 25 C (77 F). NOTE: Consistency, drying and density (gallon weight) determinations on coatings are made at 25 C (77 F). Consistency is measured with a Krebs-Modified- Stormer viscometer. Viscosity shall be measured as per ASTM D 562. Density shall be run in accordance to ASTM D Containers and Markings Shipment shall be made in suitable, strong, well-sealed containers that meet specification and federal requirements and are sufficiently sturdy to withstand normal shipping and handling. Finished product containers and cases shall be labeled with a durable label, legibly printed with the following: TxDOT Name and designation of the product Requisition number (if applicable) Board of Control number (if applicable) Batch number, (of both base component and curing agent), if applicable Date of manufacture Departmental Material Specifications 4
5 Gross weight Manufacturer s name, and "For Industrial Use Only." Labeling shall be on the sides of containers and cases, and must be sufficiently moisture resistant to withstand outdoor storage for a minimum of one year. When the finished product is palletized for shipment, the labels shall be to the outside for easy identification. Once the finished product has been labeled properly, the label shall not be modified or changed in any manner without specific approval of the Director of CST/M&P. The material manufacturer shall supply a Material Safety Data Sheet to comply with OSHA's Hazard Communication Standard 29 CFR Raw Materials Substitutions The exact brands and types of raw materials used in the Wet Standard are listed for the purpose of facilitating the selection of parallel materials equal not only in quality and composition, but also in physical and chemical behavior after aging in the finished product. Since evaluation of the finished product containing questionable materials may require 60 days and since meeting the delivery schedule is the responsibility of the manufacturer, the manufacturer is reminded to schedule material procurement and production to permit delivery commitments. The final decision as to the equality of materials shall be made by the Director of CST/M&P. After TxDOT has agreed to the brand names and types of raw materials proposed by the manufacturer, no substitution shall be allowed during the manufacture without prior agreement with TxDOT. NOTE: The manufacturer should be aware that it is the responsibility of the manufacturer to select raw materials which not only meet the individual raw material specification, but shall also produce a finished product meeting the specific formula requirements. Materials of Foreign Origin Because of the limited information available on materials manufactured outside the continental limits of the United States, the manufacturer is advised to review Substitutions under Raw Materials when considering the use of materials of foreign origin. 6 All materials, required to meet TxDOT, federal, and/or ASTM specifications, shall meet the specification in effect on the date of the proposal or invitation to bid. Pigments White Titanium Dioxide, ASTM D 476, Type IV Lead-Free Zinc Oxide, ASTM D 79, American or French Process Yellow Yellow Iron Oxide, ASTM D 768 Metallic Aluminum Paste, ASTM D 962, Type II, Class B Testing of aluminum paste shall conform to ASTM D 480. Exception: The leafing test vehicle, described in Section 6.5 of ASTM D 480, shall be composed of 30 grams (0.066 pound) of Neville LX resin, 20 milliliters ( gallon) of xylene, and 80 milliliters ( gallon) of mineral spirits. 13 Mixing Instructions One (1) complete kit consists of 13.2 liters (3-1/2 gallons) of base component and 3.8 liters (one [1] gallon) of curing agent. One (1) can of curing agent shall be mixed into one (1) bucket of thoroughly mixed base component and mixed at least 30 minutes (induction time) before using. The complete mixed plant shall be strained before using. The volume of finished paint, when a kit is mixed, shall be approximately 17.0 liters (4-1/2 gallons). For smaller amounts, mix 3-1/2 parts by volume of base component with one (1) part by volume of curing agent. One 3.8 liters (one [1] gallon) quantity of thoroughly mixed unthinned paint (56.1% volume solids) should theoretically cover 83.6 square meters (900 square feet) at 25 micrometers (one [1] mil) thick. Glycol ethers, Ketone solvents or combinations thereof may be used for thinning and cleaning purposes. This paint shall not be thinned more than 62 milliliters per liter (1/2 pint per gallon) of paint. Zinc Dust Portion 27.2 ± 0.09 kilograms (60.0 ± 0.2 pounds) weighed into a 13-1/4 liter (3-1/2 gallon) moisture proof bucket. NOTE: Care shall be taken in packaging zinc dust to avoid contamination by moisture. Addition of a desiccant to the zinc dust container is highly recommended. 15 Base Component Curing Agent Liquid Portion Zinc Dust Portion Specifications for #810e Each container shall be labeled with all the requirements in the Containers and Markings section of this specification and shall be clearly designated as "Base Component." Each container shall be labeled with all the requirements in the Containers and Markings section of this specification, and shall be clearly designated as "Curing Agent." Each carton shall be labeled with all the requirements in the Containers and Markings section of this specification, and shall in addition to having the batch number of both "Base Component" and "Curing Agent" legibly put on the label, also be clearly designated as "Liquid Portion." In addition, a legible label containing the mixing instructions shall be permanently affixed to each carton. Each container shall be labeled with all the requirements in the Container and Markings section of this specification, and shall be designated as "Zinc Dust Portion." In addition, a legible label containing the mixing instructions shall be permanently affixed to each container. Mixing Instructions One complete kit consists of one 7.6 liter- (two- [2] gallon) carton containing the liquid portions and one 13-1/4 liter (3-1/2 gallon) bucket containing the zinc dust. Thoroughly mix the liquid portions before pouring them into a suitable clean mixing container. While stirring the liquids, add the zinc dust slowly. Continue to stir until all the zinc dust is completely dispersed. If further thinning is needed, a small amount of ketone, glycol ether, aromatic naphtha, combinations thereof or similar approved solvent may be used. Strain before using. Mixing of the three (3) components shall be done at least 30 minutes (induction time) before using. The volume of the finished paint, when the three (3) parts of one kit are mixed together will be approximately 11.4 liters (three [3] gallons). Three and eight-tenths (3.8) liters (one [1] gallon) of unthinned finished paint (56.1% volume solids) should theoretically cover 83.6 square meters (900 square feet) at 25 micrometers (one [1] mil) thick. This paint shall not be thinned more than 62 milliliters per liter (1/2 pint per gallon) of paint. This shall give a volatile organic compound (VOC) of 400 grams/liter (3.34 pounds/gallon) of thinned paint. For small quantities of paint, use 1.2 parts of base, 1.0 parts of catalyst and 8.0 parts of zinc dust (all by weight). Departmental Material Specifications 15
