1 TIR/GE5583/JGE CIRCULAR LETTER No 4 - Geneva, 6 April 2018 Pakistan: The Pakistan National Committee of the International Chamber of Commerce (PNC-ICC/094) as the issuing and guaranteeing Association for TIR carnets in the Islamic Republic of Pakistan, will begin its TIR issuing and guaranteeing activities from 18 April 2018 Addressees: TIR carnet issuing and guaranteeing associations We are pleased to inform you that the Pakistan National Committee of the International Chamber of Commerce (PNC-ICC/094) that has been designated by the competent authorities of the Islamic Republic of Pakistan as the issuing and guaranteeing association for TIR carnets on its territory in conformity with article 6 and Annex 9, part I of the TIR Convention, will start its issuing and guaranteeing activities on 18 April Following the approval of the IRU competent body, PNC-ICC became an associate member of IRU and underwent a thorough TIR admission process, which was accomplished with success. The International Insurers have confirmed that the guarantee will be provided for both TIR carnets issued by PNC-ICC and TIR carnets issued by other TIR issuing associations affiliated to the IRU and used on the territory of the Islamic Republic of Pakistan. Under the terms of Article 8.3 of the TIR Convention, the maximum sum per TIR carnet in Pakistan has been set at EUR 60,000. Thus, the Islamic Republic of Pakistan will be considered a country in which TIR transports can be arranged as of 18 April The activation of the TIR System in the Islamic Republic of Pakistan brings the number of TIR operational countries to 60. In addition, you will find in Annexe 2 to this letter a list of customs offices open to TIR procedures, provided by the competent authorities of the Islamic Republic of Pakistan. To ensure the smooth and uninterrupted acceptance of TIR carnets issued by PNC-ICC, we kindly ask you to make the above information available to your respective TIR carnet holders and customs authorities.
