3 1. PATROLLERS 1.1. THE CPF Patrollers: a) CPF Patrollers shall patrol in their specific areas as designated by the patrol leader to observe for suspicious activities, situations and problems in the area. Such findings must be reported to the SAPS via the RCO on duty. These CPF Patrollers are not to act as SAPS Members. b) CPF Patrollers must report to their local SAPS Station or as per the instructions from the Exco to complete the Patrollers Book and get their OB Number prior to doing patrols THE CPF Patrol leaders: a) Patrol leaders is responsible to plan and pre plan all patrols in advance. b) Patrol leaders must take charge and control of all arranged patrols. c) Patrol leaders must ensure all Patrollers booked on/off duty in Occurrence Book at SAPS or as per the instructions from the Exco. 2. PATROLLERS RULES 2.1. All Patrols must be planned and arranged in a 48 Hour advance period All planned patrols must be submitted 2 days before planned date and time to the Chairperson or the Vice Chairperson No Patrols will be allowed without proper pre- planning All Rendezvous points must be on pre planning. Times to be included No unauthorised stop and searches will be allowed during patrols Patrol Leader will be responsible and will be accountable for the patrols Patrol Leader will be responsible to ensure Patrol Report is completed in full and correctly before reporting from duty. (Correct names and no nick names to be written on patrol report) 2.8. Patrol Leader will be responsible to ensure the completed Patrol report is handed to the Secretary before 12:00 the next day Secretary will be responsible to post the patrols on the required What s-app groups All Patrollers will only replies with a thump up / thump down on patrol request All Patrollers will ensure timorously reporting at Patrol Starting points. All Patrols will be started and ended strictly at SAPS parking area or as otherwise arranged by the Patrol Leader Patrol Leader will be responsible to verify with all patrollers responding positive to patrol request, if still interested in patrols before booking members on duty at SAPS or as per the instructions from the Exco Patrol Leader will be responsible to book on and off duty in OB at SAPS or as per the instructions from the Exco. (only Patrol Leader name and contact number will be written in OB Book, Patrol Leader will only mention in OB Book the amount of vehicles and patrollers reported for patrols) All Patrols will be strictly on a buddy-buddy system. No lone rangers. (If vehicles been split for different areas it must be equal split between areas) Patrollers must keep Communication at all times (Cell phone or Radio or as arranged by the Patrol Leader) Patrollers must be Professional at all times. No misbehaviour will be accepted Patrollers must ensure that their team members is leaving together at all rendezvous points and scenes and not left them behind Patrol Leaders will ensure that all patrollers stay in a buddy-buddy system at all times Patrollers must submit a situation report at rendezvous points to the Patrol leader and other patrollers Patrol Leader will update Patrol Report at all rendezvous points accordingly All Patrollers must inform the Patrol Leader if they need to report off duty before the planned time. Patrol Leader will update Patrol Report accordingly All Patrollers must have a working pen and pocket book, Cell phone or radio with them at all times during patrols Only the Patrol Leader will be allowed to contact SAPS /EMS if needed Patrollers must have their Pocket Books with them at Monthly Meetings for inspection and perusal by the Chairperson or his/her delegates All patrol vehicles must have the approved Sector CPF magnets on while patrolling for identification purposes. 5 3. USE OF IDENTIFICATION LIGHTS DURING PATROLS At this stage the CPF are not allowed to use any GREEN identification lights and/or warning devices during patrols or while performing CPF duties. NATIONAL ROAD TRAFFIC ACT, 1996 SECTION 21 USE OF LIGHTS AND SIRENS National Road Traffic Act, 1996 National Road Traffic Regulations 1999 Chapter VI : Fitness of Vehicles Part II : Equipment on or in respect of vehicles 176. Identification lamps SECTION ) A bus or a goods vehicle, the gross vehicle mass of which exceeds kilograms, and which is not a motor vehicle referred to in sub regulation (2), (3) or (5), may be fitted above the windscreen with two or more identification lamps and each such lamp shall a) not exceed a capacity of 21 Watts; b) be visible from directly in front of the motor vehicle to which it is fitted; and c) Emit a green or amber light. 2) An ambulance, fire-fighting or rescue vehicle may be fitted with a lamp or lamps emitting an intermittently-flashing red light in any direction. 3) a) Subject to paragraph (b), no person shall operate a motor vehicle fitted with, or in or on which is displayed, a lamp or lamps emitting a blue light or capable of emitting a blue light. 6 b) The provisions of paragraph (a) does not apply to a motor vehicle operated by a member of the Service or a member of a municipal police service, both as defined in section 1 of the South African Police Service Act, 1995 (Act No. 68 of 1995), or a traffic officer, or a member of the South African Defence Force authorised in terms of section 87(1)(g) of the Defence Act, 1957 (Act No. 44 of 1957) to perform police functions, in the execution of his or her duties. c) A motor vehicle referred to in paragraph (b) may be fitted with a lamp or lamps emitting an intermittently-flashing I. blue light; II. blue and amber light; III. blue and red light; or IV. blue, amber and red light, V. in any direction which may, at the will of the driver, VI. display the word "stop". 4) A motor vehicle which is a) a vehicle employed in connection with the maintenance of public road; b) engaged in the distribution and supply of electricity; c) engaged in the supply of other essential public services; d) operated in terms of the authority granted by the MEC in terms of section 81 of the Act; e) a breakdown vehicle; f) a refuse compactor vehicle; g) a vehicle carrying an abnormal load and the vehicle escorting it if any,may, but a breakdown vehicle shall, be fitted with a lamp or lamps capable of emitting an intermittently-flashing amber light in any direction: Provided that such lamp shall only be used at the place where the breakdown occurred, where the maintenance or other work or an inspection is being carried out, when such breakdown vehicle is towing a motor vehicle, or in the event of a vehicle carrying an abnormal load. 5) A motor vehicle used by a medical practitioner may be fitted above the windscreen with one lamp emitting an intermittently flashing red light in any direction: Provided that such light may only be used by such medical practitioner in the bona fide exercise of his or her profession. 7 6) A vehicle driven by a person while he or she is engaged in civil protection as contemplated in section 3 of the Civil Protection Act, 1977 (Act No. 67 of 1977), may be fitted with a lamp or lamps emitting an intermittently-flashing green light in any direction. SECTION 21.2 Regulation 201 that applies to Audible warning devices (Hooters) suggests the following Quote a) it is not clearly audible to a person of normal hearing at a distance of at least 90m; b) the pitch varies, unless I. the vehicle is an ambulance, a rescue vehicle, a civil protection vehicle, a police vehicle or a fire-fighting vehicle; or II. the sound is emitted from an anti-theft device that incorporates a siren, or c) the hooter is not operated by a button or switch that breaks contact automatically when it is released. or similar from here in the RTA Quote: Warning devices 201. (1) Subject to the provisions of sections 58(3) and 60 of the Act, no person shall operate on a public road a) a self-propelled motor vehicle, unless it is equipped with an efficient warning device which is in good working order and, when used, capable of emitting a sound which, under normal conditions, is clearly audible by a person of normal hearing from a distance of at least 90 metres; b) a pedal cycle, unless it is equipped with an efficient warning device which is in good working order and, when used, capable of giving adequate warning of its approach; c) a vehicle to which a siren is fitted; or d) a vehicle to which a device is fitted which emits a sound of which the tone of pitch varies: Provided that the provisions of paragraphs (c) and (d) shall not apply to a motor vehicle to which an anti-theft device which incorporates a siren is fitted, or to a fire-fighting vehicle, a rescue vehicle, ambulance or vehicle driven by a traffic officer in the carrying out of his or her Rustenburg CPF Constitution Addendum Patrol Policy - Page 7 of 12

8 duties, or to a vehicle driven by a person while engaged in civil protection as contemplated in section 3 of the Civil Protection Act, 1977 (Act No. 67 of 1977) (2) The device referred to in paragraph (b) of the proviso to sections 58(3) and 60(b) of the Act shall be capable of emitting a sound of which the tones of pitch shall a) be (commonly known as the Klaxon } b) sweep rapidly between 400 and Hertz at a rate of between 120 and 180 cycles per minute (commonly known as the yelp ); or c) sweep slowly between 400 and 1500 Hertz at a rate of between six and nine cycles per minute (commonly known as the wail ) AMENDMENT OF SECTION 58 OF ACT 93 OF 1996 Section 58 of the principal Act is hereby amended by the substitution for subsection (3) of the following subsection: (3) The driver of a fire-fighting vehicle, a fire-fighting response vehicle, rescue vehicle, an emergency medical response vehicle or an ambulance who drives such vehicle in the performance of his or her duties, a traffic officer or a person appointed in terms of the South African Police Service Act, 1995 (Act No. 68 of 1995), who drives a vehicle in the carrying out of his or her duties or any person issued with the necessary authorisation and driving a vehicle [while engaged in civil protection as contemplated in any ordinance made in terms of section 3 of the Civil Protection Act, 1977 (Act No. 67 of 1977)], may disregard the directions of a road traffic sign which is displayed in the prescribed manner: Provided that a) he or she shall drive the vehicle concerned with due regard to the safety of other traffic; and b) in the case of any such fire-fighting vehicle, fire-fighting response vehicle, rescue vehicle, emergency medical response vehicle, ambulance or any vehicle driven by a person [while he or she is so engaged in civil protection,] issued with the necessary authorisation, such vehicle shall be fitted with device capable of emitting a prescribed sound and with an identification lamp, as prescribed, and such device shall be so sounded and such lamp shall be in operation while the vehicle is driven in disregard Rustenburg CPF Constitution Addendum Patrol Policy - Page 8 of 12

9 of the road traffic sign.. SUBSTITUTION OF SECTION 60 OF ACT 93 OF 1996 The following section is hereby substituted for section 60 of the principal Act: Certain drivers may exceed general speed limit Notwithstanding the provisions of section 59, the driver of a fire-fighting vehicle, a fire-fighting response vehicle, a rescue vehicle, an emergency medical response vehicle or an ambulance who drives such vehicle in the carrying out of his or her duties, a traffic officer or a person. appointed in terms of the South African Police Service Act, 1995 (Act No. 68 of 1995), who drives a vehicle in the carrying out of his or her duties or any person issued with the necessary authorisation and driving a vehicle [while engaged in civil protection as contemplated in any ordinance made in terms of section 3 of the Civil Protection Act, 1977 (Act No. 67 of 1977)], may exceed the applicable general speed limit: Provided that a) he or she shall drive the vehicle concerned with due regard to the safety of other traffic; and b) in the case of any such fire-fighting vehicle, fire-fighting response vehicle, rescue vehicle, emergency medical response vehicle, ambulance or any vehicle driven by a person [while he or she is so engaged in civil protection,] issued with the necessary authorisation, such vehicle shall be fitted with a device capable of emitting a prescribed sound and with an identification lamp, as prescribed, and such device shall be so sounded and such lamp shall be in operation while the vehicle is driven in excess of the applicable general speed limit.. 4. RULES AND REGULATION FOR USE OF WARNING LIGHTS AND WARNING AUDIO DEVICES 4.1. DEFINITIONS Pro-Active Member - a pro- Active member is a member that attend all CPF duties and patrols, also conduct response duties to emergency calls. Active Member - a Active member is a member that attend only 1 or 2 CPF duties or patrols per month,also do not conduct response duties to emergency calls. Non Patrolling Member - a Non Patrolling member is a member that do not attend any CPF duties or patrols or response duties to emergency calls. 10 4.2. PRESCRIBED INSTALLATION GUIDELINES FOR WARNING LIGHTS AND AUDIO DEVICES a) Members that receive authorisation to install warning lights and warning audio devices will do it on their own expenses. b) Pro- Active Members will be allowed to install warning lights and audio warning devices in their vehicles. c) Active Members will be allowed to install only warning lights in their vehicles d) Non Patrolling members will not be allowed to install warning lights or warning audio devices to their vehicles. e) Members must remember that warning lights must give a professional image and by overdoing the installation of these lights may result in the withdrawing of this privilege. f) Only 1 set warning lights (strobe lights) in front of vehicle and 1 set at rear of vehicle. (not more than 2 rows of 2 lights per row) g) Members that use rotating warning lights must fit lights on vehicle roof. h) No member will be allowed to have strobes and rotating warning lights fitted together at a vehicle. i) Audio warning systems must be as described in the Road Traffic Act SECTORS CHAIRPERSON RESPONSIBILITIES a) Sector Chairperson will be responsible to submit a written recommendation to EXCO for installation of warning lights and or audio warning devices for the members in their Sectors as per point 4.2 (b) (c). Final approval to be done by the EXCO. b) Sector Chairperson will be responsible to keep record of all persons whom he/she authorised to install warning lights and warning audio devices. c) Record must have information as follows: I. Member s names and surname II. Vehicle Make & Model III. Vehicle colour IV. Vehicle registration number V. A Photo of vehicle with insignia and warning lights on VI. If vehicle is equipped with warning lights and or warning lights and warning audio device d) Sector Chairperson will be responsible to ensure that warning lights and/or warning audio devices been removed from a Members vehicle if such members been removed from the authorised group for one or another reason. 11 e) Sector Chairperson will be responsible to inform EXCO in writing if any member authorisation for using warning lights or warning audio devices was withdrawn, reason and date when equipment was removed must be stated. f) Sector Chairperson will be responsible to take necessary disciplinary actions against those members misusing their warning lights and warning audio devices USE OF GREEN WARNING LIGHT a) Members my only use warning lights when officially booked on duty at Occurrence Book. b) Warning lights will be used during the following: I. When vehicles moving in a convoy during Patrols or CPF duties. II. III. IV. At any crime / incident scene. Reaction to an emergency call/ incident At Static observation points. V. When instructed by Exco Chairman during special operations USE OF AUDIO WARNING DEVICES Members will only be allowed to use warning audio device when reacting to a serious emergency call and have no other choice to move through traffic by using the warning audio device. Members must still follow the Traffic Rules as per Road Traffic Act and must also keep their and other road user s safety in mind PATROL SCHEDULES REQUESTED BY EXCO When requested by the Exco the Sectors/Sub Forums must supply the patrol schedules as requested by Exco.
