1 EELE COUNTY HIGHWAY DEPARTMENT ANNUAL TRANSPORTATION PERMIT GUIDELIS Steele County Annual Transportation Permits are only valid for the year in which they are issued. Steele County will issue Annual Transportation Permits, on an individual vehicle basis, under the following circumstances: OVERWEIGHT Overweight Annual Transportation Permits will only be issued during the Legal Load Limit time period under the following conditions:. The Applicant s only direct access to a field or business is onto a roadway posted at less than -ton/axle during Legal Load Limits. The Applicant must use a defined shortest route to a roadway posted at - ton/axle or higher during Legal Load Limits. The County Engineer will make the final determination on the shortest route to be used Overweight Annual Transportation Permits will NOT be valid during Spring Load Restrictions (No Exceptions) OVERSIZE Oversize Annual Transportation Permits will only be issued if one the following two situations apply:. Designated Route The Applicant must designate the route to be used Unlimited Oversize trips will be allowed by the permitted vehicle on the designated route. RIGHT OF WAY - When being passed by vehicles, in either direction, no portion equipment, vehicle or load shall extend beyond the center line the pavement or traveled way.. NARROW ROADS AND BRIDGES - When traveling narrow roads or crossing narrow bridges where it is not possible to allow two-way traffic, flagmen shall be stationed ahead and behind the vehicles, equipment or load to warn and direct approaching traffic.. HOURS OF MOVEMENT - Movement shall be during daylight hours only or as otherwise specifically stated on the permit.. ADVER WEATHER AND HIGHWAY SURFACE CONDITIONS - Movement shall not be started if visibility is poor or if highway surfaces are hazardous or slippery.. MOVEMENT DATE - Movement shall be made on the dates specified on the permit and if extension time is necessary to complete the movement, written supplemental authorization such time extension must be obtained.. WARNING DEVICES AND EQUIPMENT - All flags, flares, lights and reflectors must comply with legal requirements and limitations.. U OF FLAGS - Red flags at least inches square must be displayed on all loads extending feet in rear vehicle. White flags at least inches square must be displayed on all chains, ropes or cable connections used between vehicles when feet or more apart. Orange or Yellow flags inches square must be displayed on an overwidth vehicle or load or on a disabled vehicle.. U OF SIGNS - Wide Load or Oversize Load signs at least inches wide by 0 inches long with black letters, Series, on a yellow background on all vehicles and/or loads exceeding 0'" must be displayed front and rear. Long Load signs the same dimension must be displayed on all loads exceeding '0" when width is legal. If illuminated box type sign is used, lamps equal to 0 candlepower or ½ volts are to be used.. HITCHES - The trailers and towed vehicles and equipment are to be hitched in such a manner so they will track on turns and do not whip while being towed. 0. TOWING EQUIPMENT - The movement a load or equipment where the towing vehicle is inadequate or unsafe is not authorized for movement.. SPECIAL WHEELS, EQUIPMENT, ETC. - A vehicle equipped with cleats, blocks, studs, spikes or a flange which will damage road surfaces, and steel tired vehicles on bituminous surfaces except in case an emergency, is not authorized for movement.. DIVISIBLE LOADING - An over legal dimension and/or weight load which is divisible to legal dimensions and/or weight is not authorized for movement.. LEGAL DIMENSION LIMITATIONS - a permit for movement is required if the following legal limitations are exceeded by equipment and/or vehicles including load: Maximum limitation as to overall width feet inches Maximum limitation as to overall length (single motor vehicle) feet (Truck Cranes - feet) Maximum limitation as to overall length (combination vehicles) feet Maximum limitation as to overall height (from roadway surfaces) feet inches. GROSS WEIGHT LIMITATIONS - The gross weight on any one axle shall not exceed,000 pounds and the total gross weight on all axles may not exceed, pounds for ton routes. (A single axle is defined by law as including all wheels whose centers may be included within two () parallel transverse vertical planes forty (0) inches apart).. RESPONSIBILITY FOR RUCTURES AND CLEAN-UP - The permittee shall comply with all regulations posted on any bridge, underpass or other structure over or under which they shall travel, and shall assume all risks relative thereto. When tracked equipment or machinery is moving under its own power over asphaltic surface bridges, or railroad crossing, running planks sufficient strength to protect the surface must be placed under the tracks and upon completion such a crossing all foreign materials shall be removed from the highway right way or railroad trackage.. LIABILITY FOR DAMAGE - The permittee is responsible for all liability for personal injury or property damage which may occur in relation to the movement and in the event any claim is made against the County Steele, or any Department, Division Officer or employee there through, by reason or in connection with any act or omission, permittee shall defend, indemnify and hold them and each them harmless from any claim.. REPAIR OF DAMAGE - In accepting this permit, the permittee agrees to repair at their own expense and to the satisfaction the Steele County Engineer any damage to highways or structures. Work or repair may be done by Highway Department forces at the option the Steele County Engineer and the cost such work to be borne by the permittee..
