1 RESIDENT PERMIT PARKING To qualify for issuance of a Residential Permit the applicant must live within the defined Meter and Resident Permit District ( , & ). Proof of residency within the Resident Permit District area must be provided at the time of initial application. o Proof can be in the form of a copy of the front page of a lease document o A utility bill with your name and address o Any other official document including a drivers license with appropriate address in the Residential Permit Area You will not be required to leave a copy of any document noted above. You will be requested to provide us with an address so we can attempt to notify you in the event of activities that would impact your parking in a Residential Permit area *We are NOT always made aware of all activities that could impact Residential Permit. In good faith we will attempt to notify you, by e- mail, when we become aware of any type of impeding activity. We do not make announcements related to weather events. If a storm event impedes your ability to park, it is quite likely that all the citizens in the immediate area are similarly impacted. We do not provide alternative parking related to weather. Residents using these areas to park are required to display either an A or a B mirror hanger type of Resident Permit. New styles and colors are issued monthly; the A permit cost is $50.00; the B permit is $ The A permit allows parking within the Residential Permit area, 24/7, and parking meters in this designated area do not need to have coins inserted (can be legally parked at an expired meter with this permit, 8am to 6pm, M-F but MUST be in the posted Residential Permit Area). The B permit allows parking in the designated Residential Permit Area from 6pm to 8am, 7 days a week.

2 Sec Resident parking permits. (a) (b) (c) The city traffic engineer is authorized to issue a resident parking permit for residents living within the parking meter and resident parking permit districts, as defined by Sec , and Resident parking permits be issued on an annual or monthly basis. The fee for a Type A permit shall be $50.00 per month, while the fee for a Type B shall be $25.00 per month. Fees may be prorated on a monthly basis from the start of the effective period of the permit for permits issued after the start of the effective period. Resident parking permits will be of a color and design, as determined by the city traffic engineer, and this color and design will change as needed for enforcement purposes. The city traffic engineer is authorized to issue, at no charge, a Special Permit to any current holder of a Resident Permit, when it is determined that an authorized activity within the Resident Permit District precludes the holder of a Resident Permit from being able to use the adjacent parking area designated for Resident Permit. A Special Permit shall not be issued at no charge to a holder of a Resident Permit when the reason for a parking restriction is related to a valid emergency restriction of normal parking due to snow removal or any other act of God beyond the reasonable control of the city. The holder of a valid Resident Permit may apply and would be eligible for issuance of a Special Permit under Sec , with the permit fee waived, but would still be responsible for paying the daily cost of any parking meter, as computed under Sec (2)(f), at any parking metered space not temporarily restricted. The issuance of a Special Permit will not supersede any emergency parking restrictions imposed by an authorized city official. (C00, ; O.14,122, 14,722, 14,811) Sec Resident parking permit placement. Residents issued residential parking permits are required to display the permit on the vehicle in compliance with placement and visibility requirements established by the city traffic engineer. The resident parking permit will be of such a design that annual permits may be applied to the inside of the windshield of the vehicle or monthly permits may be hung from the rear view mirror. 5 Resident Permit Information The intent of this program is to provide parking in the evenings and overnight for downtown residents. These parking spaces are public parking spaces at all other times. Having an A or B type of Resident Permit does not guarantee you a parking space, even though we attempt to provide more spaces than the number of residential parking permits that have been issued. During the hours of 8am to 6pm, when the meters are in operation, parking at a parking metered space is always on a first-come, first-served basis. Possession of a A type Resident Permit should not give you an expectation that a space will be available. The A type permit was created so that residents parked in these areas did not have to immediately get up early in the mornings, before the parking meters go into operation, and have to move their car to another area or put money into the parking meter. Specific Meters within Resident Permit Area (as of 9/9/10) Grand Avenue (even numbers only, within the range provided) Meter G 1300 to Meter G 1318 (10 parking spaces) Locust Street (odd numbers only, within the range provided) Meter L 1315 to Meter L 1301 (8 parking spaces) 13th Street (odd numbers only, within the range provided) Meter to Meter (12 parking spaces) Information on Traffic Signs indicating Resident Permit Restrictions Sign indicates Resident permit parking allowed from this sign in the direction of the arrow to another restriction sign or physical object (like a street). Does not allow parking at fire hydrants or across driveways. Sign indicates either; start of a restriction or a middle location within an area with this restriction. Places at a corner it can indicate the end point of a parking restriction, too.

6 Same as first sign, above, just pointing in a different direction 13 th Street, in the same manner that No signs are posted throughout Des Moines, 2 signs are posted to indicate the restriction is for the entire block. Neither sign has an arrow and both are similar to the 2 nd sign above ( ) ( )This sign is located on Locust Street because of the proximity of two drive openings and a fire hydrant near this location. It does not negate the area covered by the Resident Permit restriction except in this specific area. ( ) This sign, at the corner of 13 th & Locust indicates the restriction extends to the corner. All of these signs indicate No 6PM to 7AM UNLESS a Resident Permit is displayed. If a meter is covered with a Red canvas bag (with a padlock) with the No message or a yellow plastic bag indicating No, then that metered area is not available for parking even with a resident parking permit.
