1 Minnesota Department of Transportation Office of Freight and Commercial Vehicle Operations Oversize/Overweight Transportation Permits Minnesota General Provisions for Oversize/Overweight Permitted Loads A copy of the MnDOT transportation permit, including these General Provisions, must be carried in the vehicle during transport of an OSOW load/vehicle and made available to law enforcement or a MnDOT official when requested. An electronic copy of the MnDOT transportation permit, including these General Provisions, may reside on a portable electronic device (e.g. laptop, tablet, smartphone) as long as the device provides a complete and legible copy of the documents. 1. Vehicle Registration. Vehicle must be registered for its permitted weight. A MnDOT transportation permit does not increase a vehicle s registered weight. 2. Annual Permit Holder. Each load moved must have the route pre-approved by MnDOT and a copy of that approval must be carried in the vehicle during the move. Use either our online permitting system or call (M-F, 7:30am-4:00pm) for route approval. 3. Local Roads. Approval to move on local roads must be obtained from the appropriate local road authority. 4. Bad Weather/Road Conditions. Movement is not allowed during hazardous weather or road conditions, or when visibility is less than 500 feet, or when winds prevent the vehicle from staying within its travel lane. 5. Right-of-Way. On two-lane roadways, a Peace Officer (police) escort must precede a vehicle that encroaches over the roadway centerline onto oncoming traffic. 6. Warning Devices. Flags: Red or orange warning flags, 18 square, are to be displayed at widest parts and ends of load when exceeding 9 feet in width and/or 75 feet in length. For stretched or pole trailers, warning flags/lights must be attached to the underside of the load/vehicle, spaced no more than 20 feet apart. Lights: Warning lights are required whenever signs are required. Lights may be flashing, strobe, or rotating beacon and must be visible from a distance of no less than 500 feet. Signs: Oversize Load signs required on front and rear of vehicle when width exceeds 12 6 and/or length exceeds 95. Signs must be lighted or of reflective material between sunset and sunrise and visible at least 500 feet. 7. Pilot Car Escort. Pilot car escort drivers must be trained and certified through the Minnesota Department of Public Safety s Certified Pilot Car Escort Driver Program, as required under MN Administrative Rules, Chapter 7455, and as administered by the MN State Patrol. An escort vehicle can only be a passenger automobile, light duty van, a two axle pickup or a two-axle single unit truck in proper operating condition. Convoying of OSOW vehicles is not allowed; a minimum ½ mile separation is required. Over 14 6 wide, 110 long: Lead and rear certified pilot car escorts on 2-lane (non-divided) roadways. Rear certified pilot car escort on multi-lane (divided) roadways. 8. Posted Roads, Bridges, Detours. Permittee must comply with all posted road and bridge restrictions. 9. Rear Visibility Required. The hauling vehicle must be equipped with mirrors that provide the driver a rear view of the highway for a distance of at least 200 feet. 10. Travel Hours. Travel hours listed on permit may differ from those listed below when deemed necessary by MnDOT. Continuous travel statewide is allowed for loads that are overweight, over height, up to 9 wide, 110 long. Rush Hour: Restrictions apply Monday Fridays on loads exceeding 12 6 wide and/or 110 long. Twin Cities Metro Area: 6:00 AM 8:30 AM and 3:30 PM 6:00 PM. Duluth Area: 7:00 AM 8:30 AM and 4:00 PM 5:30 PM. Holidays. No travel is allowed statewide from 2:00PM the day before until 2:00AM the day after the following holidays: New Year s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas Day. Twin Cities Metro Area Travel Hours: Up to 14 6 wide, 110 long Continuous, all roadways. Must follow rush hour restrictions. Midnight - 5:00AM only if any part of route is on Over 14 6 wide, up to 16 wide two-lane (non-divided) roadway Daytime hours allowed if route is all multi-lane (divided) roadways. WIDTH 14'6" depends on routes w/o escort(s), but always escort(s) when over 14'6" wide. If load/vehicle can t stay on right side of centerline on non-divided highways then a lead Peace Officer (police) escort is required. HEIGHT 15'6" When over 15 6 high, a physical route survey at 6" higher than Permit Height required to be done by move within 1 week before start of move. LENGTH: 95' Depends on routes. Over 95'0" up to 110' requires 1 escort. Over 110'0" up to 120 requires 2 escorts. Over 110'0" up to 130' requires minimum 2 escorts and may require District Check when over 150. Over 170 for true Rear Steering Dolly requires minimum 2 escorts and may require District check. Length that exceeds 170 may require special hours of move. PERMIT RESTRICTIONS General - Permits are valid for seven consecutive days. Single trip permits for building movers are valid for fourteen days. Travel is permitted daily from 2 AM to 10 PM, except (1) Friday and Sundays after 2 PM from Memorial Day weekend thru Labor Day, (2) beginning at 2 PM the day before a holiday or holiday weekend until 2 AM the day after a holiday or holiday weekend, and (3) during the Minneapolis/St Paul Metro Area and Duluth Area Rush Hour times every weekday. During darkness, loads up to 12 6 wide and/or up to 95 long requires either 1) amber LED lights at widest points of load and every 20 ft., or 2) a lead escort on 2-lane non-divided roadways and a rear escort on multi-lane divided roadways. Loads over 12 6 wide up to 14 6 wide, and over 95 long up to 130 long require a lead escort on 2-lane non-divided roadways and a rear escort on multi-lane divided roadways. Insurance - Proof of insurance is not required to be on file with the MN/DOT Permit office. The amount of insurance varies (call for more information). Weekend/Night Travel Summer Weekends, no travel o From Memorial Day weekend through Labor Day weekend, NO travel after 2PM on Fridays and Sundays DAILY, CONTINUOUS TRAVEL PERMITTED: Exceptions noted below and/or on permit credential. EXCEPTIONS: Twin Cities Rush Hour Zone o Loads exceeding 12 6 wide, 14 0 high, and 95 0 overall combination length (single motor vehicle limit of 60 0 ) are not allowed to travel M F, 6:00 8:30 AM & 3:30 6:00 PM o During rush hour period, all over-legal loads prohibited on MN244 between Washington CR12 in Mahtomedi and MN96 in Dellwood o Twin Cities boundaries are: All of Anoka, Hennepin, Ramsey,and Washington Counties; all of Chisago and Isanti counties south of MN95 between Jct US169 in Princeton and Jct US8/MN95 in Taylors Falls; US169 between MN95 in Princeton and Jct US10/US169/MN101 in Elk River; MN101 in Elk River; US10 between SE Jct US10/MN25 in Big Lake and the west limits of Anoka County; all of Carver and Wright Counties east of MN25;all in Dakota, Goodhue, Rice, and Scott Counties north of MN19,except US61 between MN19 and MN316. If axle width (out to out tire tread width) exceeds 8'0", the actual width must be given. (i.e. 8'6" wide trailer) PERMIT TYPES Single Trip - One trip, valid for seven consecutive days from the date issued. Single trip permits issued to building movers are valid for fourteen days. Job - Issued for two month time frame to one specific job site. The same routes and restrictions must be used. The Job Permit is issued to one specified truck with various listed trailers. Any changes will require a new Permit. Oversize Annual/Seasonal - Issued to one truck, for limited load types, and valid for up to 12 months for vehicles with dimensions up to 14'6" in width, 14' in height, 60' single unit length, or 85' combination length. Oversize and Overweight Annual - Same dimensions as those listed for the oversize annual to a maximum GVW of 145,000 lbs. FEES Single Trip: Oversize Only $15 Overwidth exceeding 14'6" to maximum 16' during spring road restrictions $135 Overweight and/or Oversize $15 + mileage fee** Job: Oversize Only $36 Overweight and/or Oversize $36 + mileage fee** MN-3 12/11

5 Issued for up to 60 days. This permit type allows same type of non-divisible objects and configuration over one designated route. Must be used by the same permit user, with same vehicle, similar size and weights, with identical restrictions from/to one job site. Overweight Job Permits are calculated Damage Assessment Fee X number of moves = $36.00 fee. **Mileage fee based on damage assessment cost factors per mile, and is calculated according to the axle group weights, number of axles, and cents per mile traveled. Mileage fee rates and fee calculation example is on the Damage Assessment Table that follows. Total GVW Annual fee 90,000 and less $200 90,001 * 100,000 $ ,001 * 110,000 $ ,001 * 120,000 $ ,001 * 130,000 $ ,001 * 140,000 $ ,001 * 145,000 $ ,001 and greater - Not available, must use Single Trip Permit (see Damage Assessment Table above) ESCORTS AND SIGNS Perimeter Flags & Lights - Flags are required on all loads over 9' in width and/or 75' in length for vehicle combinations (45 length for single unit motor vehicle). Red, yellow or orange flags must be at least 18" square and displayed on all corners and widest points of the permitted load and vehicle. For over legal length loads, the flag must be mounted at the tip of front and tip of rear (flag at rear must be red) overhang, as well as, every 20 along the side of the load and/or vehicle combination. At night, a steady amber light must be used in place of flag(s), except at the rear, where the light must be red. Flags are not required on escort vehicles. Warning Signs with Light(s) - The permitted vehicle with load must display, front and rear, an Oversize Load sign having a yellow background on an 18" by 72" board, with series C black letters 10" high with a 1-5/8th inch brush stroke. When escorts are required, the sign on the escort vehicle must have dimensions of at least 1' x 5' with black letters 8" high with a 1-1/8th inch brush stroke. Signs shall not extend beyond the left (traffic) side fender or more than 6 beyond the right side fender. Whenever signs are required, a single or dual amber flashing light(s) is required front and rear on the permitted vehicle/vehicle combination, as well as, on the escort facing traffic. The flashing light(s) may be either (1) a strobe type, (2) rotating beacon type, or (3) 4" diameter or similar surface area disc type light. Amber flashing lights and signs must be visible for at least 500', and must have a flash rate of 60 to 90 flashes per minute. When Escort Vehicles and Personnel Required - When loaded width exceeds 12' or combination length exceeds 95', an Oversize Load sign is required front and rear on the loaded vehicle/combination. When escorts are required, a sign(s) stating "Wide Load" is required when the load width exceeds 12', but if width is less than 12' and length is longer than 95', a sign(s) stating "Long Load" is required. An Oversize Load sign may be used instead of Wide or Long Load signs. One lead Peace (police) Officer is required whenever the permitted load cannot stay on its own side of the centerline and encroaches opposing traffic. Flashing lights must be placed on the load at least 20" above ground, and if dual lights, must be spaced as far apart as practical. Minnesota has a classification of escort called LPA, who have statutory authority to direct and control traffic (civilian escorts do not). LPA s are not authorized to use red lights to control traffic. Any time a load or vehicle crosses a centerline and will encroach oncoming traffic a lead Peace Officer escort (with red lights) is required. MN-5 12/11

7 FINES Overdimension Fines: $700 maximum for each violation cited. Overweight Fines: Fines range from 1 cent per pound overweight, where the offense is 1,000 pounds or less overweight, to $610 plus 20 cents per pound of excess weight, where the offense is more than 7,000 pounds overweight. Fines are assessed beginning from the legal weight, not the permit weight. Operators may be cited for both over axle and over gross weight violations. If that vehicle is not registered for the weight carried, the driver may also be cited for that violation. The operator is not permitted to shift the load to avoid an over-axle citation. The Oversize/Overweight Permit does not include a registered weight increase. The registered weight increase must be obtained through the State of MN, Prorate and Reciprocity Office at or the office that normally handles your vehicle registrations. RESTRICTED TRAVEL If you travel off State Trunk Highways ("I", "US", or "MN" State routes), you need approval from the local road authority, i.e., county, city, township. Overweight loads not exceeding 9' in width, 14' in height and legal length may travel 24/7. The following cities have rush-hour restrictions: Minneapolis/St. Paul - Travel restricted weekdays between 6:00 am and 8:30 am, and between 3:30 pm and 6:00 pm. The metropolitan area consists of seven counties (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington) plus additional areas. Within these Metro Areas, loads not exceeding 10' in width may operate during Rush Hour on State Truck Highways that are at least 22' wide. At our web site, click on "Maps" followed by "Width of Roadway & Bridge Deficiency Maps" for a description of roadway widths. Extremely large loads (over 14'6" in width or which encroach into adjacent lanes) are restricted within the Minneapolis/St Paul Metro Area to travel only between 12:01 am and 5:00 am (may start and end later in certain areas). Similar restrictions may be set for vehicles over 14'6" in width for travel outside the Metro area. Duluth - RUSH HOUR RESTRICTIONS: Carriers will be allowed to travel from the Port of Duluth within the Duluth Metro area beginning at 5:00AM, M-F. Duluth morning rush hour restriction is 7AM to 8:30AM : Duluth s major arterial roadways continue to undergo renovations thru the 2012 season. Carriers may be required to use alternative roadways to access US, State Trunk, and Interstate roadways beyond construction restrictions. Carrier traveling these alternative roadways should contact both City of Duluth and St Louis County for travel on those alternative roadways. 10 PERMIT ORDERING As of Nov. 1, 2009, Mn/DOT no longer takes applications for oversize and overweight permits by phone. You can continue to apply for permits online, by fax, mail, or through an independent permit service Permit applications can be done over the counter at our Saint Paul office. To use our web-based permitting program you must first establish a Registered Account with us. Forms and information on registering and applying for permits can be found at our web site: You can apply for, and have automatically issued, a permit by using our online permit program. Auto- Issue is available for loads up to 12 6 wide; 14 0 high; 85 0 long, and Category A weights. Please let us know if your Auto-Issue feature is not functioning properly. Minimum clearances include: 1 0 on each side of vehicle/load; 1 0 under load clearance; 6 inches under trailer/semi-trailer clearance; and 6 inch clearance under overhead obstacles. A physical route survey is only valid when the surveyor verifies the noted route will allow safe travel and sufficient clearance for the noted dimensions. The survey must not be performed earlier than 14 days prior to permit start date. We require the 6-digit Mn/DOT Application Number be written on the route survey form to match with permit application. Beginning April 4, 2011, the Office of Freight and Commercial Vehicle Operations will have new hours for both walk-in and phone customers. The new lobby and phone hours for the Credentials Section will be from 8:00 am to 12:00 p.m. and 1:00 p.m. to 4:00 p.m. This means from 12:00 to 1:00 p.m., you will not have access to the office lobby and all incoming phone calls will go to voic . As of Aug. 1, 2011, there will be a new requirement for intrastate carriers to display their USDOT number. Assigned USDOT numbers MUST be displayed as required by MN Statute , subd. 6.
