5 Alberta Utilities Commission Calgary, Alberta Application for True-Up of the 2017 and 2018 Interim Rates Decision D Proceeding Decision summary 1. In this decision, the Alberta Utilities Commission provides its findings on an application from to true up its interim rates for the default rate tariff (DRT) and the regulated rate tariff (RRT). The Commission-approved true-up amounts are included in Table 1 and the Commission-approved rider amounts, which will be in place from February 1, 2019 to July 31, 2019, are included in Table 2. 2 Introduction 2. DERS filed an application with the Commission on October 17, 2018, pursuant to a Commission direction from Decision D In the application, DERS requested approval to true up its 2017 and 2018 interim rates for the DRT and the RRT. 3. The Commission issued notice of the application on October 18, 2018, that required interested parties to submit a statement of intent to participate (SIP) by October 31, The Commission received no SIPs. 4. The Commission reviewed the application and identified certain aspects of the application that required DERS to respond to some information requests (IRs). DERS filed the IR responses on November 19, The Commission considers that the close of record for this proceeding was November 19, 2018, the day that DERS filed the IR responses. 5. In reaching the determinations set out within this decision, the Commission has considered all relevant materials comprising the record of this proceeding. Accordingly, references in this decision to specific parts of the record are intended to assist the reader in understanding the Commission s reasoning relating to a particular matter and should not be taken as an indication that the Commission did not consider all relevant portions of the record with respect to that matter. 3 Background 6. In Decision D , 2 the Commission approved the following for DERS, on an interim basis: RRT non-energy charges for DERS various rate classes 1 Decision D :, Default Rate Tariff and Regulated Rate Tariff Compliance Filing, Proceeding 23748, September 20, Decision D :, 2017 Interim Default Rate Tariff and Regulated Rate Tariff, Proceeding 22266, December 20,
6 DRT non-energy charges for DERS various rate classes DRT return margin charge of $0.035 per gigajoule (GJ) DRT charge for energy-related other costs of $0.023/GJ 3 DRT monthly amount of $38,675 for energy-related labour costs 7. The approved interim rates were effective January 1, 2017, and continued until September 30, The Commission approved rates for 2017 and 2018, on a final basis, and these were included in Decision D Effective October 1, 2018, DERS began billing using the approved final rates for The purpose of this application is to true up the differences between the revenues DERS collected from January 1, 2017 to September 30, 2018, based on its interim rates, and the revenues DERS would have collected during the same period, if it had been using the final approved rates. 4 Details of the application 8. DERS filed information showing the calculated differences between its revenues using interim rates, and its revenues using the final approved rates. This information also included the resulting riders to be included as part of the RRT and DRT non-energy charges for February 1, 2019 to July 31, 2019, which is the period over which DERS proposed to refund or collect the calculated revenue differences for these rates. 4 As part of its IR responses, DERS indicated that some of the information it initially filed was incorrect, and required revision. 5 The revised information was submitted in Exhibit X The revenue differences, or true-up amounts, that DERS calculated for each of the five rate categories are included in the following table: 6 Table 1. DERS proposed to refund or collect, as the case may be, the calculated revenue differences relating to the RRT and DRT non-energy charges over the period from February 1, 2019 to July 31, DERS proposed to combine the revenue differences for the DRT return margin and the DRT energy-related other costs, and to include the net amount, which would be a collection from customers of $741,200, as part of its monthly gas cost flow-through rate for February DERS also proposed to include the refund of $187,200 for the DRT energyrelated labour costs as part of its monthly gas cost flow-through rate for February The proposed RRT and DRT non-energy rider amounts, to be in place from February 1, 2019 to July 31, 2019, are included in the following table: 7 Table 2. DERS proposed to submit an application no later than January 31, 2020, that will show the actual amounts collected or refunded for each of the riders. DERS stated that If an over- or under-collection of more than $100,000 occurs, DERS will propose a secondary true-up rider to offset the over- or under-collection The Commission requested DERS to clarify and provide support for its proposed threshold of $100,000. Specifically, the Commission inquired whether the $100,000 threshold was intended to apply:(1) to the RRT non-energy net true-up amount of $3,317,200 on its own; (2) to the DRT non-energy net true-up amount of $8,519,700 on its own; or (3) to the combined RRT and DRT non-energy net true-up amount of $11,836,900. The Commission also questioned whether the $100,000 was intended to apply individually to the true-up amounts for each rate class. 7 The figures in the table are included in Exhibit X Exhibit X0001, paragraph 4. 3
8 14. DERS clarified that its proposed $100,000 threshold would apply to the cumulative amount of the riders, and to the total over- or under-collection. DERS indicated that for its interim rate true-up riders, the differences between the actual amounts collected or refunded through the riders and the approved amounts, was examined in Proceeding DERS noted that in Decision D , 9 the Commission agreed with DERS that differences of $335,000 and $355,000 were relatively small, and would result in inconsequential amounts for any kind of further true-up riders. DERS proposed to file an application similar to the one it submitted in Proceeding 23014, to test any over- or under-collection by rate class. It added that the Commission could then determine whether any of the differences are significant Commission findings 5.1 Compliance with direction from Decision D This application was filed in response to a direction included in Decision D , as follows: 20. The Commission directs DERS to file a separate application for the true-up of each of the DRT and RRT services listed above for the period from January 1, 2017 to September 30, 2018, after it has completed billing on interim rates for September 30, 2018, to allow for an accurate report of actual revenues and number of customer sites. Parties who made submissions with respect to rate impacts and the corresponding rider periods will be able to provide their views in the true-up proceeding in accordance with the necessary process steps set out in that proceeding. 16. The Commission finds that by filing the application in this proceeding, DERS has complied with the direction in paragraph 20 of Decision D True-up amounts 17. Based on its review of the calculations provided by DERS in Exhibit X0017, the Commission finds that DERS has correctly calculated each of the true-up amounts. The Commission therefore approves the true-up amounts set out in Table Proposed methods and timing to collect/refund the true-up amounts 18. The Commission approves the methodologies and the timing that DERS proposed to collect the true-up amount for the DRT return margin, and to refund the true-up amounts for the DRT energy-related other costs and the DRT energy-related labour costs. The Commission accepts the proposal to true up these amounts through the gas cost flow-through rate because the associated interim rates were also included as part of the gas cost flow-through rate. The Commission also approves DERS proposal to include the true-up amounts for the DRT return margin, the DRT energy-related other costs and the DRT energy-related labour costs as part of the February 2019 gas cost flow-through rate filing. The Commission notes that the combined net collection amount of $554,000 for these three services, when added to the gas purchase cost of approximately $35,600,000 that DERS has forecast for February 2019, will result in an increase of approximately 1.6 per cent to the total costs to be recovered in February The Commission considers that this increase is not indicative of rate shock, and the increase will be for only one month. 20. With respect to the rider methodology and the timing that DERS proposed to deal with the true-up amounts for the RRT and the DRT non-energy interim rates, the Commission finds that the methodology and timing are reasonable. The methodology to settle these amounts through the use of riders is consistent with the methodology that the Commission approved as part of DERS last interim rates true-up application. 12 The proposed methodology is therefore approved. The Commission acknowledges DERS analysis, which indicates that for each of the six months from February 2019 to July 2019, the proposed riders for the residential customers will result in increases to the average monthly gas bill ranging from 1.3 per cent to 5.5 per cent, and in increases to the average monthly electricity bill ranging from 3.2 per cent to 3.9 per cent. 13 The Commission considers that increases in this range are not indicative of rate shock. 5.4 Rider amounts for the RRT and DRT non-energy customers 21. Based on its review of the calculations done by DERS in Exhibit X0017, the Commission finds that DERS has correctly calculated each of the rider amounts for the RRT and the DRT non-energy customers. The Commission therefore approves the rider amounts as set out in Table 2, to be in place for the period from February 1, 2019 to July 31, Reconciliation of true up amounts collected or refunded through the RRT and the DRT non-energy true-up riders 22. DERS clarified that the $100,000 threshold will apply to the cumulative amount of the riders, and will apply to the total over- or under-collection. The Commission does not accept this proposal because it could result in a netting of significant differences between the DRT and the RRT, and/or the various rate classes within the DRT and the RRT; that may require a further true-up when considered on an individual basis, but would not require a further true-up when netted together. The Commission accepts DERS proposal to file an application similar to the one it submitted in Proceeding 23014, to test any over- or under-collection by rate class. This will permit the Commission an opportunity to determine whether any of the individual differences are significant enough to warrant a further true-up. 23. The Commission therefore directs DERS to submit an application, no later than January 31, 2020, that will show the actual amounts collected or refunded that relate to each of the true-up amounts listed in Table 1, the approved true-up amounts as included in Table 1, and the resulting differences. Once this application is received, the Commission will set out a process to receive comments on whether any of the resulting differences are material and require a further true-up. 12 Decision D , paragraph Exhibit X
10 6 Order 24. It is hereby ordered that: (1) The regulated rate tariff non-energy true-up riders, as included in Table 2 of this decision, and included in the rate schedules attached as Appendix 3 to this decision and labelled as Rider Z on those rate schedules, are approved, effective from February 1, 2019 to July 31, (2) The default rate tariff non-energy true-up riders, as included in Table 2 of this decision, and included in the rate schedules attached as Appendix 4 and Appendix 5 to this decision, for the North and South, respectively, and labelled as Rider Z on those rate schedules, are approved, effective from February 1, 2019 to July 31, (3) The true-up amounts for the default rate tariff return margin, the default rate tariff energy-related other costs and the default rate tariff energy-related labour costs, as included in Table 1 of this decision, are approved for inclusion in the monthly gas cost flow-through rate filing for February Dated on December 4, Alberta Utilities Commission (original signed by) Kristi Sebalj Commission Member 6
