1 UCKFIELD MODEL RAILWAY CLUB BENTLEY MINIATURE RAILWAY TRACK SAFETY REGULATIONS (revised July 2005) (amended April 2012)

2 REFERENCE DOCUMENTS These Regulations should be read in conjunction with the following documents:- i) Health & Safety Executive, HSG216 - Passenger-carrying Miniature Railways - Guidance on Safe Practice, issued 2001; ii) Southern Federation of Model Engineering Societies publication - Minimum Requirements for the Examination / Testing of Miniature Steam Boilers; iii) Uckfield Model Railway Club - Risk Assessment documentation. A copy of each of the above are available for reference in the Station Office at the Bentley Central station. A separate series of guidance sheets for the Signalling systems in use on the Railway are also displayed in the Station Office. The Railway is operated by Uckfield Model Railway Club and these rules apply to all staff whilst on the railway. CONTENTS 1. General Operation of the Railway 2. 3 1. General Operation of the Railway 1.1 The miniature railway operates on selected days, carrying members of the public, and at other times for the enjoyment of members of Uckfield Model Railway Club and their invited guests. These Operating Regulations shall apply at all times that the railway is in operation. 2. Responsibilities of All Staff operating the Railway 2.1 The Health & Safety at Work etc Act 1974 places responsibility upon all persons for safety, both in the workplace and elsewhere. 2.2 All persons who assist in the construction, operation and maintenance of this railway are responsible for the safety of the public and their colleagues and for all equipment in their care, as far as is reasonably practicable. 2.3 All persons operating the railway must be fully acquainted with, and obey, the relevant rules affecting them, be fully authorised as being competent to carry them out, and to carry out the instructions that may be given by other railway operating staff. 2.4 All persons operating the railway should register their presence by signing the Duty Register. The signature of personnel in this Register will serve as evidence that they have read and fully understood these regulations, and any notices, whether temporary or otherwise, posted for their guidance for the safe working of trains. 3. Competence of Staff 3.1 All persons who are to work on the railway should satisfy the Operations Manager, or authorised deputy, that they have adequate knowledge of these regulations and are competent to carry out their assigned duty. 3.2 All persons who are to work on the railway should possess a Certificate of Competence, signed by the Operations Manager or authorised deputy, indicating the duties which the named person has been authorised to carry out. 3.3 All members of staff operating the Railway must know the location of the First Aid box and the correct procedure for the reporting of incidents.

4 3.4 All staff under the age of 16 must be accompanied on site by a nominated responsible supervisor with their agreement. 4. Railway Staff Duties 4.1 Operations Manager The operating management of Bentley Miniature Railway is delegated to a Director of Uckfield Model Railway Club Ltd. This appointment shall be made each year as soon as possible following the Annual General Meeting The Operations Manager, or authorised deputy, shall be responsible for the examination of staff and the issue of Certificates of Competence relating to the staff operating the railway (See Regulation 3.2) The Operations Manager may appoint a number of members to fulfil such roles as necessary to assist him in the running of Bentley Miniature Railway. These members shall collectively be known as Bentley Operations Committee. 4.2 Safety Officer The Operations Manager may devolve all responsibilities regarding safety on Bentley Miniature Railway to the Safety Officer. The Safety Officer has overall authority on all matters regarding safety Any ruling made by the Safety Officer regarding issues of safety shall be binding until it is endorsed, or revoked, by the Operations Manager, or majority vote of Bentley Operations Committee, within 28 days. 4.3 Duty Manager For every day that operation of the railway is to take place a Duty Manager shall be nominated The Duty Manager shall be certified by the Operations Manager and shall take charge of the operation of the railway for that day.

5 4.3.3 The Duty Manager shall be responsible for ensuring that these Regulations are complied with by all persons assisting with the operation of the railway on that day. The Duty Manager shall ensure that there is adequate competent and trained staff available to fill all the necessary posts for the safe operation of the Railway. He, therefore, must have access to the list of persons who hold Certificates of Competence, and shall ensure that the particular duties allocated to staff are appropriate The Duty Manager shall be satisfied that the track is suitably clear of obstacles and free of defects before train services can start The Duty Manager shall ensure that all steam locomotives have valid boiler certificates and that physical characteristics of all locomotives are acceptable for the railway The Duty Manager shall attempt to match the supply of trains to the passenger demand, and monitor the situation continuously, whilst ensuring staff can carry out these duties safely. 4.4 Station Staff Platform Staff, including Ticket Inspectors Platform staff shall be responsible for the safe operation of the station area. Duties include support to train crews (fuel and water provision), directing train movements within the station platform area, and ensuring passengers are safely aboard, and escorted from, trains REPEALED Platform staff shall be satisfied that it is safe, once a train has stopped, before allowing intending passengers access to the platform area. Where more than one train is in the station platform area, passengers should be directed to the first train to depart and advised how they may board safely Platform staff shall ensure that passengers are safely aboard the train, and that all tickets have been inspected before asking the driver if they are ready to depart. They must then ensure that the signal indication is clear before giving a safety announcement to the passengers. Only then may they inform the guard that the train is ready for departure. If under regulation a guard is not provided on the train, then the platform staff may advise the Driver that he can proceed.

6 Platform staff shall ensure that passengers are safely disembarked from arrived trains at the correct side of the train, and that they have cleared the platform area before advising the train crew to proceed to the departure platform Platform staff must ensure that all platforms, ramps and crossing places in the station area are clear of obstructions. Any infrastructure faults found must be reported to the Duty Manager who should arrange for prompt rectification and the installation of safety barriers/notices Where possible, pushchairs, barrows, wheelchairs and luggage should be stored clear of the ramps and platforms. In exceptional circumstances, wheelchairs may be left on the platform, under the supervision of Platform staff, provided their position does not obstruct the safe movement of trains and passengers Passengers showing signs of their intention to alight from, or join, a train in motion must be warned against doing so, by any member of staff Ticket Office Staff Ticket office staff should ensure passengers are provided with the appropriate travel tickets and given guidance as necessary Ticket office staff are responsible for keeping the interior of the station building tidy. The ticket windows should be kept unobstructed when the railway is operating. 4.5 Signalmen Signalmen shall be over 18 years of age Signalmen shall be responsible for the safe movement of all trains in the section under their control. Signalmen shall direct all train and locomotive movements on the railway, except manhandled locos within the locomotive steaming bay area Signalmen shall ensure that signal and turnout operating mechanisms function correctly, and shall confirm this to the Duty Manager at the start of each operating day.

7 4.5.4 Signalmen should give clear instructions as appropriate, to all train crews, especially those relating to shunting and light engine movements If the signalman s attention is drawn to a signal fault, a note must be made in the Signalman s Record. The Signalman should then ascertain the cause of the fault and take steps to rectify the problem. Until it is rectified the Signalman should arrange for the faulty signal to be taken out of service, with adequate protection measures taken, before advising the Duty Manager and all train crews accordingly, and issue revised instructions Signal boxes must be kept strictly private; signalmen must not allow unauthorised persons to enter them, or to obstruct their view of the Railway. 4.6 Track Maintenance Staff Track maintenance should not be carried out during the operation of the railway, except where it is necessary to rectify a fault or repair damage that would otherwise prevent the safe operation of the railway Track maintenance staff should be satisfied that train movements are not taking place in the relevant section before carrying out any essential maintenance on the track Track maintenance staff should follow the directions of the Signalmen and Duty Manager, and wear a High Visibility Jacket at all times while at the lineside On completion of track maintenance or repair, the track maintenance staff shall satisfy the Signalman and the Duty Manager that it is safe for trains to restart. 4.7 Train Drivers A Driver must be the holder of a Certificate of Competence for Drivers, issued by the Operations Manager. The Certificate of Competence for a Driver should only be issued if the following conditions have been met: a. A driver should have knowledge of the locomotive and the use of the equipment, fittings and controls it may have;

8 b. A driver should have the ability to properly and safely prepare the locomotive for work including lubrication, fuelling, checking mechanical condition and that suitable braking is available; c. A driver should have the ability to couple the locomotive to its train, start smoothly and continue at a properly controlled velocity, and be able to stop the train safely under both normal and emergency conditions. d. A Driver of passenger trains should be over the age of sixteen years A Driver should obey all instructions issued by, and all signals controlled by, the Signalmen The locomotive is under the control of the Driver, but the Guard is responsible for the control of the train Except when setting-back, the Driver should be positioned at the front of the train so that he can see that the route ahead is clear A Driver should ensure that his train is properly coupled, and that his locomotive is fully ready for the journey before confirming to the Platform staff, when asked, that he is ready to start A Driver should not start his train from a station until he has been given clearance by the Platform staff, the train Guard, and the Signalman. At other locations the instructions of the Signalmen and Guard should be observed A Driver must stop the train immediately on hearing three sharp whistles from the Guard or Platform staff, or if he observes that the braking system has been operated (loss of vacuum or a brake application by the guard) When a Guard is not travelling aboard the train, the Driver must assume the Guards responsibilities. All drivers should have access to a High Visibility Jacket. 4.8 Train Guards (see also Regulation 5.1.2) A Guard is responsible for the safety of the train and should have the ability to protect the rear of the train when required. A Guard should have access to a High Visibility Jacket.

9 4.8.2 A Guard should ensure that passengers are safely aboard the train, the signal cleared, and that the Platform staff and Driver are ready, before advising the driver to proceed A Guard should be able to operate the appropriate train braking system in order to bring the train safely to a stop, and to maintain it stationary if necessary A Guard should be able to advise the Driver when it is necessary to stop the train, for whatever reason, by the use of a whistle (see Regulation 4.7.7) A Guard should ensure that the rear of the train displays a red disc or, at times of reduced visibility or darkness, a red light (see Regulation 5.1.3) The Guard needs to be in a position to enable them to see as much of the train as is reasonably practicable 5. Operation of Trains 5.1 Make-up of Trains A train may consist of one or more locomotives running light or hauling a number of vehicles. Permanently-coupled articulated vehicles do not count as one single vehicle Where more than one passenger carrying vehicle is hauled, provision shall be made for the carriage of a guard aboard the train. (See also note 5.1.7) The Guard shall be provided with an emergency brake valve for the train braking system or a hand brake (see Regulation 4.8.3) All trains shall carry a warning indicator at the rear, consisting of either a red warning disk or illuminated red lamp. In conditions of reduced visibility or darkness an illuminated red lamp must be used All trains shall be correctly coupled. Pin and Bar couplings should be used between passenger vehicles, with a securing device at the end of each coupling pin.

10 5.1.6 All trains shall be equipped with an operational audible warning device Battery Electric trains fitted so that the Driver may monitor the passengers aboard the train whilst maintaining a view of the line ahead, may, at the discretion of the safety officer, be authorised to operate without a guard. 5.2 Preparation of locomotives All locomotives must be prepared for use in designated areas away from direct contact with the public All Internal Combustion engines must be refuelled in areas away from direct contact with the public and live steam locomotives. A fire extinguisher must be available during the refuelling process, and held by a second person who is not the one refuelling the locomotive. Fuel for Internal Combustion engines must be securely stored away from the public in designated areas. 5.3 Protection of Trains If it is necessary for a stationary train to require assistance, this should be arranged with the Signalmen, who will authorise the appropriate train movements and protection If a train is detained, other than at a station, by a fixed signal for more than 1 minute the Driver or Guard must contact the signalman, utilising two-way radio where available. Where there is no clear line of sight for any approaching train, the Guard must then walk back along the track, to ensure that any following train has safely stopped at the signal to the rear, before returning to his train and advising the Driver. If it is not possible to contact the signalman AND the Driver can see that the route ahead is clear and unobstructed, he may proceed with extreme caution to the next fixed signal. In all cases the driver must ensure the guard is aboard the train before proceeding. If the next signal is at danger, the driver must repeat the procedure described in this Regulation If a signal is passed at danger, without the authority of the signalman, the train should be brought to a stand immediately by way of the emergency signal. The occurrence must also be reported to the signalman immediately.

11 6. Maintenance of Operating Records 6.1 Operating Record A Record should be maintained by the Duty Manager for each operating day, listing the locomotives in use and their respective Drivers. This Record shall also list all Club members acting as staff on, or around, the railway together with their arrival and departure times. All entries must be duly signed and initialled as appropriate by each member The Operating Record shall record details of any incident (see 6.3) The Operating Record shall be maintained independently of any such Train Registers that are maintained by the Signalman The Operating Record shall be available for inspection by the Operations Manager at any time, and by the Board of Directors upon request. 6.2 Signalmans Register The Signalman controlling the entrance to any yard or siding shall maintain a Register of all trains coming onto and leaving the running lines, together with the appropriate times. This will include the locomotive type, name and/or number, number of passenger vehicles and the service it is providing The signalman shall sign the Register when he books on or off duty, together with a note of the time Any incidents or faults relating to the Signalling equipment should be noted in the Register, and initialled by the S&T engineer when rectified The Register shall be available for inspection by the Duty Manager or Operations Manager at any time. 6.3 Recording of Incidents involving passengers The Duty Manager shall record details of any incident in the Operating Record.

12 6.3.2 Details relating to incidents should include the following information:- i) Locomotive(s) in the train(s) concerned; ii) Make-Up of train(s) including number of vehicles; iii) Braking available to the Driver(s); iv) Location of incident with sketch of position of train(s) at the time, together with estimated speed(s) and the normal operating speed for that location; v) Staff details, including Driver(s), Guard(s) Signalmen, Station staff and Duty Manager; vi) Names of Witnesses/passengers able to give useful information; vii) Details of investigations initiated into the cause of the incident (reports from witnesses and train crew to be attached on separate papers) The Duty Manager must issue a copy of that day s pages of the Operating Record to the Operations Manager, the Safety Officer and the Secretary of Bentley Operations Committee immediately following any incident. The Safety Officer must inform the Insurance Secretary of the Southern Federation of Model Engineering Societies, in writing, within SEVEN days of the incident. If this is not possible the Operations Manager himself must inform the Insurance Secretary, again within SEVEN days, and issue a copy of his correspondence to the Safety Officer at the earliest opportunity. 7. Description of Fixed Signals 7.1 This section is a summary of the important elements of the signalling used on the Railway. A more comprehensive and illustrated guidance sheet is available, and on display in the Station Office and Signal boxes for reference The Railway uses two- three- and four-aspect colour light signals for normal control and protection of trains, with colour light shunting, or position light / position light ground signals, for control of other train movements. Hand signals may also be used by the signalman where required.

13 7.1.2 Where two-aspect signals are used, they show either a red or a yellow light. A Red light means STOP - do not proceed; a Yellow light means proceed with caution, but prepare to stop at the next signal which may be at Red Where three-aspect signals are used, they show a Red, Yellow or Green light. A Red light means STOP - do not proceed; a Yellow light means proceed with caution, but prepare to stop at the next signal which may be at Red; a Green light means proceed to the next signal Where four-aspect signals are used, they show a Red, Yellow, two Yellows or a Green light. A Red light means STOP - do not proceed; a Yellow light means proceed with caution, but prepare to stop at the next signal which may be at Red; two Yellow lights mean proceed with caution, as the next signal may be at Yellow; a Green light means proceed to the next signal Subsidiary, or route indicating, lights comprising three White lights may be fitted to certain signals, and where fitted are located above the main aspect lights. These indicate diverging routes and, when illuminated, show the direction of the subsidiary route selected Calling-on signals, and Position Light and Position Light Ground Signals are able to display two Red lights, a Red and White light or two White lights. The display of two White lights means proceed with caution beyond this signal Position Light Ground Signals may display two yellow lights. This display authorises a driver to proceed beyond the signal, on the shunting line only. Before passing the signal on to the main line, two white lights must be displayed. 7.2 Signals displaying no light must be assumed at Danger - do not proceed without specific authority from the Signalman. 7.3 A White Cross placed across the face of a signal means it is not in use and may be assumed to be a signal showing a Yellow light - proceed with caution, but prepare to stop at the next signal. 7.4 In addition to signals, sign boards are placed to indicate such hazards as level crossings, permanent and temporary speed restrictions, and instructions for drivers to sound warnings.

14 7.5 Other signals are hand signals displayed by the Signalman, Train Guards, Track Maintenance Staff and level crossing Gatekeepers. They should take the form of coloured flags raised and held steady above shoulder-height - Red means STOP, Yellow means proceed with caution and Green means proceed as normal to the next fixed signal. 8. Level Crossings and Gatekeepers 8.1 There are three types of Level Crossing employed on the railway. Accommodation crossings for use by railway staff, including where necessary vehicular access; user operated crossings; and controlled barrier crossings. Except in the case of the user operated crossings, crossings on the railway are not considered a right of way by others. 8.2 Accommodation Crossings Where a vehicle or other slow moving operation requires access using one of the accommodation crossings, authority must be sought from the signalman, who in turn must protect such a movement by displaying a red aspect on the protecting signal When not in use, all access gates on to the railway site shall be kept locked to allow the passage of trains, unless monitored locally by railway staff. 8.3 Controlled Barrier Crossings Level crossings are provided for the purpose of vehicular access, agricultural stock access and on days of special events in the adjacent Railway Field, public pedestrian access across the line of the railway The crossing gates shall normally be secured to allow the passage of trains, unless being controlled by a member of railway staff, either locally or remotely The signalman shall ensure the crossing is protected with a red signal on approach when the gates are closed across the railway.

15 8.4 User Operated Crossings The railway is crossed by a public footpath. Here the railway does not have a right of way, and approaching trains must exercise caution when traversing this area. Trains will give way to pedestrians using the crossing Trains approaching a user operated crossing must slow to be able to stop before the crossing, and sound a warning whistle. Drivers shall give way to any pedestrian crossing, or about to cross the track, and ensure that it is safe to cross before moving off Pedestrians will additionally be warned of an approach by localised warnings. This may be by lineside equipment or by a member of staff The crossing will not be used at times of darkness unless illuminated. 8.5 Gatekeepers should ensure that trains are normally given priority and that the level crossing gates are secured before allowing the passage of trains. Gatekeepers should wear High Visibility Jackets.
