2 FINAL INSTRUCTIONS Sunday, 24th November 2013 Venue entry map reference 164/61616 YOU WILL NEED THE VEHICLE PASS & PHOTO ID TO GET IN. DON T FORGET IT. 24] Pre-Event. If not already done so, the names of all people attending (service crew, helpers, marshals) will need to be sent to Shirley Blackwell (shirleyblackwell@btinternet.com) before Friday 22nd November so that these can be submitted to Arncott. 25] Arrival Procedure. Entry will be through the main gate, Arncott Wood Road 164/61616 ALL vehicles with trailers MUST use the following route. Access to the venue from the A41 east of Bicester, taking the first turning [not B4011] and travelling through Ambrosden, Lower Arncott and Upper Arncott. The access road is Arncott Wood Road OX25. This route will be arrowed. Gates will open to competitors and marshals from 6.30am. Fill in the vehicle pass with names of all passengers and vehicle registration numbers. On arrival at MOD Arncott present your vehicle pass to the marshals for it to authorised then proceed to the main gate. When you have passed the security check proceed to the service park. Exit will be possible at any time (please direct any such requests to the Rally HQ) 26] Service Area and Parking. The service area will be in the large car park adjacent to the guardhouse. Steve Harkness Tyres will be within the service area. Toilets and catering are in the main building adjacent to the car park. The will be sufficient space to park service vehicles and trailers in the car park by your location. Extra vehicles are to be parked away from the service area at the top of the car park. In the interests of safety, we cannot afford the service area to become unnecessarily cluttered. Please obey marshals instructions regarding parking Interim Results will be displayed at Rally HQ, during the day. Car 1 is expected to start at approximately 09:30. 27] Scrutineering / Signing-On Information i. Scrutineering and Noise Testing will be at MOD Arncott in the service area. This will open at 06.45am and close at 09.00am. ii. After the noise test / scrutineering, signing-on will take place in the canteen (see map). Crews must bring competition and entrants licenses, club membership registration cards, all current and signed. iii. Documentation will be open from 7.00am. Will those [few] of you who still have details / signatures outstanding on your entry forms please do so before signing-on proper starts at 7.15am. This will assist in limiting queues at signing-on. iv. Reminder: The Bolero Rally Time Trial will noise test cars at 100dB[A] at 4,500rpm. [SR 16]. The test will be strict please ensure that your car complies. 28] Route and Format The event was originally scheduled [SR6.2] to comprise of two sighting runs and no less than six timed runs, with a view to run 10 with a total mileage of up to 15 miles, all on sealed (tarmac and concrete) surfaces. With the low entry we have extended the number of runs so the new schedule will be 2 sighting runs and up to 16 timed runs [8 in each direction] with the best 6 in each direction to count with a total mileage of up to 24 miles. Please ensure you have sufficient fuel.

3 29] Additional Information Enclosed with these Final Instructions are: i, Access Map ii Health and Safety Advice Guidance Notes for Use by Competitors. You are required to read and act on this document, and make sure that all your personnel are also aware of its content. ii Entry List will be available on the morning of the event iii Vehicle Pass iv. Official Sponsor Door stickers will be supplied on the day. These must be fixed above the door numbers before commencing Stage This will be checked. Competition numbers will be available for purchase on the morning of the event. 30] Emergency Contact Number (07720) We have a mobile telephone available for you to contact us on the day of the rally. It will be manned from to 19.00hrs on Sunday 24th November. This is the only way of recording non-arrival, problems etc. Leaving messages with others has proved unreliable in the past. 31] Reminder The use or possession of pace notes or any other means of giving a competitor advice relating to the traversing of a Special Stage that has not been provided by the Organisers is forbidden. Penalties Chart 30.1(q) Exclusion and report to MSA. [SR24] Any competitor that sustains a puncture whilst competing must stop and change it immediately. Anyone found running a punctured tyre / bare rim anywhere on the venue will be penalised as per SR 20(w). Exclusion (and removal from the venue) and charged for any damage to the surface. Any car that breaks down on the stage must pull over into a safe area as soon as possible. This is to prevent any damage to the road surface should there be any spillages or fires. Clarification of SR 15. The landowners insist that cars repeatedly backfiring must be excluded. This will be enforced for popping and banging of all types. The use of anti-lag or gear change systems on cars leading to this type of noise will be treated in this way. Clarification of SR 16. A Permission form must be completed if you wish to use an In-car camera. This will be allowed on the condition all footage is for personal use and NOT broadcast in any internet media. (e.g. YouTube). Finally This is an active MoD Venue and ALL litter must be picked up and taken with you. We want to come back next year!

5 Health and Safety Information Sheet Entrants, competitors and service crew members should be aware of their own and other people s safety and well being, when competing in motor sport All entrants should have an environmental ground-sheet in place before work commences on the vehicle. All service vehicles should have an environmental spill-kit, for use in the event of liquid spillage. (Competing cars should also carry such a kit.) Fire extinguishers should be readily available at all times when vehicles are to be worked on, particularly in the event of any welding or grinding being carried out and when vehicles are being refueled. Vehicles should be supported by axle stands, chassis sill stands or ramps, all with recommended base plates, when raised in the air by trolley or any other types of jack. Engines should not be run when the vehicle is raised on stands. No other work on the car should be attempted, when raising or lowering of the car is taking place. If re-fueling is permitted in the Service Area, this should be the last operation to be carried out before the vehicles leave. The vehicle should be off any support stands, have all four wheels on the ground, have all other work ceased and have no occupants, when re-fueling commences. Ideally re-fueling should be by hand pumping, rather than from hand held containers. Spillage of any liquid should be contained immediately by the crew concerned. EMERGENCY CONTACT NUMBER A) Storage & Use of Petroleum Spirit Containers should comply with the relevant British Standard, should be marked Petroleum Spirit-Highly Flammable and be kept from any source of ignition. All empty containers should be removed from the venue after the event. Petrol is to be used as fuel only, not for any other purpose. All vehicle re-fueling is to take place in the open air. A No Smoking area should be enforced and an operative should be on standby with a fire extinguisher. 6. Refueling operatives, including those standing by with fire extinguishers, should ensure they are wearing protective clothing, including gloves and eye protection. B) Hazardous Substances Some vehicle parts, for example brake & clutch linings, contain asbestos. Competitors are encouraged to use non-asbestos substitutes where possible. Where asbestos is used, every effort should be made to prevent dust being released. Some mineral oils may cause skin cancers. Where contact does occur, contamination should be washed off immediately. The wearing of any contaminated clothing should be avoided. Other substances may cause ill health. Suppliers will have information about the possible effects of their products, on request. C) Electrical Safety All electrical equipment should be maintained in a safe condition. Extension leads & cables should be neoprene, oil resistant flexible cable. All electrical equipment used externally should be weatherproof and tools should be double or all insulated against electric shock. Electrical equipment and hand tools should not be used where flammable vapours are present. D) Fire Precautions All competition and service vehicles should carry a suitable fire extinguisher. Special consideration should be made before lighting any cooking appliance. All sources of ignition should be kept away from any fuel store or re-fueling area. Fire extinguishers should not be moved from their known location, other than when in use. 5. In the event of any fire, a report should be made to the organisers of the event before leaving the venue. 7. All entrants are encouraged to train their personnel in correct fire prevention and treatment procedures. E) Compressed Air Equipment Air blasts from over inflated tyres can cause severe injury. Tyres should not be inflated above

6 Manufacturers recommendation figures. Always stand clear when inflating tyres. Compressors & air lines should be inspected regularly. Compressed air cylinders should be stored and used to supplier s recommendations. F) General Working Practices All working areas should be kept clean & tidy. All waste & spillage should be cleared up immediately, removed by the entrant at the end of the event and disposed of in a responsible manner. Trailing cables & hoses should not be allowed to create a trip hazard and should not be run across access or roadways. Whenever vehicle engines are being run, adequate ventilation must be in place. All safety notices should be complied with. 5. Any personnel carrying out work should ensure that they adopt safe working practices at all times. 6. Service crews and competitors need to be aware of the long periods of exposure to cold, wet or heat, experienced while on location in service areas and dress accordingly. 8. Children under 16 years of age are to be closely supervised and should not leave your designated area unaccompanied. They are children and as such are your responsibility!! G) Noise Exposure to excessive noise may result in hearing loss, or other complaints. These may be short term, or after prolonged exposure, permanent. Where exposure to noise is unavoidable, ear defenders should be worn. H) Manual Handling Lifting, carrying and propelling of loads by bodily force is a major cause of industrial injuries. All entrants are encouraged to train their personnel in safe manual handling techniques. I) Waste Entrants should remove all waste from the venue, including containers, packaging, tyres, oils etc. They must be disposed of it in a responsible manner. J) Vehicle Safety A 10 mph speed limit should be observed at all times in a Service Area, other than for Emergency Vehicles which may be attending an incident. There may be pedestrians in Service Areas. Special care must be taken in these circumstances, to avoid collisions. The unauthorised use of mopeds, motorcycles, scooters, go-peds, quads etc. is forbidden in Service Areas. Vehicles may only be driven by persons holding valid driving licences for that class of vehicle. K) First Aid Any person sustaining injury or illness, should seek treatment from the event emergency services, by initially reporting to the Senior Official in charge of the Service Area, who will ensure the appropriate response. L) Public Safety Entrants and their associated personnel should act in a manner so as not to put either themselves or any other person at risk of injury. M) Reporting of Accidents & Incidents All accidents where any person sustains injury, or where damage to property occurs, should be Reported immediately to the Senior Official in charge of the Service Area. N) Further Regulations and Information Entrants are reminded of their obligations to comply with the requirements of the appropriate Sporting regulations at all times. These Guidance Notes should be read in conjunction with all relevant regulations.
