1 E MARINE ENVIRONMENT PROTECTION COMMITTEE 67th session Agenda item 2 MEPC 67/INF.29 8 August 2014 ENGLISH ONLY HARMFUL AQUATIC ORGANISMS IN BALLAST WATER Information on the Type Approval Certificate for the ballast water management system "CleanBallast 500-1" (formerly named "RWO Ballast Water Management System (CleanBallast)") Submitted by Germany SUMMARY Executive summary: This document provides information on the type approval of the ballast water management system "CleanBallast 500-1" (formerly named "RWO Ballast Water Management System (CleanBallast)"), manufactured by RWO GmbH Marine Water Technology, Veolia Water Solutions & Technologies, in accordance with the Guidelines for approval of ballast water management systems (G8) and with the Procedure for approval of ballast water management systems that make use of Active Substances (G9), in compliance with regulation D-3.1 of the International Convention for the Control and Management of Ships' Ballast Water and Sediments, 2004 Strategic direction: 7.1 and 13 High-level action: and Planned output: and Action to be taken: Paragraph 9 Related documents: MEPC 55/2/4, MEPC 55/23; MEPC 57/2/3, MEPC 57/21; MEPC 59/2, MEPC 59/24, resolution MEPC.174(58), resolution MEPC.169(57) and resolution MEPC.228(65) Introduction 1 Regulation D-3.1 of the International Convention for the Control and Management of Ships' Ballast Water and Sediments, 2004, provides that ballast water management systems must be approved by the Administration taking into account guidelines developed by the Organization.
2 Page 2 2 Germany hereby informs the Organization of its decision to type approve the ballast water management system "CleanBallast 500-1" in accordance with the Guidelines for approval of ballast water management systems (G8) and with the Procedure for approval of ballast water management systems that make use of Active Substances (G9), and in compliance with regulation D-3.1 of the International Convention for the Control and Management of Ships' Ballast Water and Sediments, The "CleanBallast 500-1" ballast water management system operates through filtration, full stream electrolysis disinfection and neutralization with sodium thiosulfate. Following the recommendation of the GESAMP-BWWG, the system was granted Basic Approval by MEPC 55 (MEPC 55/23) and Final Approval by MEPC 59 (MEPC 59/24) under the name "RWO Ballast Water Management System (CleanBallast)". 3 After receiving the Final Approval at MEPC 59 the RWO GmbH Marine Water Technology, Veolia Water Solutions & Technologies decided to change the name of the ballast water management system from "RWO Ballast Water Management System (CleanBallast)" to "CleanBallast Germany hereby informs the Organization of this modification in accordance with paragraph of the Procedure for approval of ballast water management systems that make use of Active Substances (G9). The renaming of the ballast water management system had no effect on the function of the system itself which remained completely unchanged. 4 The tests for the ballast water management system took place in 2008 and 2009/2010 and were carried out by the Norwegian Institute for Water Research (NIVA) and Dr. Stephan Gollasch (GoConsult). 5 The GESAMP-BWWG (MEPC 59/2/16, annex 5, paragraph 0.1) emphasized the necessity of a neutralization step prior to discharge that is always to be employed. It recommended a maximum allowable dosage of Active Substances (TRO) of 2.5 mg/l for the first treatment at intake and 1.5 mg/l for the second treatment at discharge, if required. The GESAMP-BWWG also recommended that a finalized maximum allowable discharge concentration of TRO not exceeding 0.2 mg/l be validated by the Administration during the type approval procedure. 6 The German Federal Maritime and Hydrographic Agency carefully took into account the recommendations indicated in annex 7 of the report of the second meeting (MEPC 55/2/16) and annex 5 of the report of the eighth meeting of the GESAMP-BWWG (MEPC 59/2/16), and based on an extensive review process in cooperation with other Federal Agencies, concluded that the system meets the requirements of the Guidelines for approval of ballast water management systems (G8) and the Procedure for approval of ballast water management systems that make use of Active Substances (G9). The German Administration, in particular, verified that a neutralization unit prior to discharge is a standard component of the ballast water treatment with "CleanBallast 500-1" and that the given TRO concentrations are not exceeded while controlled by an in-built TRO sensor. It also ascertained that there is no risk for increased corrosive properties of treated water. 7 The German Federal Maritime and Hydrographic Agency (BSH) type approved the base unit "CleanBallast 500-1" in September In accordance with resolution MEPC.228(65) on Information reporting on type approval ballast water management systems, Germany provides the following information:.1 approval date: 1 September 2010;.2 name of Administration: Federal Maritime and Hydrographic Agency (BSH);
3 Page 3.3 name of the BWMS: CleanBallast 500-1;.4 a copy of the Type Approval Certificate and any appendices which include details on all imposed limiting conditions (e.g. Total Residual Oxidants (TRO), Maximum Allowable Discharge Concentration (MADC) etc.) on the operation of the Ballast Water Management System in accordance with paragraph 6.1 of the Guidelines for approval of ballast water management systems (G8) (resolution MEPC.174(58)) can be found in the annex of this document and on the website of the Federal Maritime and Hydrographic Agency: stwater/type_approval_certificates_granted.jsp#rwo;. 5 the annex to the Type Approval Certificate which contains the average results of the land-based and shipboard tests. More details on each single test run and on the relevant variables are provided on the website: stwater/type_approval_certificates_granted.jsp#rwo;.6 the protocol according to which testing was undertaken are provided, including details on:.1 whether ambient, cultured or a mixture of test organisms have been used: During the landbased tests a combination of harvested indigenous organisms and cultured surrogate species were added to fulfil the biological water quality criteria;.2 the shipboard test protocol;.3 the full test report of the land-based test;.4 the full test report of the shipboard test;.7 description of the Active Substance(s): hydroxyl-radicals, hypochlorite/ hypochlorus acid.
