3 1. EXECUTIVE SUMMARY 1.1. Business Description Parking Services is responsible for operating approximately 2250 public and staff stalls within the Covenant Health sites. All parking stalls are allocated in an attempt to accommodate all desired users of the parking system while remaining consistent to the mission, vision and values of Covenant Health. Parking Services is a division within the Protective Services Team and is responsible for the management of the parking services and facilities within the Covenant Health sites while remaining consistent in standards and practice with the rest of the Alberta Health region Vision Statement The Covenant Health Parking Service will strive to develop and implement goals supporting the mission, vision and values of Covenant Health Mission Statement The Covenant Health Parking Service is committed to delivering an accessible parking program to all those who require it. Our standards of delivering this program and the information regarding it will be consistent and effective in meeting the needs of the users. These services will also be delivered in a safe, efficient and cost effective manner Core Values The core values that will guide, focus and filter the actions of the Covenant Health Parking Service are: Customer Service Competitive Pricing Safety Cooperation Communication Accessibility Respect Leadership Compassion 3
4 2. RESPONSIBILITIES AND LIABILITIES 2.1. The regulations herein are for the purposes of parking within the Covenant Health sites and are applicable at each site unless specified by the Parking Administrator or designate The Covenant Health Board of Directors have delegated authority to the Parking Administrator to administer and manage the regulations and to cause and direct the preparation, distribution and posting of official regulatory notices and signs consistent with the regulations All vehicles parking at, or on, a Covenant Health site are subject to any Parking Services policies and regulations currently in place. Staff members who apply for and receive staff parking shall be considered active parkers and are bound by the regulations and policies as contained in these regulations. All vehicles without valid staff parking shall be considered as visitor parkers and are bound by the regulations and policies herein relating to visitor parking Any motor vehicle on site shall be parked, operated or driven solely at the risk of the owner and operator. Covenant Health shall not be liable for any damage or loss occurring to any such motor vehicle and its contents, the operator other occupants or any person(s) unless the damage or loss has resulted from the negligence of an employee or agent of Covenant Health acting in the course and within the scope of his/her employment The owner and operator of a vehicle shall be jointly liable for penalties or charges levied with respect to the vehicle or permit unless proven that the vehicle or permit had been stolen from the owner, or taken from the owner s possession without the owner s consent, expressed or implied Covenant Health shall not be liable for damages, expenses or inconveniences as a result of power outages, energy peak demand load shedding or defects relating to the electrical plug-ins Payment is made for use of parking spaces only. Covenant Health shall not be liable or responsible in any way for any damage, loss or inconvenience resulting from, or to any motor vehicle being removed, towed, impounded and/or immobilized pursuant to the regulations. Nothing in this paragraph shall affect the liability of any independent contractor carrying out the removal, towing away or impoundment of a vehicle. 3. PARKING REQUIREMENTS 3.1. All official signs and notices for the control of parking and traffic on site must be observed and obeyed. Moving, damaging, defacing, altering or obstructing any parking or traffic sign, control device or barricade is prohibited A Peace Officer, acting under the authority of the Traffic Safety Act of Alberta, is authorized to direct or signal the control of parking and traffic Vehicles must be parked in accordance with City of Edmonton Bylaw Violations include, but are not limited to, parking on roadways, sidewalks or landscaped areas, parking within the space of more than one marked stall, blocking, obstructing hindering or impeding the movement of traffic in any way or obstructing a fire lane or emergency access route. The fact that other vehicles are improperly parked shall not constitute a valid reason for parking improperly All assigned parking permits are valid only for the lot(s) designated upon issue or marked on the permit itself No vehicle may be parked on the property of Covenant Health for a period of more than 24 consecutive hours unless it displays a valid short term parking pass or is registered with the Protective Services department Vehicles on Covenant Health property could be towed from property provided the following conditions are met: the Registered Owner can not be determined; or the Registered Owner can be determined but not contacted, and the vehicle has been parked on property for a time exceeding 24 hours without a valid short term parking pass or registering the vehicle with Protective Services; or the vehicle is parked in a location where leaving it for 24 hours could be considered unsafe (eg. Emergency Access Route, Ambulance Bay, etc.) Where an electrical outlet is installed in a parking lot or area, the use of these outlets will be subject to Section 9 of these regulations. 4
5 3.8. The improper use of access cards or permits or entering/exiting a parking facility other than through the proper entrance or exit constitutes a violation of the regulations. Such actions could result in the termination/suspension of parking privileges All vehicles shall yield the right of way to all pedestrians crossing a roadway at any intersection or pedestrian crosswalk Vehicle accidents occurring on property must be reported promptly to the Security Office at the site the accident occurred. Refer to Appendix A for contact/location information. 4. STAFF PARKING NOTE: The term Parking Office refers to the office where parking obtained or assigned, depending on site. Parking may be handled by Security or a designated Parking Office, depending on the site. Please refer to Appendix A for contact/location information To obtain staff parking privileges, a Parking Application must be completed in the Parking Office of the site you are attending. A new parking application must be filled out each time a new position is attained Arrangements for payroll deductions for parking commencement must be completed prior to parking being issued. Parkers who are currently on payroll at the site they work will have their parking fee deducted from their payroll at an hourly rate based on the number of hours worked If not on payroll at the site you are working, then fees must be paid via cash, cheque, credit card or Direct Debit. A special application must be filled out through the Covenant Health Administrative Parking Office, prior to parking being issued. It is the responsibility of each parker paying by credit card to ensure that his/her credit card information is up to date and accurate Refunds for monthly parking charges will be granted for cancellations within the first 7 days of a month. Beyond those 7 days, no refunds will be issued. All access cards or placards must be returned before a refund will be considered or processed Assigned parking may be oversubscribed for optimum utilization of space. Therefore, assignment to a specific lot does not imply that space will always be available. If the parking lot is full, or you are unable to gain access to the lot by using your access card, proceed to the designated overflow lot at the site you are attending and notify Protective Services within 15 minutes of arriving at work. Being unable to park in the regularly assigned lot is not considered valid justification for violation of these regulations Parking reserves the right to cancel or change a parker s assigned lot due to shortage of space, as determined by Parking Services or changes to the utilization of designation of a lot After hours parking in various lots for those staff who pay for parking may be available. Contact the Parking Office for information It is the responsibility of each parker to ensure that upon termination of employment or termination of parking privileges, all permits and access cards are returned to the site at which they were issued. If access cards/permits are not returned, the parker may be invoiced for a replacement fee or the remaining value of the parking privileges Any staff parker who does not pay via payroll deduction is required to contact the Covenant Health Administrative Parking Office of any change in employment status. This notification is the responsibility of the parker A staff member with a physical disability (temporary or permanent) may apply to the Covenant Health Administrative Parking Office for special parking privileges. Payroll deduction must exist prior to any arrangements being looked at. An assessment from Occupational Health and Safety may be required prior to the onset of these arrangements. 5. WAITING LISTS 5.1. If a staff member is applying for parking privileges at a site without current available parking, their application will be placed on a waiting list. Once space is available, the staff member will be contacted and offered a spot in a lot where there is availability. 5
6 5.2. The applications position on the waiting list will be determined by the date of the application being received in the Parking Office When the application is identified as now having availability in a parking lot, the staff member will be contacted and offered a spot. If there is no response from the staff member after 7 consecutive days of the date of first notification, the application will be removed from the waiting list and the opening will be offered to the next application on the waiting list If an application is removed from the waiting list for any reason, a new application is required for a staff member to re-enter the waiting list. This application s position on the waiting list will again be determined by the date of the application being received in the Parking Office. 6. RECIPROCAL PARKING PLACARDS 6.1. Reciprocal parking placards are available for staff that regularly travels to other non- Covenant Health locations. To acquire a placard, an application must be made to the Covenant Health Administrative Parking Office. Temporary reciprocal placards can be obtained through the Administration Offices at any site There is a non-refundable charge of $50.00 for the replacement of a lost permanent reciprocal placard. Lost temporary placards are charged at a rate of $125 per month for the remaining valid months on the placard For any permit/placard to be valid, it must be displayed in the front windshield (preferably via the rear view mirror as designed) and completely visible Any modifications to a permit or placard will render the permit/placard invalid If permit or placard is forgotten or lost, the vehicle should be parked in the original location permitted by the permit or placard, and the Protective Services Office must be notified within 15 minutes of arrival to prevent a violation tag from being issued Permits are non-transferable. 7. REPLACEMENT OF ACCESS CARD 7.1. Access cards must be immediately replaced and reported if it is damaged, lost or stolen A replacement fee of $20.00 may be charged for replacement of an access card No replacement fee will be charged for replacement in the following instances: Stolen cards (must be accompanied by a police report) Cards damaged through activities at work (must be confirmed by a Supervisor/Manager) Cards that show no visible damage but simply stop working Cards issued more than 2 years previous Any other reason as cleared by the Manager of Protective Services or the Parking Administrator 8. OVERFLOW LOTS 8.1. Contact the Protective Services Office at your site for the appropriate location of overflow lots. 9. ELECTRICAL STALL PLUG-INS 9.1. The provision of electrical outlets does not imply that Covenant Health guarantees that such outlets are always in working order Failure of a vehicle to start due to a faulty plug-in does not imply that Covenant Health will be responsible for towing or battery boost service Plug-ins are designed to supply power to block heaters only. They are not designed to operate in conjunction with in-car heaters or other electrical devices If you believe a plug-in to be faulty, please report the location and plug number (if available) to the Facilities Management Office at your site Power cycling times may be available at your site and are controlled by energy conservation monitoring devices which will control the on/off cycles. Please refer to Appendix B for current cycling parameters. 6
7 10. ACCESS CARD USAGE Access control equipment may be in use in the parking lot you are assigned to and you will be provided with usage instructions upon receiving your ID Access Card Access cards are non-transferable between employees. Penalties may include termination or suspension of parking privileges Your parking access card or permit will become invalid and parking privileges rescinded if any one of the following conditions apply: Expiration of the parking permit Termination of employment Permit is illegible or has been altered/modified Access Card/Permit has been used under false pretenses Commencement of a leave of absence/maternity leave Parking fees are outstanding with no arrangements being made to pay the arrears If a staff member arrives on site without their access card, they should park in the designated overflow area and notify the Protective Services Office within 15 minutes of arrival to prevent a violation tag being issued Staff who regularly fails to arrive with their access cards and attempt to park in the designated overflow area may have their parking privileges revoked. 11. VISITOR/PATIENT PARKING Visitors/Patients parking charges are in effect in all public parking lots, 24 hours a day, 7 days a week, including statutory holidays, unless otherwise posted Short term parking passes are available for patients and public. These may be purchased in weekly or monthly intervals from a Parking Office. Daily and weekly rates are available at the machines in the parking lot. 12. SPECIAL PARKING RATES Special events arranged with the Covenant Health Administrative Parking Office can receive a special rate of the daily maximum public rate. Arrangements must be made prior to the beginning of the event for this rate to be available Specific events may be eligible for courtesy parking. These events are as follows: Volunteers or Volunteer groups (no monetary benefit) Public Forums Media Hospital Foundation sponsored events Senior Executive/Board sponsored events. Arrangements must be made prior to the beginning of an event for courtesy parking to be available. Patients / Visitors with financial difficulties can be referred to Social Work for reduced/courtesy parking. 13. REFUNDS Refunds are only issued as a last resort for the unused portion of a weekly or monthly parking pass. Replacement daily or weekly passes are preferable Refunds are calculated by determining the number of days passed since the issuance of the pass and multiplying by the daily maximum rate. Any difference remaining after this amount has been deducted will be refunded upon return of the original pass. 7
8 14. CONTRACTOR PARKING Parking for Contractors working on-site may be arranged through the Facilities Management Office Contractors are not permitted to go beyond the posted loading zone times should they choose to park in a loading zone for the purpose of loading/unloading tools or equipment. 15. VENDOR PARKING Vendors are not afforded a special rate. Vendors are treated as members of the public and have the same short term pass options as the public. 16. BYLAW INFRACTIONS All bylaw tags issued by Covenant Health are City of Edmonton Bylaw Tags Parking Advisories may also be issued to offending vehicles of the various city bylaws that Covenant Health are permitted to enforce All City of Edmonton Bylaw Tags, unless otherwise noted with the tag, must be appealed directly to the City of Edmonton, Ticket Administration (Information located on the front of the violation tag) A follow-up letter to the Registered Owner of the vehicle will be sent informing the Registered Owner of the outcome of the appeal Should the appeal not satisfy the Registered Owner, the final appeal step is through the court system. A court date will automatically be set and the Registered Owner will be notified of that court date Collection of fines is handled according to the policies of the City Of Edmonton Ticket Administration. 17. BICYCLES Bicycles shall be operated on roadways only and in accordance with any/all applicable legislation provided by the Province of Alberta Bicycles may be parked and locked up at approved locations only. For access to locked areas (if available), contact the site Protective Services Department. 18. MOTORCYCLES Motorcycles on property (both staff and public) should be treated in the manner as all other motor vehicles and are subject to all the regulations and provisions applicable to the lot they are parked in. 19. REMINDERS Please have your access card ready when approaching the parking gates Please do not leave your access card in your vehicle. General Policy V-C-20 requires that all identification cards be worn at all times by all employees, volunteers, students, physicians or others directly associated with Covenant Health Please respect others by parking appropriately within the boundaries of your stall. Open vehicle doors with care Please keep the parking areas clear of garbage Park immediately to the left or right of an electrical outlet should the lines not be visible. DO NOT park directly in front of the outlet. 8
