1 United States Department of Agriculture Foreign Agricultural Service Circular Series FOP November 2006 Drought Forecast to Reduce Australian Rapeseed Exports in M Y Ending November Exports Product ion Australia s rapeseed exports are forecast to decline nearly 60 percent to 350,000 tons in Lower exports are in response to this season s dry weather that has cut production by two-thirds relative to last season. Production in 2007 is forecast to reach 500,000 tons. This would be the smallest crop since 1995 when considerably fewer hectares were planted. Reduced Australian exports will require traditional markets in Asia to look to Canada for additional rapeseed. Accordingly, Canada s rapeseed export forecast was increased 200,000 tons this month to 5.5 million tons. Tight rapeseed supplies in Australia have also forced the local processor to turn to Canada for additional rapeseed. Currently, imports are forecast to reach 50,000 tons in the coming year. This would be the first imports of rapeseed by Australia since 1983 when 18,000 tons were imported. Approved by the World Agricultural Outlook Board/USDA

2 Other significant changes for November 2006 EU25 soybean and product estimates for 2005/06 were adjusted based on year-to-date trade statistics. Soybean imports for 2005/06 were reduced 100,000 tons to 13.8 million tons while soybean oil imports were lowered 50,000 for both 2005/06 and to 675,000 and 925,000 tons respectively. Soybean meal imports for 2005/06 were increased 328,000 tons to 22.9 million tons. EU25 palm oil imports for 2005/06 were lowered 400,000 tons to 4.1 million tons with a similar decline for to 4.5 million tons. Reported EU25 imports through August 2006 show little change from the previous year when imports reached 4.0 million tons. EU25 sunflowerseed oil imports for 2005/06 were increased 225,000 tons to 1.3 million tons based on marketing year trade data through August A similar increase was made to the import forecast. Sunflowerseed imports for 2005/06 were lowered 100,000 tons to 850,000 tons this month with imports reduced 50,000 tons to 910,000 tons. Russia s sunflowerseed meal and oil export forecasts was increased in response to a higher 2006 sunflowerseed production forecast. Production was increased 700,000 tons to 6.9 million tons. The Ukraine s sunflowerseed oil export forecast was raised 60,000 tons to 1.15 million tons following an increase in forecast 2006 sunflowerseed production. The production forecast was increased 500,000 tons to 4.9 million tons this month. China s Peanut export forecast for was increased 120,000 tons to 920,000 tons. Improved 2006 crop quality relative to last year is expected to lead to a rebound in exports for the coming year. 3 Special Article U.S. Soybean Industry Developing Marketing Opportunities in Chinese Aquaculture FAS staff, along with a U.S. soybean farmer leader group, visited China in August, The group spent several days visiting various fish farms learning about developments in the Chinese aquaculture industry and ways in which the U.S. soybean industry is assisting local fish farms improve their production outcomes. Aquaculture is the cultivation of animals and plants in water. The U.S. soybean industry aquaculture program in China initially developed and tested marine fish feeds and high soybean meal inclusion rates between 1999 and In addition, the U.S. soybean industry is developing fish cages that can withstand ocean storms. Improved ocean cage technology will lead to production expansion. In 2004, total Chinese aquaculture production reached approximately 36 million metric tons, increasing from 1.2 MMT in In China, aquaculture production increased from 59 percent of the national fishery total in 1994 to 68 percent in The FAO estimates that world aquaculture production in 2004 totaled million tons with China producing 36 million tons or 62 percent of the total Aquaculture is essentially replacing capture fisheries, (which have reached maximum sustainable yields) in terms of importance to China s economy, thus increasing the demand for formulated feeds. MT Chinese Capture and Aquaculture Fish Production Total Aquaculture Production Capture Fish Production *FAO DATA The U.S soybean industry recognized the need for soy product applications in aqua feeds in China and elsewhere due to increasing global demand for seafood products. Fishmeal is considered an ideal feed ingredient because it is high in protein, has a good amino acid profile, palatable to fish (and other animals) and fairly economical until the recent run-up in prices. However, world fish stocks are limited and ueliable. The supply is impacted by weather events and government actions leading to erratic prices and lower supply.

4 Peru and Chile produce approximately half of the world s fishmeal. A fishing ban put in place by the Peruvian Government in the summer 2006 led to dramatically higher world prices. The fishing ban was lifted on November 2, 2006, but Chinese Fishmeal Production and once the 2 MMT quota is reached, another ban will be put in place which will mostly likely last until April, In addition, weather forecasters are monitoring the warming of sea level temperatures possibly indicating the development of an El Nino. The development of an El Nino would MT (1,000's) further impact fishmeal 1995/1996 production negatively in South America. 1998/ / /2005 CY Production The use of soybean meal in aqua feeds was virtually non-existent in 1990, but has grown to approximately 5 MMT in Besides consistent quality and cost Soymeal Use in Chinese Aquaculture advantages, soybean meal 6000 has better feed conversion ratios, improves water 5000 quality and sustainability. As new feed technologies are developed and production possibilities are explored, soybean meal use in this industry will continue to grow.
