5 Road Safety Audit Middlesex Turnpike between Wheeler Road (East) and I-95 Southbound Ramps Background The Town of Burlington is currently planning roadway improvements along the Middlesex Turnpike corridor in an effort to address existing safety concerns and to increase capacity within the vicinity of the planned 63 South Avenue Burlington Research Center development project by The Gutierrez Company. The Town was recently awarded a MassWorks grant from the Executive Office of Housing and Economic Development (EOHED) for the construction of these roadway improvements. The addition of new vehicle trips to Middlesex Turnpike, which is the urban minor arterial roadway adjacent to the project site, has stimulated roadway improvements and a corresponding Functional Design Report (FDR) to be prepared by Transportation Engineering and Construction, Inc. (TEC, Inc.) of Lawrence, Massachusetts. The project includes work along two different sections of Middlesex Turnpike, one in the Town of Burlington s jurisdiction at Second Avenue / Burlington Mall Road and the other within Massachusetts Department of Transportation (MassDOT) jurisdiction at the I-95 Ramp terminals and Wheeler Road. This Road Safety Audit (RSA) applies only to the intersections within MassDOT s jurisdiction. The purpose of an RSA is to observe, identify, and report all safety issues and identify future opportunities for safety improvements for all roadway users. The MassDOT guidelines require an RSA to be conducted where HSIP-eligible crash clusters are present within the scope of a 25% Design and FDR. An intersection is defined as HSIP-eligible if the intersection is within the top 5% of clusters in its respective Regional Planning Commission s (RPC) boundaries. Along the Middlesex Turnpike corridor, three HSIP-eligible intersection clusters, which were identified on MassDOT s online database and established using crash data from 28-21, are present within the scope of the FDR. Therefore, an RSA was conducted along Middlesex Turnpike at and between the following intersections: Wheeler Road (East) Interstate 95 (also signed as US Route 3 and Route 128) Northbound Ramps / Wheeler Road (West) Interstate 95 (also signed as US Route 3 and Route 128) Southbound Ramps An RSA, as defined by the Federal Highway Administration (FHWA), is the formal safety performance examination of an existing or future road or intersection by an independent, multidisciplinary team. This RSA was conducted during the Preliminary Design (pre-25% Design) stage of intersection and corridor improvements along the Middlesex Turnpike in Burlington, Massachusetts in order to incorporate safety-related design features early in the design process. These roadway improvements are in conjunction with the construction of a private development located along South Avenue in the Town of Burlington. Elements of the RSA will be considered for incorporation into the roadway improvement Project as the design is advanced through the MassDOT design development process in order to obtain a construction Highway Access Permit from District 4. Project Data Transportation Engineering and Construction, Inc. (TEC) of Lawrence, Massachusetts is the prime safety investigation consultant in an RSA for the Middlesex Turnpike from Wheeler Road (East) to the Interstate 95 Southbound Ramps in Burlington, Massachusetts. The RSA was conducted on Tuesday November 27, Page 1

6 Road Safety Audit Middlesex Turnpike between Wheeler Road (East) and I-95 Southbound Ramps 212 at 1: AM, with the pre- and post-audit meetings held at 63 South Avenue in Burlington, Massachusetts. A copy of the RSA agenda can be found in Appendix A. TEC conducted various other site visits to the audit area as part of its FDR and pre-25% Design work. As presented in Table 1, the audit team consisted of a cross-section of state, regional, and local engineering, planning, enforcement, maintenance and emergency response professionals and was assembled in conjunction with input from the MassDOT Traffic Safety Management Unit. The materials included a summary of traffic volume data (daily and peak hour) and collision diagrams that summarized the type and severity of collisions at the study area intersections. Participants were encouraged to visit the site prior to the audit and were urged to consider elements on MassDOT s Safety Review Prompt List. On the day of the audit, a pre-audit meeting was held at the 63 South Avenue in Burlington to discuss the project s background, the audit process, review the distributed materials, and discuss the some of the issues that Team members had observed individually. The audit site walk consisted of field observations at the audit intersections and roadway locations. Handwritten notes and photographs documented the observations made by audit team members during the site walk. Following the audit site walk, a postaudit meeting was held at 63 South Avenue in Burlington where the Team confirmed the observations made in the field and offered solutions to remedy the safety deficiencies noted in the Site Walk and Pre- Audit meeting. 7 Road Safety Audit Middlesex Turnpike between Wheeler Road (East) and I-95 Southbound Ramps Project Location and Description The Road Safety Audit intersection locations were as follows: Middlesex Turnpike / Wheeler Road (East) Middlesex Turnpike / Wheeler Road (West) / Interstate 95 (Route 128 / US Route 3) Northbound Ramps Middlesex Turnpike / Interstate 95 (Route 128 / US Route 3) Southbound Ramps Middlesex Turnpike Middlesex Turnpike generally runs in the north-south direction passing through Burlington from Billerica / Bedford to the north and Lexington / Arlington to the south. The roadway parallels the Northwest Expressway (US Route 3) to the north of Interstate 95 at a typical offset of approximately one-half mile. The Middlesex Turnpike is classified as an urban minor arterial. It is under the jurisdiction of the Town of Burlington, except for a short segment at the Interstate 95 (Route 128 / US 3) interchange and bounded by the Southbound Ramps to the north and Northbound ramps to the south for which it is under the jurisdiction of MassDOT. Between Wheeler Road and Burlington Mall Road / Second Avenue, Middlesex Turnpike is a four- to six-lane, median divided roadway with multiple turn-lanes at the various side street intersections. A sidewalk is provided on the westerly edge of the Middlesex Turnpike from the southern edge of the Barnes and Noble property (opposite the Interstate 95 Southbound Ramps) north to Network Drive. Land uses along the corridor include office, commercial, industrial, and retail uses. The posted speed limit along Middlesex Turnpike is 35 miles per hour (mph) in both the northbound and southbound directions. Speed regulations maintained by MassDOT Highway Division establish a 35 mph speed limit for Middlesex Turnpike (known as Middlesex Street in the regulations). Historic speed regulations are included in Appendix D. Middlesex Turnpike / Wheeler Road (East) Wheeler Road (East) intersects the Middlesex Turnpike to form a three-way, fully-actuated signalized intersection. The intersection is under the jurisdiction of the Town of Burlington. The Wheeler Road (East) westbound approach consists of an exclusive left-turn lane and an exclusive right-turn lane. Directional flow along Wheeler Road (East) is separated by a marked centerline. The Middlesex Turnpike northbound approach consists of a through lane and a shared through / right-turn lane. A two-way left-turn lane (TWLTL), which accommodates turning movement within the Middlesex Turnpike to the south, terminates at this intersection. The Middlesex Turnpike southbound approach consists of an exclusive left-turn lane and two Middlesex Turnpike at Wheeler Road through lanes. Directional flow along the Middlesex (East) (looking south) Turnpike is separated by a marked centerline (with TWLTL) south of the intersection and a raised concrete median with edge striping north of the intersection. There are no pedestrian facilities to cross the intersection. Middlesex Turnpike / Wheeler Road (West) / Interstate 95 (Route 128 / US 3) Northbound Ramps Wheeler Road (West) and the I-95 Northbound Ramps intersect the Middlesex Turnpike to form a four-way, fully actuated signailzed intersection. The intersection is under the jurisdiction of MassDOT. The Wheeler Road (West) eastbound approach consists of a wide single generalpurpose travel lane that operates as a two lane approach. Directional flow along Wheeler Road (West) is separated by a marked centerline. The I-95 Northbound Ramp westbound approach consists of an exclusive left-turn lane, a shared left-turn / through lane, and a channelized rightturn lane under YIELD control. Directional flow on the ramps is separated by a raised grass median. The Wheeler Road (West) and I-95 Northbound Ramps do not align on opposing sides of the intersection. Details of the alignment are reviewed in the observation section. The Middlesex Turnpike northbound approach consists of a shared left-turn / though lane, a through lane, and a channelized right-turn lane under YIELD control. The Middlesex Turnpike southbound apporach consists of two exclusive left-turn lanes, a through lane, and a shared through / right-turn lane. Directional flow along the Middlesex Turnpike is separated by a raised concrete median. No sidewalks or crosswalks are present at this intersection. Middlesex Turnpike / Interstate 95 (Route 128 / US 3) Southbound Ramps Middlesex Turnpike at I-95 NB Ramps (looking north) The I-95 Southbound Ramps intersect the Middlesex Turnpike to form a three-way, fully-actuated signalized intersection. The intersection is under the jurisdiction of MassDOT. The I-95 Southbound Ramp westbound approach consists of two exclusive left-turn lanes and a channelized right-turn lane under YIELD control. Directional flow along the I-95 Ramps is separated by a raised landscaped median. The Middlesex Turnpike northbound approach consists of three through lanes and a channelized right-turn lane under YIELD control. The Middlesex Turnpike southbound approach consists of two exclusive left-turn lanes and two through lanes. Directional flow along the Middlesex Turnpike is separated by a raised concrete median. A sidewalk is present along the westerly edge of the Middlesex Turnpike north of the intersection along the Barnes and Noble property frontage. 10 Road Safety Audit Middlesex Turnpike between Wheeler Road (East) and I-95 Southbound Ramps Audit Observations Prior to the RSA site walk, a pre-audit meeting was held at 63 South Avenue in Burlington, MA. This pre-audit meeting included brief introductions, an overview of the project and RSA process, and a summary of volume, speed, and safety characteristics along the segment of the Middlesex Turnpike. Audit participants then conducted a site walk as a group to observe the roadway segment and intersections. Each participant was advised to offer their concerns and comments related to safety deficiencies along the roadway segment and study area intersections. Based on these field observations and discussions, the RSA team determined that the Middlesex Turnpike corridor has the following general issues that negatively impact safety: Conflicting Lane Configuration Signage, Faded and Missing Pavement Markings, Traffic Congestion / Long Vehicle Queues, Excessive Red-Light Running, Limited Lighting, Limited Pedestrian Accommodations, Blocked From View or Missing Street Signage, Inadequate or damaged signal equipment, Blocked Drainage Structures, Fair to Poor Pavement Conditions, and Lack or Misplaced Freeway Signage The following sections describe in more detail the safety issues determined during the RSA. Several of these require further evaluation and design work to develop appropriate safety enhancements. More specific safety challenges located at specific audit area intersections are also included. General Study Area Observations The RSA team noted several general safety issues throughout the Middlesex Turnpike corridor. A summary of those general safety concerns throughout the study area are as follows: Conflicting Lane Configuration Signage The lane configuration signage (R3-8 series) along the Middlesex Turnpike southbound between the Interstate 95 Southbound and Northbound Ramps are conflicting. Over the 25 foot roadway segment, three sets of lane configuration signage are visible to the roadway user. The first visible sign (L,L,T,TR), shown at the left of the image, is the correct lane configuration but is 12 feet in advance of the signed roadway configuration downstream. The second visible sign (L,L,TR), shown in the center of the image, is incorrect. The Lane Configuration Signage along Middlesex Turnpike Southbound Page 6

11 Road Safety Audit Middlesex Turnpike between Wheeler Road (East) and I-95 Southbound Ramps third visible sign (L,L), on the far right of the image in the distance, is along the dual left-turn lane approaching the I-95 Northbound Ramps and only shows the dual left-turn lanes in its configuration which is incorrect for the entire four-lane approach. These conflicting lane configuration signage causes confusion amongst drivers attempting to weave from right to left in order to turn left onto the I-95 Northbound On-ramp. The second lane configuration sign (L,L,TR) conveys to unfamiliar drivers that the second far right lane is a turn lane causing quick weaves and lane changes within the intersection as the driver becomes aware of their lane choice error. Pavement Markings Pavement markings are severely faded along several portions of the audit area and not visible along the Middlesex Turnpike directly under the Interstate 95 overpass. The lack of pavement markings decreases the visibility of defined lane use in a section of roadway that experiences an increased amount of weaving and lane change movements. The Middlesex Turnpike northbound between the Interstate 95 Northbound and Southbound Ramps is typically striped to accommodate three travel lanes. At the current time, the pavement markings are faded to a point Pavement Markings along Middlesex where it seems only two travel lanes exist. Several Turnpike. pavement arrows delineating turning movements are also faded at the three intersections. Traffic Congestion / Queues Due to the numerous commercial, retail, and office uses along the Middlesex Turnpike, traffic volumes in the area generally increase during the weekday peak periods and during Saturday peak periods. The traffic volumes increase significantly during the month of December given the corridor s location in close proximity to the Burlington Mall. These additional traffic volumes result in increased traffic congestion along the Middlesex Turnpike, the Interstate 95 Ramps, and the side streets such as Wheeler Road. With the close proximity of the Interstate 95 Northbound Ramps and Wheeler Road (East), traffic often queues from one intersection into the upstream intersection. These queues can cause blocked intersections as part of a grid-lock condition. A representative of the Burlington Police Department noted that police are typically assigned to this roadway segment to deter intersection blockage, however; intersection blocking still occurs regularly during peak holiday shopping periods. A representative of the Burlington Fire Department researched and noted that it takes approximately 3.5 minutes for a fire response vehicle to travel from Station #2 (Terrace Hall Middlesex Turnpike) to the mall and it takes approximately 6.5 minutes to travel from Station #2 to Middlesex Commons. This equates to 3 extra minutes of travel time for an additional 4, feet of travel. Page 7

12 Road Safety Audit Middlesex Turnpike between Wheeler Road (East) and I-95 Southbound Ramps Red-Light Running A representative of the Burlington Police Department noted that red-light running at these intersections is prevalent and is usually caused by user frustration with congestion during peak periods. The Police representative also noted the difficulty of enforcement of red-light running and other such roadway violations as there is no safe location to pull-over vehicles along the Middlesex Turnpike. Lighting Although ambient light and street lighting is present along the Middlesex Turnpike, there is no under-decking lighting along the Middlesex Turnpike under the Interstate 95 overpass. According to MassDOT, lighting on the under-decking has existed in the past and has since been removed and not replaced. In addition, highway lighting within the cloverleaf interchange is present, but often not functioning properly. At the time of the RSA, all cloverleaf lighting was functioning and operational. Pedestrian Accommodations A sidewalk is currently constructed along the westerly side of the Middlesex Turnpike from the Barnes and Noble property and continuing northbound to Network Drive. South of this location, a sidewalk is intermittently constructed along the westerly side of the roadway and under the Interstate 95 underpass only. There are no current pedestrian crossing locations across the Middlesex Turnpike in the vicinity of the Audit area. A Town representative noted that various office and commercial Break in Sidewalk along Westerly Side of employees will cross Middlesex Turnpike near Middlesex Turnpike Wheeler Road (East) to access the Dunkin Donuts on the southeast corner of the intersection. In addition to a lack of sidewalk infrastructure between the intersections, no pedestrian signal equipment is present at the intersections and no pedestrian phasing is included in the signal timing plan. Blocked or Missing Street Signage An RSA member noted that the visibility of the Wheeler Road and Middlesex Turnpike street sign plaques is limited due to the sign posts position behind a utility pole offset from the edge of roadway. In addition, there is no Middlesex Turnpike sign plaque on the Wheeler Road (West) sign post opposite the Interstate 95 northbound ramps. Finally, street name plaques are mounted at different heights at each different intersection in the Audit area and along the Middlesex Turnpike corridor. Signal Equipment There are several signal equipment deficiencies which are listed below: o All of the signal housings at all three intersections lack retro-reflective back-plates, which would clearly define individual signal housing to the roadway user. o The left-turn signal housing on the Wheeler Road (East) westbound approach is not clearly centered on the approach lane. o All three signals are equipped with emergency pre-emption. However, upon observation, the pre-emption at the Middlesex Turnpike / Interstate 95 Northbound Ramps / Wheeler Page 8

13 Road Safety Audit Middlesex Turnpike between Wheeler Road (East) and I-95 Southbound Ramps o Road (West) intersection did not activate as an ambulance traversed through. A MassDOT technician corrected the programming immediately following the audit. The Middlesex Turnpike northbound right-hand through lane loop detector at the Interstate 95 Northbound Ramps is currently faulting. The line was recently cut as part of trenching within the roadway and was not replaced by the Town of Burlington. Pavement Condition It was noted that the pavement is in fair condition along the Middlesex Turnpike corridor. However there are scattered pot-hole locations, especially near several drainage structures. In addition, there is a large quantity of cracking on the pavement which has been repeatedly filled-in by the Town of Burlington. There is significant truck traffic due to the number of nearby retail and commercial businesses, which causes increased wear on pavement conditions. Drainage Structures Several RSA members noted that a few drainage structures along the Middlesex Turnpike were significantly blocked by debris and built-up sediments. Obstructed drainage structures can cause severe water ponding and minor flooding on roadway segments with raised curbing and level or deflated roadway surfaces. With excessive vehicle speeds observed during off-peak hours along the Middlesex Turnpike corridor, this ponding may become a substantial safety concern. All drainage structures along the Middlesex Turnpike corridor should be cleared of all potential obstructions by their respective maintenance crews. Obstructed Catch Basin along Middlesex Turnpike near Wheeler Road (West) Freeway Signage On the southbound approach of Middlesex Turnpike, there is a lack of clear signage that defines both the southbound and northbound ramps of Interstate 95. Green guide signs were recently installed and are located within the ramp medians. These signs give vague direction to the roadway user. Although the signs are visible from a distance, no signs decipher lane information to access the I-95 Ramps. Drivers tend to focus on following the large horizontal arrow pointing to the ramps and disregard the lane configuration signage along the roadway causing unorganized weaving. No clearly defined I-95 Shield is visible along the approach. A Route 128 South sign is visible, but is located on the right-side of the roadway away from the southbound left-turn lane onto the ramp. This may cause excessive weaving and lane changes as a result of roadway user making delayed route choice decisions on the approach. Middlesex Turnpike / Wheeler Road (East) The intersection of Middlesex Turnpike / Wheeler Road (East) is considered HSIP-eligible. Collision data for this intersection was provided by the Town of Burlington Police Department for the period of January 29 to December 211 and supplemented by MassDOT for the period of January 28 to December 21. The data shows a total of 46 reported collisions in the area of the intersection during the four-year study period. The crash rate for this intersection is slightly higher than the statewide and Page 9

14 Road Safety Audit Middlesex Turnpike between Wheeler Road (East) and I-95 Southbound Ramps district-wide averages for unsignalized intersections with.84 crashes per million entering vehicles (MEV). A summary of the intersection audit is described below. There were 16 angle-type collisions (35%) at this intersection over the four-year study period. Of the locatable angled collisions, approximately half (6 of 11) involved a vehicle exiting Wheeler Road (East). There were also 7 rear-end crashes (15%) at this intersection over the four-year study period. Of the locatable rear-end collisions, a majority (4 of 6) occurred on the Middlesex Turnpike northbound approach. Although most crash data did not specify a detailed vehicle action prior to crash, five (5) collisions at this intersection involved vehicles attempting to enter travel lanes or vehicles changing lanes. The RSA team noted several general safety issues specifically at the intersection of Middlesex Turnpike / Wheeler Road (East). A summary of those general safety concerns at the intersection are as follows: Southbound Left-Turn Lane Definition RSA team members noted that the left-turn from Middlesex Turnpike southbound onto Wheeler Road East is not clearly defined for the receiving area for vehicles exiting the Interstate 95 Northbound Off-ramps and Middlesex Turnpike southbound vehicles. There is no clear transition into the southbound exclusive left-turn lane, and vehicles exiting the ramps and Middlesex Turnpike might unexpectedly find themselves in an exclusive left-turn lane while intending to proceed through.. This may cause drivers that are unfamiliar with the lane configuration to weave in and out of the left-turn lane approaching Wheeler Road (East) from the north. Signal Housing Location - As stated previously, it was noted that the left-turn signal housing on the Wheeler Road westbound approach is not clearly centered on the approach lane and should be appropriately moved within a proper cone of vision. Intersection Blockage As stated previously, with the close proximity between the Interstate 95 Northbound Ramps and Wheeler Road (East), traffic tends to queue from one intersection into the upstream intersection. This queue often causes blocked intersections disallowing side street traffic from exiting. A representative of the Burlington Police Department noted that police are typically assigned to this roadway segment to deter intersection blockage, however; intersection blocking still occurs regularly. Pedestrian Accommodations Pedestrians are often seen crossing the Middlesex Turnpike at this location in order to access the Dunkin Donuts on the southeast corner of the intersection. However, no defined crossing opportunities exist at this intersection and there are currently no additional sidewalks except the sidewalk along the Dunkin Donuts frontage. Blocked Street Signage - An RSA member noted that the visibility of the Wheeler Road and Middlesex Turnpike street sign plaques are limited due to the sign posts position behind a utility pole offset from the edge of roadway. This had the potential to cause confusion with roadway users, especially as Wheeler Road in this location is separated east and west by one block along Middlesex Turnpike. Page 1

15 Road Safety Audit Middlesex Turnpike between Wheeler Road (East) and I-95 Southbound Ramps Middlesex Turnpike / Wheeler Road (West) / Interstate 95 (Route 128 / US 3) Northbound Ramps The intersection of Middlesex Turnpike / Wheeler Road (West) / Interstate 95 (Route 128 / US 3) Northbound Ramps is specifically not considered HSIP-eligible. However, the Middlesex Turnpike surface ramp intersection is part of the larger Interstate 95/ US Route 3 interchange which as a whole has been classified as HSIP-eligible. Collision data for this intersection was provided by MassDOT for the period of January 28 to December 21 and supplemented by the Town of Burlington Police Department for the period of January 29 to December 211. The data shows a total of 39 reported collisions in the area of the intersection during the four-year study period. The crash rate for this intersection is significantly lower than the statewide and district-wide averages for unsignalized intersections with.53 crashes per million entering vehicles (MEV). A summary of the intersection audit is described below. There were 16 rear-end collisions (41%) at this intersection over the four-year study period. Of the locatable rear-end collisions; a majority (6 of 11) involved a vehicle travelling north along Middlesex Turnpike. Two (2) of these rear-end collisions occurred within the Interstate 95 Northbound Ramp rightturn channelized lane resulting from vehicles stopping at the end of the ramp. There were also 4 angletype collisions (9%) at this intersection over the four-year study period. Of the locatable rear-end collisions, a majority (3 of 4) occurred on the Middlesex Turnpike northbound approach resulting from vehicles attempting to turn-left into Wheeler Road (West) and may be a result of left-turning vehicles unable to see oncoming traffic. Not all of the MassDOT Crash Data clearly decipher between collisions that occurred at the surface intersections of the Interstate 95 (Route 128 / US 3) Northbound Ramps with the Middlesex Turnpike versus collisions that may have occurred along Middlesex Turnpike or Interstate 95 near the interchange. In addition, the data does not clearly indicate whether the collisions occurred at the northbound or southbound ramps to/from the Middlesex Turnpike. After review of individual crash reports, a large number of crashes reported at this junction were found not to be at the surface intersections. To remain conservative, those crashes whose location could not be clearly deciphered were included within the collision data. As a result, the crash information may not be representative of the safety characteristics of the northbound surface ramp intersection with the Middlesex Turnpike. The RSA team noted several general safety issues specifically at the intersection of Middlesex Turnpike / Wheeler Road (West) / Interstate 95 (Route 128 / US Route 3) Northbound Ramps. A summary of those general safety concerns at the intersection are as follows: Lane Usage / Traffic Control on Northbound Ramps Currently, a YIELD sign is present at the terminus of the I-95 Northbound off-ramp right-turn channel lane. This YIELD sign is currently not warranted as the turn-lane enters its own dedicated lane along the Middlesex Turnpike which is not clearly defined due to lack of pavement markings. Vehicles tend to stop, then progress, and stop again while attempting to enter the Middlesex Turnpike traffic flow. A representative from the Burlington Police Department noted that this causes frequent rear-end crashes and near misses within the channelized right-turn lane. As noted above, two crashes were identified as a result of this movement. Opposing Lane Alignment - Vehicles exiting the I-95 northbound ramps do not have a direct track to access the opposing Wheeler Road (West) receiving lane. Concurrently, vehicles exiting Wheeler Road (West) attempting to access the I-95 northbound on-ramp also must divert and Page 11

This is especially difficult for unfamiliar roadway users attempting to cross Middlesex Turnpike. Future potential exists to reset the alignment of both the ramps and Wheeler Road (West); however, this would include major right-of-way impacts. Northbound Left-turns Northbound left-turn movements at the signalized intersection are considered unsafe to potential roadway users as the intersection does not have a protected left-turn lane View of Alignment of Wheeler Road (West) which operates under an exclusive phase. verses the I-95 Northbound Ramps Furthermore, the northbound left-turn from (from Wheeler Road) Middlesex Turnpike into Wheeler Road (West) is unsafe as turning vehicles cannot clearly see opposing southbound through traffic as they are blocked by queued traffic in the dual southbound left-turn lanes. A LEFT-TURN YIELD ON GREEN BALL sign (R1-12) was requested by the Burlington Police Department and installed and has decreased the number of angled crashes as noted by a Burlington Police Department representative. Loop Detection - The Middlesex Turnpike northbound right-hand through lane loop detector at the Interstate 95 Northbound Ramps is currently faulting. A representative of the Town of Burlington noted that the line was recently cut as part of trenching within the roadway and was not replaced by the Town of Burlington. Middlesex Turnpike / Interstate 95 (Route 128 / US 3) Southbound Ramps The intersection of Middlesex Turnpike / Interstate 95 (Route 128 / US 3) Southbound Ramps is specifically not considered HSIP-eligible. However, the Middlesex Turnpike surface ramp intersection is part of the larger Interstate 95/ US Route 3 interchange which as a whole has been classified as HSIPeligible. Collision data for this intersection was provided by MassDOT for the period of January 28 to December 21 and supplemented by the Town of Burlington Police Department for the period of January 29 to December 211. The data shows a total of 45 reported collisions in the area of the intersection during the four-year study period. The crash rate for this signalized intersection is significantly lower than the statewide and district-wide averages for unsignalized intersections with.59 crashes per million entering vehicles (MEV). There were 1 angle-type collisions (22%) at this intersection over the four-year study period. There were also 12 rear-end crashes (27%) at this intersection over the four-year study period. Of the locatable rear-end collisions, a majority (4 of 7) occurred on the Middlesex Turnpike southbound approach. Four (4) collisions were classified as sideswipe collisions. Although most crash data did not specify a detailed vehicle action prior to crash, five (5) collisions at this intersection involved vehicles attempting to enter travel lanes or vehicles changing lanes. Not all of the MassDOT Crash Data clearly decipher between collisions that occurred at the surface intersections of the Interstate 95 (Route 128 / US 3) Southbound Ramps with the Middlesex Turnpike versus collisions that may have occurred along Middlesex Turnpike or Interstate 95 near the interchange. In addition, the data does not clearly indicate whether the collisions occurred at the northbound or Page 12

The RSA team noted several general safety issues specifically at the intersection of Middlesex Turnpike / Interstate 95 (Route 128 / US Route 3) Southbound Ramps. A summary of those general safety concerns at the intersection are as follows: Red-Light Running A representative of the Burlington Police Department noted that red-light running at the intersection of Middlesex Turnpike / Interstate 95 Southbound Ramps is prevalent and is usually caused by user frustration with congestion during peak periods. The Police representative also noted the difficulty of enforcement of red-light running and other such roadway violations in the area as there is no safe location to pull-over vehicles along the Middlesex Turnpike. Lack of Curb Reveal There is little to no curb reveal along the Middlesex Turnpike median at the intersection with the Interstate 95 Southbound Ramps. Vehicles turning left while exiting the off-ramp and vehicles making northbound U-turns tend to cross over the median during the turning movement. U-turns U-Turns are prevalent along the entire Middlesex Turnpike corridor to the north and south of the audit area. U-turns were notably occurring at the Middlesex Turnpike s intersection with the Interstate 95 Southbound Ramps on the northbound approach before the destruction of the former Burlington Dodge Raised Concrete Median along Middlesex Turnpike. Dealership site which was between Interstate 95 and the Barnes and Noble property. With the development of Middlesex Marketplace, which will be constructed on the former Burlington Dodge site, U-turns may return to this location if the site s driveway approach is not aligned with the signalized intersection. 18 Road Safety Audit Middlesex Turnpike between Wheeler Road (East) and I-95 Southbound Ramps Summary of Road Safety Audit Based on the observations and discussions, the RSA team identified safety issues along the Middlesex Turnpike corridor between Wheeler Road (East) and the Interstate 95 Southbound Ramps. Further evaluation and design work may be necessary to develop safety enhancements to the roadway and intersections. The safety issues are summarized in Table 2. For each safety issue, the RSA team has described the potential safety enhancement, its potential safety payoff, the estimated time frame for completion, the estimated construction cost, and the jurisdictional agency. Design plans are in progress for the Audit s location area and the scope of the roadway improvements shall be made consistent with the MEPA permitting review/approval process and all necessary access permits for the Burlington Research Center. The approved project limits of the improvements, to be funded by the MassWorks grant, begin just south of the I-95 southbound ramps and extend to the southbound approach to the intersection of the Middlesex Turnpike with Wheeler Road (East). The current scope will continue to be refined through coordination between the Project Team, the Town of Burlington, and MassDOT. As design plans are in the pre-25% Design phase, some potential safety enhancements will be incorporated into the design for the 25% Design Submission. The summary of potential safety enhancements are summarized in Table 3 and include a column identifying the improvements within the current project design. As the design plans progress, the safety enhancements, identified by the RSA, will be incorporated into the design to the extent feasible based upon agreements between the Project Team, the Town of Burlington, and MassDOT. The time frame is categorized as short-term (<1 year), mid-term (1 to 3 years), or long-term (>3 years). The costs are categorized as low (<$1,), medium ($1,1 to $5,), or high (>$5,1). Page 14
