1 Docket T5.32 AAR Field and Office Manual Changes Field Manual The T5.32 task force recommends the following changes to the Association of American Railroads, Field and Office Manuals of the AAR Interchange Rules. The following tables reflect rule references based on the 2016 versions of the Field and Office Manuals. Field Manual RULE Rule 1.3.g DISPOSITION Add a note: Car owner must meet the requirements of 49 CFR (OTMA). : Any leaky tank, regardless of commodity carried, shall have stenciled on each side adjacent to car number in 3 inch letters the words LEAKY TANK. DO NOT LOAD UNTIL REPAIRED. Also, the location of the leaky tank must be stenciled with the symbol X. Owner shall be immediately notified that the car is being held for disposition, such notification to indicate point where the car is held and location of leak. Owner must furnish disposition within 15 days. Stenciling must not be removed until the tank is repaired. 2 Rule 1, 5.b(13) Revise to read by referencing the Specifications for Tanks. Rule 18, B.5 Clarify the requirements for double shelf couplers by adding the word Note after the first sentence

Rule 80, E.1 Covered hopper cars do not have exterior thermal protection coatings. For clarity, revise the paragraph as follows: : The following stenciling, with at least 2 inch lettering, must be applied to tank cars equipped with exterior thermal coatings and to covered hopper cars equipped with exterior thermal coatings, interior protective coatings or rubber, polyvinyl chloride and polyurethane elastomeric linings. a. Kind of coating or lining (name). b. Date (month and year) of application : The following stenciling, with at least 2- inch lettering, must be applied to tank cars with an exterior thermal protection coating and to tank cars and hopper cars equipped with an interior protective coating or lining: a. Kind of coating or lining (name); and b. Date (month and year) of application. Rule 80, E.9 Revise the opening sentence to clarify the inspection rule for tank cars. The sentence would be revised to read: When tank cars have been inspected in accord with Rule 88.B.2 Note 5... The paragraph would also be revised to change consolidated stencil to qualification stencil since the AAR removed the requirement for a consolidated stencil. : When tank cars have been inspected in accord with Rule 88.B.2, they must be stenciled INSP RULE 88 B MO/YR in letters at least 1 inch high on both sides of the car, near the consolidated stencil. For general information on tank car stenciling, refer to Section C III, AAR Specifications for Tank Cars, Appendix C.

4 : When tank cars have been inspected in accord with Rule 88.B.2 Note 5, stencil the car INSP RULE 88 B MO/YR in letters at least 1 inch high on both sides of the car, near the qualification stencil. For general information on tank car stenciling, refer to the AAR Manual of Standards and Recommended Practices, Section C, Part III, Specifications for Tank Cars, Appendix C. Rule 81 D.2 Revise for clarity to prohibit welding to the tank, including areas outside of the stub sill, such as tank anchors. Removed the term stub-sill since the rules apply equally to full-sill cars and stub-sill cars. Added Appendix W to the list of appendices. : On tank cars without continuous center sills (stub sill design) welding of cracks in parent metal of the stub sill structural members, or in sill-to-pad welds, is not permitted if any portion of the cracks are within 12 inches of the attachment of the stub sill or in the tank reinforcing pad, except welding which is performed by welders qualified in accord with the AAR s Specifications for Tank Cars, and by a M-1002/M-1003 certified facility. : On tank cars, welding of cracks is not permitted on the tank, or within 12-inches of the tank, unless performed by a certified facility in accordance with the AAR Manual of Standards and Recommended Practices, Section C, Part III, Specifications for Tank Cars Appendices B, R, and W. A non-certified facility may weld within 12-inches of the tank if the weld consists of light non-structural members and there is no welding to the tank. Rule 81.D.3.a Revise paragraphs (a) and (b) for clarity. Add a new figure B from S-2044, paragraph 5.12, and change current Figure B to C. : 3. Welding is not permitted to the following: a. Side railings, operating platform safety railings, and all other handrails/guardrails, except as shown in Figure A, or as provided for in the original approved design. b. Tank car end platform safety railings are not to be rewelded if cracked or broken at the center of the car bracket. Perform field repairs as shown in Figure B. Refer to Section E.16 of this Rule for additional instructions.

7 Rule 81.E.5 Revise the sentence for consistency with the federal regulations and AAR standards. Remove the reference to the list of tank car facilities in Appendix B, since Appendix B no longer contains the list of certified facilities. Revise the word shop to facility and remove the phrase as shown in Appendix B of Specifications for Tank Cars. Repairs to tank car head shields and their attachments (excluding hand brake and safety appliance attachments) must be performed only at the direction of the car owner and by an AAR certified shop as shown in Appendix B of Specifications of Tank Cars. Repairs to tank car head shields and their attachments (excluding hand brake and safety appliance attachments) must be performed only at the direction of the car owner and by an AAR certified facility. Rule 81.E.13 For consistency with the list of required publications, remove rule 81.E.13 and revise Rule 1.b.13 with respect to the required publications on a repair track. See Rule 1.b.13 for changes. Certified tank car facilities refer to M-1002, C-III, Appendix B for required publications. Removed Rule 88, A.6.b Remove last sentence with respect to exterior heater coil caps. [Recommend to the Tank Car Committee to create a rule to secure loose heater coil caps above the 7- and 9-inch clearance requirement] Minimum clearance for tank cars above top of rail of body-mounted valves, caps and other fixtures shall be 9 inches on empty cars and 7 inches on loaded cars. This excludes exterior heater coil caps, which must be left off in transit, and cap retaining chains. Minimum clearance for tank cars above top of rail of body-mounted valves, caps and other fixtures shall be 9 inches on empty cars and 7 inches on loaded cars. Rule 88, A.16.f.3 Revise to add an exception for gauging device plugs and sampling valve plugs for consistency with Appendix A, and (3) All liquid and vapor closures used in normal loading and unloading operation, except gauging device plugs and sampling valve plugs, must be fastened by an approved means to prevent misplacement under conditions incident to transportation or use.

8 (3) Must have the following parts properly secured in place and equipped with chain or other type of securement: (a) Dome covers (chained or hinged). (b) Outlet valve reducers. (c) Outlet valve caps. (d) Outlet valve cap pipe plugs. (e) Heater coil inlet and outlet pipe caps or end plugs. (3) All liquid and vapor closures used in normal loading and unloading operation, except gauging device plugs and sampling valve plugs, must be fastened by an approved means to prevent misplacement under conditions incident to transportation or use. Rule 88.f.6 Remove as obsolete. See the AAR Specifications for Tank Cars, Appendix D. (6) Safety valves on tank cars must not be tested while the cars are under load. Removed Rule 88.f.7 Remove as obsolete. Railroads do not apply these cards. (7) Loaded or empty tank cars requiring qualification/retest of pressure relief valves or tank, account overdue must be forwarded to destination carded on both sides as follows: Removed OVERDUE FOR QUALIFICATION MOVING UNDER AAR INTERCHANGE RULE 88 Rule 88.f.(8) Revise the sentence for clarity as follows. (8) Tanks, pressure relief valves and other components of tank cars shall be qualified/retested and stenciled at the intervals specified in the AAR M-1002 Specifications for Tank Cars and applicable DOT Regulations.

9 Each tank car marked as meeting a DOT specification and any non-specification tank car transporting a hazardous material must have a periodic inspection and test conforming to 49 CFR 180, Subpart F. Tank cars must have a qualification stencil as shown in the AAR Manual of Standards and Recommended Practices, Section C, Part III, Specifications for Tank Cars. Rule 88, B.2.(9) Remove. In an earlier Rule 88 change, the tank car inspection requirements for tank cars were moved to the Specifications for Tank Cars, Appendix D, paragraph 3.1. (9) Tank car jackets Removed Rule 88, Note 5 Change Table D4 to paragraph 3.1. NOTE: 5 All tank cars must be inspected and repaired in accordance with MSRP M-1002, Appendix D, Table D3, Required Tank Car Qualifications/Inspections. NOTE: 5 All tank cars must be inspected and repaired in accordance with the AAR Manual of Standards and Recommended Practices, Section C, Part III, M-1002, Appendix D, paragraph 3.1. Rule 88, B.10.a DOT does not require placard holders. Revise to reference the AAR standards. a. Where required by DOT Regulations, tank cars must be equipped with permanent metal placard holders that provide secure application, easy reversal and removal of placards. Where required by the AAR Manual of Standards and Recommended Practices, Section C, Part III, M-1002, Specifications for Tank Cars, cars must be equipped with permanent metal placard holders that provide secure application, easy reversal, and removal of placards. Rule 88.b.10.b Obsolete and remove. All tank cars in anhydrous ammonia service must have metal jackets and thermal protection.

10 b. DOT 112-S and 114-S cars in anhydrous ammonia service must be painted or cleaned every 5 years to functionally restore the original white appearance. Year painted or cleaned must be stenciled on car. Removed Rule 88.b.10.d Remove the certifying agencies since the rule applies to all tank cars. For example, the list does not include TC tank cars. Revise the language for consistency with AAR Manual of Standards and Recommended Practices, Section C, Part III, M-1002, Specifications for Tank Cars, Chapter 1, paragraph d. A DOT, ICC or AAR Tank car tank of any age, when applied to another full sill underframe must be qualified/retested to verify tank integrity and must be approved by the AAR Tank Car Committee. Subsequent tank qualification/retest intervals must be based on original tank built date. d. When applying a tank to a new or existing underframe, the Tank Car Committee must approve the application. After applying a tank to a new or existing underframe, the tank must be qualified to verify tank integrity. Rule 90, A.1.b Remove Rule 90, A.1.b for consistency with the AAR Manual of Standards and Recommended Practices, Section C, Part III, M-1002, Specifications for Tank Cars, Chapter 1, paragraph Age limits only apply to the underframe. b. Section A.1.a. above will apply to both tank and underframe for AAR Specification tank cars with separate built dates for tank and underframe. Removed Rule 95, A.15.f Revise to update the requirements of new terminology to read as follows. Tank car service equipment, and associated elastomers (i.e., gaskets and O-rings). f. 14 Office Manual Rule Disposition Rule 88, C.1.b(3) Revise paragraphs (a) and (b) to refer to MSRP, C-III, paragraph Tank cars require, in addition to Form 88-C, copies of the following documents, which are to be submitted to the Executive Director Tank Car Safety: (a) Certificate of Construction (AAR Form 4-2). (b) Copies of Form 4-2 and Exhibit R-1 forms (see MSRP Section C-III) must also be furnished to the buyer at the time of sale along with drawings of General Arrangement, Tank Arrangement, and Fittings Arrangement. In addition to Form 88-C, the current car owner must submit copies of the documents identified in the AAR Manual of Standards and Recommended Practices, Section C, Part III, M-1002, Specifications for Tank Cars, Chapter 1, paragraph to the Executive Director Tank Car Safety and to the buyer. Rule 88, C.16 Recommend removing this paragraph because EEC removed the Extended Service Status. See Rule 88f.1.
