3 August 13, 2018 Mr. Noel Owsley Town of Yucca Valley Twentynine Palms Highway Yucca Valley, CA SUBJECT: PRESCOTT PLAZA TRAFFIC IMPACT ANALYSIS SCOPING AGREEMENT Dear Mr. Noel Owsley: Urban Crossroads, Inc. is pleased to submit this letter documenting the recommended scoping / assumptions for the proposed Prescott Plaza development ( Project ), which is located on the northwest corner of Prescott Avenue and Twentynine Palms Highway in the Town of Yucca Valley. It is our understanding that the Project is to consist of 10,000 square feet of high turnover (sit down) restaurant use, a gasoline/service station with a convenience market and 18 vehicle fueling positions, 9,000 square feet of fast food without drive through use, and 9,000 square feet of commercial retail use. Our goal is to obtain comments from Town of Yucca Valley staff, to ensure that the traffic study fully addresses the potential impacts of the proposed Project. The remainder of this letter describes the proposed analysis methodology, Project trip generation, and trip distribution, which have been used to establish the proposed Project study area and analysis locations. The preliminary site plan for the proposed Project is shown on Exhibit 1. Exhibit 2 depicts the location of the proposed Project in relation to the existing roadway network. Based on discussions with the Project Applicant, it is anticipated that the Project will be built and fully occupied by As indicated on Exhibit 1, access to the Project site will be provided via Driveway 1 on Twentynine Palms Highway, Driveway 2 on Diadem Drive, and Driveway 3 on Prescott Avenue. Driveway 1 on Twentynine Palms Highway is proposed for right in right out only access, and Driveway 2 on Diadem Drive and Driveway 3 on Prescott Avenue are proposed for full access. STUDY AREA As the Town of Yucca Valley does not have their own traffic study guidelines, the San Bernardino County Congestion Management Program (CMP) traffic study guidelines have been utilized for the purposes of developing this scoping document. The traffic impact study area was defined in conformance with the requirements of the San Bernardino County traffic study guidelines, which state that the minimum area to be studied shall include any intersection of "Collector" or higher classification street, with "Collector" or higher classification streets, at which the proposed project will Scope

4 Mr. Noel Owsley Town of Yucca Valley August 13, 2018 Page 2 of 4 add 50 or more peak hour trips. Exhibit 1 identifies the proposed study area intersections based on the aforementioned criteria. ANALYSIS SCENARIOS Pursuant to discussions with Town staff, peak hour operations at each of the study area intersections and site access driveways will be assessed for the following analysis scenarios: Existing (2018) Conditions Existing plus Project (E+P) Conditions Opening Year Cumulative (2023) Without Project Conditions Opening Year Cumulative (2023) With Project Conditions Study area intersections will be evaluated using the HCM 6th Edition methodology, unless otherwise requested by Town staff. TRIP GENERATION In order to develop the traffic characteristics of the proposed Project, trip generation statistics published in the Institute of Transportation Engineers (ITE) Trip Generation Manual (10th Edition, 2017) for the following land uses: Shopping Center ITE Land Use 820 High Turnover (Sit Down) Restaurant ITE Land Use 932 Fast Food Restaurant without Drive Through Window ITE Land Use 933 Gasoline/Service Station with Convenience Market ITE Land Use 945 Table 1 presents the trip generation rates for each of the land uses above. Internal capture is a percentage reduction that can be applied to the trip generation estimates for individual land uses to account for trips internal to the site. In other words, trips may be made between individual retail uses on site and can be made either by walking or using internal roadways without using external streets. Internal capture reductions between the proposed land uses have been taken into account based on the NCHRP 684 Internal Trip Capture Estimation Tool (ITE recommended methodology). Pass by trips are defined as intermediate stops on the way from an origin to a primary trip destination without a route diversion. Pass by trips are attracted from traffic passing the site on an adjacent street or roadway that offers direct access to the generator. These types of trips are many times associated with retail uses. As the Project is proposed to include retail use, pass by reduction percentages have been obtained and applied from the ITE Trip Generation Handbook, 3 rd Edition (2017). All assumptions used to generate the Project trips will be explained in detail as part of the traffic impact study Scope 1.1-2

5 Mr. Noel Owsley Town of Yucca Valley August 13, 2018 Page 3 of 4 As shown on Table 1, the proposed development is anticipated to generate a net total of approximately 3,825 net trip ends per day on a typical weekday with 339 net vehicles per hour (VPH) during the weekday AM peak hour and 357 net VPH during the weekday PM peak hour. TRIP DISTRIBUTION Exhibit 3 illustrates the proposed Project trip distribution patterns under opening year traffic conditions. LEVEL OF SERVICE (LOS) CRITERIA The Town of Yucca Valley has established LOS D as the minimum level of service for all roadways/intersections within the Town (Policy C 1 3 of the General Plan Circulation Element). Therefore, any intersection operating at LOS E or F will be considered deficient for the purposes of this analysis. THRESHOLDS OF SIGNIFICANCE INTERSECTIONS To determine whether the addition of project traffic at a study intersection results in a significant project related impact, the following thresholds of significance will be utilized: A significant project related impact occurs at a study intersection if the addition of projectgenerated trips reduces the peak hour level of service of the study intersection to change from acceptable level of service (LOS A, B, C or D) to an unacceptable level of service (LOS E or F); A significant cumulative impact occurs at a study intersection if the Project contributes 50 or more peak hour trips to an intersection that is anticipated to operate at a deficient LOS without the Project (LOS E or F). EXISTING COUNT DATA Traffic counts for the study area intersections will be collected during the following time frames: Morning (7:00a.m. to 9:00 a.m.) Afternoon/evening (4:00 p.m. to 6:00 p.m.) It is our understanding that the Morongo Unified School District is currently on summer break. As such, the count program will be conducted after August 27, 2018 when local schools are back in session Scope 1.1-3

6 Mr. Noel Owsley Town of Yucca Valley August 13, 2018 Page 4 of 4 AMBIENT GROWTH Consistent with other studies performed in the area, an ambient growth rate of 2% per year is proposed for the study area intersections to approximate background traffic growth not identified by nearby cumulative development projects. The rate will be compounded over a five year period (i.e., years = or 10.41%). SPECIAL ISSUES The following special issues will also be addressed as part of the TIA: Existing pedestrian facilities Bicycle accessibility Accessibility from adjacent transit stops OPEN ITEMS CUMULATIVE DEVELOPMENT PROJECTS It is requested that the Town of Yucca Valley review the list of cumulative development projects for inclusion in the traffic study (see Exhibit 4 and Table 2).
