1 Maryland State Highway & Baltimore City General Conditions for Hauling Permits 1. This permit does not give the permittee the right to move over highways or bridges under the jurisdiction of any city, county or municipality, nor over railroads or railways, except to cross such highways or bridges, or railroads or railways, at grade, after giving sufficient notice to and making appropriate arrangements with responsible authorities; nor does it authorize the permittee to use or damage private property in anyway. The permittee shall comply with all rules posted on any bridge or road traversed. Any damage caused directly or indirectly to any road surface, bridge or other structure, whether maintained by City of Baltimore, Maryland State Highway Administration or by another, by the operation of the vehicle, is the responsibility of the permittee. Damage to structures under its jurisdiction shall be repaired by the City of Baltimore or State Highway Administration at the expense of the permittee. 2. This permit or approved substitute shall be carried in the vehicle moving under its authority and shall be open for inspection by any City, State, county municipal, or other public official, or to any person involved in an accident in which the vehicle played a part. 3. The permittee shall give strict attention to safety and rights of public travel and shall yield the right of way to passing traffic in either direction. Arrangements must be made in advance for adequate flag-persons or police to be present when any narrow bridge is crossed. 4. No move which is expected to disturb any overhead wires, cables, signal or traffic lights, limbs of trees, or other structures may begin, until the permittee obtains permission and makes arrangements with owners thereof. 5. NO permit for overweight may be issued to or used by a vehicle and load which can be dismantled or disassembled so that together they are not overweight, or a vehicle which is neither special mobile equipment nor 5 axles vehicle, or a vehicle registered in Maryland which is not registered for the maximum permissible gross weight. 6. Every vehicle and load which together are overweight shall be stripped of as much excess weight as possible, and every vehicle and load which together are oversize shall be reduced in size as much as possible. 7. The permit is granted under and subject to the vehicle laws of Maryland and to all applicable general and specific conditions for operating oversize and overweight vehicles, as promulgated and published by the State Highway Administration and by the City of Baltimore. As set out in part of this section of this permit, and as specified in part in the preceding sections of this permit. Those laws and conditions must be complied with in all respects. Any false statement of a material fact on the permit application may result in the denial of future permits to the permittee. No compliance with specific restrictions stated in the preceding sections of this permit renders this permit subject to immediate revocation and confiscation by any duly appointed representative such as city, county or state police. Note the permit is subject to favorable road and weather conditions. The permit is not valid when snow emergency plan is in effect for specified area. Version 1 01/12/09

Travel allowed one-half hour after sunrise and one-half hour before sunset. No travel is permitted on Sunday, or after noon on Saturday. See Types of Permits for valid length of permits. As a general rule, operators may not obtain permits for divisible loads. Insurance credit bond required to be on file, with amount depending on amount of business (but not less than $3,000); required to have performance bond liability insurance of at least $10,000. 3 Permit Information Required Tractor and trailer information; insurance company; load description; overall dimensions; gross weight; registered weight; origin and destination; routes to be traveled; effective dates; weight distribution (when GVW exceeds 90,000 lbs.) All vehicles under own power must supply an axle weight breakdown. TYPES OF PERMITS Blanket Cannot be used for a divisible load. Can be used for oversize vehicle with overall dimensions not exceeding 75' in length, 12' in width, 14' in height, and 90,000 lbs in weight. May be used for out of state special mobile equipment. Permittee must obtain up to date route restriction information from the SHA/MCD or CHART websites prior to any move. To apply submit completed and send application to Hauling Permit Section. Permit will be issued for 30 days or one year. Vehicle must carry original permit, not a copy. Book Contains 10 single trip permits. May not be used for loads which exceed 90,000 lbs., 85' in length, 13' in Width, 15' in height, or 27,000 lbs. per axle. Required to be registered in Maryland or have a Maryland MVA special mobile equipment license plate. Hauling Permit Section must receive notice of date used and routes traveled for each permit, and must supply a validation number on each permit. A book of permits is valid for two years. Permittee must obtain up to date route restriction information from the SHA/MCD or CHART websites prior to any move. Permittee must provide 1 hour notification to Maryland Transportation Authority (MDTA) prior to crossing any of their facilities. Containerized Cargo - Permittee must obtain up to date route restriction information from the SHA/MCD or CHART websites prior to any move. Special Hauling Good for a single move for a non-reducible load. Permit authorizes the return of an empty oversize vehicle to its point of origin. Permits effective for five days, with a single 5-consecutive day extension possible, not including Sundays or holidays when no move is allowed. Extension requests must be made before the permit expires; the 5-day extension begins immediately upon expiration of the original permit period. For loads with gross vehicle weight exceeding 80,000 pounds or overall dimensions exceeding 85 feet in length, 15 feet 6 inches in height, or 13 feet 11 inches in width. Exceptional Hauling Good for up to 88,000 pounds gross weight for forestry products and raw milk transportation. Restricted to state routes not valid on the interstate system. Special Vehicle Good for vehicles not subject to registration (i.e. massive weight transport vehicles. Excessive Load Permittee must obtain up to date route restriction information from the SHA/MCD or CHART websites prior to any move. Each load is considered on a case-by-case basis for combinations exceeding 120,000 lbs. GVW, or equal to or exceeding 16' in height, 16' in width, or 100' in length, or 80,000 lbs in weight. Must have liability or performance bond on file in MD Hauling Permit Office. Permit good for 5 days. Permits can be cancelled due to extraordinary circumstances, including but not limited to adverse weather conditions. Blanket permits, Book Permits and Special Hauling Permits all must follow the requirements in the CODE OF MARYLAND REGULATIONS (COMAR) for axle weight allowance. COMAR: A permit issued under these regulations for a vehicle which exceed 27,000 pounds per axle but is less than or equal to 30,000 pounds per axle shall comply with COMAR E and J(3)(a-b) E (Axle weights over 27,000 but not exceeding 30,000) The permittee shall reduce each vehicle and load which together are overweight of as much excess weight as possible and each vehicle and load which together are oversize as much as possible, unless the vehicle or load is irreducible. 4 J (3) Exceptions (a) An overweight combination vehicle using a semitrailer and registered, manufactured, or in inventory of a licensed dealer on or before October 31, 1997, and sold before June 30, 1998 shall comply with the 27,000 pounds per axle maximum load limit after June 30, (b) An existing overweight combination vehicle using a semitrailer may continue to be operated with axle loads not exceeding 30,000 pounds until October 31, 2012, if it complies with permit regulations in effect on January 1, 1997 and if the gross weight does exceed 110,000 pounds (55 tons), pays the fees set forth in COMAR for any required engineering structural review. FEES Blanket $50 (30-day permit); $500 (annual). Book $300. Special Hauling $30 for the first 40 tons or less of gross weight, plus $5 for each additional tonor part of a tone in excess of 40 tons; $5 fee for 3-day extension. Excessive (gross weight exceeding 60 tons) Composed of engineering fees (number of structures crossed multiplied by $8/structure) and administrative costs; $20 per structure if over 200,000 GVW plus administrative costs. Permit request can take 5-10 business days to process. For multiple moves identical in travel and load, engineering fees will be assessed generally once for a six month period; permit and - administrative charges will be assessed each time a permit is activated. Structural survey done as a part of the engineering fee good for six months. District engineer may decide that Administration personnel must monitor move, at a rate of $200 a day. If required, state police officer to escort at $250 per move. All fees must be prepaid, and engineering fee will be paid regardless of use or nonuse of permit. Posted bonds required to cover administrative costs or insurance liability (additional to regular insurance bond). ESCORTS AND SIGNS Labeling Any load over 9' in width must have a wide load sign on the front and rear of the vehicle. Wide load or oversize load signs must appear in black letters not less than 10" high and have a brush stroke of not less than 1.625" wide. Background is yellow. Banner dimensions of 1.5' x 7'. Red or orange fluorescent flags must be at least 18" square and must be placed on all extremities of the load. Flashing hazard warning lamps must be used when the vehicle is traveling 20 miles per hour less than the posted speed limit. Escort vehicle shall display a Wide Load or Oversize Load sign on the roof of the vehicle or on the front and the rear that is at least 5' wide, 12" high with letters 8" high. Escort Vehicles and Personnel One escort required for load over 13' in width. 85' in length equal to or over 14'6" in height (pole vehicle required) and/or gross weight exceeding 60 tons. Two escorts required for load equal to or over 14' in width, 140' in length or traveling on roads too narrow for other traffic to pass or for which traffic must be diverted. Police escort required for loads equal to or over 16' in width or over 65 tons GVW. Escort vehicles travel no more than 300' to the front or rear of the permitted vehicle. It must follow the load on any highway with two or more lanes in one direction, and it must precede the load on any highway with only one lane in each direction. When a pole vehicle escort is required, the pole vehicle must precede the load at a distance sufficient to adequately warn the load driver of an overhead obstruction. Escorts-A single or double private escort or Maryland State Police escort may be added at any time at the discretion of the Maryland Hauling Permits Unit for safety. Certification Pilot Car Escort Certification is not currently required. MD-3 07/12
5 FINES Overdimension Only: $100 per violation. Overweight Fines: Statutory weight limit of 79,000 lbs. is allowed, as is the statutory plus a loading error or tolerance of 1,000 lbs. on only one weight limit (axle or gross); whichever excess is greater. 0 5,000 lbs. overweight 5 cents per pound or $50 (whichever is greater) over 5, cents per pound Fines are calculated from the permit weight, not the legal weight. Operators may be fined for either over axle or over gross violations, but not for both. The driver may not shift the load to avoid an over axle violation. Fines may not be suspended or reduced, but credit may be given for snow or ice on the vehicle. Vehicle will be impounded for unpaid fines, although bad is not considered part of vehicle for purposes of impoundment. Police reserve the right to stop overweight vehicles until the excessive weight is removed. Maryland uses both portable and stationary scales. Violation of permit renders the permit subject to immediate revocation and confiscation. Transportation Article Sec. 6 RESTRICTED TRAVEL Capital Beltway (I-495) and Baltimore Beltway (I-695 and MD 695) travel permitted from 9:00 am to 3:30 pm for vehicles equal to or over 12' in width, 100' in length, or over 45 tons GVW. Self-propelled special mobile equipment 45 tons or less must be able to maintain at least 40 mph to travel between 7:00 am and 9:00 am and between 4:00 pm and 6:00 pm. Toll Facilities For oversize and overweight vehicles, travel only during daylight hours Monday through Friday (Monday 9:00 am to Friday 12:00 PM). Operators must notify toll facilities one hour before crossing with the oversize or overweight load. Toll facilities of the Maryland Transportation Authority: 1) Baltimore Harbor Tunnel (I-895) 2) Susquehanna River Bridge/Thomas J. Hatem Bridge (U.S. 40) 3) Harry Nice Memorial Bridge (Potomac River Bridge U.S. 301) 4) William Preston Lane, Jr. Memorial Bridge (Bay Bridge U.S. 50/301) 5) Francis Scott Key Bridge (I-695) 6) John F. Kennedy Memorial Highway (I-95 toll road) 7) Ft. McHenry Tunnel (I-95 Tunnel) 8) Any other facility operated by the Authority on which the permittee may travel. Baltimore Harbor Tunnel Any OS or OW vehicle and any vehicle and load together exceeding 96 inches in width or 13 6 in height is prohibited from entering the tunnel. Harry Nice Bridge (US Route 301) Any vehicle and load exceeding 12' in width, or 14 6 in height is prohibited from crossing the bridge unless in case of vehicles and loads exceeding 12 feet in width, special written permission is obtained in advance from the superintendent of the bridge. Ft. McHenry Tunnel Any OS or OW vehicle and any vehicle and load together exceeding 14 6 in height or 11 feet in width is prohibited from entering the tunnel and its approaches unless, in the case of vehicles and loads exceeding 11 feet in width, special permission is obtained from the Administrator of the Tunnel.. Baltimore City Permit Fee of $60 for the first 45 tons, with an added $5 fee additional ton. No engineering fee is charged, but permittees may be requested to have a survey done prior to the granting of the permit. (a) Application of Section Unless a person has complied with this section, he may not drive or move on or across any railroad grade crossing any power shovel, derrick, roller, crawler-type tractor, or other equipment or structure that has: (1) A normal operating speed of 10 miles an hour or less; or (2) A vertical body or load clearance, measured above the level surface of a roadway, of less than; (i) One-half inch for each foot of the distance between any two adjacent axles; or (1) A normal operating speed of 10 miles an hour or less; or (2) A vertical body or load clearance, measured above the level surface of a roadway, of less than; (i) One-half inch for each foot of the distance between any two adjacent axles; or (ii) 9 inches. (b) Notice of Intended Crossing Before any person drives or moves any equipment described in subsection (a) of this section on or across any railroad grade crossing, the person shall: (1) Notify an agent of the railroad of his intention; and (2) Afford the railroad reasonable time to provide proper protection at the crossing. (c) Duty to Stop, Look, and Listen When the person approaches the crossing he: (1) Shall stop within 50' but not less than 15' from the nearest rail in the crossing. (2) While stopped, shall listen and look in both directions along the track for any approaching or passing railroad train and for any signals indicating the approach or passage of a railroad train; and (3) May not proceed until he can do so safely. 8 (d) Obedience to Signals (1) The person may not proceed if a warning is given by an automatic signal, crossingflagman, or otherwise of the immediate approach or passage of a railroad train. (2) If the railroad provides a flagman, the person may proceed over the crossing only at the direction of the flagman. PERMIT ORDERING Online permit application processing is not currently available. Please include the application number when you fax ( ) the survey to our office. I-83 - (BaltimoreCo) Nothing over 14 6 in height at Beaver Dam Road Northbound and Southbound until further notice. Effective immediately. 6/26/ ALERT - The bridge on MD Route 318/313 over Marshyhope Creek in Federalsburg, Caroline County, has been closed to all permit load traffic until mid October. Please follow posted detour. Further truck restrictions may be imposed as well. Please avoid the area if possible. Pending Changes None Noted.
