Read this manual completely before attempting to operate the vehicle. Smeal Fire Apparatus Co. Fire fighting apparatus are engineered for maximum versatility and dependability under a wide range of operating conditions. The principles presented in this manual are limited to the facts related directly to operation of the apparatus, while the responsibility for application of these principles belongs to the Fire Department. The efficiency of the Fire Department can be improved by periodically reviewing the information presented in this operator s manual and by holding hands-on operational drills. All directional references such as front, rear, left side and right side are as the part is viewed when seated in the cab driver s seat. The driver s side will be the left hand side at all times. Operator safety and the safety of personnel around the vehicle depend on the vehicle operator s care and judgment when operating, servicing or maintaining the vehicle. All information and specifications contained in this manual are based on the latest information available at the time of printing. Illustrations in this manual are intended for reference use only. Box 8, 610 West 4th Snyder, NE Phone (402) Fax (402) Definitions The following terminology utilized in this manual shall have the following relevant definitions. These definitions shall apply to insure that the Department understands what is meant by the use of any defined term. The definitions contained in this chapter shall apply to the terms used in this standard. Where terms are not included, common usage of the terms shall apply. Acceptance. An agreement between the purchasing authority and the contractor that the terms and conditions of the contract have been met. Aerial Device. An aerial ladder, elevating platform, or water tower that is designed to position personnel, handle materials, provide continuous egress, or discharge water. Aerial Fire Apparatus. A vehicle equipped with an aerial ladder, elevating platform, aerial ladder platform, or water tower that is designed and equipped to support fire fighting and rescue operations by positioning personnel, handling materials, providing continuous egress, or discharging water at positions elevated from the ground. Aerial Ladder. A self- supporting, turntable-mounted, power-operated ladder of two or more sections permanently attached to a self-propelled automotive fire apparatus and designed to provide a continuous egress route from an elevated position to the ground. Air Control Panel. A consolidated arrangement of valves, regulators, gauges, and air system piping at a location that allows the operator to monitor and control the airflow and pressure within the air system from a centralized location. Air Tank. A storage vessel meeting the requirements of either U.S. Department of Transportation (DOT) or American Society of Mechanical Engineers (ASME) and used to store an accumulation of air under pressure. Approved. Acceptable to the authority having jurisdiction. Revised 6/28/05 Page 5 of 70

6 Authorized Person. A person approved or assigned to perform specific types of duties or to be at a specific location at the job site. Base Rail. The lower chord (rail) of an aerial ladder to which rungs and reinforcements are attached. Base Section. The first or bottom section of an aerial device. Bonding. The permanent joining of metallic parts to form an electrically conductive path that will ensure electrical continuity and the capacity to conduct safely any current likely to be imposed. Boom. An assembled section of an aerial device. The boom construction can be of the stressed skin box beam type, the trussed lattice type, or the open U truss-type design. Breathing Air. A respirable gas mixture derived from either normal atmospheric air for from manufactured synthetic air, stored in a compressed state in storage cylinders and respirator breathing air cylinders, and supplied to the user in gaseous form. Breathing Air System. The complete assembly of equipment such as compressors, a purification system, pressure regulators, safety devices, manifolds, air tanks or receivers, and interconnected piping required to deliver breathing air. Chassis. The basic operating motor vehicle including the engine, frame, and other essential structural and mechanical parts, but exclusive of the body and all appurtenances for the accommodation of driver, property, or passengers, appliances, or equipment related to other than control. Common usage might, but need not, include a cab (or cowl). Compound Gauge. A gauge that indicates pressure both above and below atmospheric pressure. Continuous Duty. Operation at a constant rated load for an indefinitely long period. Continuous Egress. A continuous exit or rescue path down an aerial device from an elevated position to the ground. Creeper Control. An optional set of aerial controls that are located at the ladder tip that allows the operator located at the ladder tip to control all ladder functions at a reduced maximum speed. Dead Load. The weight of the aerial device structure and all materials, components, mechanisms, or equipment permanently fastened thereto. Defect. A discontinuity in a part or a failure to function that interferes with the service or reliability for which the part was intended. Department. The Fire Department (or other entity) in charge of maintaining, operating, or otherwise interacting with, or in possession of; the Smeal Aerial Ladder. Deploy(ed). The completing or completion of one function. Several deploying functions can be performed before the subject may be considered as being fully deployed. ("stow" is opposite) Discharge Outlet Size. The nominal size of the first fire hose connection from the pump on a discharge. Documentation. Any data or information supplied by the manufacturer or contractor relative to the apparatus, including information on its operation, service, and maintenance. Revised 6/28/05 Page 6 of 70

7 Dual Positional Waterway. An optional feature that allows the water monitor and nozzle to be positioned at the end of the fly section (water tower) or at the second last fly section (rescue). There are two types of actuations found on Smeal ladders, one is manual that requires physical movement of a T handle located near the monitor and the other is electric actuated with controls located at the main control station. Dump Valve. A large opening from the water tank of a mobile water supply apparatus for unloading purposes. Elevating Platform. A self- supporting, turntable-mounted device consisting of a personnelcarrying pla tform attached to the uppermost boom of a series of power-operated booms that articulate, telescope, or both; and that are sometimes arranged to provide the continuous egress capabilities of an aerial ladder. Fire Apparatus. A vehicle designed to be used under emergency conditions to transport personnel and equipment, and to support the suppression of fires and mitigation of other hazardous situations. Fire Pump. A water pump with a rated capacity of 250 gpm (1000 L/min) or greater at 150 psi (1000 kpa) net pump pressure that is mounted on a fire apparatus and used for fire fighting. Fully Deploy(ed). Meaning all Mfg. Recommended procedures and guidelines have been performed according to this manual by the Qualified Person. In most cases, this will include several functions or sets of instructions. The Qualified Person is responsible for ensuring that this term is understood. ("fully stow" is opposite) Fly Section. Any section of an aerial telescoping device beyond the base section. Gallon. United States gallon. Gauge. A round, analog pressure- indicating device that uses mechanical means to measure pressure. Gauge Pressure. Pressure measured by an instrument where the pressure indicated is relative to atmospheric pressure. Grade. A measurement of the angle used in road design and expressed as a percentage of elevation change over distance. High-Idle Speed Control. A control or switch system that provides a means to increase the engine operating speed from an idle condition to a higher preset operating speed. Instability. A condition of a mobile unit in which the sum of the moments tending to overturn the unit exceeds the sum of the moments tending to resist overturning. Interlock. A device or arrangement by means of which the functioning of one part is controlled by the functioning of another. Label. A visual indication whether in pictorial or word format that provides for the identification of a control, switch, indicator, or gauge, or the display of information useful to the operator. Labeled. Equipment or materials to which has been attached a label, symbol, or other identifying mark of an organization that is acceptable to the authority having jurisdiction and concerned with product evaluation, that maintains periodic inspection of production of labeled equipment or materials, and by whose labeling the manufacturer indicates compliance with appropriate standards or performance in a specified manner. 8 Ladder Section. A structural member normally of an open U truss-type design that includes the rungs and comprises the base or fly section of an aerial ladder. Live Load. Forces acting on the aerial device from personnel, portable equipment, water, and nozzle reaction. Load Limit Indicator. A load indicator or an instruction plate, visible at the operator s position, that shows the recommended safe load at any condition of an aerial device s elevation and extension. Manufacturer. The person or persons, company, firm, corporation, partnership, or other organization responsible for turning raw materials or components into a finished product. Miscellaneous Equipment. Portable tools and equipment carried on a fire apparatus not including suction hose, fire hose, ground ladders, fixed power sources, hose reels, cord reels, breathing air systems, or other major equipment or components specified by the purchaser to be permanently mounted on the apparatus as received from the apparatus manufacturer. Momentary Switch. A switch that returns to the neutral position (off) when released. Multiple Configuration. Variable configurations or positions of the aerial device (e.g., elevation, extension) in which a manufacturer s different rated load capacities are allowed. National Hose Thread (NH). A standard screw thread that has dimensions for inside (female) and outside (male) fire hose connections as defined in NFPA 1963, Standard for Fire Hose Connections. Nozzle Reaction. Force that occurs when a water stream is discharged from the nozzle. Not Recommended By The Mfg. A defined situation or operation that is being outlined ONLY for the information of the Qualified Person or Department. Although the situation or operation may be outlined, execution of the information is NOT RECOMMENDED BY SMEAL. Operator s Panel. A panel containing gauges, switches, instruments, or controls where an operator can visually monitor the applicable functions. Override. A system or device used to neutralize a given action or motion. Override (Aerial Device). The takeover of all aerial device movement control functions by an operator at a second control station. Plate. A visual indication whether in pictorial or word format that provides instruction to the operator in the use of a component on the apparatus. Preconnected Hose Line. A hose line that is stored on the apparatus already connected to an outlet on a pump and that can be charged by the activation of one discharge valve. Properly. In accordance with the manufacturer s specifications or as recommended by the manufacturer. PSI. Pounds per square inch. PTO. Power takeoff. Revised 6/28/05 Page 8 of 70

9 Pump Operator s Panel. The area on a fire apparatus that contains the gauges, controls, and other instruments used for operating the pump. Pump Operator s Position. The location from which the pump operator operates the pump. Purchaser. The authority having responsibility for the specification and acceptance of the apparatus. Qualified Person. A person who, by possession of a recognized degree, certificate, professional standing, or skill, and who, by knowledge, training, and experience, has demonstrated the ability to deal with problems relating to a particular subject matter, work, or project. Quint. Fire apparatus with a permanently mounted fire pump, a water tank, a hose storage area, an aerial ladder or elevating platform with a permanently mounted waterway, and a complement of ground ladders. Rated Capacity (Aerial Device). The total amount of weight of all personnel and equipment that can be supported at the outermost rung of an aerial ladder or on the platform of an elevating platform with the waterway uncharged. Rated Capacity (Water Pump). The flow rate to which the pump manufacturer certifies compliance of the pump when it is new. Recommended Procedures & Guidelines. Procedures and guidelines as set forth in this manual to obtain a desired outcome or result. Shall. Indicates a mandatory requirement. Should. Indicates a recommendation or that which is advised but not required. Sign. A visual indication whether in pictorial or word format that provides a warning to the operator or other persons near the apparatus. Slow-Operating Valve. A valve that has a mechanism to prevent movement of the flow regulating element from the fully closed position to the fully opened position or vice versa in less than 3 seconds. Split Shaft PTO. A power takeoff (PTO) drive system that is inserted between the chassis transmission and the chassis drive axle and that has the shift mechanism necessary to direct the chassis engine power either to the drive axle or to a fire pump or other accessory. Stabilizer. A device integral with or separately attached to the chassis of a fire apparatus with an aerial device that is used to increase the moments tending to resist overturning the apparatus. Stabilizer Pad. A plate inserted beneath a stabilizer shoe to give greater surface bearing area. Stabilizer Shoe. A permanently mounted shoe on a stabilizer to provide a ground surface area. "Standard Operating Procedure"(S.O.P). Department defined procedures defined by the Department and for the Department. The Department is responsible for SOP and the resulting effect or outcome of the implementation of any SOP. Switch. Any set of contacts that interrupts or controls current flow through an electrical circuit. Tip Lash. Dynamic, Elastic structural movement of the structure which is greatly magnified in force and speed, at the tip of the structure. Revised 6/28/05 Page 9 of 70

10 Top Rail. The top chord (rail) of an aerial ladder to which reinforcements are attached. Turntable. A structural component that connects the aerial device to the chassis and stabilization system through a rotating bearing that permits 360-degree continuous rotation of the aerial device. Turntable Alignment Indicator. An indicator that facilitates alignment of the aerial device with the boom support for bedding purposes. Ultimate Strength. The ultimate strength of a material in tension, compression, or shear, respectively, is the maximum tensile, compressive, or shear stress that the material can sustain, calculated on the basis of the ultimate load and the original or unrestrained dimensions. Water Flowing. The condition of the aerial waterway containing water (being "charged"); whether under pressure, standing, or flowing from the monitor, nozzle, or preconnect. Waterway Dry. The condition of the aerial waterway containing NO water. Yield Strength. The stress at which a material exhibits a specified permanent deformation or set. Revised 6/28/05 Page 10 of 70

11 Aerial Ladder Manual Scope This manual is formatted in a step by step fashion. The ONLY safe, Mfg. Recommended method for use of the Smeal Aerial Ladder, is to perform each step as directed, and ONLY as directed in this manual. Skipping pages or information in this manual IS NOT RECOMMENDED BY THE MFG.! This manual is intended to provide Manufacturer recommended guidelines and procedures for the safe operation of the Smeal Elevating Aerial Ladder to the Qualified Person. This manual will also outline Aerial Ladder rated capacities which shall be observed at all times by the Qualified Person. Fire fighting and rescue operation of the Aerial Ladder shall in all cases be performed by a competent Qualified Person. This Operator shall have read in entirety, and have a thorough understanding of all information presented in this manual. The Qualified Person & the Department shall be responsible for any and all S.O.P. & operation of the Elevating Aerial Ladder. The responsibility for the result or outcome of any S.O.P. or operation shall rest with the Qualified Person & the Department. Introduction The Smeal Aerial Ladder is designed with the best engineering, technology, materials, and workmanship available. All industry standards and specifications are met or exceeded in order to provide persons in the Fire Service with the safest, most easily operated, and most durable tool with which to achieve their goal. If properly maintained and operated, the Aerial Ladder will provide years of trouble free service. It is our pleasure at Smeal Fire Apparatus Co., to be of service to you. Safety Information Smeal Fire Apparatus hereby states that the Department and the Qualified Person shall obey all Safety Warnings contained within this manual in ALL CASES, REGARDLESS OF THE SITUATION ENCOUNTERED. This Symbol Is Used Throughout The Manual To Call Special Attention To Information That If Not Followed; Could Result In The Apparatus Stability Being Compromised, And / Or Serious Injury Or Death To The Operator And All Persons On Or Near The Aerial Ladder. 12 SAFETY WARNING! The Qualified Person shall NEVER move the apparatus unless the aerial ladder is fully retracted and in the bedded position & all stabilizers have been completely and fully stowed. SAFETY WARNING! The Qualified Person shall NEVER allow ANY PERSON to be in physical contact with, remove equipment, climb on, be in close proximity to, or touch ANY PART of the apparatus while the apparatus is being setup for operation!!!! This shall mean that NO ONE will contact the apparatus until the Qualified Person has given authorization for such activity to begin!! This shall prevent personnel from becoming injured from stabilizer operation, apparatus movement, and electrical hazards! The Qualified Person shall only give such authorization AFTER the apparatus is Fully Deployed in accordance with this manual!!! Furthermore, NO ONE shall climb on or be on top of ANY part of the apparatus when the aerial or stabilizers operate! Personnel shall only be allowed on the TURNTABLE during aerial operations!! 13 Aerial Ladder Hydraulic Functions The Ladder hydraulic operating system consists of extension cylinders, elevation cylinders, and a turntable rotation motor and brake. The Ladder hydraulic system is supplied by high pressure hydraulic lines that are routed through the hydraulic swivel to allow for continuous 360º rotation. All three Aerial Ladder functions may be operated simultaneously or one at a time with minimal or no loss of speed and power. This will allow the Qualified Person to smoothly and rapidly position the Aerial Ladder as required to achieve a goal. The Qualified Person shall at all times engage and disengage the hydraulic valves at the turntable control station, slowly and smoothly. Rapid starts and stops at the turntable control station will cause Tip Lash, and shall be avoided at all times. Proportional "joystick" aerial controls located at the pump panel and / or rear control station (if provided); have an automatic "ramp" feature, meaning that if they are engaged or disengaged abruptly; the hydraulic pressure will "ramp" up to full speed, thus providing a smooth transition from start to stop, or visa-versa. Ladder elevation (2) & extension (4) cylinders are equipped with integral hydraulic holding valves to protect the Aerial Ladder from lowering in the event of a severed hydraulic line or system failure. Extension cylinders are also equipped with counterbalance valves to ensure smooth and positive operation, and protect the system from failure and overload. The turntable is rotated by a hydraulic motor with a planetary gear drive system. A hydraulically released spring brake provides positive stops of aerial turntable rotation. The spring brake is automatically controlled by the same valve that controls the turntable rotation motor. For safety reasons, hydraulic pressure is allowed to flow to either the stabilizer circuit or the Aerial Ladder circuit, but never to both at the same time. This function is controlled by a diverter valve that is actuated at the rear control station. Revised 6/28/05 Page 13 of 70

FLAT GROUND RATED CAPACITY 500 Lbs. At the outermost rung of the fly section. 5º INITIAL SLOPE RATED CAPACITY 500 Lbs. At the outermost rung of the fly section, turntable level to within 3.5º or better by deployment of the stabilizers. Aerial with waterway, water flowing at 1,250 GPM in any direction, all elevations, all extensions, all stabilizers fully deployed per manufacturer s Recommendations. 500 Lbs. At the outermost rung of the fly section. 500 Lbs. At the outermost rung of the fly section, turntable level to within 3.5º or better by deployment of the stabilizers. Aerial with Dual Position waterway, waterway dry in Rescue Position, all elevations, all extensions, all stabilizers fully deployed per manufacturer s Recommendations. Aerial with NO waterway, all elevations, all extensions, all stabilizers fully deployed per manufacturer s Recommendations. 750 Lbs. At the outermost rung of the fly section. 750 Lbs. At the outermost rung of the fly section, turntable level to within 3.5º or better by deployment of the stabilizers. Aerial Waterway Rated Flow The maximum rated flow for the waterway is 1,250 GPM. 15 Stabilizer Types Standard Penetration Stabilizers: On initial slopes of 5º to 7º, the above capacities shall be reduced by 50%. On Initial slopes greater than 7º, Operation is NOT RECOMMENDED by the Mfg. In all cases, the turntable must be leveled to within 3.5º to retain the full rated capacities above. See Optional Equipment for models with "extra penetration" stabilizer jacks. Extra Penetration Stabilizers Some aerial ladder models are equipped with extra penetration stabilizer jacks. These jacks will allow the Qualified Person to level the apparatus turntable to within 3.5º on initial slopes greater than 5º to 7º, which will allow the aerial to maintain full rated capacities. FOR THESE MODELS ONLY: On initial slopes of 7º to 9º, the above capacities shall be reduced by 50%. On Initial slopes greater than 9º, Operation is NOT RECOMMENDED by the Mfg. In all cases, the turntable must be leveled to within 3.5º to retain the full rated capacities above. SAFETY WARNING! The apparatus shall not be deployed or operated on an initial side slope of greater than 5º to 7º at anytime (or 7º to 9º for models equipped with Extra Penetration Stabilizer Jacks ). Should slope deployment become necessary, the turntable must be leveled to within 3.5º by placement of the stabilizers. All stabilizers shall be fully extended, and all possible weight supported by the stabilizers. SAFETY WARNING! When deployment takes place on any slope with any model, the Qualified Person is responsible for taking measures to prevent the apparatus from sliding! Death or serious injury can occur to persons on or near the apparatus if it slides down a slope!! Positioning of the Apparatus for Aerial Stabilizer Deployment SAFETY WARNING! The Qualified Person shall NEVER allow ANY PERSON to be in physical contact with, remove equipment, climb on, be in close proximity to, or touch ANY PART of the apparatus while the apparatus is being setup for operation!!!! This shall mean that NO ONE will contact the apparatus until the Qualified Person has given authorization for such activity to begin!! This shall prevent personnel from becoming injured from stabilizer operation, apparatus movement, and electrical hazards! The Qualified Person shall only give such authorization AFTER the apparatus is Fully Deployed in accordance with this manual!!! Revised 6/28/05 Page 15 of 70

16 Furthermore, NO ONE shall climb on or be on top of ANY part of the apparatus when the aerial or stabilizers operate! Personnel shall only be allowed on the TURNTABLE during aerial operations!! It is vitally important that the apparatus be placed in the best location possible for safe Aerial Ladder operation. Following is a list of Manufacturer recommended guidelines to help locate the apparatus for safe operation under most conditions. SAFETY WARNING! When the apparatus is equipped with an optional water pump and it is to be engaged, the Qualified Person shall consult the OEM pump manual for, and follow all recommendations set forth by the OEM for apparatus location! Note: For further instruction on engagement of an optional water pump, refer to section Standard And Optional Equipment Purpose And Operation in this manual. 1. The Qualified Person shall in all cases, closely examine the area where the apparatus and stabilizers are to be deployed. The area shall be as flat and solid as possible (i.e.; reinforced concrete). If the Department determines it is not possible to deploy the apparatus on a hard surface, sufficient shoring shall be used under the stabilizer jack pads and auxiliary stabilizer plates. The Department should develop an S.O.P. for this. SAFETY WARNING! Never allow the stabilizers to be deployed on or near manhole covers, storm sewers, etc,. If ICY surface is present, the F.D. shall take necessary measures before deployment! SAFETY WARNING! Avoid overhead electrical power lines! The Aerial Ladder is not insulated. If the Ladder comes into close proximity and/or contacts any electrical power source, severe injury or death may occur to the Qualified Person, Ladder occupants, and possibly persons in close proximity to any part of the apparatus. Remember, the only safe power line is a DISCONNECTED power line. 2. The Qualified Person shall select an area that will provide sufficient room for the stabilizers to be fully extended. This is a span of 16' to 18' (model dependant), or 13 ½' for the 55' model. If space is limited, the apparatus shall be placed where the stabilizers on the side of the apparatus that the Aerial Ladder is to be used on; can be Revised 6/28/05 Page 16 of 70

17 fully extended and fully deployed. This would be known as a Short set condition. SAFETY WARNING! Never rotate the Aerial Ladder on the side of the apparatus where the stabilizers are not fully extended & fully deployed. Override procedures and short set procedures are covered later in this manual for the Qualified Person. SAFETY WARNING! Occupying the ladder during icy conditions is not recommended. SAFETY WARNING! Body Obstructions!! The Qualified Person Must be aware at all times that the truck body may present an obstruction to Aerial Ladder operations, particularly when operating at low elevations in the front 160 of rotation. This is the Qualified Person s responsibility!! 3. During conditions of sub freezing weather when the waterway (if so equipped), is to be charged and utilized, the Qualified Person shall avoid positioning the Aerial Ladder in water overspray. This will help minimize the chance of ice build up on the Aerial Ladder sections. SAFETY WARNING! If the possibility of ice build-up is present, the Aerial loadminder shall be checked often by the Qualified Person to insure that the Aerial does not become overloaded. If ice build-up becomes excessive, the Ladder shall be retracted and bedded. The Department shall take measures to remove ice from the structure, taking care not to damage any part of the Aerial structural assembly or electric components. SAFETY WARNING! The apparatus shall not be deployed or operated on an initial side slope of greater than 5º to 7º at anytime (or 7º to 9º for models equipped with Extra Penetration Stabilizer Jacks ). Should slope deployment become necessary, the turntable must be leveled to within 3.5º by placement of the stabilizers. All stabilizers shall be fully extended, and all possible weight supported by the stabilizers. 4. During forward slope conditions, models with only 2 rear extending type stabilizers, shall be parked with the turntable on the downhill side of the slope. 5. The Qualified Person shall also observe the area for any overhead obstructions such as electrical cable, buildings, trees, etc, which may interfere with Ladder operations. 18 SAFETY WARNING! The Aerial Ladder is a cantilevered structure and designed only for operation in the unsupported configuration. This means that the Ladder is only designed to be supported by its elevation cylinders. The Qualified Person shall NEVER allow the Ladder or ladder sections to be placed resting on any type of support such as a window or building ledge, or any other structure; to attempt to increase load capabilities. This may cause an effect opposite of that desired! SAFETY WARNING! Always use Wheel Chocks! Place these wheel chocks in front of and behind apparatus wheels immediately after parking apparatus in desired location. In most cases, the wheel chocks should be placed on the wheels of the front axle. An S.O.P. shall be developed! 6. The apparatus has now been positioned for stabilizer deployment by the Qualified Person. The Qualified Person shall be certain that all of the above safety warnings have been observed. Following are instructions on stabilizer operating systems & stabilizer deployment. The PTO The PTO drives the main hydraulic pump which in turn provides hydraulic pressure to all Aerial Ladder hydraulic systems. The PTO engagement controls are located in the apparatus cab. After becoming familiar with this section, the Qualified Person shall engage the PTO to prepare for stabilizer deployment. NOTE: When the apparatus is equipped with a PTO Driven Generator, the Aerial PTO may drive both the main aerial hydraulic pump and the generator hydraulic pump. This means that the "aerial PTO" must be engaged to run the generator. If the generator is to be used and the aerial is not to be used, the diverter switch at the rear control station shall be in the "neutral" position. PTO on apparatus equipped with automatic transmission & hydraulic shift (hot shift) PTO. Engagement is as follows: 1. Set the parking Brake. 2. Shift transmission gear selector lever to neutral position. 3. Activate the aerial master switch. 4. Activate the PTO switch. Revised 6/28/05 Page 18 of 70

19 DISENGAGING THE PTO IS BASICALLY THE REVERSAL OF THE ABOVE PROCEDURES. The Qualified Person shall now perform the above steps. All of the above controls are located in the cab. The Stabilizers The stabilizers are provided as a means to assure a wide, stable base on which the apparatus will rest during Ladder operation. The stabilizer control station is at the rear of the apparatus, and the controls are located so the Qualified Person may observe deployment of each stabilizer independently. Stabilizer Safety Provisions: Each stabilizer is provided with two individual safety systems to insure that the stabilizers jack cylinders will not retract at any time during aerial operations. These systems are as follows. 1. Each stabilizer jack cylinder is provided with an integral hydraulic holding valve to protect against vertical retraction due to a hydraulic system failure. A failure would be a burst hydraulic hose, sudden loss of hydraulic system pressure, etc. These holding valves operate automatically by opening and closing whenever a hydraulic stabilizer control valve is actuated, and require no Qualified Person activation. These holding valves will retain the stabilizers in the fully stowed position or the fully deployed position. 2. Each stabilizer jack cylinder tube is also provided with safety pin holes in the lower part of the jack cylinder tube, which will become visible when the jack cylinder is lowered. Manual safety pins are provided by Smeal Fire Apparatus Co. for insertion in these holes. The pins are used by installing one pin in the uppermost hole visible in each stabilizer jack tube, after all stabilizers have been deployed and all stabilizer deployed indicator lights are illuminated. The pins shall be installed with the pin handle oriented as illustrated. tubes. SAFETY WARNING! Stabilizer manual safety pins shall be used whenever possible. There maybe instances when setting up on severe slopes where it may not be possible to utilize the pins in all stabilizer jack Revised 6/28/05 Page 19 of 70

20 Type And Number Of Stabilizers Provided Rearmount Aerial Ladders are equipped with two types of stabilizers. The first type is Extending and the second is Non Extending. Depending on the size of the Aerial Ladder provided, one type or both types of stabilizers may be provided with the apparatus. Extending Type stabilizers are characterized as such due to the fact that they are deployed by first extending the stabilizer beam fully horizontally, and then deploying the jack cylinder vertically to the ground. (two separate hydraulic functions) Non Extending Type stabilizers are characterized as such due to the fact that a stabilizer beam does not extend horizontally, only the jack cylinder is deployed vertically down. (one hydraulic function) Stabilizer Controls and Descriptions The stabilizer control panels are located at the rear of the apparatus and allow the Qualified Person to observe each stabilizer being deployed independently. A description of the controls on the center panel is as follows: 1. Diverter Valve Switch This electrical switch operates a diverter valve that directs oil to either the stabilizer hydraulic system or the Aerial Ladder hydraulic system. 2. Manual Override Diverter Valve This is a manual switch that performs the same function as the Diverter Valve Switch, and is used if the Revised 6/28/05 Page 20 of 70

21 electrical Diverter Valve Interlock malfunctions. This manual switch is also used as an Emergency Override During SHORT SET Procedures. SAFETY WARNING! Any Emergency Override shall be operated only by the Qualified Person! The use of an Emergency Override indicates either a system malfunction or an emergency condition, neither of which shall be handled by personnel other than those persons who are qualified as a Qualified Person, in accordance with this manual. 3. PTO Indicator Light Illuminates to show when the PTO is engaged. 4. Hi Idle Switch When activated, this switch will increase the apparatus engine speed to a preset RPM. 5. Emergency Pump Switch (EPU) When activated, this switch activates the electrical auxiliary hydraulic back-up pump. SAFETY WARNING! The Emergency Pump shall be operated only by the Qualified Person! The Emergency Pump is only designed for performing limited functions in an Emergency Situation. This pump switch shall be activated simultaneously with a hydraulic function lever, and shall be de-activated the same way or air will be introduced into the hydraulic system. 6. Stabilizer Deployed Indicator Lights These lights are green in color and will illuminate individually as each stabilizer is deemed by the system to be deployed satisfactorily for aerial operation. 7. Leveling Bubble (s) - This leveling bubble is provided to aid the Engineer in setting up the apparatus as level as possible. 8. Hydraulic Function Levers These levers are located on both rear outside edges of the apparatus. These levers have black handles and each lever is labeled front or rear, in & out, up & down for extending type stabilizers. 22 Initial Deployment of the Stabilizers All Conditions (except short set) SAFETY WARNING! The Qualified Person shall NEVER allow ANY PERSON to be in physical contact with, remove equipment, climb on, be in close proximity to, or touch ANY PART of the apparatus while the apparatus is being setup for operation!!!! This shall mean that NO ONE will contact the apparatus until the Qualified Person has given authorization for such activity to begin!! This shall prevent personnel from becoming injured from stabilizer operation, apparatus movement, and electrical hazards! The Qualified Person shall only give such authorization AFTER the apparatus is Fully Deployed in accordance with this manual!!! Furthermore, NO ONE shall climb on or be on top of ANY part of the apparatus when the aerial or stabilizers operate! Personnel shall only be allowed on the TURNTABLE during aerial operations!! SAFETY WARNING! The Qualified Person shall NEVER operate the aerial in any position, or rotate the aerial on the side of the apparatus where the stabilizers have not been fully deployed. This means that all stabilizers SHALL be fully extended out and down, each shall be weight supporting, each stabilizer deployed indicator light shall be illuminated, and all safety pins and auxiliary pads shall be in place. After the Qualified Person has positioned the apparatus for aerial stabilizer operation and engaged the PTO and aerial master switch; the Qualified Person is now ready to deploy all stabilizers. SAFETY WARNING! The Qualified Person shall at all times observe every movement of the stabilizer to ensure that all personnel stand CLEAR! Death or serious injury may result if these instructions are not followed! 1. The Qualified Person shall check the PTO Engaged Indicator Light to insure it is illuminated, and that wheel chocks are in place. 2. The Qualified Person shall next set the Diverter Valve switch to the stabilizer position. 3. The Qualified Person shall now activate the High Idle Switch. (the engine speed will advance to the preset RPM) Revised 6/28/05 Page 22 of 70

23 4. The Qualified Person shall fully extend (horizontally), all stabilizer box beams (on extendable type stabilizers) using the hydraulic function control levers labeled in & out, paying close attention to each stabilizer beam as it extends, for any obstructions. Before leaving the control station, it shall be neutralized by simply placing the Diverter Valve switch back to the neutral position. SAFETY WARNING! The Qualified Person shall ensure that all stabilizer beams are fully extended! 5. The Qualified Person shall locate all auxiliary stabilizer pads ( stored in sliding brackets close to the stabilizer, under the body of the apparatus), and position each auxiliary pad under the area where the stabilizer jack tubes and pads will contact the ground. (do this for all extendable and non-extendable type stabilizers) (note: the non-extendable type stabilizers will still be flush with the body and located immediately behind the cab) 6. The PTO is now engaged, the Diverter Valve is switched to the "neutral" position, all stabilizers have been horizontally extended and the auxiliary pads are in place. The Qualified Person shall now execute the following instructions to complete stabilizer deployment under the appropriate set of following circumstances. During the following steps, the manufacturer recommends & the Department shall keep in mind, that one set of tires shall be allowed to stay in contact with the ground. (contact patch) This shall be done to provide additional resistance to the apparatus sliding on slippery surfaces. Revised 6/28/05 Page 23 of 70

24 A. Stabilizer Deployment under Normal Conditions on a Flat Surface. SAFETY WARNING! The Qualified Person shall at all times observe every movement of the stabilizer to ensure that all personnel stand CLEAR! Death or serious injury may result if these instructions are not followed! REMEMBER, YOU NEUTRALIZED THE CONTROL STATION IN THE LAST SET OF STEPS. TO PERFORM THE FOLLOWING STEPS, THE QUALIFIED PERSON MUST SWITCH THE DIVERTER VALVE BACK TO STABILIZER 1. The Qualified Person shall ensure that "initial deployment" has been performed and that all extendable type front and rear stabilizers, are fully horizontally extended. The Qualified Person shall select either the right or left side of the apparatus and lower all stabilizer jacks on that side of the apparatus simultaneously, using the appropriate hydraulic function control lever(s). The jack(s) shall be lowered until the appropriate stabilizer deployed indicator light(s) are illuminated on the control panel. (NOTE: if the apparatus is equipped with non-extending type stabilizers at the front, the Qualified Person shall be aware that these will most likely reach the ground before the extending type) (NOTE: The aerial operational system contains an interlock that requires that at least one side, either left or right, have stabilizers extended to the minimum extension requirement (required extension varies with model of ladder) and load bearing. If this requirement is not met the aerial cannot be hoisted from the bed rest without manual override procedures. SAFETY WARNING! Proper extension of at least one side, left or right, of the apparatus is required for safe aerial operations. Manual override procedures are not recommended by the manufacturer if minimum stabilizer requirements are not achieved. 2. The Qualified Person shall then repeat the procedure in #1 on the other side of the apparatus, for the remaining stabilizer jack cylinder(s). 3. The Qualified Person shall now adjust all stabilizers as needed while observing the Leveling Bubble(s) in order to level the apparatus both side to side, and front to rear, keeping in mind that all stabilizer deployed indicator lights must stay illuminated to allow Aerial Ladder operations, and that a contact patch shall be observed. All stabilizers may be deemed deployed when all possible apparatus weight is supported by all stabilizers, the apparatus is level, and all stabilizer deployed indicator lights are illuminated. 5. When all stabilizers are supporting sufficient weight, the apparatus is level, and all stabilizer deployed indicator lights are illuminated, The Qualified Person shall move the Diverter to Neutral & the High Idle switch to the off position and insert the manual jack pins in the upper most pin hole located on each jack cylinder. Wheel chocks shall now be repositioned as needed (stabilizer pins are stored on the outside of each outer stabilizer jack cylinder tube) 6. The Qualified Person shall now return to the rear control station and move the Diverter Valve Switch to the aerial position. Stabilizers may now be considered as being fully deployed under this condition. UNDER THE CONDITIONS & PROCEDURES OUTLINED IN SECTION A. ABOVE, THE STABILIZERS MAY BE DEEMED AS BEING FULLY DEPLOYED, IN ACCORDANCE WITH THE DEFINITION IN THIS MANUAL. NO AERIAL LADDER OPERATION HAS YET TAKEN PLACE. B. Stabilizer Deployment on a Sloped Surface. SAFETY WARNING! The Qualified Person shall at all times observe every movement of the stabilizer to ensure that all personnel stand CLEAR! Death or serious injury may result if these instructions are not followed! SAFETY WARNING! The apparatus shall not be deployed or operated on an initial slope of greater than 5º to 7º at anytime unless the apparatus is equipped with EXTRA PENETRATION JACKS. Should slope deployment become necessary, the turntable must be leveled to within 3.5º by placement of the stabilizers. All stabilizers shall be fully extended & deployed. See Rated Capacities. WHEN OPERATING ON A SLOPE, THE AERIAL WILL RETAIN FULL OPERATIONAL RATINGS PROVIDED THE TURNTABLE HAS BEEN LEVELED TO WITHIN 3.5º. Revised 6/28/05 Page 25 of 70

REMEMBER, YOU NEUTRALIZED THE CONTROL STATION IN THE LAST SET OF STEPS. TO PERFORM THE FOLLOWING STEPS, THE QUALIFIED PERSON MUST SWITCH THE DIVERTER VALVE BACK TO STABILIZER 1. The Qualified Person shall ensure that "initial deployment" has been performed and that that all extendable type front and rear stabilizers are fully horizontally extended. 2. The Qualified Person shall select the stabilizer(s) on the uphill side of the apparatus and lower the stabilizer jack(s) on that side of the apparatus simultaneously, using the appropriate hydraulic function control lever(s). The jacks shall be lowered until they just touch the auxiliary pads. The appropriate stabilizer deployed indicator lights may or may not illuminate at this time on the control panel. (NOTE: If the apparatus is equipped with non-extending type stabilizers at the front, the Qualified Person shall be aware that these will most likely reach the ground before the extending type) (NOTE: For forward slope deployment with models having only two extending type rear stabilizers, the Qualified Person shall have parked the apparatus with the turntable on the downhill side, and shall lower the stabilizers until the apparatus is level, and NOT above level.) SAFETY WARNING! When on any slope, the Qualified Person shall always make the high side jacks touch the auxiliary pads FIRST. This is done so that when the low side jacks are lowered (next step), the high side jacks will automatically become weight supporting thus allowing all weight to be placed on the stabilizers instead of the apparatus suspension!! Failure to follow these instructions can result in damage to the apparatus suspension. Revised 6/28/05 Page 26 of 70

27 The Qualified Person shall NEVER jack severely on one side of the apparatus without supporting weight with the stabilizer jacks on the other side of the apparatus!! 3. The Qualified Person shall now simultaneously lower the jacks on the downhill side of the apparatus. This will cause the jacks on the uphill side of the apparatus to become weight supporting. 4. The Qualified Person shall now adjust all stabilizers as needed while observing the Leveling Bubble(s) in order to level the apparatus both side to side, and front to rear, keeping in mind that the stabilizer deployed indicator lights must stay illuminated to allow Aerial Ladder operations, and that a contact patch shall be observed. 5. All stabilizers may be deemed deployed when all possible apparatus weight is supported by all stabilizers, the apparatus is level, and all stabilizer deployed indicator lights are illuminated. 6. When all stabilizers are supporting sufficient weight, the apparatus is level, and all stabilizer deployed indicator lights are illuminated, The Qualified Person shall move the Diverter back to neutral and the High Idle Switch to the off position and insert the manual jack pins in the upper most pin hole located on each jack cylinder. Wheel chocks shall now be repositioned as needed. (Stabilizer pins are stored on the outside of each outer stabilizer jack cylinder tube.) 7. It is of the utmost importance that outrigger operations allow the truck to be positioned as level as possible for optimum performance and safety during aerial operations. There can be instances where it may not be possible to utilize the auxiliary safety pins in order to position the truck at optimum level status. The stabilizer jacks have internal holding valves that are designed to hold the cylinder rod in position for an extended period of time. The holding valves make it possible to set the stabilizer jacks in a position where utilizing the auxiliary pins is not possible while still maintaining a safe mode of operation. It is encouraged that department utilize the auxiliary pins whenever possible but the holding valves allow safe set-up and aerial operation in situations where the pins cannot be utilized. 8. The Qualified Person shall now return to the rear control station and move the Diverter Valve Switch to the aerial position. Stabilizers may now be considered as being fully deployed under this condition. Revised 6/28/05 Page 27 of 70

28 UNDER THE CONDITIONS & PROCEDURES OUTLINED IN SECTION B. ABOVE, The Stabilizers may be deemed as being fully deployed, in accordance with the definition in this manual. NO AERIAL LADDER OPERATION HAS YET TAKEN PLACE. Stabilizer Deployment (Short Set Conditions) SAFETY WARNING! The Qualified Person shall NEVER allow ANY PERSON to be in physical contact with, remove equipment, climb on, be in close proximity to, or touch ANY PART of the apparatus while the apparatus is being setup for operation!!!! This shall mean that NO ONE will contact the apparatus until the Qualified Person has given authorization for such activity to begin!! This shall prevent personnel from becoming injured from stabilizer operation, apparatus movement, and electrical hazards! The Qualified Person shall only give such authorization AFTER the apparatus is Fully Deployed in accordance with this manual!!! Furthermore, NO ONE shall climb on or be on top of ANY part of the apparatus when the aerial or stabilizers operate! Personnel shall only be allowed on the TURNTABLE during aerial operations!! If set up space is limited for stabilizer deployment (less than 13 ½' 16' or 18' depending on model), it may be necessary for the Qualified Person to perform Short Set procedure. During the positioning of the apparatus for Ladder operations where all stabilizers can not be fully extended on one side of the apparatus, it is essential that the Qualified Person positioned the apparatus at the scene so the stabilizers on the side of the apparatus that the Aerial Ladder is to be used on; can be fully extended and fully deployed. This would be known as a Short set condition. SAFETY WARNING! Under no circumstances shall any attempt be made to set up or operate the Aerial Ladder without the stabilizers fully extended and fully deployed on at least one side of the apparatus. SAFETY WARNING! Never rotate the Aerial Ladder on the side of the apparatus where the stabilizers are not fully extended and fully deployed. Revised 6/28/05 Page 28 of 70

29 SAFETY WARNING! The Ladder is not rated for operation on the side of the apparatus where the stabilizers are not fully extended and fully deployed. SAFETY WARNING! Should the operator elect to override the rotation interlock and rotate the aerial into short set side of the aerial (stabilizers not properly extended and load-bearing) the operator has greatly enhanced the possibility of tip over of the apparatus resulting in severe damage to the apparatus, possible severe injury to personnel or death. The overriding of the rotation interlock system is not recommended by the manufacturer. SAFETY WARNING! The Load-Minder does not illustrate proper load rating of the aerial if the operator overrides the aerial and rotates the aerial to the short set side of the apparatus. Minimum stabilizer set-up requirements must be achieved in order for the Load-Minder to properly illustrate ladder load conditions. SAFETY WARNING! The Qualified Person shall NEVER attempt to rotate the aerial on the side of the apparatus where the stabilizers have not been fully deployed. This means that all stabilizers on the side of the apparatus that the aerial is to be operated on; SHALL be fully extended out and down, each shall be weight supporting, each stabilizer deployed indicator light shall be illuminated, and all safety pins (when possible) and auxiliary pads shall be in place. The stabilizers on the opposite (short set) side of the apparatus, shall be deployed meaning; the stabilizers SHALL be extended out horizontally as far as possible and vertically down until each is weight supporting. All safety pins and auxiliary pads shall be in place. After the Qualified Person has positioned the apparatus for aerial stabilizer operation and engaged the PTO and Aerial master switch; the Qualified Person is now ready to deploy all stabilizers during a short set condition. 1. The Qualified Person shall check the PTO Engaged Indicator Light to insure it is illuminated, and that all wheel chocks are in place. 2. The Qualified Person shall next set the Diverter Valve switch to the stabilizer position. 3. The Qualified Person shall now activate the High Idle Switch. (the engine speed will advance to the preset RPM) Revised 6/28/05 Page 29 of 70

30 SAFETY WARNING! The Qualified Person shall at all times observe every movement of the stabilizer to ensure that all personnel stand CLEAR! Death or serious injury may result if these instructions are not followed! 4. The Qualified Person shall fully extend all extendable type stabilizer box beams on the side of the apparatus where the aerial is to be used on; using the hydraulic function control levers labeled in & out, paying close attention to each stabilizer beam as it extends, for any obstructions. SAFETY WARNING! The Qualified Person shall ensure that all extendable type stabilizer beams on the side of the intended aerial deployment; are fully horizontally extended and fully deployed! 5. The Qualified Person shall now horizontally extend all extendable type stabilizer box beams on the short set side of the apparatus, AS FAR AS POSSIBLE. This is the side of the apparatus that the aerial WILL NOT BE OPERATED ON! Before leaving the control station, it shall be neutralized by simply placing the Diverter Valve switch back to the neutral position. 6. The Qualified Person shall locate all auxiliary stabilizer pads ( stored in sliding brackets close to the stabilizer, under the body of the apparatus), and position each auxiliary pad under the area where the stabilizer jack tubes and pads will contact the ground. (NOTE: do this for both extendable & non-extendable type stabilizers) (non-extendable type stabilizers will still be flush with the side of the apparatus body) REMEMBER, YOU NEUTRALIZED THE CONTROL STATION IN THE LAST SET OF STEPS. TO PERFORM THE FOLLOWING STEPS, THE QUALIFIED PERSON MUST SWITCH THE DIVERTER VALVE BACK TO STABILIZER Revised 6/28/05 Page 30 of 70

The Qualified Person will now select the side of the apparatus that is on the uphill side of the slope (if the apparatus is parked on a slope) OR - If the apparatus is on completely flat ground, the side of the apparatus to be selected shall be the side where the stabilizer box beams are fully, horizontally extended. 8. The Qualified Person shall now simultaneously lower the two stabilizer jack cylinders on the uphill side (or selected side) of the apparatus until they just touch the auxiliary pads (for a slope) OR - If the apparatus is on completely flat ground, the appropriate stabilizer deployed indicator lights illuminate. (NOTE: If the apparatus is equipped with non-extending type stabilizers at the front, the Qualified Person shall be aware that these will most likely reach the ground before the extending type) (NOTE: For forward slope deployment with models having only two extending type rear stabilizers, the Qualified Person shall have parked the apparatus with the turntable on the downhill side, and shall lower the stabilizers until the apparatus is level, and NOT above level.) SAFETY WARNING! When on any slope, the Qualified Person shall always make the high side jacks touch the auxiliary pads FIRST. This is done so that when the low side jacks are lowered (next step), the high side jacks will automatically become weight supporting thus allowing all weight to be placed on the stabilizers instead of the apparatus suspension!! Failure to follow these instructions can result in damage to the apparatus suspension. The Qualified Person shall NEVER jack severely on one side of the apparatus without supporting weight with the stabilizer jacks on the other side of the apparatus! 9. The Qualified Person shall now simultaneously lower the jacks on the downhill side of the apparatus (for a slope) OR - If the apparatus is on completely flat ground, the side of the apparatus to be selected shall be the side where all extendable type stabilizer box beams were NOT fully, horizontally extended. (SHORT SET) 10. The Qualified Person shall now adjust all stabilizers as needed while observing the Leveling Bubble(s) in order to level the apparatus both side to side, and front to rear. The Qualified Person shall ensure that all stabilizer deployed indicator lights on the side of the apparatus that the aerial will be deployed on; are illuminated (these are the extending type stabilizers that are fully, horizontally extended). The Qualified Person shall also make sure that a contact patch is observed. Revised 6/28/05 Page 31 of 70

32 11. The Qualified Person shall ensure that all possible apparatus weight is supported by all stabilizers, the apparatus is level, and the stabilizer deployed indicator lights are illuminated on the side of the apparatus where the extendable type stabilizer box beam(s) are fully, horizontally extended (this is the side of the apparatus that the aerial will be deployed on). Again, the stabilizers on the opposite (short set) side of the apparatus, shall be deployed meaning; all extendable type stabilizers SHALL be extended out horizontally as far as possible and all types of stabilizers shall be lowered vertically down until each is weight supporting. (this is the side of the apparatus that the aerial WILL NOT BE USED ON! 12. When conditions and warnings in this section have been fully satisfied, the Qualified Person shall move the Diverter Valve Switch to the neutral position and the High Idle Switch to the off position, and insert the manual jack pins in the upper most pin hole located on each jack cylinder. Wheel chocks shall now be repositioned as needed. (stabilizer pins are stored on the outside of each outer stabilizer jack cylinder tube) 13. The Qualified Person shall now return to the rear control station and move the Diverter Valve Switch to the aerial position. UNDER THE CONDITIONS & PROCEDURES OUTLINED IN THE "SHORT SET" SECTION ABOVE, ONE SET OF STABILIZERS MAY BE DEEMED AS BEING DEPLOYED, AND THE OTHER SET MAY BE DEEMED AS BEING FULLY DEPLOYED IN ACCORDANCE WITH THE DEFINITIONS IN THIS MANUAL. NO AERIAL LADDER OPERATION HAS YET TAKEN PLACE. NOTE: THE AERIAL WILL RETAIN FULL OPERATIONAL RATINGS ON THE SIDE OF THE APPARATUS WHERE THE STABILIZERS ARE FULLY EXTENDED & FULLY DEPLOYED; PROVIDED THE TURNTABLE HAS BEEN LEVELED TO WITHIN 3.5 DEGREES BY PLACEMENT OF THE STABILIZERS. 33 Preliminary Checklist Prior for Any Aerial Ladder Operation The Qualified Person has now performed all procedures outlined in this manual up to this point. The apparatus is in position, the PTO and aerial master switch in the cab are engaged, the stabilizers have all been deployed OR fully deployed in accordance with the particular situation(s) and definition(s) as given in this manual, the high idle switch is in the off position at the rear control station, and the diverter valve switch at the rear control station is in the "aerial" position. The Qualified Person shall be certain that all "Safety Warnings" posted in this manual and all procedures outlined in this manual have been observed and understood. The Qualified Person shall now review ALL "Safety Warnings" posted in this manual before any Aerial Ladder operation takes place. When the Qualified Person is certain that the above requirements have been satisfied, the Qualified Person shall proceed through the following sections for Aerial Ladder operation. System operations will be outlined first and finally, operation procedures. Aerial Ladder LoadMinder The Aerial Ladder will be equipped with an electronic Loadminder(s) to aid the Qualified Person in rescue / fire fighting operations. The Loadminder is located at the Turntable Control Station and other displays may be located at the pump panel, fly section creeper control station, or rear control station. These Loadminders have LED illuminated bar graph displays. This display is marked from 0% to 100% and represents the percent of rated capacity in loads and forces acting on the Aerial Ladder at all times. When the bar graph display reaches 100%, the Ladder is loaded to full capacity. At this point, if a load greater than 50 LBS. is placed on the Ladder, the bar graph display will flash and an audible alarm will sound. This is known as an overload or RED LINE condition. 34 During a Red Line condition, the bar graph will continue to flash and the audible alarm will continue to sound until the load has been repositioned on the aerial sections or has been removed from the Aerial Ladder. SAFETY WARNING! The Load-Minder does not illustrate proper load rating of the aerial if the operator overrides the aerial and rotates the aerial to the short set side of the apparatus. Minimum stabilizer set-up requirements must be achieved in order for the Load-Minder to properly illustrate ladder load conditions. SAFETY WARNING! If the loadminder indicates a RED LINE condition, The Qualified Person Shall immediately take evasive action to correct the RED LINE condition! The Qualified Person shall use one or more of the following procedures to correct a Red Line Condition. 1. Remove the ladder occupants or load from the ladder sections. 2. Reposition the personnel to further down the ladder sections. 3. Retract the UNOCCUPIED ladder sections. 4. Slowly increase ladder elevation. SAFETY WARNING! The Qualified Person shall be aware that the Loadminder represents the load and forces (persons, equipment, wind, ice, water weight and reaction force etc.) acting on the structure of the Aerial Ladder sections. The Loadminder DOES NOT represent the proper, full deployment of the stabilizers, the stability of the surface on which the stabilizers are deployed on, or the angle of the slope on which the apparatus is being operated on. Therefore, the Qualified Person shall not utilize the Loadminder as a "fail safe" system to represent all factors relating to APPARATUS STABILITY! The Qualified Person shall at all times observe the Loadminder while the Ladder is deployed. This loadminder will prevent the Qualified Person from having to guess at any load or force acting on the Aerial Ladder sections during ANY elevation or extension, including applied load(s), wind, ice, water reaction force, etc,. 35 Bed Zone / Cab Collision Rotational Interlock The aerial is equipped with a rotational interlock that will stop rotation of the aerial at lower elevations, so that the cab or the apparatus is not accidentally damaged by allowing the aerial to be rotated into it. By design, this interlock also alerts the Qualified Person when he is able to bed the aerial by use of an indicator light on the Turntable Control Console labeled BED ZONE. The interlock is designed so that the aerial cannot be rotated over the cab and forward body of the apparatus unless the aerial elevation is increased to a preset elevation level (above cab height). If rotation toward the cab / forward body is attempted at an elevation below the preset level of approximately +5º, all forward rotation will stop and not be allowed to continue until the aerial is raised to an elevation at least equal to the preset threshold. This occurs in the approximate forward 160 degrees of rotation. After elevating the aerial to the required preset threshold, forward rotation will again be possible. As the Qualified Person continues forward rotation and the aerial becomes centered over the ladder bed, a BED ZONE INDICATOR LIGHT will illuminate on the Turntable Control Console. SAFETY WARNING! The cab/body collision interlock system does not recognize components that are routinely found on aerial apparatus that are in a raise condition, such as but not limited to, raised cab, raised tele-lights, raised command type of lights etc. Revised 6/28/05 Page 35 of 70

36 The illumination of this indicator light signifies that the BED ZONE has been BREACHED or REALIZED and lowering of the aerial into the ladder bed is now possible if the Qualified Person stops rotation while the BED ZONE INDICATOR LIGHT is illuminated. When this BED ZONE INDICATOR LIGHT is NOT illuminated in the forward approximate 160 degrees of rotation, lowering of the aerial is not possible below the set threshold angle of elevation. This interlock is designed to aid, but not relieve the Qualified Person of responsibility for a cab or forward body collision. The BED ZONE INDICATOR LIGHT, when illuminated gives the Qualified Person the indication that the bed zone has been achieved or breached. Once this zone has been breached the aerial can be lowered into the aerial bed support. The operator, while lowering the aerial into the bed support must exercise care whiling bedding the aerial. The bed zone interlock area is slightly wider than that of the actual inside dimensions of the ladder bed support assembly. The operator must make the necessary rotation movement to ensure the aerial is centered in the bed support so as to not put an undo strain on the bed support assembly. SAFETY WARNING! Never rotate the Aerial toward the cab at elevations lower than the roof of the cab! The Aerial is equipped with a BED ZONE / CAB COLLISION ROTATIONAL INTERLOCK to help prevent damage. The presence of this interlock shall not relieve the Qualified Person from using extreme CAUTION to ensure that the cab or Aerial are not damaged, should the interlock be inoperable! SAFETY WARNING! Body Obstructions!! The Qualified Person Must be aware at all times that OTHER components such as OPEN GENERATOR DOORS, EXTENDED SPOT LIGHTS, A TILTED CAB, ETC Are NOT part of this interlock in the approximate front 160 of rotation. If these or other items are not in the stowed position, it may be possible to rotate or lower the Aerial into them causing damage to the component and/or the Aerial!! This is the Qualified Person s responsibility!! Smeal Fire Apparatus Co. has no control over, and cannot be responsible for improper operational procedures performed by any Person, Department, Qualified Person or Mechanic. Unfamiliarity, carelessness, or operation by an unqualified individual is the responsibility of the Department and/or the Qualified Person. Revised 6/28/05 Page 36 of 70

37 The Qualified Person SHALL USE EXTREME CAUTION when operating close to the cab, to be sure that this interlock is indeed operational and functioning correctly! At elevations lower than cab height, the aerial should automatically stop rotating when it gets a few degrees past being perpendicular to the apparatus (ladder at a 90º angle to the truck). SAFETY WARNING! NEVER rotate the Aerial toward the cab at elevations lower than the cab height ESPECIALLY if a second Qualified Person is operating the Aerial from a secondary control station such as creeper controls or a hand held remote!!!! SAFETY WARNING! If checking the Aerial BED ZONE / CAB COLLISION ROTATIONAL INTERLOCK, the Qualified Person shall use extreme CAUTION to ensure that the cab or Aerial are not damaged, should the interlock be inoperable! If the interlock is not operating properly, the Qualified Person SHALL IMMEDIATELY STOP ROTATING THE AERIAL TO AVOID DAMAGING EITHER THE FORWARD BODY, CAB OR THE AERIAL! Bed Zone Indicator Malfunction & Override SAFETY WARNING! This is an EMERGENCY OVERRIDE!! An Emergency Override signifies an emergency condition or system malfunction therefore only a Qualified Person shall attempt operation of the following instruction. These instructions shall ONLY be utilized by the Qualified Person to bed the Aerial.They shall NEVER be utilized in any other circumstance!!! Should the Bed Zone Indicator system malfunction, the Qualified Person will not be able to lower the Aerial into the Ladder bed. Should this occur, perform the following actions in the order given. 1. The Qualified Person shall rotate the aerial over the ladder bed using his line of sight from the Turntable Control Station (NEVER FROM A SECONDARY CONTROL STATION)!!. 2. When directly over the ladder bed, the Qualified Person shall locate the DOWN SYSTEM OVERRIDE, which is located inside the front hinged door of the Turntable Control Console. 38 3. The Qualified Person shall now simultaneously, SLOWLY AND CAUTIOUSLY Lower the Aerial into the bed while pushing and holding the DOWN SYSTEM OVERRIDE. may suffer serious injury or DEATH! SAFETY WARNING! If the BED ZONE / CAB COLLISION ROTATIONAL INTERLOCK is violated by the Qualified Person, serious damage may occur and personnel in, on, or near the apparatus Turntable Rotation Limit / Short Set Interlock SAFETY WARNING! Under no circumstances shall any attempt be made to set up or operate the Aerial Ladder without the stabilizers fully extended and fully deployed on at least one side of the apparatus. This shall be the side of the apparatus that the aerial ladder is intended to be used on during a Short Set condition. The Aerial Ladder is equipped with a Turntable Rotation Limit interlock system that will prevent the turntable from being rotated on the side of the apparatus where the stabilizers have been deployed in the Short Set configuration. SAFETY WARNING! Never rotate the Aerial Ladder on the side of the apparatus where the stabilizers are not fully extended and fully deployed. SAFETY WARNING! The Ladder is not rated for operation on the side of the apparatus where the stabilizers are not fully extended and fully deployed. During a Short Set condition, this interlock will simply stop all movement of the turntable when the Qualified Person attempts to rotate the Ladder on the side of the apparatus where the stabilizers are Short Set. The system will stop all movement of ladder rotation whether the Short Set side of the apparatus is approached from the front or the rear. Once the system is triggered, the Qualified Person will still have total movement back toward the side of the Revised 6/28/05 Page 38 of 70

39 apparatus where the stabilizers are fully deployed. Operation of the Aerial Ladder on the Short Set side of the apparatus is NOT RECOMMENDED by the Manufacturer. SAFETY WARNING! The Qualified Person shall NEVER attempt to rotate the aerial on the side of the apparatus where the stabilizers have not been fully deployed. This means that all extendable type stabilizers on the side of the apparatus that the aerial is to be operated on; SHALL be fully extended out and down, each stabilizer shall be weight supporting, each stabilizer deployed indicator light shall be illuminated, and all safety pins and auxiliary pads shall be in place. The stabilizers on the opposite (short set) side of the apparatus, shall be deployed meaning; the extendable type stabilizers SHALL be extended out horizontally as far as possible and all stabilizers shall be lowered vertically down until each is weight supporting. All safety pins and auxiliary pads shall be in place. Short Set Interlock Override SAFETY WARNING! Never rotate the Aerial Ladder on the side of the apparatus where the stabilizers are not fully extended and fully deployed. SAFETY WARNING! The Ladder is not rated for operation on the side of the apparatus where the stabilizers are not fully extended and fully deployed. These Override Informational Instructions are provided ONLY for INFORMATIONAL PURPOSES to the Department and the Qualified Person. Execution of this information resulting in the operation of the Aerial Ladder on the Short Set side of the apparatus is NOT RECOMMENDED BY THE MFG. UNDER ANY CIRCUMSTANCE!! SAFETY WARNING! The Qualified Person shall NEVER attempt to rotate the aerial on the side of the apparatus where the stabilizers have not been fully deployed. This means that all stabilizers on the side of the apparatus that the aerial is to be operated on; SHALL be fully extended out and down, each shall be weight supporting, each stabilizer deployed indicator light shall be illuminated, and all safety pins and auxiliary pads shall be in place. The stabilizers on the opposite (short set) side of the apparatus, shall be deployed meaning; the stabilizers SHALL be extended out horizontally as far as Revised 6/28/05 Page 39 of 70

40 possible and vertically down until each is weight supporting. All safety pins and auxiliary pads shall be in place. INFORMATIONAL INSTRUCTIONS: Informational Instructions for the Qualified Person or Department to DEFEAT the Turntable Rotation Interlock and OVERRIDE the system, resulting in moving the Aerial Ladder on the Short Set side of the apparatus; are as follows. 1. The Qualified Person at the turntable will need to access the Red Rotation Override Lock Pull Knobs. 2. The Qualified Person at the turntable will need to pull the proper Pull Knob and simultaneously, attempt to rotate the aerial on the Short Set side of the apparatus. If no rotation takes place, pull the other pull knob and attempt rotation again. (one pull knob controls one direction of rotation) 3. If either the Red Rotation Override Lock pull knob or the hydraulic rotation lever is released, rotation will stop. Movement back toward the SAFE SIDE is unrestricted and may be performed from the main turntable control station without using any overrides. 4. The Qualified Person shall be aware of the limitations of the Aerial Ladder stability system, while operating the Aerial on the Short Set side of the apparatus.!!use EXTREME CAUTION!! Revised 6/28/05 Page 40 of 70

41 SAFETY WARNING! The Qualified Person shall be aware that the apparatus is not rated in the Short Set configuration, and that there is a risk of overturning or rolling over the entire apparatus! SAFETY WARNING! If the Qualified Person has rotated to the Short Set, or unstable side of the apparatus, the Qualified Person must be completely and totally aware of the danger and risk of overturning or completely rolling over the entire apparatus. Operation of the Aerial device over the Short Set side IS NOT RECOMMENDED UNDER ANY CIRCUMSTANCE BY THE MFG!!!!! The Mfg. shall not be responsible for improper or unrated operations of the aerial device.!!use EXTREME CAUTION!! Aerial Turntable, Pump Panel, or Rear Control Station Controls and Descriptions All Aerial Ladder function controls will be located at the Turntable Control Station, which shall be considered to be the MAIN CONTROL STATION by all Qualified Persons. Turntable aerial function controls shall be engaged and disengaged slowly and smoothly so that the Engineer will avoid "Tip Lash". When secondary control stations with aerial function controls of the proportional type are provided, they may be located at the Pump Panel or Rear Control Station. These proportional Controls have an automatic "ramp" feature. This means that if they are engaged or disengaged abruptly; the hydraulic pressure will "ramp" up to full speed, thus providing a smooth transition from start to stop, or visa-versa. When these type of controls are provided, the "ramp down" feature of the controls will cause the aerial to keep moving for a very short period of time AFTER the control handle is disengaged. This shall aid the Qualified Person in avoiding "Tip Lash". The Qualified Person shall be aware of this aspect of operation. In all cases on ANY aerial model, all aerial hydraulic function controls at any control station; are designed to be overridden at anytime by the Qualified Person at the Turntable Control Station or MAIN CONTROL STATION. These override procedures shall be as covered in the "Positioning The Aerial Ladder For Fire Fighting / Rescue Operations" Section. Controls provided at the main aerial control station will in any case include the following, with a description of their functions. Revised 6/28/05 Page 41 of 70

42 1. Panel Light Switch Illuminates the light on the control panel for added visibility. 2. Bed Zone Indicator Light This light will illuminate as the Qualified Person rotates the aerial over the ladder bed. When this light is illuminated, the Qualified Person may lower the aerial into the ladder bed. 3. Tracking Lights Switch- Operates both spotlights on the base end of the base section. 4. Tip Light Switch Operates both spotlights on the tip of the fly section. 5. System Lock Control A red push / pull style button that locks all hydraulic Aerial functions in or out. When the button is pulled up, it is in the ON position and the button will illuminate. Revised 6/28/05 Page 42 of 70

43 6. Right / Left Aerial Function Control Controls infinite right and left rotation of the turntable. 7. Extend / Retract Aerial Function Control Controls extension and retraction of the Aerial Ladder sections. 8. Raise / Lower Aerial Function Control Controls Ladder elevation cylinders. 9. Rung Alignment Indicator Light Illuminates when the aerial section rungs are in alignment for climbing the Aerial Ladder. 10. System Pressure Gauge Shows operation pressure of the Ladder hydraulic system. 11. Loadminder Display Shows percent of Ladder rated load and forces acting on the Aerial Ladder sections through an LED bar graph display 0-100%. 12. Overload / Red Line Condition Audible Alarm (not visible) An audible alarm sounded when the Loadminder Display indicates an Overload / Redline Condition. 13. Emergency Pump Switch (EPU) A momentary switch that activates the back-up emergency hydraulic pump. 14. Emergency Pump Indicator Light Illuminates when the EPU switch is engaged and the emergency pump is operating. 15. Flow Minder If so equipped, this will consist of an electronic LED display indicating GPM water flow through the aerial waterway. 16. Remote Control Master(s) For aerials equipped with tip controls or hand held remote control unit this momentary switch when activated, will allow the Engineer with the remote control, or at the tip controls; to perform aerial and/or monitor control function. (separate switch for tip or hand held remote) 17. Retract Override This momentary switch when activated, will allow retraction of the ladder when the fly steps are in overlap with the next lower section. 18. Red Rotation Lock Override Pull Knobs (provided only at the turntable) These Pull Knobs are located inside the front of the control stand and should only be used by the Qualified Person in cases of extreme emergency. These Pull Knobs will allow the Qualified Person to Revised 6/28/05 Page 43 of 70

44 rotate the aerial on the side of the apparatus where the stabilizers have not been deployed in accordance with manufacturers recommendations. SAFETY WARNING! Any Emergency Override Control shall be executed only by the Qualified Person! The use of an Emergency Override Control indicates either a system malfunction or an emergency condition, neither of which shall be handled by personnel other than those persons who are qualified as a Qualified Person in accordance with this manual. 19. Stabilizer Deployment Indicator Light (when provided) This light will illuminate to warn the Qualified Person should one or more of the stabilizers be in the Short Set configuration. An audible warning will sound when this light is on. 20. Communication System The communication system will consist of either a communication speaker with a push to talk button, or as pictured below, a system jack where the Department can plug in various makes of head sets. 21. Monitor & Nozzle Control (up / down) This Momentary switch raises and lowers the Aerial Ladder monitor at the tip. 22. Monitor & Nozzle Control (right / left) This Momentary switch moves the Aerial Ladder monitor right or left at the tip. 23. Monitor & Nozzle Control (Fog / Stream) This Momentary switch allows Selection of the pattern of water stream from the nozzle. 24. Warning Placards Placed on various positions of the aerial turntable to warn the Qualified Person of various hazards. SAFETY WARNING! The Aerial may be equipped with secondary control stations. These are covered later in this manual for the Qualified Person. A SECONDARY CONTROL STATION shall NEVER be operated unless a Qualified Person is stationed at the TURNTABLE CONTROL STATION..otherwise known as the Main Control Station. The Turntable is the ONLY MAIN CONTROL STATION! Revised 6/28/05 Page 44 of 70

45 Positioning the Aerial Ladder for Firefighting / Rescue Operations Fire fighting and rescue operations will vary greatly in requirements. Following are Manufacturer recommended Aerial Ladder set up and operation procedures. Before attempting to operate the Aerial Ladder, The Qualified Person(s) will insure that the apparatus has been set up in accordance with this manual, stabilizers are fully and properly deployed, and the Qualified Person(s) fully understand and comprehend all information and "Safety Warnings" in this manual, including standard and optional equipment, covered later. The Qualified Person shall at this point, review this entire manual BEFORE any Aerial Ladder function is attempted. When the Qualified Person is certain that the above requirements have been satisfied, the Qualified Person shall proceed through the following section for Aerial Ladder operation. UP TO THIS POINT IN THIS MANUAL, NO AERIAL LADDER OPERATION HAS TAKEN PLACE!! SAFETY WARNING! Controls provided at any control station are intended to be operated by the Qualified Person ONLY! In the case of a Qualified Person operating the ladder from a control station OTHER THAN THE "main control station"; A Qualified Person shall be stationed at ALL TIMES at the main control station!! The Qualified Person at the Turntable (MAIN CONTROL STATION) will need to remain at the controls at all times that the Ladder is being operated or occupied! (total of 2 Qualified Persons) SAFETY WARNING! No Qualified Person will ever allow any ladder section of the Aerial Ladder to be occupied during initial placement of the Ladder. The Main Control Station shall be occupied at all times by a Qualified Person!!!!!! Aerial Ladder Placement 1. The 1st Qualified Person at the Main Control Station, shall access the control station. 2. The 1st Qualified Person at the turntable (main control station) shall move the System Lock Valve to the run position, and manually engage High Idle if needed. Revised 6/28/05 Page 45 of 70

46 SAFETY WARNING! Avoid overhead electrical power lines! The Aerial Ladder is not insulated. If the Ladder comes into close proximity and/or contacts any electrical power source, severe injury or death may occur to the Ladder Engineer, Ladder occupants, and possibly persons in close proximity to any part of the apparatus. Remember, the only safe power line is a disconnected power line. SAFETY WARNING! The Aerial Ladder is a cantilevered structure and designed only for operation in the unsupported configuration. This means that the Ladder is only designed to be supported by its elevation cylinders. The Qualified Person shall NEVER allow the Ladder or ladder sections to be placed resting on any type of support, such as a building ledge, or any other structure to attempt to increase load capabilities. This may cause an effect opposite of that desired! 3. The 1st Qualified Person shall now use the Raise / Lower Aerial Function Control Lever to raise the Ladder enough to clear the Ladder bed and any other obstructions. Turntable Controls shall be engaged and disengaged slowly to avoid "Tip Lash". SAFETY WARNING! The Qualified Person shall NEVER lower the aerial without hydraulic power being supplied to the elevation system!! You must have the Aerial Master & PTO Engaged and Main Hydraulic Pump or EPU Supplying Pressure when the lower function is engaged!! Failure to follow these instructions WILL result in massive air introduction into the hydraulic system!! SAFETY WARNING! At no time shall any Qualified Person allow anyone to ride the aerial sections during placement for operations, the aerial sections shall be climbed after placement. SAFETY WARNING! The Qualified Person shall never allow any part of the Aerial to be occupied without a Qualified Person at the Main Aerial Control Station. The Qualified Person shall be at this main control station every second the Aerial is occupied or out of the bed!!!! SAFETY WARNING! Any Emergency Override shall be operated only by the Qualified Person! The use of an Emergency Override indicates either a system malfunction or an emergency condition, neither of which shall be handled by personnel other than those persons who are qualified as a Qualified Person, in accordance with this manual. 47 SAFETY WARNING! Never rotate the Aerial Ladder on the side of the apparatus where the stabilizers are not fully extended and fully deployed. SAFETY WARNING! The Qualified Person shall be aware that the apparatus is not rated in the Short Set configuration, and that there is a risk of overturning or rolling over the entire apparatus! SAFETY WARNING! The Qualified Person shall NEVER attempt to rotate the aerial on the side of the apparatus where the stabilizers have not been fully deployed. This means that all stabilizers on the side of the apparatus that the aerial is to be operated on; SHALL be fully extended out and down, each shall be weight supporting, each stabilizer deployed indicator light shall be illuminated, and all safety pins and auxiliary pads shall be in place. The stabilizers on the opposite (short set) side of the apparatus, shall be deployed meaning; the stabilizers SHALL be extended out horizontally as far as possible and vertically down until each is weight supporting. All safety pins and auxiliary pads shall be in place. Operation of the Aerial device on the Short Set side IS NOT RECOMMENDED UNDER ANY CIRCUMSTANCE BY THE MFG!!!!! The Mfg. shall not be responsible for improper or unrated operations of the aerial device. 4. Now that the Ladder is out of the ladder bed, the 1st Qualified Person at the turntable (main control station) may now use all three aerial function control Levers to position the Ladder as needed. Please note that all three control levers may be operated one at a time or all three simultaneously. As previously outlined, turntable controls shall be engaged and disengaged slowly to avoid "Tip Lash". SAFETY WARNING! The Manufacturer strongly recommends that the Qualified Person, operate one control lever at a time if possible until completely familiar with the characteristics and speed of the controls. Operate the control levers slowly and smoothly. THIS WILL HELP THE OPERATOR AVOID TIP LASH. SAFETY WARNING! At no time shall any Qualified Person allow his attention to be diverted away from observing the Aerial Ladder during operation of any function! If the Qualified Person must divert his attention, he shall stop movement of the Aerial Ladder and shift the System Lock valve to the locked position. Revised 6/28/05 Page 47 of 70

48 5. Once initial placement of the aerial has taken place from the turntable, it is possible for the Qualified Person to allow another Qualified Person to operate ladder functions from a secondary control station such as the pump panel, if needed. Remember, secondary control stations at the pump panel may have proportional controls!! ATTENTION: When operating a ladder with proportional controls at a secondary control station, the control will automatically "ramp down" after the control lever is disengaged; which means that the ladder will continue to move for a very short period of time, after the control was released. Proportional controls are designed to operate (ramp) so that "Tip Lash" can be avoided, should the Qualified Person accidentally engage or disengage a control abruptly. The aerial will move for approximately 2 seconds after the proportional control is released. The Qualified Person shall become completely familiar with the actual distance that the tip of the aerial moves; relevant to extension and elevation of the aerial. All Qualified Persons shall be aware that aerial controls at secondary control stations are deliberately set at a slower speed than regular turntable (main control station) controls. This is done for safety reasons. Proportional ladder controls may be operated one at a time or all three simultaneously. 6. During any operation exercise, the 1st Qualified Person shall at all times, remain at the Turntable Control Station, or Main Control Station. This requirement must be adhered to so the 1st Qualified Person may override Ladder control functions at anytime. Overriding the aerial controls may be done at anytime by the 1st Qualified Person at the Turntable (main control station) by executing any one or all of the following steps: a.) b.) c.) Actuating a function control lever opposite of the one being actuated at a secondary control station. Moving the System Lock Control lever to the off position, which will shut down ALL movement of the aerial from all control stations. Placing the Creeper Activation Switch or Remote Master Switch in the off position, which will shut down ALL movement of the Ladder from the creeper control station or the hand held remote if so equipped. 49 7. When the Qualified Person at the main control station has placed the Aerial Ladder in the desired position for rescue / fire fighting operation, the Qualified Person shall move the System Lock Valve into the locked position. SAFETY WARNING! The Qualified Person shall never allow any part of the Aerial to be occupied without a Qualified Person at the Main Aerial Control Station. The Qualified Person shall be at this main control station every second the Aerial is occupied!! SAFETY WARNING! When the apparatus is equipped with an optional water pump and it is to be engaged, the Qualified Person shall consult the OEM pump manual for, and follow all recommendations set forth by the OEM! SAFETY WARNING! Apparatus that contain an on-board Fire Pump will have an auxiliary aerial inlet that allows the aerial waterway to be charged from an external water source. When the aerial waterway system is charged by the on-board booster pump this auxiliary inlet cap is to remain on the inlet. DO NOT remove the cap with waterway charged or severe injury or death may occur. NOTE: For further instruction on engagement of an optional water pump, refer to section Standard And Optional Equipment Purpose And Operation in this manual. 8. The Qualified Person at the turntable (main control station) shall now check ladder position and conditions; and authorize charging of the waterway, if it is to be utilized. When opening and closing the waterway valve, the 1st Qualified Person at the turntable shall move the valve slowly. During waterway operation, a slight deflection of the aerial structure will be noticed due to nozzle reaction. 9. After water is flowing, the 1st Qualified Person at the turntable shall again check ladder position and conditions before giving authorization for individuals to occupy the ladder sections. When authorization is given, all occupants shall be equipped with fall protection harnesses, safety belts, and/or other equipment deemed necessary by the Department S.O.P.. The responsibility for the result or outcome of any S.O.P. or operation shall rest with the Qualified Person & the Department. SAFETY WARNING! The Qualified Person shall instruct Ladder occupants not to use Leg Lock Techniques while on the ladder sections. At no time shall any ladder occupant allow their arms or legs to become intertwined in Revised 6/28/05 Page 49 of 70

50 the rungs, handrails, or ladder sections. Severe injury or death could result if these instructions are not followed. 10. While the ladder is still elevated, the waterway shall be completely drained by activating the drain at the rear of the apparatus or at the pump panel (some models have one, the other, or both of these). The aerial waterway shall be drained at a MINIMUM OF 30º elevation! SAFETY WARNING! The Qualified Person shall be observant of the correct operation of pressure relief systems while retracting the Aerial Ladder sections anytime the waterway is under pressure. Relief should be approximately PSI. 11. When rescue / fire fighting operations are complete, the 1st Qualified Person at the turntable shall authorize personnel to egress from the ladder sections. The Qualified Person shall now ensure that the waterway is drained, raise monitor to horizontal position, and fully retract the ladder. 12. The Qualified Person will only be able to retract the aerial sections until the steps on the fly section near overlapping the next lower section. At this point, the ladder will automatically stop retracting. The Qualified Person should now check the fly section again for any personnel. If the area is free of personnel, the Qualified Person should activate the Retract Override Switch at the Turntable, and finish retracting the Aerial Ladder sections. Bedding the Aerial Ladder SAFETY WARNING! The Qualified Person shall be aware that the Aerial Ladder is equipped with a Bed Zone Indicator Light on the turntable. The Ladder will cannot be lowered into the bed unless this indicator light is illuminated. 1. Models with the Bed Zone Indicator Light on the Turntable, shall rotate the aerial until the Bed Zone Indicator Light illuminates. The aerial will not lower past a predetermined point of elevation unless this indicator light is on. SAFETY WARNING! ATTENTION!! When the Bed Zone is breached or realized as evidenced by the appropriate indicator light being on at the turntable, The Qualified Person shall NOT BLINDLY LOWER the aerial.instead the Qualified Person shall direct his attention to the aerial ladder Revised 6/28/05 Page 50 of 70

51 bed and the aerial as it enters the bed smoothly as to not put any unnecessary stress on the bed rest. SAFETY WARNING! The 1st Qualified Person at the turntable shall never allow a 2nd Qualified Person at a secondary control station to attempt to bed the aerial!! 2. After the Aerial has been bedded, the 1st Qualified Person shall move the System Lock Valve into the locked position. SAFETY WARNING! The Qualified Person at the turntable (main control station) shall always ensure that the ladder is fully retracted, bedded, and that all personnel have egressed from the aerial ladder before exiting the main control station!! The Qualified Person shall be aware that the Retract Override Switch will need to be activated EACH time the ladder is to be fully retracted. Bed Zone Indicator Malfunction SAFETY WARNING! This is an EMERGENCY OVERRIDE!! An Emergency Override signifies an emergency condition or system malfunction therefore only a properly trained and qualified Qualified Person shall attempt operation of the following instruction. These instructions shall ONLY be utilized by the Qualified Person to bed the Aerial.They shall NEVER be utilized in any other circumstance!!! Should the Bed Zone Indicator system malfunction, the Qualified Person will not be able to lower the Aerial into the Ladder bed. Should this occur, perform the following actions in the order given. 1. The Qualified Person shall rotate the aerial over the ladder bed using his line of sight from the Turntable Control Station (NEVER FROM A SECONDARY CONTROL STATION)!!. 2. When directly over the ladder bed, the Qualified Person shall locate the DOWN SYSTEM OVERRIDE, which is located inside the front hinged door of the Turntable Control Console. 3. The Qualified Person shall now imultaneously, SLOWLY AND CAUTIOUSLY Lower the Aerial into the bed while pushing and holding the DOWN SAFETY OVERRIDE. Revised 6/28/05 Page 51 of 70

52 LADDER OPERATIONS ARE COMPLETE & THE LADDER IS NOW BEDDED. Stabilizer Retraction After rescue / fire fighting operations have ceased and the ladder is retracted & bedded, the Qualified Person may retract and fully stow all stabilizers. The stabilizers will not operate if the ladder is not in the bed. Instructions for stabilizer retraction are as follows. 1. The Qualified Person will ensure that the ladder is fully stowed in the bed & that the System Lock Valve at the Main Control Station, is in the locked position. 2. The Qualified Person will remove all manually installed stabilizer locking pins and return them to their storage location. 3. The Qualified Person will return to the rear control station and move the Diverter Valve Switch to the stabilizer position. 4. The Qualified Person will now activate the High Idle switch. 5. Depending under which condition the stabilizers were deployed, The Qualified Person will essentially reverse and perform these procedures. 6. The Qualified Person will select and retract all jack cylinders into the stabilizers. In cases where the full jack cylinder stroke was utilized during Set Up, the Qualified Person shall retract the jack cylinders SLOWLY side to side or front to rear, to minimize body strain. 7. Next the Qualified Person will retract all extendable type stabilizers into the fully stored position, and move the diverter valve switch to neutral position. 8. The Qualified Person will now move the High Idle Switch to the off position, gather and store all auxiliary stabilizer pads & wheel chocks, and disengage the PTO and Aerial Master Switch in the cab. 9. The LAST item to be stowed shall be the WHEEL CHOCKS. These shall only be removed from the wheels and stowed when the Qualified Person is ready to leave the scene. SAFETY WARNING! The Qualified Person shall be certain that all stabilizers are FULLY retracted and FULLY stowed. Revised 6/28/05 Page 52 of 70

53 THE STABILIZERS ARE NOW FULLY STOWED AND THE APPARATUS IS READY TO RETURN TO THE STATION. Standard and Optional Equipment Purpose and Operation Some of the equipment pictured below is OPTIONAL meaning, the Department's aerial may or may not be equipped with certain items SAFETY WARNING! Apparatus that contain an on-board booster pump will have an auxiliary aerial inlet that allows the aerial waterway to be charged from an external water source. When the aerial waterway system is charged by the on-board booster pump this auxiliary inlet cap is to remain on the inlet. DO NOT remove the cap with waterway charged or severe injury or death may occur. WATER PUMP: The apparatus may be equipped with a water pump to supply pressurized water to the tip of the aerial unit. When the apparatus is equipped with a water pump, the following operational procedures shall be followed by the Qualified Person. The Department shall be responsible for developing S.O.P. for operation of the water pump. When the apparatus is delivered, OEM Pump Manufacturers documents will be delivered with it. These documents shall be thoroughly read and understood by the Qualified Person, and all requirements set forth by the OEM shall be adhered to as if the were written in this Qualified Person s Manual, word for word. When positioning the apparatus for operations in accordance with this manual, the Qualified Person shall determine if engagement of the water pump will be necessary. If necessary, proper procedures that are explained in the water pump manual should be followed. Aerial operational functions and water pump operation procedures are designed to be performed simultaneously. The Department shall develop S.O.P. to determine which shall occur first, aerial deployment, or the water pump engagement. These two (2) completely different scenarios are outlined below. NOTE: The Qualified Person shall note that when the water pump is engaged the high-idle system of the apparatus automatically becomes disengaged however, the Qualified Person at the water pump controls will retain complete control of the RPM setting of the apparatus. 54 Water Pump Operation Scenario #1 1. The apparatus has been positioned, and all stabilizers are fully deployed in accordance with this manual. 2. The aerial PTO is engaged in accordance with this manual, and aerial operations are occurring within all procedures outlined in this manual. 3. The Qualified Person determines it is necessary to engage the water pump. 4. The Qualified Person shall deactivate the High Idle by depressing the High Idle Button at the Turntable. SAFETY WARNING! The Qualified Person shall NEVER allow the water pump to be engaged until the apparatus RPM has been returned to idle!!!! 5. The Qualified Person at the water pump controls may now engaged the water pump by following the proper OEM instructions. 6. The water pump is now operating and aerial operations are once again on-line. Simultaneous operations may now take place. NOTE: The High Idle system is not operable when the water pump has been engaged. The Operator of the pump panel location has control over the RPM setting of the truck engine. Water Pump Operation Scenario #2 1. The Qualified Person positions the apparatus at the scene and determines it is necessary to engage the water pump, and does so in accordance with this manual and the OEM Pump Manual. 2. The Qualified Person now determines that aerial deployment is necessary, after the water pump has been engaged and attack lines are in operation. 3. The Qualified Person at the water pump controls may now follow steps 4 through 8 below, in conjunction with the proper OEM instructions and this manual for engaging the aerial PTO. 4. The Qualified Person at the pump panel controls shall lower the RPM of the apparatus to 1000 RPM or less momentarily. Revised 6/28/05 Page 54 of 70

55 5. When 1000 RPM or lower idle speed is achieved, the aerial PTO may be engaged in accordance with this manual. 6. Once the aerial PTO is engaged the Qualified Person at the pump controls may raise the RPM to the desired level. SAFETY WARNING! The Qualified Person shall NEVER allow ANY PERSON to be in physical contact with, remove equipment, climb on, be in close proximity to, or touch ANY PART of the apparatus while the apparatus is being setup for operation!!!! This shall mean that NO ONE will contact the apparatus until the Qualified Person has given authorization for such activity to begin!! This shall prevent personnel from becoming injured from stabilizer operation, apparatus movement, and electrical hazards! The Qualified Person shall only give such authorization AFTER the apparatus is Fully Deployed in accordance with this manual!!! Furthermore, NO ONE shall climb on or be on top of ANY part of the apparatus when the aerial or stabilizers operate! Personnel shall only be allowed on the TURNTABLE during aerial operations!! 7. After PTO engagement, the Qualified Person shall fully deploy all stabilizers in accordance with this manual. 8. Provided all stabilizers are fully deployed, aerial operations may now be executed by the Qualified Person in accordance with all requirements of this manual. 9. The water pump is now operating and Aerial operations are on-line. Revised 6/28/05 Page 55 of 70

56 Intercom System: The intercom system will allow either two, or three way communications. In all cases, the intercom station at the ladder tip requires no Engineer attention to send or receive. All other locations generally have a push to talk button. In some cases, a plug or jack will be provided so the Department may plug in headsets. Overload Strobe Lights: The Ladder will have strobe lights. These strobe lights are usually amber in color, and are wired to the aerial loadminder to strobe during an Overload / Redline condition. They are located at the tip of the base section of the aerial one on each side. Revised 6/28/05 Page 56 of 70

57 Extra Penetration Stabilizer Jacks: Some aerial models are equipped with extra penetration stabilizer jacks. These jacks will allow the Qualified Person to level the apparatus turntable to within 3.5 on initial slopes greater than 5 to 7, which will allow the aerial to maintain full rated capacities. With extra penetration jacks, deployment on an initial slope of 5 to 7 is possible (with the turntable leveled to within 3.5 ). Deployment on an initial slope of 7 to 9 will reduce the rated capacity of the aerial by 50%. On Initial slopes greater than 9, Operation is NOT RECOMMENDED by the Mfg. In all cases, the turntable must be leveled to within 3.5 to retain the full rated capacities above. See "Rated Capacities". 58 1. Blue Rung illumination lights on ladder sections. 2. Air Minder. 3. Flowminder. 4. Air line quick connect fittings piped to the optional breathing air system. (not pictured) 5. Provisions for attaching fall protection harnesses. (not pictured) 6. Ladder Inclinometer. (This list is not intended to be all inclusive, other options may be present) Dual Position (Retractable) Waterway: This option allows the Qualified Person to position the waterway monitor at either the fly section or the next lower section. The Aerial Ladder shall be completely retracted & waterway uncharged (DRY) before repositioning the monitor to the auxiliary location. SAFETY WARNING! The Qualified Person shall ensure that the aerial ladder is completely retracted and the waterway is uncharged (DRY) before repositioning the monitor to the auxiliary location. The Qualified Person shall also BE RESPONSIBLE for ensuring the "T-Handle" is not in a neutral position!!! SERIOUS DAMAGE AND INJURY MAY RESULT!!! SAFETY WARNING! The Qualified Person must ensure the T-Handle is properly secured, in the proper position with respect to water tower or rescue position or serious damage, injury or death may occur. Instructions for operation of each style of the retractable waterway are as follows: DUAL POSITION (RETRACTABLE) WATERWAY - Manual Operation: Units delivered in 2001 and prior will have a "T" handle design and some units delivered in 2002 may or may not have this manual "T" handle design. This option allows the Qualified Person to position the waterway monitor at either the fly section or the next lower section. The Aerial Ladder shall be completely retracted & waterway uncharged (DRY) before repositioning the monitor to the auxiliary location. Revised 6/28/05 Page 58 of 70

59 1. The Qualified Person shall ensure that the waterway is UNCHARGED (DRY) and retract the ladder completely. 2. The Qualified Person will locate the T-handle (close to the monitor, on the right side of the ladder section) and lift the locking latch lever. The Qualified Person will now move the handle to the opposite position and release the latch, making certain that it is locked in place. 3. There are labels on tabs next to the T-handle that state Rescue or Water Tower.this is how the Qualified Person knows what position he is placing the waterway in. 4. There is no need for the Qualified Person to disconnect or reconnect any electrical plugs as these will automatically stay connected. DUAL POSITION (RETRACTABLE) WATERWAY - Electronic Operation: Some units delivered in the year 2002 and all units delivered after January 1, 2003 will have this electric design. This option allows the Qualified Person to position the waterway monitor at either the fly section or the next lower section. The Aerial Ladder shall be completely retracted & waterway uncharged (DRY) before repositioning the monitor to the auxiliary location. NOTE: Cables must be kept in proper adjustment to keep the ladder sections in correct proximity, to allow for proper alignment of the T-handle with section brackets. Handheld Aerial Remote Controls: If the Aerial Ladder is equipped with a Radio Remote Control Unit, this hand held control will offer aerial function capabilities and/or monitor and nozzle control capabilities. This control shall only be operated by the Qualified Person in any case. When this type of control is operated by a Qualified Person, an additional Qualified Person shall be stationed at the Aerial Ladder Main Control Station at all times! Radio Remote Controls operate at a percentage of the total speed of the ladder controls at the main control station. This system allows a mobile Qualified Person to inch the ladder to the desired location. Speed of the function will increase as the trigger is depressed further. Revised 6/28/05 Page 59 of 70

60 Radio Remote Controls are in the form of momentary type switches. These controls are set at a reduced speed for safety reasons. These controls are not intended for, and should not be used to operate the ladder during initial placement or used to bed the aerial ladder! SAFETY WARNING! Under no circumstances shall a Qualified Person operate the Radio Remote Control Unit unless the Qualified Person at the Main Control Station authorizes such use. THE RADIO REMOTE CONTROL IS A SECONDARY CONTROL STATION! In ALL CASES, a Qualified Person must be at the Main Control Station any time the Radio Remote Controls are to be operated! This is a total of two (2) Qualified Persons! Radio Remote Control functions are at any time, subject to being overridden by the Qualified Person at the Main Control Station. SAFETY WARNING! At no time should the Qualified Person allow anyone to ride or occupy the Aerial ladder during use of the Radio Remote Control Unit. Radio Remote Control Unit operation procedures are as follows; 1. The Qualified Person shall ensure that the Radio Remote Control Unit has batteries installed in it, and that it is turned on for operation. Note that weak batteries may reduce the operable range of the unit. 2. The Main Control Station Qualified Person should ensure that the aerial ladder is in close proximity to it's final destination, and should make sure that the system lock valve is in the On position. 3. The Main Control Station Qualified Person should active the radio remote control switch and remain at the control station at all times. NOTE: The aerial function controls at the Main control station will remain active and can be used at any point to override the hand held radio remote control. 4. The Qualified Person may now operate the hand held radio remote control. 5. To deactivate the hand held radio remote control, the Main Control Station Qualified Person should deactivate the remote control switch and/or move the system lock valve to the locked position. 61 SAFETY WARNING! The Qualified Person at the Main Control Station must be at the controls at all times when the ladder is in use, including when radio remote controls are in operation. NOTE: Proper operation procedure is to actuate the desired momentary function switch on the Radio Remote, and then slowly squeeze the trigger. (amount of trigger movement is proportional to speed of the function) Fly Section Creeper Controls: If so equipped, the ladder may have an Aerial Ladder creeper control installed at the tip of the fly section. These controls will allow the Qualified Person at the tip of the fly section to perform all Aerial Ladder control functions while stationed at the tip of the fly section. These controls operate at a percentage of the total speed of the ladder controls at the main control station. This provides a creeping effect and speed, and allows the Qualified Person at the tip of the fly section to inch the ladder to the desired location. Creeper controls at the tip of the fly section are in the form of three momentary type toggle switches. These controls are set at a slow speed for the safety of the Qualified Person at the tip of the fly. These controls are not intended for, and should not be used to operate the ladder during initial placement. Creeper Controls at the tip of the fly section will not operate unless another Qualified Person is located at the main control station. Below are instructions for Creeper Control Operation. SAFETY WARNING! The Qualified Person at the Creeper Controls shall have his feet on the fly sections steps and shall employ Fall Protection Equipment. The Qualified Person & Department shall be solely responsible for Revised 6/28/05 Page 61 of 70

62 developing S.O.P. for this. Smeal cannot be responsible for Departmental or Qualified Person actions with respect to willful disregard for safety! 1. The Main Control Station Qualified Person should move the system lock valve to the run position. Main Control Station Qualified Person should active the remote control switch and remain at the control station at all times. NOTE: The aerial function controls at the Main control station will remain active and can be used at any point to override the tip creeper controls. 2. The Qualified Person may now operate the tip creeper controls. 3. To deactivate the tip creeper controls, the Main Control Station Qualified Person should deactivate the remote control switch and/or move the system lock valve to the locked position. SAFETY WARNING! The Qualified Person at the Main Control Station must be at the controls at all times when the ladder is in use, including when tip creeper controls are in operation. SAFETY WARNING! The Qualified Person at the Tip Control Station and any other occupants on the ladder sections shall wear fall protection equipment and other personnel protective equipment as needed. 63 Lifting Eyes: Lifting eyes may be provided on the underside of the baserails, at the tip of the fly section (one each side). These eyes are provided for rappelling operations & lifting operations. As a pair, these eyes are have a rated load up to the rated load limit of the Aerial Ladder (500 Lbs.). In all cases, the load shall be CENTERED between the two eyes. Lifting eyes are to always be used as a pair. SAFETY WARNING! The Qualified Person shall NEVER allow the ladder to be SHOCK LOADED. This creates extra strain on the ladder, lifting eyes, and any rappelling medium used. The Main Hydraulic Pump: The main hydraulic pump is a pressure compensated pump that is powered by the apparatus engine and PTO. The hydraulic pump operates a closed center design hydraulic system and will provide hydraulic flow only when required by the system. When hydraulic flow is not required, the pump will automatically destroke and continuously re-circulate hydraulic oil at a reduced pressure. These features, coupled with the correct sizing and design of the hydraulic system and it s components eliminate the need for an auxiliary oil cooler. Note: when the apparatus is being operated in extremely cold temperatures, the Ladder should be moved slightly vertically and horizontally. This provides warm oil to the cylinders for more responsive operation. 12 Volt Emergency Hydraulic Pump (EPU): A back up 12 volt hydraulic pump may be provided on the Aerial Ladder to provide emergency power in the case of a main hydraulic pump failure or loss of hydraulic fluid. This pump is operated by an electrical motor which is activated by the Qualified Person by using the momentary switch labeled Emergency Hydraulic Pump. Revised 6/28/05 Page 63 of 70

64 The 12 volt back up hydraulic pump is connected to a pick up tube that extends lower into the main hydraulic reservoir, than does the regular pick up tube that is connected to the main hydraulic pump. In effect, this provides a back up reservoir of sufficient capacity for emergency use only. Due to the fact that this pump is a back up, fixed displacement type electrical pump; it is not intended for frequent or prolonged use. The Qualified Person shall only use this pump in extreme emergency. The EPU will also operate at a speed considerably slower than the main hydraulic pump. The EPU has a Duty Cycle that must be observed at all times by the Qualified Person, or the pump may burn out. The pump may be operated for a maximum of 5 minutes in every 60 minutes. This Duty Cycle shall be observed at all times or the pump may burn out. Operation is as follows. SAFETY WARNING! The Emergency Pump shall be operated only by the Qualified Person! The Emergency Pump is only designed for performing limited functions in an Emergency Situation. This pump switch shall be activated simultaneously with a hydraulic function lever, and shall be de-activated the same way or air will be introduced into the hydraulic system. 1. The Qualified Person shall move the system lock valve to the run position. 2. The Qualified Person shall engage simultaneously, the desired hydraulic function operating valve and the momentary EPU switch. The Qualified Person shall hold actuate these functions while observing the hydraulic function of the Ladder or stabilizers. 3. When the function is complete, or a maximum of 5 minutes in one hour of operation time has past, the Qualified Person shall release the momentary EPU switch and the hydraulic function lever simultaneously. The engagement and disengagement of the two separate functions shall always be simultaneous or air will be introduced into the hydraulic system. 120 Volt Emergency Hydraulic Pump (EPU): A back up 120 volt hydraulic pump may be provided on the Aerial to provide emergency power in the case of a main hydraulic pump failure. This pump is operated by an external source of electrical 120 volt current. The pump is activated by the Qualified Person by using the momentary switch labeled Emergency Hydraulic Pump. Due to the fact that this pump is a back up, electrical pump; it is not intended for frequent or prolonged use although it has a 100% duty cycle, unlike the 12 volt Revised 6/28/05 Page 64 of 70

65 EPU. This means that the pump may be used for 100% of the time in any time period. It is recommended by the Manufacturer that the Qualified Person use this pump in emergency situations only. The EPU will operate at a speed considerably slower than the main hydraulic pump. Operation of the 120 Volt EPU is as follows: 1. The Qualified Person should start the generator and move the system lock valve to the run position. 2. The Qualified Person shall engage simultaneously the desired hydraulic function operating valve and the momentary EPU switch. The Qualified Person shall hold actuate these functions while observing the hydraulic function of the Aerial or stabilizers. 3. When the function is complete, the Qualified Person shall release the momentary EPU switch and the hydraulic function lever simultaneously. The engagement and disengagement of the two separate functions shall always be simultaneous or air will be introduced into the hydraulic system. SAFETY WARNING! The 120 volt Emergency Pump shall be operated only by the Qualified Person! The Emergency Pump is only intended for performing limited functions in an Emergency Situation. This pump switch shall be activated simultaneously with a hydraulic function lever, and shall be deactivated the same way or air may be introduced into the hydraulic system. Ergonomic Hose Load EHL : SAFETY WARNING! The Qualified Person shall STAND CLEAR and keep others clear while the EHL is operating. Failure to follow these instructions could cause personal injury or death! Some Apparatus may be equipped with the Smeal EHL to aid with loading LDH in a quicker and safer manner. The EHL extends out of the torque box of the apparatus and then lowers down to a comfortable loading height. When the EHL is supplied on an apparatus, the onboard Main Hydraulic Pump, is utilized to power it. Therefore, all conditions that must be met for the Aerial unit to operate, must also be met to operate the EHL. Revised 6/28/05 Page 65 of 70

66 To operate the EHL, 12 volt power must be on, the aerial PTO and master switch must in the on position (PTO engaged), and the apparatus engine must be running. The Qualified Person shall access the left rear stabilizer control handle station. This is where the control for the EHL is located. Simply actuate the control toggle in the correct direction and the EHL will automatically come all the way out and lower down. Actuating the toggle in the other direction will raise the EHL and automatically retract it back into the torque box. SAFETY WARNING! The Qualified Person shall STAND CLEAR and keep others clear while the EHL is operating. Failure to follow these instructions could cause personal injury or death! SAFETY WARNING! The Qualified Person shall be sure that no obstructions are present in the path of the EHL fully extending and lowering!! Breathing Air Cylinder Re-Fill Instructions SAFETY WARNING! Only personnel that have been properly trained and have a thorough understanding of proper procedures in the operations of re-filling of breathing air cylinders are to conduct cylinder re-filling operations. If the department does not contain a well trained individual then it is highly recommended the department contact their breathing air supplier for re-filling of air cylinder operation. Improper operations can lead to serious injury or death. The proper steps are as follows: (See Smeal Parts Manual for plumbing diagram) Revised 6/28/05 Page 66 of 70

67 1. Open the cover shields located at the valve ends of the storage cylinders and make sure both cylinder valves are closed tightly. 2. Slowly remove the (CGA-347 for the 4500psi system) (CGA-702 for the 6000psi system) stem adapter nuts from the cylinder valves. An open end wrench is required. 3. Connect the fill station extension hose adapter directly to the cylinders. Open the cylinder valve slowly. 4. Turn on pressure from your refill source and refill to the proper full pressure. 5. When air bottle is full, turn off the pressure from your refill source. 6. Slowly close all valves and slowly remove the refill adapter. Use extreme caution when removing pressurized adapters, using a wrench and turning the fittings slowly to release any trapped air pressure. 7. Re-install the regulator and hose adapters. Then properly tighten. 8. Slowly open the cylinder valves and check for leaks. 9. Properly close and lock cover shields. 10. Recalibration of the Air minder System may be needed. See Owner s Manual CD Rom for proper recalibration procedures. NOTE: The proper adapters and fittings must be utilized during re-fill operations. It is the responsibility of the fire department to purchase these adapters from your breathing air apparatus supplier. Inspection Periodically the breathing air system should be inspected for leaks or damaged components. Inspect the air-hose and fittings for leaks or damage. Replace as necessary. Visually inspect the cylinder for any possible damage, such as dents, deep gouges, cracks or bulges. If the cylinder is damaged replace it immediately. Cylinders that show evidence to exposure to heat, such as charred or discolored paint should be replaced. Refer to current applicable publication on compressed gas cylinder inspection available from Compressed Gas Association Inc ( ) for a detailed explanation of cylinder inspection procedures. Manual Aerial Take Down: It is beyond the scope of this manual to provide instructions on manual aerial take down however, the following information is provided. Should the main hydraulic pump and the auxiliary emergency back up pump both malfunction, provisions have been made to allow for manually operating the hydraulic functions in order to stow the Ladder and stabilizers. Should these take down provisions be necessary, ONLY the Department Trained Mechanics who are familiar with the aerial and it s operation principles, shall be allowed to perform Revised 6/28/05 Page 67 of 70
