According to the City Code Enforcement Officer (Stu Alward) when the program was initiated, approximately 25 years ago, the original intent was to assist Senior Citizens with items that were to large or heavy for them to get to the dump.

Dump Fees Midway Landfill by the Ton = $10, *****Squirrel Creek = $210 per load $53, Total Dump Truck Loads 254 = $39.90 per load = ($10,136.44) 64 Pick-up truck loads of recyclable metal (revenue to the city is negligible due to personnel time, vehicle use, and fuel costs) Total Fuel Costs 4 Dump trucks 2 Front Loaders 3 Pick Ups = $2, CC Pick Up Trucks = $390 Mileage on Dump Trucks = 6,096 miles
Total Man Hours Streets $25 per hour = $32, Code Compliance 1232 $18 per hour = $22, Personnel 5 Full Time 1 Administrative (80hrs) 2 Part Time 4 Seasonal 2 Code Compliance officers picking up recyclable metal Total Days 21 Phone Calls Regarding Clean Up 700+
2016 Clean Up Days Costs $ 68, Dumpster days costs $13, Total 2016 Trash Clean up costs $ 81, Issues faced during city cleanup. The large volume of trash put out every year. It s getting worse every year. You don t know what is buried in the pile that could be a hazard to the employees. Stuff not being on the curb like it s supposed to be. It s on driveways, yards or cars parked in the way and we have to drag it out by hand. You don t want to damage someone s property because they didn t put it where it s supposed to be. People putting stuff out after we have already gone down their street or have already left the area and they call and say we missed their house and want us to come back and pick it up which we do as a courtesy. Illegal Dumping on vacant lots around the City. Illegal garbage remains in front of some houses. This year was AFTER dumpster days.
Below is the Occupational Safety and Health Standards from OSHA Based on 10 workers the cost (app) would be to the City: IV. Level D - A work uniform affording minimal protection: used for nuisance contamination only. The following constitute Level D equipment; it may be used as appropriate: 1. Coveralls. $ $1, Gloves.(1) $ $ Boots/shoes, chemical-resistant steel toe and shank. $1, $2, Boots, outer, chemical-resistant (disposable).(1) $ $ Safety glasses or chemical splash goggles.(1) Already provided 6. Hard hat.(1) Already provided 7. Escape mask.(1) $ $ Face shield.(1) $ $ Total Cost: $2,650-$4,850 per year This does not include hepatitus shots or the appropriate training. Per City of Fountain Safety and Risk Manager - It is my recommendation that until the City can accommodate all OSHA requirements we cease any further cleanup days. It is in the best interest of the Employees and City to follow the guidelines OSHA has set fourth, prior to any more cleanup activities. It is also my recommendation we send all city employees that came in contact with possible contaminants during the City clean up to be sent for testing of any blood borne diseases.
Give citizens the ability to bring their refuse to City Sponsored Dumpster Day s Continue a ONE DAY pick up service for SENIORS ONLY! We will register Seniors - will be # of item and size of items pick up parameters The Streets Department will pick up their items from their homes.
2 Dumpster Days in Spring & 2 in the Fall Anticipated costs $26,000 We will set them up the same as the 2016 event with staffed dumpsters The Streets Department will pick up items from Senior Citizens who have registered with the City We will advertise event on City message boards and thru the paper
It s always a great idea unless you re the one that has to do it
