3 ZLogs Home Screen 1. Roadside View The Roadside View interface provides all required Hours of Service information in a clean, easy to read view modeled after a paper log form for us by law enforcement during commercial vehicle inspection. 2. Update Duty Status This is a quick way to update the operator s duty status from within the ZLogs application. 3. Trailer & Load Details The operator can associate a trailer number and load information to their log; this tab allows the entry of that information. 4. Driving Exemption Based on a operator s ruleset, a driving exemption may be available. The operator can apply the exemption by tapping on this tab. 5. Unidentified Driving When an operator is not logged in and proceeds to drive an unidentified driving event will be logged and shown within this menu. 6. Certify Logs If an operator has logs to certify, this tab allows them to review and confirm those logs. The total number of logs requiring certification is displayed. 3

4 7. Logged In Operators If only one operator is logged in, their logs are displayed. If more than one operator is logged in, this toggle allows the display of each of those operators logs. 8. Verify Edits Edits made by the operator s dispatcher require verification; this tab allows the operator to verify those edits. The total number of log-edits requiring verification is displayed. 9. Run Self Check The tablet runs a series of checks to ensure all the necessary data is available. 4

5 10. Logs Toggle Allows the operator to adjust the number of days displayed in the log; i.e., either today or the entire current duty period configured by the operator s dispatcher. 11. Ruleset Toggle If an operator operates under more than one, this toggle will be visible. The current ruleset being used is displayed; tapping on the ruleset will open a pop-up, allowing the additional ruleset(s) to be selected. 12. Grid/List Toggle An operator s logs can be displayed in the traditional Grid View or in a list view, which will display each entry, and the details in an itemized list. 13. Log View Based on the Grid/List Toggle, the operator s logs will be displayed and may require scrolling to view all of the entries or days. What s the difference between certifying logs and verifying edits? Certifying An operator must certify each previous day s logs. Each day is certified individually. Certifying logs is done to ensure the accuracy and allows the operator to request any changes. Based on account settings, the operator will be prompted to certify logs on a regular basis. Verifying Edits If an operator requests an edit to be made, the dispatcher makes the edit and then sends it to the operator for verification. Until the operator verifies the change, the logs will not be updated. Additionally, an operator may not edit their logs; their dispatcher must perform 5

6 and log edits. Once an edit is made, the operator must then confirm that the edit was done correctly. What is the self-check and what if it fails? In order to stay compliant with an EOBRD, the tablet performs a self-check. If this self-check fails, the operator will need to complete paper logs in order to stay compliant with FMCSA regulations. If self-check fails, an error message will be displayed: Self-Check Failed! You must use paper logs. How do I check and submit my status logs? An operator s logs must be verified on a regular basis (based on account settings). When logged into the tablet, the operator is prompted to confirm their logs. Each day must be verified individually. Tap Continue to Preview & Confirm. Review the day currently displayed; if it is correct, tap Confirm Log in the lower left corner. If you wish to skip ahead, tap the date in the calendar on the left column to confirm that day. If a change needs to be made, tap on the log entry in Grid View and tap the Edit button. 6

7 How do I update my load? From the ZLogs Home screen tap the Trailer & Load Details button on the left. 7

8 Enter the relevant information, such as Shipper, Trailer # (optional), Shipping Doc #, Commodity. How do I verify edits that were made to my log? If an edit was made to an operator s log by their dispatcher, the operator must verify the change before it takes effect in their log. An operator cannot edit their log directly; they can 8

9 only request edits be made which their dispatcher then performs. When the dispatcher has made a change, the operator is prompted to verify the log edits. Tap Show Logs to continue. Review the change on the left and determine if the change is correct, which tapping Verify will confirm. The original log entry will be shown on the grid view and identified by an orange marker. 9

10 Once the change has been verified, the grid will update to show the changed log. If the change is not correct, tapping Reject will discard the change. 10

11 What happens if the tablet shows an odometer failure? If the tablet is unable to get an odometer value from the GPS unit, it will be necessary for the operator to manually enter an odometer reading when changing Duty Status. When prompted, enter the Odometer Reading: Tap Save when entered. What happens if the tablet shows a GPS failure? If the tablet is unable to get the GPS position from the GPS unit, the operator will need to manually enter the current location when changing Duty. o When prompted, enter the Current Location, such as cross streets or physical address: Tap Save when entered. 11

12 How do I edit my status logs? It is possible for an operator to request a change be made to their logs; operators are not allowed to make changes directly. Tap and hold on the status that needs to be edited. Tap the Pencil icon to the right of the notes. 12

13 Tap the down arrow on the right of the detail that needs to be changed. Once all changes to the log have been entered, tap Save Edit The log will now be flagged Pending Manager Review. NOTE: The change will not be reflected in the operator s log until their dispatcher has made the change and sends it back to the operator for a final certification. Until the operator has completed the certification, the original entry will be reflected in the log. 13

14 How does my co-driver update their duty status? When a co-operator is logged into the tablet the operators will be displayed in the top right corner. Tapping on the name of the operator will bring prompt the user to enter their PIN to the status update screen where they can update their status. 14

15 How do I view my total hours and miles? From the ZLogs home screen totals are available for the current day or the entire duty period, based on the operator s associated ruleset (configured by the dispatcher). With Today selected, the following totals are calculated from 12:00 am today to the current time: Drive (Time) On (Time) Drive (Miles) PC (Miles) Remaining time is displayed for Today: Drive (Time) On (Time) Remaining time for the week is displayed for: On (Time) Automatic States The ZLogs rules engine performs automatic status changes based on certain conditions detected by the GPS unit; these conditions include: Asset moving when the current status is Off or Sleeper Berth: 15

16 o If motion is detected greater than 5 mph and the distance threshold is exceeded (account based setting), the tablet automatically changes the operator status to Driving. If it is Personal Conveyance (PC): The operator changes their status to PC before beginning to move Miles are logged as Off Duty Driving PC Checks available mileage (based on account settings) Checks available driving hours o If driving hours are available Notify operator of status change o If driving hours are unavailable Alert operator of HOS violation If it is not PC: Miles are logged as Driving o Checks available hours If driving hours are available Notify operator of status change If driving hours are unavailable Alert operator of HOS violation If no motion has been detected for 5 minutes, the system prompts the operator and waits one minute: After automatic time-out, the tablet then: o Determines if the asset is powered If power on event occurs: Duty status is updated to ON or OFF (based on account settings) If a key off event occurs: 16

17 Tablet prompts the operator for a duty status update: If the operator does not update their status, duty status updates to ON Incidental/In-Yard Movement o If the asset is moving: The tablet tracks time and distance If travel is greater than 5 minutes, or greater than 2 miles, an operator s status is shifted to Driving with the start time based on the time movement was detected o If the asset is not moving: tablet determines if stop time is being tracked and begins doing so if necessary If stop time is greater than 5 minutes, tablet resets time and distance clocks Unknown Operator Movement: If the asset is in motion with no operator logged in to the tablet, a duty status log for an unknown operator is created o The tablet prompts the unknown operator to log in Maximum Driving Time reached: o An operator must be logged-into the tablet. 17

18 o Once a violation occurs, based on the operator s rule set, the tablet displays a violation alert: Close to Maximum Reached: o An operator must be logged-into the tablet. If the operator s remaining time is within one hour of expiring, the tablet displays a warning: 34 Hour Reset: o If an operator begins driving after a qualified reset period without changing duty status, the system must apply the 34 hour reset in order to calculate how many D and ON hours the operator has available. The tablet displays a message stating the application. What happens if I have to give a review to law enforcement? If an operator is pulled over and a review is required, the operator should remove the tablet and present it to the officer. 18

19 o Cab cards are included with the tablet to give the officer reference material for retrieving the information from the device. Additionally, law enforcement can receive copies of the operator s logs via , PDF or fax by using the tablet s Messaging application to request copies to the operator s dispatch. o To send the request: Open the Messaging application from the tablet Home Screen. Press Send Message. Select canned message and choose the text appropriate for the request. Fill in the contact information for law enforcement. Press Send. 19

21 AOBRD Defined What is an Automatic On-board Recording Device? Many motor carriers have installed electronic devices in their trucks to help accurately record hours-of-service information. If such a device meets the requirements of Section of the safety regulations, it is called an Automatic On-Board Recording Device (AOBRD), and may be used in place of a paper logbook. Manufacturers of AOBRDs must certify that their devices meet the Section requirements. This includes a requirement that an AOBRD must be mechanically or electronically connected to the truck to automatically record, at a minimum, engine use, road speed, miles driven, the date, and time of day. Operator s enter other information required to complete the hours-of-service records. The AOBRD device must be capable of displaying or printing for enforcement officers the times of duty status changes and other required information. It must also store this information for the prior 7 days. You may review Section for additional AOBRD requirements. Adverse Driving Condition Exception If unexpected adverse driving conditions slow you down, you may drive up to 2 extra hours to complete that run or to reach a place offering safety for the occupants of the commercial motor vehicle and security for the commercial motor vehicle and its cargo. This means you could drive for up to 13 hours, which is 2 hours more than allowed under normal conditions. Adverse driving conditions mean things that you did not know about when you started your run, like snow, fog, or a shut-down of traffic due to a crash. Adverse driving conditions do not include situations that you should have known about, such as congested traffic during typical rush hour periods. Even though you may drive 2 extra hours under this exception, you must not drive after the 14th consecutive hour after coming on duty, and you must comply with the minimum 30-minute short break provisions effective July 1,

23 CFR Interpretation: Question 26: If an operator is permitted to use a Commercial Motor Vehicle (CMV) for personal reasons, how must the driving time be recorded? Guidance: When an operator is relieved from work and all responsibility for performing work, time spent traveling from an operator s home to his/her terminal (normal work reporting location), or from an operator s terminal to his/her home, may be considered off-duty time. Similarly, time spent traveling short distances from an operator s en route lodgings (such as en route terminals or motels) to restaurants in the vicinity of such lodgings may be considered off-duty time. The type of conveyance used from the terminal to the driver s home, from the driver s home to the terminal, or to restaurants in the vicinity of en route lodgings would not alter the situation unless the vehicle is laden. An operator may not operate a laden CMV as a personal conveyance. The driver who uses a motor carrier s Commercial Motor Vehicle (CMV) for transportation home, and is subsequently called by the employing carrier and is then dispatched from home, would be on-duty from the time the driver leaves home. 23

24 16 Hour Short-Haul Exception If you usually come back to your work-reporting location and go home at the end of your workday, you might be able to use the 16-hour short-haul exception. This exception allows you to extend the 14-consecutive-hour duty period once every 7 consecutive days. In order to use this exception, you must do the following: You must return to your work reporting location that day, as well as for your last 5 duty tours. A duty tour is the period of time from when you come to work to when you leave work. It is your workday, the time between your off-duty periods of at least 10 consecutive hours. You must be released from duty within 16 hours after coming on duty. You must only use this exception once every 7 consecutive days (unless you took 34 consecutive hours off to restart a 7/8-day period). This regulation is found in Section 395.1(o) 100 Air-Mile Exception The 100 air-mile radius exception applies for any day in which you: Drive within a 100 air-mile radius of your normal work reporting location, Return to your work reporting location and are released within 12 consecutive hours, and Follow all other basic hours of service rules including the 10-hour off-duty and 11-hour driving requirements. Your motor carrier must keep time records of the times you report for and are released from work each day, and the total hours on duty each day. You do not have to have these records in your truck. This exception is optional. For example, you and your employer may choose to use a logbook even though you are within the 100 air-mile radius, so that you do not have to be released from work within 12 hours that day. The motor carrier that employs the driver and utilizes this exception must maintain and retain accurate and true time records for a period of 6 months. This regulation is found in Section 395.1(e)(1) 24

25 Canada Hours of Service Compliance Information S. 60 Hours of Service Rules Personal Use An operator is off duty when he or she drives a commercial motor vehicle if, (a) he or she is driving the vehicle for personal use that has no commercial purpose; (b) the vehicle has been unloaded; (c) any trailers have been unhitched; 25

26 (d) he or she does not drive the vehicle more than 75 km in a day; and (e) an entry is made in the Remarks section of the daily log or on the time record required by subsection 18 (3),-(Transport Canada) (i) stating that the driver used the vehicle for personal use, and (ii) setting out the odometer readings at the start and the end of the personal use driving Adverse Driving Conditions Exemption Drivers may increase their daily & work-shift driving and driving on-duty time up to 2 hours reducing the required daily off duty time from 10 hours to 8. They must still obtain 8 consecutive hours. In the Remarks section of the log the driver shall record the reason for the use of the exemption. Cannot exceed the 16 hour work-shift rule.- *Ontario only- Section 15(2) If, as a result of subsection (1), the driver exceeds the on-duty time for the cycle, the cycle requirements must be met by the end of the following day. 160km Radius Exemption (a) the driver operates or is instructed by the motor carrier to operate a commercial vehicle within a radius of 160 km of the home terminal; (b) the driver returns to the home terminal each day to begin a minimum of 8 consecutive hours of off-duty time; (c) the motor carrier maintains accurate and legible records showing, for each day, the driver s duty status and elected cycle, the hour at which each duty status begins and ends and the total number of hours spent in each status and keeps those records for a minimum period of 6 months after the day on which they were recorded; and (d) the driver is not driving under a permit issued under these Regulations 26
