1 Pennsylvania State Police Academy 40 Passenger Bus The following pages specify the design and component requirements for a bus. In addition to the vehicle specifications, the following requirements must be fulfilled: 1) Requested vehicle shall be delivered to the Pennsylvania State Police Transportation Division at 20 th & Herr Streets in Harrisburg by the vendor or vendor's authorized representative. 2) Prior to acceptance by the Commonwealth, the Transportation Director will conduct acceptance tests. a) The acceptance tests will consist of a functional performance test during which all functions related to the unit s operation will be operated. All electrical, mechanical and structural components will be required to demonstrate compliance with the requirements of the final contract. Items which determine this acceptance level shall include, but not limited to, the general appearance of the interior and exterior of the body for completeness and quality of workmanship, lubrication and fluid levels with leaks corrected, mechanical operation of the vehicle and all electrical components operational. Allied or optional equipment specified to be furnished and installed which is not available through the vehicle manufacturer shall conform to the best quality standards known to that particular industry, both product and installation. b) The Pennsylvania State Police will inspect all vehicles prior to acceptance. It will be the responsibility of the delivering dealer to remove any vehicle rejected by the Pennsylvania State Police within two (2) working days after notification and return the vehicle to the Transportation Division upon correction of deficiencies. c) The Commonwealth of Pennsylvania disclaims any liability for damage to vehicles not unconditionally accepted by the Commonwealth. d) The Pennsylvania State Police reserve the right to test and reject any vehicle that does not conform to this specification. e) The vehicle shall be free of all dealer signs and emblems. f) The vehicle shall be clean, lubricated and serviced; ready for immediate service. g) The vehicle shall include a copy of the manufacturer's standard warranty policy. The warranty start date will be the date the vehicle is actually placed in service, not the date of delivery.

2 h) Vehicle Sales and Use Tax Return and MV-1, Application for Certificate of Title shall be prepared in the name of Pa. Department of General Services, 2221 Forster Street, Harrisburg, Pennsylvania i) The following forms/documents must accompany each vehicle: - MV-1 form, with blocks A, B, C and I completed and made out to: Department of General Services 2221 Forster Street Harrisburg, PA Manufacturer's certificate of origin completed and notarized in both the assignment number 1 and odometer disclosure sections on the rear of the form. - Four copies of the invoice made out to: Pennsylvania State Police Transportation Division 20th and Herr Streets Harrisburg, PA NOTE: The following information should be included on each invoice: - Dealer stock number - Vehicle Identification Number - Vehicle color and color code number - Key number - Federal Tax I.D. number - Purchase order number and item number 3) All questions concerning conditions and specifications must be directed to the Bureau of Procurement no later than five (5) days prior to the date of bid opening pursuant to the General Conditions and Instructions to Bidders, number three. Any changes or alterations to the specification as suggested by the vendor must be submitted and have final approval of the Pennsylvania State Police Transportation Director. The Bureau, before final construction, shall approve a final set of engineering drawings. 4) A complete set of operation and maintenance manuals, including allied equipment, shall be provided upon delivery of vehicle.

CHASSIS - 36,000 lb. Seating layout per attached floorplan headroom - Driver high-back premium cloth bucket, air ride, lumbar support, two arm rests, 7.0 fore-aft slide tack adjustment range, with 3-pt lap/shoulder belt - Passenger seats to be coach style high back recliners, with premium cloth (level 4), folding aisle armrests, and aisle side sliders - Restroom shall be located on the rear curb side of the bus. It shall consist of a commercial grade flushable toilet, with a flap, that utilizes formaldehyde fluid, hand sanitizer, toilet paper dispenser, switched fan vent and light and stainless steel trash can. A holding tank shall be supplied and located beneath the floor line. An easy access external dump valve shall be supplied on the sidewall of the bus with a lockable cover. Dump hose and storage location to be determined at prebuild meeting. - The rest room door shall include an interior privacy lock and shall include an external safety hasp latch with heavy duty padlock and two keys. - Overhead storage racks in passenger compartment commercial style with solid bottom lined with carpet - Two-piece continuous curved, bonded windshield with Tinted safety plate laminated glass with a 5" tint band at the top, 3812 sq. inch viewing, and Two (2) composite assist handles: one (1) mounted above center of each glass. - Dual corrosion resistant heated remote exterior mirrors with heated convex - Deep tint passenger transit style, stationary, all emergency push-out windows - Largest available underbody pass-through storage area, minimum 125 L x 92 W x 24 H with lockable doors, led compartment lights with switches (no exception) - Air operated front entrance door with exterior lock. - Entrance left and right side assist rails. - Heated entrance step with covered with gray Koraseal pebble step-tread - Air conditioning to be ACT-350, 180,000 BTU, E-Climate System, self-contained roof mount air, with ceiling mounted ducting. Transit style compressor shall be a Bitzer 4NFY. - Three (3) 50,000 BTU under-the-seat mounted heaters - Exterior white color, with black paint around window area, front & rear bumpers, and wheels

6 - Two Specialty Prolo style roof hatches with buzzer - 16g Smooth exterior sides with rubber molding under window (no metal guardrails) - Front fascia accessibility for heater and wiper motors. - Body roof bows shall be dual 3.5 X 1, 16 gauge steel channels spaced approximately 30 apart. - Floor shall be constructed of 14 gauge Galvalume C channels forming an I beam crossmember every 9. These I beam crossmembers shall be equal to a 9 gauge thickness at the floor sill and shall extend the full width of the floor except in the wheelhouse area and shall be designed so as not to trap moisture. - 5/8 marine grade plywood subfloor covered in gray marble vinyl floor with ribbed center aisle and Galvalume aisle strips. - Electrical system shall be 12-volt. The wiring shall be color and number coded and a wiring diagram shall be furnished. - Body wiring shall be distributed from a printed circuit board in lieu of buss bars. Circuit board shall incorporate LED diagnostic lights for easy maintenance and troubleshooting of the system. - All wires shall be insulated and protected from external damage. The body wires shall be securely fastened to a metal stringer, which runs from the front of the passenger compartment to the back, behind with wiring cover. The wires shall be fastened at intervals of not more than The rear engine compartment shall be fully insulated with thermal and sound barrier insulation, sandwiched between the interior davenport seat panels and Galvalume or aluminized steel engine compartment panels. This insulation shall provide protection from heat, fumes and excessive noise from entering the passenger compartment. - The engine door shall provide access to the engine compartment and related components. The door shall open to a minimum of 115 degrees and incorporate in interlock in the starting circuit to prevent starting the engine from the driver s area when the door is open. The opening shall be approximately 84 X Engine compartment shall be equipped with side engine doors, one each side. - Ceiling, sides and rear panels shall be insulated with a minimum 2 thick blanket-type polyester insulation to properly deaden sound, reduce vibration and provide a thermal barrier. The insulation shall be fire resistant of type approved by Underwriters Laboratories, Inc.
