10 What is biodiesel? Biodiesel is a biofuel, mainly produced from vegetable oils, that can be used as a diesel substitute. In technical terms, biodiesel s designation is FAME (Fatty Acid Methyl Esters) and is constituted by fatty acid methyl esters, essentially in C16 e C18, saturated and unsaturated. 11 Why biodiesel? Portugal imports diesel and exports gasoline. Biodiesel can be used in any percentage in diesel modifications. engines, without For biodiesel production, vegetable oils produced in Portugal may be used. 16 The influence of raw materials in biodiesel quality SOYBEAN OIL Mainly originated in Argentina, USA and Brazil Contains high concentration of unsaturated fatty acids High cold flow properties Lower oxidation stability Can be used in multi-feedstock blend Mostly used raw material in Portugal Soyabean oil already produced in significant amounts before the biodiesel boom, as a sub-product in the production of bran for animal feed. Instead of being exported, it is now used as raw material for biodiesel. 16

18 Important criteria for a fuel The fuel should be effective in propelling a car The fuel should not be harmful to the engine and/or auxiliary parts The fuel should be according to legislation (specification) The fuel should be sustainable - food versus fuel - protection of biodiversity - minimum GHG reduction potential - social criteria Sustainability 18

21 Tax and Legal Framework DL nr. 62/2006 of 21 st March Creates and Promotes conditions to sell Biofuels in the market. DL nr. 89/2008 of 30 th May Establishes rules for quality control of blends (mixtures Gasoline & Biofuels or Diesel & Biofuels) in percentages above 5 % (Rich Mixtures up to 20 %). DL nr. 49/2009 of 26 th February Establishes mechanisms for Biodiesel promotion, defining and regulating the minimum quotas of compulsory incorporation of bio fuels in diesel oil (6% in 2009, 10% in 2010, limited to the EN590 limit of 7%) 21
22 Tax and Legal Framework DL nr. 117/2010 of 25 th October Establishes the framework for biofuels in Portugal until 2020 a) Transposition of European Directive 2009/28/EC (Renewable Energy Directive RED) b) Defines the national mandatory targets for incorporation of biofuels in transport (energetic content) 2011 and % 2013 and ,5 % 2015 and ,5 % 2017 and % 2019 and % 22
23 Tax and Legal Framework DL nr. 117/2010 of 25 th October (cont.) Establishes the framework for biofuels in Portugal until 2020 c) Without conflict with b) establishes a mandatory incorporation for biodiesel in diesel, in volume, of minimum 6,75%, for the period between 2011 and d) In order to comply with energy content goals for biofuels in transport, a mandatory incorporation of 2,5% biofuels (energy) in gasoline will start in e) For each tep of sustainable biofuel produced, a TdB will be issued that is transferred to the company that sells the fuel for final consumption. 23
24 Biodiesel sustainability The European Directive 2009/28/CE (RED) is the main mechanism in Europe for guaranteeing the sustainability of biofuels Land use GHG s emissions World influence Only biofuels considered sustainable according to RED will count for the national goals of incorporation In Portugal, APPB is actively working in this field. 24
25 European Directive 2009/28/CE Mandatory transposition to each country s legislation until December Minimum GHGs emission mandatory of 35% starting in April 2013, for the plants in operation in January Possibility of constitution of national voluntary schemes, to be recognized by European Commission. Mandatory inclusion of a sustainability certificate for all biodiesel produced, starting in a) In Portugal, LNEG will be responsible for the supervision of the compliance with the national legislation (entity ECS to be defined) b) The law that defines the principles of ECS has not come out yet 25
26 Perpectives Development of more efficient production techniques. Use of more sustainable raw materials. Develop, at national level, sustainable certification mechanisms according to European Directive 2009/28/CE. In order to comply with the target for 2020, it will be necessary to make available to general consumption diesel blends with higher percentages of biodiesel. 26
