1 PROPOSED HARMONIZATION RECOMMENDATIONS HEAV DUT EQUIPMENT TECHNICIAN TRUCK AND TRANSPORT MECHANIC AGRICULTURAL EQUIPMENT TECHNICIAN 1. CONTEXT The purpose of this report is to review current jurisdictional apprenticeship training requirements for the following Red Seal trades to inform the development of recommendations for the harmonization of apprenticeship training: Heavy Duty Equipment Technician (HDET) Truck and Transport Mechanic (TTM) Agricultural Equipment Technician (AET) More specifically: Section 1 explains the Harmonization Initiative and the methodology used to arrive at the proposed recommendations; Section 2 presents a summary chart of the existing HDET jurisdictional requirements and proposed harmonization recommendations on the trade name, number of training levels, total training hours, and sequencing of technical training. Section 3 presents a summary chart of the existing TTM jurisdictional requirements and proposed harmonization recommendations on the trade name, number of training levels, total training hours, and sequencing of technical training. Section 4 presents a summary chart of the existing AET jurisdictional requirements and proposed harmonization recommendations on the trade name, number of training levels, total training hours, and sequencing of technical training. 1.1 BACKGROUND The goal of Harmonization is to substantively align apprenticeship systems across Canada by making apprenticeship training requirements more consistent in the Red Seal Trades 1. 1 The Government of Québec is participating as an observer in the CCDA work on harmonization. 1

2 As a part of this work, the Canadian Council of the Directors of Apprenticeship (CCDA) identified four harmonization priorities in consultation with industry and training stakeholders: 1. Use of Red Seal trade name; 2. The number of training levels; 3. Total training hours (in-school and on-the-job); and 4. Sequencing of training content (at each training level) using the most recent National Occupational Analyses. The first ten Red Seal trades are expected to be harmonized by September 2016 in most jurisdictions. In July 2015, the Forum of Labour Market Ministers (FLMM) asked the CCDA to work with industry stakeholders to harmonize training for two-thirds of Red Seal apprentices by By 2020, a total of 30 Red Seal trades will be harmonized in most jurisdictions. 1.2 METHODOLOG Based on consultation feedback and an in-depth examination of the common training implications between Red Seal trades, the Harmonization Taskforce decided to harmonize HDET, TTM, and AET concurrently. For HDET, information was amalgamated from the initial analysis completed in Phase 1 of harmonization. For TTM and AET, questionnaires were developed to collect jurisdictional data on the training requirements for these trades. Provinces and territories were asked to verify the pre-populated data in the questionnaires (based on the Ellis Chart), and provide the missing information based on the training requirements in their own jurisdiction. Proposed harmonization recommendations were developed with respect to the trade name, total number of training hours, and number of training levels based on commonalities identified through the questionnaire exercise. 1.3 NEXT STEPS The proposed harmonization recommendations outlined in the following sections will be used by the CCDA as a starting point for consultations on all three trades with industry and training stakeholders across the country. 2

3 HEAV DUT EQUIPMENT TECHNICIAN 2. PROPOSED HARMONIZATION RECOMMENDATIONS 2.1 INFORMATION ON THE TRADE HDET is a designated Red Seal trade in 12 provinces and territories, as well as in Québec. Training is available in 10 of the 12 participating jurisdictions. 4 2.3 TRADE NAME Harmonization Recommendation 1: It is recommended that Provinces and Territories use the following Red Seal trade name: Heavy Duty Equipment Technician in English; and Mécanicien/mécanicienne d'équipement lourd in French. In June 2015, the CCDA agreed in principle to move towards the use of the Red Seal trade name for all trades, in the context of the Harmonization Initiative. The official Red Seal trade name approved by the CCDA is Heavy Duty Equipment Technician in English and Mécanicien/mécanicienne d'équipement lourd in French. Currently, 7 of the 12 provinces and territories that designate Heavy Duty Equipment Technician as a Red Seal trade already use the Red Seal trade name in English. Three jurisdictions use a different French name. 2.4 LEVELS Harmonization Recommendation 2: It is recommended that the technical training program of Heavy Duty Equipment Technician be offered in 4 levels. The jurisdictional feedback received showed that while the number of training levels varies between 3 and 6, 8 of the 12 participating jurisdictions already offer 4 levels of training. 2.5 TOTAL TRAINING HOURS (IN-CLASS AND ON-THE-JOB) Harmonization Recommendation 3: It is recommended that the total number of training hours (in-class and on-the-job) be 7200 hours. As a general rule, the CCDA has recommended a total of 1800 hours of training per level of the trade as a starting point for harmonization. Jurisdictions may organize the ratio of in-class and on-the-job training requirement as appropriate. Based on the jurisdictional feedback received, the total number of training hours varies from 5220 to 8000 hours across the country. However, 7 of the 12 participating jurisdictions already require 7200 hours for certification which is consistent with 1800 hours per level as recommended by the CCDA. 4

5 2.6 SEQUENCING Harmonization Recommendation 4: The sequencing documents available in Annex A and B will be used as a starting point for consultations with industry and training providers to develop the final sequencing. 5
