3 CSA: Compliance-Safety-Accountability Safety Program from the FMCSA (Federal Motor Carrier Safety Administration). Implemented in Designed to reduce crashes and fatalities. Identify Motor Carriers (Private and For Hire) for Interventions.

5 CSA: Escalation of Interventions Warning Letter Focused Roadside Inspection Off-Site Focused Investigation On-Site Focused Investigation On-Site Comprehensive Investigation Notice of Violation CSA Scores are available at csa.fmcsa.dot.gov. CSA writeups will remain on the driver s record for 3 years. CSA writeups will remain on the carrier s record for 2 years. Threshold levels (activating interventions) are scaled to the size of the carrier. Notice of Claim Settlement Agreement

6 Electronic Onboard Recorder CSA-EOBR Records duty status, data from power unit and outside sources. Mandated Use: Motor Carriers Subject to remedial directive on or after June 4th, Voluntary Use: Motor Carrier will have relief from certain record keeping requirements.

7 Hours of Service HOS

8 HOS-Previous HOS: Changes Applied Current Driver Hours of Service Parameters: Set drivers to a 24 Hour Clock. 14 Hours On-Duty, 11 Hours Drive Time. 10 Hours Off-Duty. Weekly 34 hour shutdown to Reset the week. Revised Changes v2-(by the FMCSA 12/29/2012) Regulations Effective: July 2013 Reduction of drivers weekly hours from 82 down to 70 in seven day period. Restart of weekly On-Duty hours available: Still Minimum of 34 Consecutive Off-Duty Hours needed, with... Two (2) - 1:00 AM-5:00 AM periods required. Can only be used once in a 7 day period.

9 HOS-What Does This Mean? Potential Hours of Service Issues: Training of drivers. Availability of drivers. Congestion (Changing the drivers drive time). Attracting New Drivers. Drivers shifting careers (less hours of driving=less compensation). Increased pricing as a result of regulation.

11 CARB: California Air Resources Board SmartWay CARB is the Clean Air Agency in California. Goals of CARB include attaining and maintaining healthy air quality; protecting the public from exposure to toxic air contaminants, and providing innovative approaches for complying with air polllution rules and regulations. Launched in 2004, SmartWay is an EPA program that reduces transportation-related emissions by creating incentives to improve supply chain fuel efficiency. It is composed of 5 parts: SmartWay Partnership, SmartWay Technology Program, SmartWay Finance Program, SmartWay Vehicles, & SmartWay International Interests.

15 Trailers Regulation applies to 53-foot or longer dry van or refrigerated trailers and the tractors that pull them on California highways. To comply with the California Air Resources Board s regulation, all carriers that operate box van trailers in California must install one of more of SmartWay-approved technologies such as side skirts, front gap fairings, or rear trailer fairings that are rated to improve fuel efficiency by at least 5%. Also referred to as aerodynamic devices. Aerodynamic devices are required on all 2011 MY or newer sleep-cab tractors and trailers. If carriers elected the Phase-In option compliance (defined as 100% of trailer fleet) must be met by July 1st, 2017.

16 Tires Effective January 1st, 2013, all 2010 MY and older tractors must use SmartWay-verified lowrolling-resistance tires or retreads. Effective January 1st, 2017, all 2010 MY and older trailers must use SmartWay-verified low-rollingresistance tires or retreads. On all 2011 MY or newer tractors and trailers, Low-rolling resistance tires or retreads must be used. Exception being that tractors with new or retreaded non-smartway tractor tires manufactured prior to Jan. 1, 2013, can continue to use those tires for the useful life of that tread, or until Jan. 1, 2015, whichever comes first.

17 CARB-What Does This Mean? CARB Regulations More Capacity Reduction going into California. Began in 2012 through 2013 I-5 Carriers tightening up geographic area (possibly avoid California). Increased pricing resulting from regulation.
