3 3. Do not operate power tools in explosive atmospheres, such as in the presence of flammable liquids, gases, or dust. Power tools create sparks which may ignite the dust or fumes. Keep children and visitors away while operating a power tool. Distractions may cause you to lose control. Provide barriers or shields as needed. Never allow children to play with or operate the Winch. Personal Safety Stay alert. Watch what you are doing, and use common sense when operating a power tool. Do not use a power tool while tired or under the influence of drugs, alcohol, or medication. A moment of inattention while operating power tools may result in serious personal injury. Dress properly. Do not wear loose clothing or jewelry. Contain long hair. Keep your hair, clothing, and gloves away from moving parts. Loose clothes, jewelry, or long hair can be caught in moving parts. Avoid accidental starting. Be sure the Power Switch is off before performing any maintenance, hooking up a load, or adjusting the Winch. Remove adjusting keys or wrenches before turning the power tool on. A wrench or a key that is left attached to a rotating part of the power tool may result in personal injury. Do not overreach. Keep proper footing and balance at all times. Proper footing and balance enables better control of the power tool in unexpected situations. Use safety equipment. Always wear eye protection. Dust mask, nonskid safety shoes, hard hat, or hearing protection must be used for appropriate conditions. Always wear ANSI-approved safety goggles and a dust mask/respirator when using or performing maintenance on this tool. Always wear heavy duty work gloves when working with Winch and Cable. Tool Use And Care 3. IMPORTANT! Prior to first use, the Winch s Engine MUST be filled with a high quality SAE 10W-40 grade engine oil and unleaded fuel. Do not force the tool. Use the correct tool for your application. The correct tool will do the job better and safer at the rate for which it is designed. Do not force the tool and do not use the tool for a purpose for which it is not intended. Store idle tools out of reach of children and other untrained persons. Tools are dangerous in the hands of untrained users. Page 3

4 4. 5. Maintain tools with care. Keep tools clean. Properly maintained tools are less likely to malfunction and are easier to control. Do not use a damaged tool. Tag damaged tools Do not use until repaired. Check for misalignment or binding of moving parts, breakage of parts, and any other condition that may affect the tool s operation. If damaged, have the tool serviced before using. Many accidents are caused by poorly maintained tools. Service Tool service must be performed only by qualified repair personnel. Service or maintenance performed by unqualified personnel could result in a risk of injury. When servicing a tool, use only identical replacement parts. Follow instructions in the Inspection, Maintenance, And Cleaning section of this manual. Use of unauthorized parts or failure to follow maintenance instructions may create a risk of electric shock or injury. SPECIFIC SAFETY RULES The warnings and precautions discussed in this manual cannot cover all possible conditions and situations that may occur. It must be understood by the operator that common sense and caution are factors which cannot be built into this product, but must be supplied by the operator. Do not exceed the maximum 3,000 pound line pull capacity of this Winch. Know the weight of the load being pulled. Overloading the Winch could cause personal injury and/or property damage. Maintain labels and nameplates on the Winch. These carry important information. If unreadable or missing, contact Harbor Freight Tools for a replacement. Never attempt to use as an overhead winch, or to move people or animals. Industrial applications must follow OSHA guidelines. Never leave the Winch unattended with a load. Remove the load from the Winch before leaving the area. This Winch is designed for intermittent use only. Do not use the Winch in a constant duty application. The duration of the pulling job should be kept as short as possible. If the Winch becomes very hot to the touch, stop the Winch and let it cool down for several minutes. Never pull for more than one minute at or near the rated maximum 3,000 pound line pull capacity. Always examine the Winch for structural cracks, bends, damage, frayed Cable, and any other condition that may affect the safe operation of the tool. Do not use the Winch if it is damaged in any way. 5 Always keep hands and fingers away from the cable, hook, fairlead, and all other moving parts when installing, operating, applying, or releasing a load. Remain clear of the Cable when pulling a load. Do not stand in line with the Cable, as it can recoil violently if it breaks. Do not cross over or under the Cable when the Winch is under a load. People and animals should be kept at a safe distance when using the Winch. Use extreme caution when applying or releasing a load. Never allow the load to suddenly release. Apply and release the load slowly and carefully. Never winch a vehicle, trailer, boat, or other object with anyone in or on the object being pulled. Use a spotter to assist you in assuring that it is safe to operate the Winch. Make sure the spotter is out of the way of the Cable and object being pulled before activating the Winch. Always leave at least five turns of the Cable on the Drum to prevent pulling the Cable out of the Winch. The Cable must be pulled straight in. Keep the load in line with the Winch. Pulling at an angle (off to the side) will cause excessive stress on the Winch. This Winch is not designed for use in aircraft applications. Never lift objects vertically with the Winch. This Winch is designed for horizontal use only. Mount the Winch securely on a level, stable platform capable of bearing the weight of the Winch and the strong pressure created by the load. If the Winch is vehicle-mounted, do not move the vehicle to assist the Winch in pulling a load. The combination of the Winch and vehicle pulling together can overload the Winch and the Cable. Be aware of dynamic loading. Suddenly starting or jerking against load may briefly create an excess load, causing product failure. WARNING: This product contains or, when used, produces a chemical known to the State of California to cause cancer and birth defects or other reproductive harm. (California Health & Safety Code , et seq.) 20. WARNING! This Winch is designed for outdoor use only. Do not operate the Winch in a closed area or in a poorly ventilated area. When running, the engine of the vehicle product produces carbon monoxide, a colorless, odorless, toxic gas that, when inhaled, can cause serious personal injury or death. 2 WARNING! People with pacemakers should consult their physician(s) before use. Electromagnetic fields in close proximity to heart pacemaker could cause pacemaker interference or pacemaker failure. Caution is necessary when near engine s magneto or recoil starter. Page 5

6 FIRE AND EXPLOSION PRECAUTIONS Gasoline fuel and fumes are flammable, and potentially explosive. Use proper fuel storage and handling procedures. Always have multiple ABC class fire extinguishers nearby. When fuel or oil spills, it must be cleaned up immediately. Dispose of fluids and cleaning materials according to local, state, and federal codes and regulations. Store oil rags in an oil-waste approved, covered metal container with a ventilated bottom. Never store fuel or other flammable materials near the Winch. Do not smoke, or allow sparks, flames or other sources of ignition around the Engine and Fuel Tank since they could ignite fumes. Keep grounded conductive objects, such as tools, away from exposed, live electrical parts and connections to avoid sparking or arcing. These objects could ignite fumes or vapors. Do not add fuel or oil while the Engine is running or while the Engine is still hot. Do not operate the Winch with known leaks in the fuel system. Excessive buildup of unburned fuel gases in the exhaust system can create a potentially explosive condition. This buildup can occur after repeated failed start attempts, valve testing, or hot engine shutdown. If this occurs, open exhaust system drain plugs, if equipped, and allow the gases to dissipate before attempting to restart the Engine. Always check the fuel and Engine oil level prior to starting the Engine. BURN AND CHEMICAL PRECAUTIONS Avoid contact with hot fuel, oil, exhaust fumes, and hot solid surfaces. Avoid bodily contact with fuels, oils, and lubricants used in the Engine. If swallowed, seek medical treatment immediately. Do not induce vomiting if fuel is swallowed. For skin contact, immediately wash with soap and water. For eye contact, immediately flush eyes with clean water. NOISE PRECAUTIONS Prolonged exposure to noise levels above 85 dba is hazardous to hearing. Always wear ANSI approved ear protection when operating or working around the Plate Compactor when it is running. Page 6

7 ASSEMBLY INSTRUCTIONS This product comes completely assembled, but will have to be mounted. Note: Depending on your level of knowledge regarding mechanical assembly you may wish to have the mounting performed by a qualified service technician IMPORTANT! Prior to first use, the Winch s Engine MUST be filled with about 1/2 quart of high quality SAE 10W-40 grade engine oil and 1-1/2 quarts of unleaded fuel. This Winch can generate 3,000 pounds of pulling force. Make sure the location selected can withstand this much force. It may be necessary to use steel reinforcement plates (not included) and/or additional bracing (not included), depending on the desired mounting location. Place the Mounting Base of the Winch on the desired mounting location. Use the six 3/8 diameter mounting holes in the Base as a template, mark and drill six 3/8 mounting holes in the mounting location. Use six grade 5 or better mounting bolts, washers, and nuts (this hardware not included) to securely attach the Winch to the desired mounting location. Operation INSTRUCTIONS Turn the Clutch Knob (23A) counterclockwise and push the Clutch Lever (5A) down to achieve free spooling; use the included strap to pull the Hook & Cable (13A) out. Connect the Hook to the item to be winched. The Hook must fit comfortably around the item, with the safety latch fully engaged. If the Hook cannot fit around the item to be winched, then a chain (not included), must be used to secure the item before connecting the Hook. NEVER loop the cable around the item and connect the Hook to it s own Cable; this will damage the Cable and can lead to personal injury and/or property damage. Note: During the first use, the Cable must be spooled onto the drum under a heavy load to properly set the wires in the Cable. Failure to do so could result in the outer wire wraps drawing into the inner wire wraps, thus binding and damaging the Cable. Spool the Cable out, leaving 5 loops around the drum, and proceed. 3. Make sure the Engine s Power Switch (69) is in the OFF position and make sure engine is on a flat and level surface. Page 7

8 Unscrew and remove the Engine s Oil Fill Plug located at the bottom of the Engine Crankcase. Fill the Engine s Crankcase until the oil level is level with the Oil Fill Hole. Screw the Oil Fill Plug back into the Oil Fill Hole. Before first use, remove the Engine s Fuel Cap (84) and fill the Fuel Tank (82) with unleaded gasoline. Replace the Fuel Cap. Thereafter, check the Fuel Tank for the amount of unleaded gasoline before each use. Refill the Fuel Tank only with unleaded gasoline. WARNING! This Winch is designed for outdoor use only. Do not operate the Winch in a closed area or in a poorly ventilated area. When running, the engine of the Winch produces carbon monoxide, a colorless, odorless, toxic gas that, when inhaled, can cause serious personal injury or death Turn the Choke (68) to the CHOKE position. Push the Throttle (65) to left up to the maximum output and Engine Power Switch (69) to the ON position. Grip the Starter Handle of the Engine firmly and pull it slowly several times to allow the gasoline to flow into the Engine s carburetor. Then pull the starter handle gently until tension is felt. At this time pull hard on the starter handle to start the engine. Should it not start, repeat the last cycle again. Avoid flooding the engine. Choke Throttle Power Switch 10. Allow the Engine to run for several seconds. Then, turn the Choke to its RUN position. Push the Throttle to the right gently to adjust the revolution of engine as you required. Page 8

Never allow anyone to stand near the Cable, or in line with the Cable behind the Winch while it is under power. Should the Cable slip or break, it can suddenly whip back towards the Winch, causing a hazard for anyone in the area. Always stand well to the side while winching Turn the Clutch Knob to the IN position. Stand clear and, when it is safe to do so, grasp the Clutch Lever and move it to the IN position to retract the Cable and winch the object as desired. Turn the drum slightly and hear the click in the drum; the self-locking function of gear train is now ready. Retract the Cable and winch the object as desired by the Throttle. If the object does not move, it may be beyond the weight capacity of the Winch. See the Troubleshooting section for further assistance. When finished winching, please turn the Clutch Knob (23A) clockwise to make sure there is slack in the Cable before removing the Hook from the object being pulled. Then, re-spool the Wire Cable fully onto the Drum (19A) of the Winch. Note: To re-spool cable correctly, it is necessary to keep a slight load on the Cable. This is accomplished by holding the Cable with one hand and the Control Switch in the other, starting as far back as you can, walking up keeping load on the Cable as the Winch is powered in. Always wear heavy-duty work gloves when working with Cable. Do not allow the Cable to slip through your hand and do not approach the Winch too closely. Turn off the Winch and repeat the procedure until all the Cable except for a few feet is in. Disconnect the Control Switch and finish spooling in the Cable by rotating the Drum by hand with the clutch disengaged. 15. Turn the Engine s Throttle to its OFF position. Then close the Engine s Fuel Lever and turn the Power Switch to the OFF position. REV 09g Page 9

10 INSPECTION, MAINTENANCE, AND CLEANING WARNING! Always release any load on the Winch, disengage both Clutches, and turn the Power Switch to the OFF position and remove the wire from the spark plug before performing any inspection, maintenance, or cleaning of the unit. Before each use, inspect the general condition of the Winch. Check for loose screws, misalignment or binding of moving parts, bent or broken parts, damaged or frayed Cable, and any other condition that may affect the safe operation of the Winch. If abnormal noise or vibration occurs, have the problem corrected before further use. Do not use damaged equipment. After each use, remove all debris from the Winch using a soft brush, vacuum, or compressed air. Use a lightweight machine oil to lubricate all external moving parts. Do not introduce water or any other liquids into the internal parts of the Winch. The Cable does not require lubrication. CAUTION! All maintenance, service, or repairs not mentioned in this manual must only be performed by a qualified service technician. Troubleshooting This chart is included as a reference tool for qualified technicians only. Only a qualified technician should attempt to repair this unit. 11 Troubleshooting This chart is included as a reference tool for qualified technicians only. Only a qualified technician should attempt to repair this unit. SYMPTOM POSSIBLE CAUSE SUGGESTED ACTION Engine will not start Motor runs but cable drum does not turn Fuel Tank empty. Throttle (65) closed. 3. Choke not in proper start position ON/OFF Switch off. Oil level low. 6. Spark Plug damaged, gapped incorrectly, or connected improperly. 7. Mechanical/electrical problem. 8. Clogged air filter. Clutch not engaged Check fuel level. Move Throttle (65) to ON position. Move Choke Control left to start. Turn switch to ON position. Check engine oil level. 6. 16 Limited 1 year / 90 Day warranty Harbor Freight Tools Co. makes every effort to assure that its products meet high quality and durability standards, and warrants to the original purchaser that for a period of ninety days from date of purchase that the engine/motor, the belts (if so equipped), and the blades (if so equipped) are free of defects in materials and workmanship. Harbor Freight Tools also warrants to the original purchaser, for a period of one year from date of purchase, that all other parts and components of the product are free from defects in materials and workmanship (90 days if used by a professional contractor or if used as rental equipment). This warranty does not apply to damage due directly or indirectly, to misuse, abuse, negligence or accidents, repairs or alterations outside our facilities, normal wear and tear, or to lack of maintenance. We shall in no event be liable for death, injuries to persons or property, or for incidental, contingent, special or consequential damages arising from the use of our product. Some states do not allow the exclusion or limitation of incidental or consequential damages, so the above limitation of exclusion may not apply to you. This warranty is expressly in lieu of all other warranties, express or implied, including the warranties of merchantability and fitness. Proof of purchase date and an explanation of the complaint must accompany the merchandise. 17 Emission Control System Warranty California and United States Emission Control Defects Warranty Statement The California Air Resources Board (herein CARB), the United States Environmental Protection Agency (herein EPA), and Harbor Freight Tools (herein HFT) are pleased to explain the emission control system warranty on your 1995 and later Small Off-Road Engine (herein engine). In California, the engine must be designed, built and equipped to meet the State s stringent anti-smog standards. Elsewhere within the United States, new off-road, spark-ignition engines certified for model year 1997 and later, must meet similar standards set forth by the EPA. HFT must warrant the emission control system on your engine for the periods of time described below, provided there has been no abuse, neglect or improper maintenance of your engine. Your emission control system may include parts such as the carburetor or fuel-injection system, and the ignition system. Also included may be hoses, belts, connectors and other emission-related assemblies. Where a warrantable condition exists, HFT will repair your engine at no cost to you including diagnosis, parts and labor. Manufacturer s Warranty Coverage The 1995 and later engines are warranted for two (2) years. If any emission-related part on your engine is defective, the part will be repaired or replaced by HFT. Harbor Freight Tools Emission Control Defects Warranty Coverage Engines are warranted for a period of two (2) years relative to emission control parts defects, subject to the provisions set forth below. If any emission related part on your engine is defective, the part will be repaired or replaced by HFT. Owner s Warranty Responsibilities - As the engine owner, you are responsible for the performance of the required maintenance listed in your Owner s Manual. HFT recommends that you retain all receipts covering maintenance on your engine, but HFT cannot deny warranty solely for the lack of receipts or for your failure to ensure the performance of all scheduled maintenance. - As the engine owner, you should, however, be aware that HFT may deny you warranty coverage if your engine or a part has failed due to abuse, neglect, improper maintenance, or unapproved modifications. - You are responsible for shipping your engine to a HFT warranty station as soon as a problem exists. Contact the HFT Customer Service department at the number below to make shipping arrangements. The warranty repairs should be completed in a reasonable amount of time, not to exceed 30 days. If you have any questions regarding your warranty rights and responsibilities, you should contact the Harbor Freight Tools Customer Service Department at Harbor Freight Tools Emission Control Defects Warranty Provisions Length of Coverage HFT warrants to a first retail purchaser and each subsequent purchaser that the engine is free from defects in materials and workmanship that cause the failure of warranted parts for a period of two (2) years after the date of delivery to the first retail purchaser. No Charge Repair or Replacement Repair or replacement of any warranted part will be performed at no charge to the owner if the work is performed through a warranty station authorized by HFT. For emissions warranty service, contact the HFT Customer Service Department at Consequential Damages Coverage Coverage under this warranty shall also extend to the failure of any engine components caused by the failure of any warranted part while it is still covered under this warranty. 4. Coverage Exclusions Warranty claims shall be filed in accordance with the provisions of the HFT warranty policy explained in the box at the top of the previous page. HFT shall not be liable for any loss of use of the engine, for any alternative usage, for any damage to goods, loss of time, or inconvenience. Warranty coverage shall also be excluded for any part which fails, malfunctions, or is damaged due to failure to follow the maintenance and operating instructions set forth in the Owner s Manual including, but not limited to: (a) use of parts which are not authorized by HFT (b) improper installation, adjustment or repair of the engine or of any warranted part unless performed by an authorized warranty center (c) failure to follow recommendations on fuel use contained in the Owner s Manual (d) improper or inadequate maintenance of any warranted parts (e) repairs performed outside of the authorized warranty service dealers (f) alterations by changing, adding to or removing parts from the engine. Service and Maintenance Component parts which are not scheduled for replacement as required maintenance or are scheduled only for regular inspection to the effect of repair or replace as necessary are warranted for the warranty period. Any warranted part which is scheduled for replacement as required maintenance is warranted for the period of time up to the first scheduled replacement point for that part. Any replacement part, provided it is equivalent in durability and performance, may be used in performance of maintenance or repairs. The owner is responsible for commissioning a qualified technician/mechanic to perform all required maintenance, as outlined in the Inspection, Cleaning, and Maintenance section on page 14 and 15 of this manual. 6. Warranted Parts 1) Fuel Metering System i) Carburetor and its internal parts. ii) Fuel pump (if so equipped). iii) Cold start enrichment system. 2) Air Induction System i) Intake pipe/manifold. ii) Air cleaner. 3) Ignition System i) Spark plug. ii) Magneto ignition system. 4) Catalyst System (if so equipped) i) Exhaust pipe stud. ii) Muffler. iii) Catalytic converter (if so equipped). 5) Miscellaneous items Used in Above Systems i) Vacuum, temperature and time sensitive valves and switches. ii) Hoses, belts, connectors, and assemblies.
